A. ADD - Item 1.2.A.8 Polymer Blending & Feed Equipment (PD-2) for the Rotary

Filter Press.

Base Bid and Owner Additive Elective Equipment Items and Products.

C. ADD - Paragraph 1.2.B.1 Bid Item A:

The total installed cost is to include the Rotary Drum Thickener, Field Erected

Precast Building and Polymer Blending & Feed Equipment (PD-3) associated with

the Rotary Drum Thickener.

After bid award and prior to final selection of the Owner Additive Alternative Bid

for the Rotary Drum Thickener (Specification Section 46 71 33), the proposed

manufacture will be requested to submit information regarding typical polymer

usage for waste activated sludge applications and installation references. The

proposed manufacture may then be requested to perform confirmation polymer

and dewatering performance bench testing at no cost to the Owner, with waste

activated sludge samples from the Killian Creek WWTP. The testing is to be

performed utilizing the manufacturer’s recommended polymer and the polymer

currently utilized by the Owner for dewatering to establish a maximum polymer

dosage and minimum thickened sludge concentration.

At the Owner’s election, a selected alternative manufacturer may be provided the

opportunity to perform the same testing to provide data for alternative system.

The resulting polymer and performance data will be utilized by the Owner

evaluate life cycle costs for the respective manufacturers taking into consideration

any added cost to the Contractors bid for the competitive equipment. Final

equipment procurement may also include a negotiated performance based

guarantee and penalty should the installed equipment fail to meet a performance

guarantee.

D. Paragraph 1.5.A.2 -

I. Work associated with the piping revision in the sludge holding tank is

to be scheduled prior to the work to install piping in the digesters to

permit operational flexibility during work requiring lowering digester

levels.

II. The new effluent filter #3 is to be installed prior to work associated with

the post equalization pumps and mixers to provide additional filter

capacity for drainage of the post equalization tank.

III. Work requiring access to the bottom of the post equalization must be

scheduled in off hours between midnight and 8 am to facilitate drainage

of the tank and retainage of flow within the post equalization tank.

TECHNICAL SPECIFICATIONS

1. CLARIFICATION – Specification Section 40 20 00 Process Piping, Fittings, Valves

and Accessories

A. Paragraph 2.7 .B – Gaskets for flanged pipe are to be Toruseal® or equal, 1/8”

Styrene Butadiene (SBR) rubber conforming to ANSI/AWWA C111/A21.11 for

Ductile Iron Pipe and ASTM F-477 for plastic pipe.

2. CHANGE - Specification Section 43 32 63 Ultraviolet Disinfection Equipment

A. Paragraph 2.12.I.1 – Delete paragraph and add the following:

I. SCADA System Output - The existing plant UV system has been modified to

eliminate hardwired monitoring of the UV system via SCADA. Those

modifications include the addition of a Modbus TCP communications link

between the UV system and SCADA RTU3. This Modbus TCP communications

link will accommodate monitoring of the new UV channel equipment to be

installed as part of this project. The UV vendor shall provide I/O mapping

information for coordination with the SCADA integrator to accommodate

SCADA monitoring of the UV system status.

1) The intent is for monitoring of the new UV system to match that

of the existing UV system. Details shall be coordinated and

verified with the Owner’s plant staff.

2) In addition to matching existing UV system monitoring,

Open/Closed Position of Channel Gates for each UV system shall

be monitored.

3) It is anticipated that up to 60 discrete tags in the new UV system

will be monitored by SCADA.

4) It is anticipated that up to 20 real tags in the new UV system will

be monitored by SCADA.

3. ADD - Specification Section 26 45 00 – Supervisory Control and Data Acquisition

(SCADA).

4. CLARIFICATION – Specification Section 33 32 16 – Rotary Drum Thickener Pump

Station.

A. Paragraph 3.2B – The requirement for factory testing of the “complete pump station

system” shall include the pump station control panel, pumps, drives, discharge piping,

valves and air release completely assembled in the enclosure.

GENERAL

The mandatory pre-bid meeting was held on June 11, 2015. A copy of the attendees and

meeting agenda is attached. Bids will be accepted only from companies represented at the pre-

bid meeting and are registered plan holders. Related comments and clarifications from the

meeting are as follows:

1. Time of completion – The Contractor’s construction activity at the plant site is to be

limited to the last 180 days of the construction period. Access to the site during the

initial 125 days will be permitted for preliminary mobilization, layout, measurements

and field investigation activities not requiring the physical installation of equipment or

disruption of any plant operations.

