1993 Key Industries and Targeted Occupations forTexas' 24 Quality Work Force Planning Regions

In 1993, Texas' 24 Quality Work Force Planning Committees again identified key industries and targetedoccupations in their respective regions using the targeted occupations planning methodologydeveloped by the State Occupational Information Coordinating Committee (SOICC). These lists arecurrent as of February 1993 and updated the 1992 lists found in Appendix C of Texas Quality WorkPlanning For The 21st Century (December 1992).

Quality Work Force Planning Committees used a systematic, automated, data-driven planning methodto identify these key industries and targeted occupations. The SOCRATES labor market analysis soft-ware developed by the SOICC is the underpinning of this planning method. The regional wisdomprovided by each Committee is a critical part of the process of data interpretation and validation.

PLANNING METHOD

INDUSTRIAL EVALUATION MODEL

To identify key industries, Committees use the Industrial Evaluation Model from SOCRATES. Themodel rank orders the industries in a region according to a set of nine weighted economic indicatorsthat identify industries with the greatest potential for job openings. The model prioritizes the in-dustries on the basis of historical measures as well as national and statewide employment projections.Committees exercise judgment by adjusting the weight factors assigned to nine economic indicators.

REGIONAL WISDOM

After the initial ranking, Committees may add or delete specific industries based upon informationreceived from other reliable sources of data. For example, a Committee's economic development taskforce may have identified a major new industry that plans to locate in the region and employ largenumbers of local residents.

STAFFING PATTERNS

Quality Work Force Planning Committees next use the Matrix Statistical System from SOCRATESto examine the occupational staffing patterns of each key industry, including percent distributionsof each occupation. Committees then begin to "target" occupations within these key industries byusing the Occupational Evaluation Model-Career Information Delivery System from SOCRATES toselect quality occupations that meet selected criteria.

TARGETED OCCUPATIONS

Committees choose or "target" occupations by examining each occupation's number of projectedannual average job openings, specific vocational preparation training time, grcwth-to-replacementratio, wage rate, or other appropriate labor market variables. The result is a list of quality, targetedoccupations within a region's key industries that have the greatest job opening potential.

EMERGING OCCUPATIONS

Committees may use additional, reliable sources of data to identify new and emerging occupationsthat may not yet be identified in occupational staffing patterns. For example, each Committee hasclosely examined information provided by the Texas Innovation Network System, which uses in-dustry experts to identify the occupational spin-offs from new technologies.

STATE PRIORITY OCCUPATIONS

Committees also use the state list of priority occupations adopted by the State Board of Educationas an additional data source. With certain exceptions, occupations on the 1993 list have at least 500projected average annual openings to the year 2000, positive occupational growth-to-replacementratios, training times within a period of over three months through four years, and average prevail-ing wage rates of at least $6.44 per hour.

The 24 lists of key industries and targeted occupations which follow, as well as the state list of priorityoccupations, reveal the following trends.

The average for the number of targeted occupations per region is 33; the range is from 16 (ConchaValley) to 53 (Alamo). On average, 56 percent of a region's targeted occupations also are statepriority occupations.

Fourteen targeted occupations were identified by the majority of Committees. Eleven of these14 targeted occupations are also state priority occupations. Only Medical Lab Technologists,Heating/A.C. Mechanics, and Nursing Aides/Orderlies are not state priority occupations.
