Extended Producer Responsibility (EPR)

• Focus on EPR and application of the “polluter pays” principle

• Existing EPR schemes will be reviewed and reformed where necessary

(Packaging, WEEE, Batteries and End of Life Vehicles)

• New products to be considered for EPR

• Principles for all EPR Schemes:

• Clear targets, roles and responsibilities

• Must meet full net cost requirements

• All producers to pay, either directly or via costs in the supply chain

• Modulated fees or other economic incentives to encourage better design

• Increased transparency and coherent and consistent with other policy
