• and who were enrolled continuously as a student in a Bachelor’s programme at the UvA prior to the 2010-2011 academic year;

• and who received their Bachelor’s diploma before 1 September 2012; • and who enrolled for a Master’s programme at the UvA immediately thereafter, or at any rate,

by no later than 1 September 2012; the institutional tuition fee rates that applied to the relevant Master’s programme during the 2009-2010 academic year will apply during the official duration of the Master’s programme. The transitional arrangement will expire if the student’s enrolment is terminated prematurely.

Article 2.9 TRANSITIONAL ARRANGEMENT FOR STUDENTS WHO ENROLLED IN A SECOND BACHELOR’S OR MASTER’S PROGRAMME BEFORE OR IN 2010-2011

For students who have already obtained a Bachelor’s degree and who enrol in a second (or subsequent) Bachelor’s degree programme at the UvA, or already have a Master’s degree and enrol in a second (or subsequent) Master’s degree programme at the UvA, the following applies for 2014-2015: 1. No longer applicable.

2. For 2013-2014, the rate has been set at €1,835.00 after indexation. The (transitional) arrangement

will expire if the student’s enrolment is terminated prematurely or interrupted. Students who enrolled in a second Bachelor’s degree programme before or on 1 September 2010 will not owe an increased institutional tuition fee rate for the official duration of the programme and until 1 September 2013 at the latest, allowing for any indexation of the 2010-2011 rate. For 2012-2013, the tuition fee rate has been set at €1,771.00 after indexation. The (transitional) arrangement will expire if the student’s enrolment is terminated prematurely or interrupted. For students who enrolled in a second Bachelor’s degree programme after September 2010 but before September 2011, the same tuition fee rate as in 2010-2011 will be owed until 1 September 2013, allowing for any indexation. For 2012-2013, the tuition fee rate has been set at €1,771.00 after indexation. The (transitional) arrangement will expire if the student’s enrolment is terminated prematurely or interrupted (no longer applies to full-time and work-study programmes).

3. For the application of this transitional arrangement, the official programme duration for a part-time programme has been set by the Executive Board as the programme duration for a full-time programme multiplied by two. After expiry of the official programme duration, the high institutional tuition fee rate will apply. For 2014-2015, the rate for a part-time programma has been set at €1,675.00 after indexation.

4. The transitional arrangements do not apply to pre-Master’s students.

These provisions were enacted by the Executive Board under decision number 2014cb decision number 2014cb0025 d.d. 27 January 2014, part I, and decision number 2014cb0039 d.d. 10 February 2014, parts II and III, and decision number 2014cb0082 d.d. 19 March 2014, part IV. Article 2.10 TRANSITIONAL ARRANGEMENT FOR STUDENTS WHO ENROLLED

IN A UNIFIED DEGREE PROGRAMME IN MEDICINE IN OR BEFORE 2010-2011 AND TO WHOM THE HIGH INSTITUTIONAL TUITION FEES APPLY

For students who enrolled in the unified degree programme (ongedeelde opleiding) in Medicine before 1 September 2011 and to whom the high institutional tuition fees apply and who do not belong to the group of students referred to in Article 2.8, the same institutional tuition fee rate as in 2010-2011 will apply for the official duration of the programme until 1 September 2016 at the latest, possibly with indexation. For 2014-2015, the rate has been set at €1,906.00 after indexation. Article 2.11 TRANSITIONAL ARRANGEMENT FOR STUDENTS ENROLLED IN A

SECOND BACHELOR’S OR MASTER’S PROGRAMME FOR THE FIRST TIME IN 2011-2012, 2012-2013, 2013-2014 OR 2014-2015

For the academic years 2011-2012 to 2014-2015, a transitional arrangement applies for students who, in 2011-2012, 2012-2013, 2013-2014 or 2014-2015, were enrolled in a second Bachelor’s programme at the UvA immediately after completing their first Bachelor’s programme at the UvA or who enrolled in a second Master’s programme at the UvA immediately after completing their first Master’s programme at the UvA. For these students, the institutional tuition fee rate is equal to the statutory tuition fee rate, if the following conditions are met: 1. the first Bachelor’s or Master’s degree was obtained at the UvA, and

