FOREWORD

The Oklahoma Consortium on Research Development had as one ofits objectives he development of a viable, ongoing researchoperation at each member institution. ,

This supplement to the final report presents the followinginformation concerning each institution: institutional involve-ment in Oklahoma Consortium on Research Development activities;institutional benefits from Oklahoma Consortium on ResearchDevelopment involvement; institutional plans for further researchactivity; and a comparison of project and institutional researchoffice information and related activities for 1966-67 and 1969-70.Ten institutions failed to provide all information requested and,thus, their summaries are not complete.

Hopefully, this information will enable member institutions tocompare their progress with other institutions and will he ofboaefit to those seeking to evaluate the Oklahoma Consortium onResearch Development.

CENTRAL STATE COLLEGE

Institutional Involvement

Central State College has been involved in over thirty pilot research grants,approximately ten development seminars and has sent four of its staff onsummer research laboratory experience programs to the University of Oklahomaand Oklahoma State University. Each grant involved a number of faculty andstudents in addition to the project director. Initial seed monies ere in-strumental in applying for and receiving larger grants from other agencies.

Institutional Benefits

Central State College has established a research and development office anda research committee whose function it is to screen proposals by employingfaculty to read proposals prior to submitting them to a grantin agency.This has ',roadened and elevated the research awareness level of the entirefaculty. Development of an institutional research thrust.

Institutional Plans

The research committee at Central State College will be extended to fourtimes its original size. Central State College plans to pursue grants ina variety of areas not previously contacted. Closer cooperation and work-ing relationship with other institutl.ons both in and out of the state.

EAST CENTRAL STATE COLLEGE

Institutional Involvement

East Central State College received thirty grants from the Oklahoma Con-sortium on Research Development which totaled $11,050. This was mai.,;:hed

by $16,799 of local funds. East Central State College had representativesat numerous Consortium training programs and development seminars includ-ing the following: Project Workshop, Model Research Offices Workshop,Institutional Research Workshop and subsequent meetings, Computer Seminarand subsequent meetings, National Research Training Institute, Phase IIWorkshops, Business Fiincation Seminars, Teacher Education Seminar, PublicEducation Workshop, Higher Education Evaluation Seminar, and six statecollege seminars. The involvement has been from the president down to thestudent body. Activities have been varied and have involved a number ofdifferent departments and personnel.

Institutional Benefits

As a result of the Oklahoma Consortium on Research Development, East CentralState College now has a re,.search and development office and a local ludgetfor research grants. It has a number of faculty members who are activelyinvolved in research and development projects. At least $130,000 in outsidefunds can be traced directly to the Oklbhoma Consortium on Research Develop-ment.

Institutional Plans

The same operation set up during the Oklahoma Consortium on Research Develop-ment will continue but with more personnel involved. Plans are being developedat the present time for several new projects in the areas of science education,water research, and counseling services for disadvantaged students.

NORTHEASTERN STATE COLLEGE

Institutional Involvement

The college became involved immediately in pursuing aspects of OklahomaConsortium on Research Development activities which gave promise of pro-viding assistance in research. A campus research committee consideredopportunities available in research under Consortium-sponsored activitiesas they were announced. Some of the projects in which the college partic-ipated include: individual faculty pilot projects; cooperative seminars;attending seminars sponsored by the Consortium; obtaining consultants;securing ERIC information and materials; obtaining services from the Re-gents' office; counsel by the Regents' staff; and developmental workshops.They have all given impetus to research activities at Northeastern StateCollege.

Institutional Benefits

The Oklahoma Consortium on Research Development assisted the college byencouraging faculty research. The support of research by college facul-ties by tqe Oklahoma State Regents for Higher Education has been veryhelpful. Cooperativc inservice activities with other coilelges and theopportunity to share concerns and ideas about research have benefittedthe college.

Institutional Plans

The college plans to fulfill its responsibility in research and to con-tinue its research organization. There is a director of research anddevelopment dnd a faculty committee on research and institutional studies.Each fall the faculty commits itself to activities for the ensuing yearand spe:ial annual reports have been made on research at NortheasternState College since 1948.

