The City of Hermosa Beach City is a general law city located in Los Angeles Countyimmediately adjacent to the proposed site of the Redondo Beach Energy Project RBEP TheRBEP is located at the intersection of North Harbor Drive and Herondo Street which serves asthe Southeast border between the City of Redondo Beach and Hermosa Beach Manyresidents of the City live on Herondo Street directly across from the project site They and otherresidents of the City are likely to experience the same types of health safety and welfareimpacts experienced by residents of the City of Redondo Beach potentially to an even greaterdegree

The City understands that air pollution and noise have been identified in this proceeding aspotential impacts of the RBEP Air pollution and noise are not constrained by jurisdictionalboundaries particularly where as here the project is immediately adjacent to an affectedjurisdiction The City is in the best position to identify potential impacts to its community andconvey evidence thereof to the Commission The extent to which the RBEP will createsignificant impacts to the City has not yet been determined however due to the limitedtimeframe within which to intervene the City seeks leave to intervene at this time to preserve itsright to fully participate in this proceeding as information becomes available

The City has a strong interest in making sure that all issues related to the RBEPnotjust thoseaffecting the City of Redondo Beacharecarefully considered For the reasons stated abovePetitioner seeks leave to intervene in this proceeding