2. The rainfall record from the Mounty Holly 4 NE NOAA weather reporting station is to

be utilized for the determination of the mean days of precipitation each month in

accordance with the Supplementary Conditions.

3. Normal plant operational hours are 7 am to 5 pm, Monday to Friday. Contractor

access to the site at other times must be coordinated in advance with the Owner.

4. The Contractor will be permitted to utilize office and rest room facilities in the

Maintenance Building but will be responsible for installing a temporary security fence

for protection of the Owner equipment stored in the building and maintaining

cleanliness of the facility utilized by the Contractor.

5. Work related to the piping modifications in the Sludge Holding Tank is to be

performed prior to the work within Digester #1 and #2 to provide process flexibility

during the work at the digesters.

6. Work within the Post Equalization Basin is to be performed after installation of the

new effluent filter and is to be scheduled between midnight and 8 am unless other

temporary provisions are made for the temporary transfer of decant flow during the

work.

SECTION 26 45 00 SUPERVISORY CONTROL AND DATA ACQUISITION (SCADA)

PART 1 GENERAL 1.1 RELATED DOCUMENTS

A. The Drawings and provisions of the General Conditions, Special Conditions, and the Sections included under General Requirements are included as part of this Section as though bound herein.

1.2 WORK INCLUDED

A. This section gives the requirements for SCADA system work on the Lincoln County SCADA system.

B. Completeness: These specifications cover the intended function of the equipment, but do not necessarily cover all details necessary for a complete, operating and functional system. Contractor shall supply all devices and appurtenances necessary to provide a complete, operable and satisfactory system as indicated or specified.

1.3 ABBREVIATIONS

1.4 SUBMITTALS

A. Pre-Construction: Shop drawings and product data for component installation to upgrade the existing RTUs to accommodate the additional I/O required for this project.

B. Post-Construction: Submit to the Owner, CD copies of software for the SCADA system. One copy of the software shall be of the base software control system. Two copies shall be provided with all programmed variables, parameters, and functions of the SCADA system.

1.5 CERTIFICATIONS

A. Equipment and components shall be 3rd part listed; UL, ETL, CSA, etc.

1.6 WARRANTY / GUARANTEE

A. The Integrator shall provide a 1-year warranty for all installed equipment stating that it is free from defects in workmanship and material.

B. It is the intent of these specifications that the integrator shall furnish a complete, integrated, functionally operating system. Integrator shall warrant that the system performs the intended functions.

PART 2 PRODUCTS

2.1 SCADA SYSTEM COMPONENTS

A. The components of Lincoln County's existing SCADA System at Killian Creek Wastewater Treatment Plant include four RTUs designated SCADA Base RTU, RTU1, RTU2, and RTU3.

B. The existing remote terminal units (RTU) utilize the following components for inputs and outputs.

1. Dorsett MicroScan4 Universal Controllers Part No. MS4-UNV. 2. Dorsett MicroScan4 Digital Controllers Part No. MS4-DIG.

C. The Owner’s integrator for SCADA system work is:

D. Replacement or upgrades to RTUs required to accommodate additional I/O for this project shall be determined by the Owner’s SCADA integrator. Components not requiring replacement shall be re-used with the existing RTUs.

E. Modifications shall be compatible with and interface seamlessly with the existing Lincoln County SCADA System.

2.2 RTU MODIFICATIONS

A. Modifications for RTUs are quantified below based on information available for existing and proposed I/O quantities. Existing I/O availability shall be verified in the field. Proposed I/O shall be verified with what is indicated in the project drawings.

B. SCADA BASE RTU (Lab Building):

1. No additional hardwired I/O connections are anticipated to this RTU. 2. This RTU is connected via a digital communications link to the plant SBR Control Panel to

monitor status of the SBR system equipment and components. SCADA programming will be required for modifications to the SBR system as part of this upgrade project.

3. Control system programming shall be performed to provide system monitoring and control functions and modifications. Specific revisions to be incorporated associated with the SBR system are indicated on Instrumentation and Control Schedules in the project drawings.

