● Circulation: Pilot projecton self-serve electricscooters adopted in June 2019 by the MTQ (territory: Montreal and Westmount / validity period: 3 years).

Context - Regulation

● By-law regarding the dockless self-serve unregistered vehicleservices (19-026)adopted in April 2019by the City of Montreal

● Circulation: electric bikes are allowed to circulate(specific rules in the HSC including helmet)

Mandate

● Propose a new service in the Montreal mobility scheme

● Experiment with the use of electric scooters on certain public roads

● Restrict negative externalities

REGULATION - CREATION PHASE

Electric scooters traffic(regulated by the MTQ pilot projet)

Making operatorsaccountable

Operators must: • Obtain an operating permit (fees, deposit,

insurance); • Inform customers (traffic and parking rules);• Have an operations centre in Montreal;• Respond to alerts/reporting;

○E-bikes DSUV : home / work(rush hour 8:00 a.m. to 9:00 a.m. and 5:00 p.m. to 6:00 p.m.)

○E-scooter DUSV: more spontaneous movements

Geographic equity

●Limited deployment by operators within restrictedperimeters:

○ DSUV bicycles: 10 boroughs served /19 boroughs authorizedby the regulation

Cohabitation with pedestrians

●Cohabitation DSUV / pedestrians isdifficult in areas with high pedestrian density (problems related to bothvehicle traffic and parking)

●Programming of certain georeferencing zones by operators(on a case-by-case basis )

Security

● Failure to wear a helmet

● 333 statements of offence wereissued by the SPVM regardingnon-compliance with the HSC (324 related to helmet use)

● No fatal or serious accidentsinvolving a DSUV

Immobilization of DSUV in dedicated areas

● Regulation not respected by operators

○ 20% of the e-scooters wereparked in one of the 410 definedareas

○ Numerous e-scooters parked atstreet furniture and BIXI stations

Failure of Operator Liability

● End of the e-scooter (the by-law is still going on for the e-bike and other DSUV)

● Tariffs increase (+75$ per vehicle)

● Limitation of 1000 vehicles per operator

● New requirements for data sharing (new real-time data GBFS)

What will be the modifications of the by-law ? (February and March, 2020)