2. the first Bachelor’s or Master’s degree at the UvA was obtained within the applicable official

programme duration + 1 year (c+1), and

3. enrolment in the second Bachelor’s or Master’s programme at the UvA immediately followed/follows enrolment in the first Bachelor’s or Master’s programme at the UvA, and

4. the institutional tuition fee rate at the level of the statutory tuition fee rate applies for the official duration of the second Bachelor’s or Master’s programme at the UvA provided that enrolment in the second Bachelor’s or Master’s programme was/is uninterrupted, and

5. the second Bachelor’s or Master’s programme is completed with a diploma within the official duration of the programme.

If these conditions are not met, the high institutional tuition fee rate will apply. If it emerges at any time that the conditions have not been met, the high institutional tuition fee rate will be charged. If a pre-Master’s programme of up to 30 ECTS credits4 is taken at the UvA immediately after completion of the first Master’s programme at the UvA and enrolment on a second Master’s programme at the UvA takes place immediately after this and all other conditions in this article have been met, the second Master’s programme at the UvA will also be deemed to follow immediately.

Article 2.12 INSTITUTIONAL TUITION FEES FOR STUDENTS ALREADY IN

POSSESSION OF A DEGREE For those who started a second Bachelor’s or Master’s programme at the UvA while enrolled in their first Bachelor’s or Master’s programme and who have been continuously enrolled in that second degree programme, an institutional tuition fee rate equal to the statutory tuition fees applies up to and including the 2014-2015 academic year (i.e. until 1 September 2015). This applies for full-time, part-time and work-study programmes.

III Explanatory Notes to tuition fee provisions in UvA Enrolment

Provisions 2014-2015 Institutional tuition fee rates If a student does not meet the conditions for the statutory tuition fee rate (cf. Section 7.45 a, subsection 1 WHW), the high institutional tuition fee rate will apply, unless a specific exception provision applies to the student. The institutional tuition fee rates have been set for 2014-2015 based on the institutional tuition fee rates set for 2011-2012. The institutional tuition fee rate for the joint Bachelor's degree programme in the Liberal Arts and Sciences of the Amsterdam University College has been set at €11,666.00 for 2014-2015. In certain cases, the Executive Board has set a reduced tuition fee rate for (non-EEA) students, for example within the context of an Erasmus Mundus programme or for (‘guest’) students participating in nationwide collaborations. These exceptions are included in Appendix 1 and Appendix 2 to the Enrolment Provisions. In the case of institutional tuition fees, at the UvA the doctoraal programme plus final examination in Medicine are deemed to be the equivalent of a Master’s programme, and the doctoraal programme without the final examination in Medicine is deemed to be the equivalent of a Bachelor’s programme. In other words, the unified programme (ongedeelde opleiding) in Medicine includes the Medical degree programme (artsenopleiding). Tuition fees for Amsterdam University College In June 2012 the joint degree Bachelor’s programme in the Liberal Arts and Sciences of Amsterdam University College was awarded the ‘distinctive feature of small-scale and intensive education’ status by the Accreditation Organisation of the Netherlands and Flanders (NVAO) (Section 6.7 WHW). Part-time students The statutory part-time rate of €1,633.00 has been indexed in line with the indexing of the statutory full-time rate, and will therefore be €1,675.00 for 2014-2015. Pre-Master’s students (Article 2.5) Institutional tuition fees equal to half of the statutory tuition fee rate will be owed for one academic year by those who are already in possession of a Bachelor’s degree enrolled in a Bachelor’s programme at the UvA in order to take a pre-Master’s programme (schakelprogramma) equivalent to a maximum of 30 ECTS credits, by way of preparation for admission to a Master’s programme at the UvA. If the deficiency is more than 30 ECTS credits, a contract teaching programme (contractonderwijs) of up to 60 ECTS credits is generally offered as a pre-Master’s programme. If a student enrols as a contract student in a pre-Master’s programme (including programmes up to a maximum of 30 ECTS credits), the tuition fee rate set for that programme is owed to the faculty. Transitional Arrangement for students enrolled for a second Bachelor's or Master's programme in or before 2010-2011 (Article 2.9) This transitional arrangement no longer applies to enrolments in full-time and work-study programmes and only in limited cases to students enrolled in a part-time programme. This is because the official programme duration has already expired in the event of uninterrupted enrolment before or in 2010-2011 for a full-time or work-study programme. For the purposes of determining their entitlement to this transitional arrangement, an official programme duration equal to the full-time programme duration multiplied by two has been set for part-time students. After expiry of the

