1. FMD eradication.

a) History. Chronology of the FMD cases and outbreaks in the country.

Ø On 5th of January 2011 -date of first case of FMD in one wild boar shot on 30December 2010 about 2 km north from the Turkish border in the vicinity of the villageof Kosti (Tsarevo municipality, Burgas region).

Ø On 9th of January in the village of Kosti (IP-1), Tsarevo municipality, in the vicinityof the place were the wild boar was shot;

Ø On 15th of January in the village of Rezovo (IP-2), Tsarevo municipality, locatedsoutheast of Kosti at the border with Turkey;

Ø On 31st of January in the village Gramatikovo (IP-3), Malko Tarnovo municipality,situated 10 km west of Kosti within the surveillance zone around IP-1 in Kosti;

Ø On 19th of March in a bovine farm nearby the village of Kirovo (IP-4), Sredetsmunicipality, 7 km north of the border with Turkey;

Ø On 24th of March in the village of Granichar (IP-5),Sredets municipality, 3 km northof the border with Turkey;

Ø On 25th of Marcho in a mixed bovine and pig farm nearby the village of Goliamo Bukovo (IP-6),

Sredets municipality, 5 km northeast of IP-4, within the surveillance zonearound the Kirovo outbreak;

o in a bovine farm nearby the village of Fakia (IP-7), Sredets municipality, westof the Kirovo outbreak, 10 km north of the border with Turkey;

o in a bovine farm nearby the village of Momina Tsarkva (IP-8), Sredetsmunicipality west of IP-7, 6 km north of the border with Turkey;

Ø On 3rd of Aprilo in the village of Bliznak (IP-9), Malko Tarnovo municipality 7 km north of the

border with Turkey;

o in a grazing buffalo herd 2 km south of Bliznak village (IP-10), MalkoTarnovo municipality in about 5 km north of the border with Turkey;

Ø On 7th of April in Dolno Yabalkovo (IP-11), Sredets municipality in village herd ofsheep, goats and a bovine.

b) Chronology of the events, strategy and applied measures related to the control anderadication of FMD in all outbreaks

05.01.2011On 30.12.2010 three wild boars were shot 2 km north from the Turkish border in the area ofMakevtci, on the land of Kosti village (Tsarevo municipality, Burgas region) (see Figure 1).Acute clinical signs for FMD in the feet (coronary band of claws) only in one of the 3 wildboar have been observed. Samples ( tissue samples) from the 3 wild boar were tested on4.01.2011 by lateral flow device for FMDV-antigen detection, Ag ELISA- type O and RTPCR-real time

Ø The samples only from one of tested wild boar showed positive results, asfollow:Lateral flow device for FMDV-antigen detection- positive;

Ø Ag ELISA- type O - positive;Ø RT PCR-real time- protocols by Scott Read and Kalahan- positive for presence of the

FMD viral genome.

On 5 January 2011 the first case of FMD in one wild boar was declared.

On 07.01.2011 the samples were sent to of the EU Reference Laboratory (EU-RL), Institutefor Animal Health, Pirbright, United Kingdom, for confirmation and isolation virus. Theanalysis made from the samples (WB)indicate this FMD virus is a serotype O, Topotype ME-SA, Strain PanAsia-2ANT-10 which has more than 99.5% affinity with isolates collected in2010 in Iran and Turkey.

05.01.2011Start the implementation of the measures for control and eradication of FMD according toCouncil Directive 2003/85/EC.

Portection (3km) and surveillance (10 km) zones were established around Kosti and clinicaland epidemiological examinations as well as blood sampling of susceptible animals in allvillages located in the municipalities of Tsarevo, Malko Tarnovo and Sredets. (samples intables in Annex II).

08.01.2011By COMMISSION DECISION 2011/8/EU of 6 January 2011 concerning certain interimprotection measures against foot-and-mouth disease in Bulgaria, some regions of the countrywere separated as a zone with high risk Annex I (the entire region of Burgas) and zones withlow risk Annex II (the regions of Yambol, Sliven, Shumen and Varna). No susceptibleanimals were allowed to move from these zones to other territories of Bulgaria. No FMDsusceptible animals and products thereof could leave the territories of Annex I.

