REGULATORY FRAMEWORK

Ships shall be provided with arrangements, equipment and fittings of sufficient safe working load to enable the safe conduct of all towing and mooring operations associated with the normal operation of the ship.

AS PER SOLAS II-1/3-8

All rollers should be adequately maintained and inspected at a regular interval to ensure they allow free rotation. If grease points are used, they should be easily accessible.

AS PER MEG 4 §7.2.5,

During a H.EL.M.E.T. assessment onboard a vessel, the P@S Assessor evidenced serious damage on the ship’s mooring rollers. More specifically, the rollers were found rusty and corroded. During the assessment, vital mooring equipment was also found in poor condi-tion. Such condition was highlighted by the Assessor as constituting an unsafe business culture.

The periodical inspection of mooring equipment as per Company’s Policy had not been conducted, as it was recorded, on a regular basis.

Maintenance on the Mooring Equipment was not as per best practice.

The Crew members underestimated the importance of well maintained Mooring Equipment.Safety precautions in regards to mooring operations were not taken.Absence of Safe business Culture was observed.

This resulted in vessel’s detention by the PSC Inspector few weeks later.

Check the condition of Mooring Equipment as per Company’s Procedures.Check that the mooring lines’ condition is satisfactory in order for the mooring operation to be conducted in a safe manner.Conduct periodical maintenance as per manufacture's instructions.Report any defect upon identification and apply necessary correction orrectification plan.

Prevention at Sea suggests the following indicative actions undertaken by the Responsible Officer(s);

Note: Mooring equipment that has suffered severe wastage will not perform to the certified standard.