C. RTU1 (Blower Building):

1. Record documents show the following I/O availability: a. DI: 0. b. DO: 8. c. UI: 8. d. AO: 8.

2. This plant expansion project requires the following I/O points: a. DI: 17. b. AI: 1.

3. To accommodate the additional inputs, it is anticipated that installation of an expansion cabinet associated with the RTU is necessary.

D. RTU2 (Dewatering Building):

1. Record documents show the following I/O availability: a. DI: 16. b. DO: 66. c. UI: 15. d. AO: 8.

2. This plant expansion project requires the following I/O points: a. DI: 36. b. DO: 2.

3. To accommodate the additional inputs, it is anticipated that installation of an expansion cabinet or multiple expansion cabinets associated with the RTU is necessary.

E. RTU3 (Filter / UV Building):

1. Record documents show the following I/O availability: a. DI: 10. b. DO: 72. c. UI: 6. d. AO: 8.

2. This plant expansion project requires the following I/O points: a. DI: 44. b. AI: 41.

3. To accommodate the additional inputs, it is anticipated that installation of an expansion cabinet or multiple expansion cabinets associated with the RTU is necessary.

4. Modifications to the existing UV system have been made to eliminate hardwired monitoring of the UV system via SCADA RTU3. Modifications include the addition of a Modbus TCP communications link between the UV system and SCADA RTU3. This Modbus TCP communications link will accommodate monitoring of the new UV channel equipment to be installed as part of this project. The UV vendor will provide I/O mapping information for coordination with the SCADA integrator to accommodate SCADA monitoring of the UV system status.

a. It is anticipated that up to 60 discrete tags in the UV system will be monitored by SCADA.

b. It is anticipated that up to 20 real tags in the UV system will be monitored by SCADA.

2.3 WIRING

A. All internal instrument and component device wiring shall be as normally furnished by the manufacturer. With exception of electronic circuits, all interconnecting wiring and wiring to terminals for external connection shall be no less than 18 AWG copper, insulated for not less than 600 volts, with a moisture and heat resistant material and flame retardant nonmetallic covering.

B. All wires are to be identified with permanent wire number markers at each termination point of the wire. Acceptable NEC and ISA wire colors for various voltage conductors are to be used.

C. Terminal blocks for field connections shall be suitable for No. 12 AWG wire and be complete with marking strip and screw connectors. Terminals shall be labeled to agree with identifications shown on supplier's submittal drawings. A terminal shall be provided for each conductor of external circuits plus one ground for each shielded cable. All wiring shall be grouped or cabled and firmly supported to the panel. Not less than 8 inches of clearance shall

be provided between the terminal strips and the base of vertical panels for conduit and wiring space. No less than 25% spare terminals shall be provided. Each control loop or system shall be individually fused and all fuses or circuit breakers shall be clearly labeled and located for easy maintenance.

2.4 DEVICE IDENTIFICATION

A. All devices shall be permanently identified. The device and terminal identifications shall agree with those shown on the equipment drawings.

B. Nameplates shall be provided on the face of individual devices. PART 3 EXECUTION 3.1 SUBMITTALS

A. Submit to the Owner, CD copies of software for the SCADA system. One copy of the software shall be of the base software control system. Two copies shall be provided with all programmed variables, parameters, and functions of the SCADA system.

3.2 INSTALLATION

A. General: The Contractor shall receive, handle and store all equipment and materials to be installed, being careful to prevent any damage during transport and storage. All equipment stored shall be protected from weather in a manner recommended by the manufacturer.

1. All equipment shall be handled and installed in accordance with written instructions and approved shop drawing details of the manufacturer and as required by the drawings.

2. If the Contractor determines that existing conditions do not permit proper installation, he shall immediately notify the Owner’s Representative.

B. Maintain existing programming for wastewater treatment plant monitoring and control functions that are not to be modified as part of this project.

C. Control system programming shall be performed to provide system monitoring and control functions and modifications. Specific revisions to be incorporated are indicated on Instrumentation and Control Schedules in the project drawings.

3.3 START-UP TESTING

A. Test system for proper function. 3.4 WITNESS TESTING

A. The OWNER, ENGINEER, regular operators, and the maintenance staff shall be notified 1 week in advance of the times and dates of site tests. Tests shall be performed that fully exhibit the control and monitoring functions as specified herein.

