– Criteria were macroeconomic stability, political maturity, openness of trade and investment policies, and quality of education

• appears intended to intimidate or coerce civilian population to influence policy of government by intimidation or coercion
• or to affect conduct of government by mass destruction, assassination, or kidnapping

– committed by a group or individual based
– operating entirely within (the country) without direction or inspiration from foreign terrorist group.
