4.0 METHODOLOGY
4.1 General
Analysis of the electrical distribution system is performed using SKM Power*Tools®1 for Windows®2. This software package is a PC-based electrical engineering analysis tool used for the design and analysis of electrical power systems. Capabilities of this software include, but are not limited to, the following: load flow/voltage drop analysis, comprehensive fault current analysis, and arc flash evaluation studies.
This software package allows for arc flash hazards analysis to be performed in accordance with methodology outlined in NFPA 70E, Standard for Electrical Safety in the Workplace, or in accordance with IEEE STD 1584, IEEE Guide for Performing Arc-Flash Hazard Calculations. IEEE STD 1584 methodology is used as it allows for more detailed analysis of the system by use of specific field data for the electrical components.
The distribution system shown on H-14-030014, Sheet 8, was modeled in SKM using conductor and equipment sizes shown on that drawing and others listed in Section 2.0. Conductor lengths were estimated from H-14-110511, Sheets 1 and 2.
4.2 Short Circuit Analysis Methodology
Estimated fault current input data was obtained from Mission Support Alliance (MSA) and used as input to the balanced short circuit analysis (see Appendix A). It was noted that the data obtained from MSA included a typographical error in regards to the equipment ID number for the service transformer, however, the other component labels match the one-line diagram; therefore, this data is regarded as valid. A balanced short circuit analysis is performed on the distribution system to provide input to the arc flash analysis and to ensure that specified equipment ratings are adequate.
4.3 Arc Flash Analysis Methodology
SKM Power*Tools® for Windows® performs arc flash analysis in accordance with IEEE-1584, which addresses three phase equipment operating in excess of 240V. The IEEE equations are valid for equipment operating at voltages greater than 208V, but IEEE-1584 indicates that arc flash analysis is not required for equipment under 240V unless served by a transformer of 125kVA or larger.

Arc flash analysis is desired by WRPS for single phase transformers when the primary side is 480V, regardless of transformer size. As such, a scenario is created which replaces each single phase transformer and associated feeder with a three phase feeder of the same size, terminated in a bus. The short circuit and arc flash analyses are then performed on this scenario only.
4.4 Input Data Based on Engineering Judgment
All transformer taps are adjusted, as required, to provide rated voltage under load at their secondary bushings. Where necessary, taps are adjusted within the SKM Power*Tools® for Windows® model to emulate this condition, irrespective of actual field settings.
All low voltage cable is modeled as 75°C (THWN) rated unless otherwise stated.
Panelboards are loaded to 80% of panel main breaker.
5.0 INPUT DATA ASSUMPTIONS
SKM Power*Tools® for Windows® default library data is used for electrical data when specific field data is not available.
6.0 COMPUTER SOFTWARE
SKM Power*Tools® for Windows®, Version 7.0.4.1, Build 1, has been verified and validated in accordance with ARES Quality Assurance Procedure 19.4, Software Verification and Control. Results of the verification and validation activities for the computer that ran these calculations, ARES computer RL_C0209, are documented in ARES Report VV-15-07-037, Rev. 0.
7.0 RESULTS
7.1 Short Circuit Analysis Results
Short circuit data and one-line diagrams are shown in Appendices C and E.
The calculated three phase short circuit current at the 480V main disconnect and panelboard is within equipment specifications.
7.2 Arc Flash Results
Arc flash analysis results are shown in Appendices D and E. The analysis indicates that the utility transformer secondary bushings, meter panel, main disconnect switch (MO098-EDS-DS-001), and 400A panelboard (MO098-EDS-DP-001) will require Level 3 PPE for maintenance; the remaining 480V equipment will require Level 0 PPE.

8.0 CONCLUSION
In order to achieve lowest incident energy downstream of MO098-EDS-DS-001, a Littlefuse KLSR type fuse was selected, and to maintain coordination between the fuse and feeder breakers, Square D J Frame, Powerpact, molded case breakers, with an instantaneous trip characteristic set to 5, were selected for breakers 1/3 and 5/7 on panelboard MO098-EDS-DP-001. Breaker settings are shown in Appendices B and E.
This calculation shows that the distribution system and associated equipment shown in the Section 2.0 design input drawings are acceptable for use.