SOUTHEASTERN STATE COLLEGE

Institutional Involvement

During the last year, we have received small grants in four differentdisciplines which have created an awareness of the needs and opportunitiesto do local research. Four faculty members and several college and highschool students have cooperated and have been a part of these studies.The local high school faculty and students have participated in at leasttwo studies, and thereby received direct benefits of the research involvedas well as the knowledge of the techniques of the research involved.

Institutional Benefits

The greatest institutional benefit has probably been the realization ofthe grant recipients and their colleagues that not all research must be ona scale which involves substantial outlays of time and financial supportto be meaningful and important to an area of instruction, and frequentlyto an entire institution.

Institutional Plans

Our college will make an effort through the office of institutional researchto encourage, and assist, all faculty members in research projects in whichthey have an interest. An effort will be made to obtain information concern-ing all research being done on our campus, and then lend whatever help ispossible in securing needed facilities, limited financing, and specializedassistance whenever it is needed.

Institutional Involvement

The primary involvement of Cameron State Agricultural College with theOklahoma Consortium on Research Development' activities has been interms of individual projects in which faculty members have participatedas well as the participation of the Coordinating Council member on the

Council.

Institutional Benefits

The primary benefit of Cameron State Agricultural College has been theawareness of the practices relating to research on campuses of like in-stitutions. A secondary benefit has been the stimulation received to dofurther activity in this field as the result of the associations developedand the information shared.

Institutional Plans

A more coordinated plan of research activity at the institution will haveemerged primarily as a result of the efforts of the Oklahoma Consortiumon Research Development involvement.

Institutional Involvement

Faculty members were awarded two pilot research grants by the OklahomaConsortium on Research Development in 1967-68; two pilot research grantsin 1968-69; and four pilot research grants in 1969-70. A research devel-opment seminar was conducted on campus to develop techniques of grantproposal writing. All of the facilities of the institution, includingthe computer, are available for faculty research. Two faculty memberswho had received grants presented papers at the "Disseirination Conferenceof Research Activities."

Institutional Benefits

Impact of the Oklahoma Consortium °I. Research Development on researchactivities at the institution is apparent, as research activity has beensignificantly stimulated. There is some effort toward curriculum develop-ment which can be attributed to Oklahoma Consortium on Research Developmentpilot grants. A research committee has been organized to increase andcoordinate institutional research.

Institutional Plans

The institution will be able to provide only a small fund for research inthe immediate future. An effort will be made, however, to actively solicit.financial support from private foundations. The research committee willexplore sources cf support. It is hoped that the institutional allocationfor research will. be supplemented by funds from other sources.

Institutional Involvement

Connors State College was represented at all meetings of the OklahomaConsortium on Research Development. A faculty development workshopwas held at Connors State College, with nine faculty members andadministrators attending.

Institutional Benefits

The greatest benefit that Connors State College received from ourinvolvement was the training of our personnel at the workshop. Thetraining in data collection and analysis has been especially helpful.We benfitted from all literature sent out by the Oklahoma Consortiumon Research Development.

Institutional Plans

Connors State College will periodically update its data on demand andsupply of technically trained personnel. We will also continue ourtesting program of seniors in the area high schools.

Institutional involvement

Eastern Oklahoma State College has participated to the extent of threegrants. These have served to interest faculty members to their potentialfor meaningful research projects. The Phase II workshop created thegreatest interest as it helped a considerable number of Eastern's facultyto understand how proposals for funding of small research projects sl-.Juldbe written and submitted. It is expected that several faculty will takethe initiative in preparing future proposals in their areas.

Institutional Benefits

Some benefits of the Oklahoma Consortium on Research Development have been:(I) greater recognition of abilities and resources of the two-year collegesby the four-year colleges and universities; (2) increased help to juniorcolleges from four-year colleges and universities in helping junior collegefaculties to update and upgrade themselves; (3) fuller understanding amongall members of needs for special programs such as ERIC, television, etc.,and how they can be ma; (4) realizatio-. of junior college faculty membersthat they can do limited research.

Institutional Plans

Eastern Oklahoma State College plans to encourage individual research duringthe summers and to initiate limited research projects during the academicyear. Many of these will be institutional in nature, but will benefit theentire faculty and student body.