Page 13

Page 14: Doc 1

These provisions were enacted by the Executive Board under decision number 2014cb decision number 2014cb0025 d.d. 27 January 2014, part I, and decision number 2014cb0039 d.d. 10 February 2014, parts II and III, and decision number 2014cb0082 d.d. 19 March 2014, part IV. official programme duration, the high institutional tuition fee rate will apply. Please note that his arrangement applies exclusively as part of the transitional arrangement as stipulated in Article 2.9 of the Enrolment Provisions and only to those students who started their part-time degree programme before 1 September 2011 and who are actually enrolled in the part-time degree programme. Therefore, in the case of part-time degree programmes and insofar as all of the other conditions are met, this transitional arrangement will apply until no later than 1 September 2016. Transitional arrangement for a second degree programme (Article 2.11) A transitional arrangement subject to strict conditions applies for students who in 2011-2012, 2012-2013, 2013-2014, 2014-2015 are/were enrolled in a second Bachelor’s programme at the UvA immediately after completing their first Bachelor’s programme at the UvA within the official programme duration + 1 year, or who are/were enrolled in a second Master’s programme at the UvA immediately after completing their first Master’s programme at the UvA within the official programme + 1 year. The third condition stipulates that enrolment in the second degree programme must immediately follow completion of the first degree programme. Of course, in determining the exact moment to be understood as ‘immediately after’, the student is dependent on the different entry dates for the second degree programme. It has also been agreed with the Central Student Council (CSR) that after completion of a first Master’s programme at the UvA, a follow-on Master’s programme at the UvA also includes enrolment in a second Master’s programme at the UvA immediately after completion of the required pre-Master’s programme at the UvA, providing that the other conditions have been met. For the purposes of clarity: this means that a pre-Master’s programme (to a maximum of 30 ECTS credits within one academic year) is taken immediately after completion of a first Master’s programme at the UvA within the programme duration + 1 year (in other words, Master’s/pre-Master’s/Master’s and not Bachelor’s/pre-Master’s/Master’s), and that enrolment in a second Master’s programme at the UvA takes place immediately following a pre-Master’s programme at the UvA. Tuition fees for a second degree programme (Article 2.12) By law, one of the conditions for entitlement to the statutory tuition fees is not having previously obtained a Bachelor’s or a Master’s degree. However, an exception applies if the second degree programme is a first enrolment in a degree programme in the field of education or healthcare. Notwithstanding the law, the Association of Universities in the Netherlands (VSNU) and the Council of the Netherlands Association of Universities of Applied Sciences (Vereniging Hogescholen) have agreed with the Dutch Minister of Education, Culture and Science that for the academic years 2010-2011 up to and including 2013-2014, a tuition fee rate equal to the statutory tuition fee rate will be owed by students who start a second Bachelor or Master’s programme (partly) simultaneously in these academic years on condition that their enrolment is uninterrupted. On 27 March 2013, the Minister announced that the covenant between VSNU, Vereniging Hogescholen and student organisations will be subject to statutory regulation with effect from the academic year 2014-2015 (Dutch House of Representatives, 2012-2013, 33400-VIII, no.133). This means that any student who has started a second Bachelor's programme parallel to a first Bachelor's programme or has started a second Master's programme parallel to a first Master's programme is entitled to complete this at the statutory tuition fee rate after obtaining the first degree certificate. The Implementation Decree for the WHW (Uitvoeringsbesluit WHW) will be revised in line with this, establishing how these regulations are to be implemented. This is expected to take effect on 1 September 2014. Entry into force and scope The Enrolment Provisions enter into force as of 1 September 2014. This means that these Enrolment Provisions apply to requests for enrolment or disenrolment relating to the 2014-2015 academic year. The Enrolment Provisions do not apply to post-initial Master’s programmes or contract teaching.

