This letter has been prepared on behalf of Canadian Pacific to document the sealing of threemonitoring wells at the McFarland-Dworsky Barrel Lease Site located at Shoreham Yard in northeastMinneapolis, Minnesota. Monitoring wells MW-107, MW-202, and MW-01-04-T, shown on theattached figure, were sealed on November 20, 2012. Approval to seal the wells was communicatedvia two separate emails sent on November 13, 2012: one sent by you and the other sent by BobAnderson of the Minnesota Department of Agriculture.

Stevens Drilling and Environmental Services (Stevens) of Maple Plain, Minnesota, a licensed wellcontractor, was selected to perform the well sealing in accordance with Minnesota Department ofHealth (MDH) regulations. A Barr Engineering Co. (Barr) representative was present for observationand documentation. The Minnesota unique well numbers for the sealed wells are as follow:

Prior to sealing the wells, Stevens procured sealing permits from the City of Minneapolis. Permitswere received for four wells: the three wells that were sealed and a fourth well (MW-01-03-1) thatwas not sealed. MW-01-03-1 was not sealed based on a request from other stakeholders that the wellremain in place for approximately one additional year to monitor water elevations in the intermediateaquifer.

Stevens completed well sealing records and submitted copies to the City of Minneapolis for recordkeeping and distribution to MDH. Copies of the sealing records are attached to this letter. A photolog documenting the work is also attached.