Institutional Involvement

Northern Oklahoma College has been active in the Oklahoma Consortium onResearch Development since its inception. Northern was fortunate to havea person serve on the Steering Committee during the Consortium's lifespan. Northern had three grants awarded during the program, one facultyresearch grant and two developmental seminars. More than ten facultymembers participated in Consortium-sponsored activities at other insti-tutions.

Institutional Benefits

It is always difficult to evaluate benefits that are attitudinal but theOklahoma Consortium on Research Development helped many of our facultymeet and become active with their colleagues in evaluating and improvingtheir effectiveness as instructors. This resulted primarily throughparticipation in developmental seminars.

Institutional Plans

Northern Oklahoma College has plans to have an institutional researchoffice that will serve departments in curriculum evaluation and planningand provide the administration with useful data which will be used toreach decisions. Northern also hopes to exchange data with other Oklahomajunior colleges and prepare a data bank for coordinated research activities.

Institutional Involvement

Six projects were funded under the Oklahoma Consortium on Research Develop-ment for a total of $2,000. The first was a modification of the Phase IIprogram and funded consultants to aid in the organization and developmentof a research committee. The small grants for consultation funds and ERICpurchases need no explanation. A multi-institutional workshop in mathe-matics involving ten junior colleges and two individual faculty researchgrants, one in mammalian natural history and one in archaeology, completesthe list. Students were involved in the last two.

Institutional Benefits

The research committee continues. A total of $230,000 in outside fundinghas resulted and en office and procedures for institutional research begun.The mathematics workshop resulted in a $39,000 year-long program fundedfrom the National Science Foundation and will continue without outsid2 help.The individual research projects are nearing completion, but the activitywill continue.

Institutional Plans

Automation for institutional research is beginning at this time. A newconsortium administered by the Oklahoma Military Academy will allow for afull-time research office for a year. A continuation of a consortiumarrangement with Region VIII of the AAJC will continue.

Institutional Involvement

Bethany Nazarene College has made the most use of the Consultation,Phase II Faculty Workshop, and ERIC grants. The workshop grant supportedan institutional self study. An ERIC microfiche file has been set up andindexed on the computer. Three pilot research grants have been completed.Our data prt,cessing staff has participated in Consortium-sponsored activi-ties.

Institutional Benefits

The major benefit was the aid to our self study from the five consultantswe were able to get with Oklahoma Consortium on Research Development sup-port. These benefits will be reflected in the outcome of our self-studyprogram. An institutional research director and committee have beenappointed, and have begun to function.

Institutional Plans

Further study will be done in the self study in order to provide a database for recommendations. The pilot research in paleobotany will be con-tinued beyond the duration of the grant. Some faculty members are doingresearch in the use of computers in instruction.

Institutional Involvement

Institutional involvement during the years of the Consortium's existence

has involved research activities in the departments of nursing, educa-tion, psychology, modern languages, sociology and physical sciences.Members of the teaching and administrative staff have participated inpilot grant projects, interinstitutional developmental seminars, and inseminars on research activity sponsored by the Oklahoma Consortium on

Research Development. Other staff members not directly engaged in theseresearch activities have cooperated with surveys, curricular studies, andother activities derived from Consortium-sponsored enterprises.

Institutional Benefits

In addition to the obvious benefits accruing from the above involvements,one of the indirect benefits gained from individuals and departments wasessistancc in methodology and information which was applicable to ourrecently completed revision of all baccalaureate programs (following a

4-1-4 curricular pattern).

Institutional Plans

During the period of our involvement with the Oklahoma Consortium onResearch Development, the University has formed (with the approval of theBoard of Trustees) a University Grants Committee, which is responsible forencouraging research activity on the part of the faculty and for adminis-tering institutional grants to support faculty research projects.

Institutional Involvement

The primary involvement of Oklahoma Christian College with the OklahomaConsortium on Research Development has been through the developmentseminars and through interchange at Consortium meetings.

Institutional Benefits

Benefits have been mainly through encourageslent of faculty members tobecome involved with research activities. This has led to several non -consortium projects and funding.