UvA Regulations governing Recommendations on Choice of Degree Programme 2014-2015 Decision no. 2013cb0492 Pursuant to Section 7.31a to 7.31d of the Dutch Higher Education and Research Act (WHW) Article 1 Definitions a. Prospective student: those persons who have applied via Studielink for a Bachelor’s programme

at the University of Amsterdam (UvA) and are not currently listed as enrolled on the relevant degree programme at the UvA and are not eligible for enrolment on the subsequent phase of the relevant degree programme.

b. UvA matching: the degree programme choice that the UvA offers prospective students of a Bachelor’s programme prior to an academic year, with a view to providing a recommendation on their choice of degree programme.

c. Recommendation on choice of degree programme: a recommendation from the programme director concerning a prospective student's choice of degree programme based on an assessment conducted as part of the UvA matching process. This can constitute a recommendation that confers an entitlement to admission to the degree programme. This kind of recommendation constitutes a valid recommendation on the choice of degree programme, pursuant to the UvA Enrolment Provisions (Inschrijvingsbesluit UvA). A recommendation on the choice of degree programme can constitute a recommendation that does not confer an entitlement to admission to the degree programme. This kind of recommendation does not constitute a valid recommendation on the choice of degree programme pursuant to the UvA Enrolment Provisions.

d. Entitlement to admission on the degree programme: the prospective student is entitled to admission on the degree programme if he/she has been issued with a valid recommendation on the choice of degree programme. This entitlement to admission is important for the student's enrolment at the UvA.

e. Enrolment: a prospective student who meets the statutory educational entry requirements and the terms and conditions of admission stipulated in the UvA Enrolment Provisions can be enrolled as a student at the UvA. The head of the Central Student Administration (CSA) is charged with implementing the Enrolment Provisions and determines whether a prospective student is enrolled as a student on the programme for which he/she has applied.

f. UvA Enrolment Provisions: the decision, as stipulated in Section 7.33 WHW, establishing the procedural rules on the basis of which students are enrolled at the UvA for a particular academic year.

g. Selective degree programme: a Bachelor’s programme to which a draw procedure or selection procedure pursuant to Sections 7.57b to 7.57e WHW apply.

Article 2 Application by 1 May 1. Prospective students who apply via Studielink, by 1 May at the latest, for a Bachelor’s

programme at the UvA must participate in the UvA matching in June. 2. After participating in the UvA matching, prospective students will be sent a recommendation on

their choice of degree programme by e-mail. 3. This recommendation on the choice of degree programme does not confer entitlement to

admission on the relevant degree programme. Article 3 Reorientation Programme A prospective student who has participated in the UvA matching in June is entitled to take part in the UvA Reorientation Programme. This programme is intended to provide prospective students who have doubts about the choice of degree programme after matching or who have received a negative programme choice recommendation with an opportunity to discover the degree programme most suited to them.

Bachelor's programme at the UvA and who has not applied, via Studielink, for a Bachelor’s programme at another Dutch institution of higher education or for another Bachelor's programme at the UvA or in the case of a prospective student who has also applied for a selective degree programme, has not applied for this via Studielink by 15 May at the latest must participate in the UvA matching in August.

2. After participating in the UvA matching, prospective students will be sent a recommendation on their choice of degree programme by e-mail.

3. If this recommendation is positive, it will confer entitlement to admission to the relevant degree programme. A negative recommendation does not confer entitlement to admission to the relevant degree programme.