3.5 SUPERVISION, START-UP, SERVICE, AND TRAINING

A. Integrator's trained service engineer/technician shall provide installation supervision to the Contractor.

B. Integrator's trained service engineer/technician shall provide initial startup, calibration and adjustment of equipment.

C. Integrator shall, during the warranty period, furnish all service necessary to repair defective equipment or work, and no charges will be made for any service due to these reasons. A complete written report shall be furnished to the Owner and Engineer after each service visit, giving the reason for failure and recommendations to prevent recurrence.

D. Conditional service shall also be provided, upon request of the Owner, for a period of one year after final acceptance, up to two 8-hour days, on-site.

E. Maintenance Training: At start-up, the integrator shall provide eight (8) hours of maintenance training for the owner’s personnel.

4. Time of Completion

a. 305 calendar days (125 equipment purchase/shop drawing review and approval

with site work limited to 180 days)

b. Liquidated damages - $1,250/day from project completion date.

c. Abnormal weather determination (General Conditions Paragraph 4.05 C-2

amended by Supplemental Conditions)

5. Contractor’s Use of Site and Premises

a. The Contractor will be allowed access to the site during operational hours (7:00

am to 5:00 pm) corresponding to the wastewater treatment plant operation or

prior scheduled with the Owner.

b. All work associated with the renovations shall be performed in a manner such

that there will be no impact to the existing wastewater treatment operations or

performance.

c. All work requiring utility outages of shutdown will be limited and must be

scheduled with the Owner in advance.

d. The initial contract period is to be utilized for shop drawing submittals and

approvals and other non-site related work and the field construction work at the

Killian Creek WWTP site to be limited to the contract period noted in the

Agreement.

e. Erosion control requirements (Reference Drawing C.3).

f. Designated Contractor Office/Restroom Area (Reference Spec #01 50 00). The

Contractor shall be responsible for maintaining cleanliness and security of

Owner materials and equipment stored within the building and shall be

responsible for any thief or vandalism directly associated from lack of security.

g. Designated Contractor Parking and Storage Area.

6. Special Work Sequence Requirements

a. Aerobic digester piping revision area

i. Schedule early in project to permit process flexibility for installation of

RDT pump suctions in digesters.

ii. Coordinate schedule with operations to get SHT and Digester(s) levels

lowered.

iii. Work to be performed with sludge at lower level in tank.

b. Post equalization basin area

i. Work to be scheduled after installation /startup of third effluent filter.

ii. Plant operations to coordinate preliminary drainage of tank to removed

bottom solids accumulation prior to work.

iii. Work to be scheduled between 12 midnight and 8 am.

PROJECT OVERVIEW

The Project consists of supplying, installation, startup and related work of the following equipment systems at the existing wastewater treatment plant as a lump sum bid:

1. Ten (10) retrievable aeration diffuser racks in existing Sequencing Batch Reactor Basins (SBR);

2. Two (2) positive displacement blowers for SBR and Aerobic Digesters;

3. Two (2) submersible pumps in Post Equalization Basin;

4. One (1) effluent disc filter;

5. One (1) ultraviolet disinfection system with two (2) banks;

6. One (1) rotary lobe sludge transfer pump;

7. One (1) rotary filter press system with associated modifications to the existing dewatered solids conveyor system permitting distribution to two dumpsters.

8. Two (2) polymer systems (1 @ rotary drum sludge press and 1 @ rotary drum thickener)

9. SCADA

The following equipment and related work are to be bid as “Owner Additive Alternative Bid Items” :

A. One (1) new rotary drum thickener system including sludge transfer pumps, polymer system, precast concrete building and associated interconnecting piping.

B. Modifications to dewatered sludge distribution conveyor to permit feeding of dewatered solids to two dumpsters.

C. Addition of four (4) submersible mixers and associated controls at the post equalization basin.

D. New plant effluent reuse water system including supply pumps, reuse water storage tank, package booster pump system, hypochlorite feed system, chemical drum storage pallet, basket strainer and associated distribution piping.

E. Electrical modifications to add start/stop control of sludge transfer pumps in Digester #2 and Sludge Holding tank at the sludge truck loading station.

F. Modifications to the truck loading station to improve flexibility of hose and ease of handling.

G. RAS piping revisions and valve additions to permit transfer of from Digester No. 2 back to Digester 1.

H. Grating modifications at effluent weir to provide better sampling access.