Institutional Plans

We plan to continue some of our research activities, especially in therealm of curriculum reorganization and evelopment projects.

Institutional Involvement

Faculty members from Oklahoma City University have obtained eight pilotresearch grants and one development seminar from the Oklahoma Consortiumon Research Development between 1967 and 1970. Approximately $5,000 hasbeen appropriated for these projects during this period of time. Mostof the funds would nut have been obtainable without the support of theConsortium matching funds. Oklahoma City University sponsored a facultymember's presentation of his research study at Central State College'sReporting Conference on March 12th and 13th. Dr. Charles Cahill, Direc-tor of Research and Associate Dean of Arts and Sciences, representedOklahoma City University at the conference sponsored by East CentralState College in Ada, Oklahoma.

Institutional Benefits

One of the most significant results of our involvement with the OklahomaConsortium on Research Development activities was the recent decision todevelop a faculty research program. Dr. Charles Cahill was appointe'Director of Research and a committee composed of representatives fromeach of the colleges was selected. Many of the research projects wouldnot have been possible without the encouragement and the leadershipprovided by the Oklahoma Consortium on Research Development.

Institutional Plans

Research activity is increasing--especially encouraged are studies whichare designed to enrich instruction and strengthen curriculum.

Institutional Involvement

We have been represented at many of the Oklahoma Consortium on ResearchDevelopment meetings for the past three years. Members of our facultyand administration have worked on pilot research projects, a developmentseminar, and a summer faculty research grant from the Consortium. We

have taken part in the various surveys sponsored by the Consortium.

Institutional Benefits

The Oklahoma Consortium on Research Development was instrumental ingetting us started in setting up a research office and a faculty commit-tee for research. We are also appreciative to the Consortium for fundsreceived in the projects mentioned above.

Institutional Plans

We have set up a yearly in-house fund ($2,000 at present) for supportingfaculty re:-arch. These monies are primarily for pilot projects. It ishoped that some cf these projects will develop to larger projects whichcan be supported by outside funds. We think that our research is prog -

ressing and will progress in the future.

Institutional Involvement

Bacone College has been directly involved with three programs of theOklahoma Consortium on Research Development and the grant to thelibrary for ERIC materials. Two development seminars were held onour campus for our faculty, and a research project by Nancy Mack oncassette grading for the English students. In addition to this,individuals have been involved in meetings that have been held else-where.

Institutional Benefits

The monies for the ERIC materials, with other money from the school,was used to purchase an extra lens so that our reader-printer couldbe used with microfiche. The research seminars resulted in a researchproposal to the Consortium, which was funded. A number of facultymembers became interested and are now using techniques developed, orrelated techniques.

Institutional. Plans

The faculty is now discussing the use of behavioral objectives andthis fall we will be re-evaluating our institution, with a good dealof research work being the necessary groundwork for this evaluation.

Institutional Involvement

Seminole Junior College reactivated its membership in the OklahomaConsortium on Research Development only twelve months ago. Therefore,we were only able to participate to a limited degree in the three-yearactivities of the Consortium. One $400 development seminar grant wasutilized.

Institutional Benefits

The help derived from the seminars held were of invaluable help indetermining the direction in curriculum our college would take. Wehave added a reading program, expanded our vocational offerings anda'igmented our transfer program as a direct result of the seminarsheld pursuant to our grant proposal.

Institutions I Plans

Two proposals are in the process at the Department of Health, Educationand Welfare. One will survey the possibilities of a cooperative educa-tion program in our area. The other proposal will ascertain our roleas an influence on the understanding processes of disadvantaged citizensof our area.

Institutional Involvement

The college participated in a voc-tech training seminar jointly withEastern early in the progtam. Most of outstanding leaders in Oklahomavocational education participated.

Institutional Benefits

The involvement in the voc-tech seminar caused our staff and faculty tobecome more aware of the need for technical education in the junior college.Many have been instrumental in allowing college land to be used for loca-tion of the Kiamichi Area Voc-Tech School.

College is beginning a research project in location of potential studentpersonnel, their characteristics, their needs, as well as a follow-u onprogress made when students leave Poteau.