Article 6 Recommendation on choice of degree programme 1. If he/she has participated in the UvA matching, the prospective student will be issued with a

recommendation on their choice of degree programme. 2. This recommendation on the choice of degree programme is based on the results achieved in the

test associated with the UvA matching for the degree programme concerned. 3. A positive recommendation on the choice of degree programme also confers entitlement to

admission to the degree programme in question for the academic year immediately following the academic year for which the UvA matching took place.

4. A negative recommendation on the choice of degree programme refers solely to the entitlement to admission to the degree programme in question for the academic year for which the UvA matching took place.

Article 7 Students unable to participate in UvA matching 1. A prospective student who has not participated in the UvA matching activities referred to above is

not entitled to admission to the degree programme except in such cases as those stipulated in

Page 2

Page 24: Doc 1

UvA Regulations governing Recommendations on Choice of Degree Programme 2014-2015 Decision no. 2013cb0492

paragraphs 3, 4 or 5. 2. A prospective student who has not participated in the compulsory UvA matching in June and with

regard to whom the UvA Dispensation Committee has, at his/her written request, determined that there were valid reasons preventing this must participate in the UvA matching in August.

3. A prospective student who has not participated in the compulsory UvA matching in August and with regard to whom the UvA Dispensation Committee has, at his/her written request, determined that there were valid reasons preventing this is entitled to admission to the degree programme.

4. The UvA Dispensation Committee can determine that there are valid reasons preventing attendance if the prospective student has demonstrated that this failure to attend was a result of the compulsory attendance of classes on the programme on which he/she was then studying, participation in another activity relating to the choice of degree programme or participation in an activity related to the selection procedure for a selective degree programme, or exceptional personal circumstances. Valid reasons for failure to attend also include situations in which the prospective student originates from Bonaire, Sint-Eustatius, Saba, Aruba, Curaçao or Sint Maarten and cases in which the prospective student did not participate in UvA matching activities because he/she was not resident in the Netherlands at that time.

5. The situation of the prospective student who applies via Studielink, after 15 May and can demonstrate that he/she has, for another degree programme, been issued with binding negative advice on continuation of studies pursuant to Section 7.8 WHW at such a time that the prospective student was unable to apply by the deadline of 15 May, is also deemed to be a valid reason preventing attendance. In this case, the prospective student can apply to the UvA Dispensation Committee in writing for it to issue proof of valid reasons preventing attendance.

Article 8 Application after 15 July 1. A prospective student who applies, via Studielink, for a Bachelor’s programme at the UvA for the

first time after 15 July and by 31 August at the latest and to whom Article 7, paragraph 4 does not apply, is not entitled to admission to the degree programme unless the prospective student demonstrates that he/she has applied for a Bachelor's programme at another Dutch institution of higher education by 1 May at the latest or has applied via Studielink, for a selective degree programme by 15 May at the latest.

2. In the case of a prospective student with no entitlement to admission based on the previous paragraph, the programme director can, at the written request of the prospective student, report to the head of the CSA that he/she does not have any objections to the prospective student being enrolled on the relevant degree programme. In making this decision, the programme director will also take into account the issue of whether there is still sufficient programme capacity.

Article 9 Applicability 1. These regulations apply to all Bachelo’'s programmes at the UvA, with the exception of selective

degree programmes. 2. These regulations do not apply to prospective students who, pursuant to Section 7.28 of the

WHW, are, in view of being in possession of a diploma obtained outside the Netherlands, exempt from the requirements governing the diploma stipulated in Section 7.24, subsections 1 and 2 of the WHW. However, the prospective student can be given an opportunity to participate in the UvA matching. Failure to participate in the UvA matching has no consequences in terms of the prospective student’s entitlement to admission.

Adoption and entry into force These regulations were adopted by the Executive Board in a decision on 23 December 2013 and take effect on 1 January 2014.

Bachelor's programme in Dentistry ACTA 2014-2015 - draft selection criteria for decentralised selection 2014-2015 For the academic year 2014 to 2015, ACTA intends to fix a quota of 60% by applying decentralised selection. For UvA and VU, this corresponds to the following share of places: • UvA quota of 68 places, for which 40 candidates will be allocated via decentralised

selection and 28 candidates via a draw procedure (including direct placement), • VU quota of 60 places, for which 36 candidates will be allocated via decentralised

selection and 24 candidates via a draw procedure (including direct placement). ACTA criteria for participation in decentralised selection The following criteria apply for participation in the selection procedure: • The candidate is on a full-time pre-university (VWO) programme • The candidate is taking the VWO school-leaving examination in one of the following

subject clusters: o Nature & Health with Physics o Nature & Technology with Biology

Candidates meeting these criteria can participate in the first round of the selection procedure. Candidates who do not meet this requirement will not be eligible for decentralised selection and will be allocated places in the (centralised) draw procedure. First rounds of ACTA decentralised selection In the first round of the selection procedure, individual candidates will be able to score points for the five aspects listed below. The candidate uses an application form to indicate the extent to which these requirements are met and submits (preferably authenticated) documentary evidence of this. Depending on the individual file, the candidate will be awarded with points according to an operationalised assessment. The best-scoring candidates will be invited for the second round of selection (maximum of 150% of the number of candidates to be placed by decentralised selection). Aspects for which scores can be achieved in the first round of ACTA decentralised selection: 1. Commitment to the provision of care The extent to which the candidate is seen to be committed to the provision of care and/or healthcare. Examples of this could include: • (voluntary) work in a care institution or for a civil-society organisation; • experience in dealing with patients; • other experience that demonstrates commitment to the provision of care in the broadest

sense. 2. Administrative and/or organisational experience The Dentistry degree programme requires commitment, a sense of responsibility, organisational talent and planning skills. Examples of these could include: • active membership of a committee; • the organisation of an event; • other experience that demonstrates the above characteristics. 3. Outstanding achievements Effort and perseverance are important characteristics for students of dentistry and for

Page 27: Doc 1

dentists. They can be demonstrated by means of outstanding achievements in the field of art, science, literature or sport at a high national or international level alongside the full-time school career. This concerns activities on which a substantial proportion of weekly free time has been spent alongside full-time pre-university schooling for longer than one year. Work during holidays only is not sufficient. Activities that took place more than three years previously do not count towards selection. 4. Good results at school Achieving good results in pre-university education is an important indicator of a successful study career. Having achieved an average mark of more than 7 especially in the optional subjects (profielvakken) on transition from VWO grade 5 to 6 counts towards the candidate's total score in the first selection round. 5. Motivation Motivation is an essential factor for success in a difficult and intensive course such as dentistry. Candidates must explain, on no more than one A4 page, why they feel they have the potential to become a successful student of dentistry and a successful dentist. The aspects outlined under 1 to 4 can be used as further evidence of motivation for the course and for the subject of dentistry. The score achieved by the candidate for aspects 1 to 5 determines whether he or she will be included in the second round of selection. A maximum of 114 best-scoring candidates will be invited for the second round of selection (150% of the places available for decentralised selection, UvA and VU combined). Candidates not invited to participate in the second round will not be eligible for decentralised selection and will be allocated places in the (centralised) draw procedure. Second round of ACTA decentralised selection The candidates selected on the basis of the first round of selection will be invited to attend the second round at ACTA in order to complete a series of tests and assignments. In these, an assessment will be made of the individual candidate's study skills. These may include testing knowledge of VWO optional subjects and/or testing knowledge and understanding based on independent study materials provided in advance. Based on the scores achieved in the second round, all students will be ranked and the best-scoring candidates will be eligible for decentralised placement (subject to passing the school-leaving examination). If a candidate drops out as a result of failure to pass the school-leaving examination, the place will be offered to the next candidate in the ranking. Additional information • It is possible to participate in the ACTA decentralised selection procedure via the UvA and

VU. However, in order to participate in the selection procedure candidates must indicate whether the UvA or the VU is their institution of choice.

• Students must apply for the decentralised selection procedure via Studielink and the deadline for applications is 15 January 2014.

• Students who have applied via Studielink by the deadline will receive a registration form from ACTA that must be returned before 15 March 2014.

• It is only possible to participate in the ACTA decentralised procedure once.