09.01.2011

On 09.01.2011 the National Reference laboratory (NRL) for FMD confirmed positive forNSP ELISA and antibodies FMD type O ELISA blood samples taken on 07-08.01.2011during surveillance activities (Figure 4 (b) in animals from Kosti (Tsarevo municipality,Burgas region).The results are as follow:

Cattle - 1 positive for NSP ELISA and antibodies FMD type O ELISASheep – 14 positives for NSP ELISA and antibodies FMD type O ELISAGoats – 12 positives for NSP ELISA tests and antibodies FMD type O ELISAPigs – 8 positives for NSP ELISA

The Veterinary service (National Veterinary Service (NVS) started the implementation of themeasures for the control and eradication of FMD according to Council Directive 2003/85/EC,namely:

- On 10.01.2011 by Order of the Director General of NVS, establishment of the 3 kmprotective and 10 km surveillance zones around Kosti village and the relevant restrictivemeasures were imposed.By Order of the Executive Director of the Bulgarian Food Safety Agency (BFSA)(BFSA is a newly established agency, in operation since March 2011, wich included allstructures of the NVS) on 04.07.2011 the 3 km protective and 10 km surveillance zoneswere removed.

- On 10.01.2011 by Order of the Director General of NVS, NVS started killing of allsusceptible animals in the village of Kosti. The killing of animals took 3 days, becauseof difficulties to round up 2 free range cattle herds.

- Cleaning and disinfection on the spot. After killing of animals. The empty farms, animalholdings, backyards, roads, pastures were disinfected several times.

- On 10.01.2011 start of the clinical examination and blood sampling in the village in the3 km protective and 10 km surveillance zones around Kosti.

15.01.2011Since the confirmation of FMD in wild boar on 05.01.11 NVS started clinical andepidemiological examinations as well as blood sampling of susceptible animals in all villageslocated in the municipalities of Tsarevo, Malko Tarnovo and Sredets in Burgas region. Duringthe clinical examinations under the surveillance a suspicion of FMD in Rezovo(Tsarevomunicipality, Burgas region) (Figure 4 (2)) was detected on 15.01.2011.

NVS started the measures in relation with the suspicion according the Directive 2003/85 on15.01.2011.Clinical sings for FMD were observed in cattle and the laboratory resultsconfirmed the disease on 17.01.2011, as follow:

Cattle - 19 samples positive for RT-PCR, 12 positive for Ag ELISA FMDPigs - 3 positive Ag ELISA FMD

After the confirmation of FMD in Rezovo on 17.01.2011 NVS started the implementation ofthe measures for control and eradication of FMD according to Council Directive 2003/85/EC,namely:- On 17.01.2011 by Order of the Director General of NVS 3 km protective and 10 km

surveillance zones were defined around Rezovo village and the relevant restrictivemeasures were imposed. By Order of the Executive Director of BFSA on 04.07.2011 the3 km protective and 10 km surveillance zones were removed.

- On 17.01.2011 by Order of the Director General of NVS, NVS started killing of allsusceptible animals in the village of Rezovo. The killing of animals took 2 days becauseof difficulties to round up free range cattle .

- Furthermore, on the grazing grounds of Rezovo a herd of 21 Turkish buffalos werefound. The buffalos entered into Bulgaria in the beginning of January (4.01.2011) andwere grazing together with the cattle from Rezovo. All 21 buffaloes were killed on20.01.2011 and lesions of FMD were observed during the killing in one of the animal(yonger than 12 months of age, without eartag).

- Cleaning and disinfection on the spot. After killing of the animals the empty farms,animal holdings, backyards, roads, pastures were disinfected several times.

- On 17.01.2011 start of the clinical examination and blood sampling in the villagelocated in 10 km surveillance zones around Rezovo ( no villages in 3 km protective )

19.01.2011By COMMISSION DECISION 2011/44/EU of 19 January 2011 concerning certain protectionmeasures against foot-and-mouth disease in Bulgaria, two more regions (Kardjali andHaskovo) were included in the zones with low risk (Annex II). Pursuant to the Decision nolive FMD susceptible animals and products thereof could live the territories of Annex I andno live FMD susceptible animals were allowed to leave the territories of Annex II.

31.01.201121 days after the confirmed outbreak in Kosti (IP-1) and during the second round of clinicaland serological testing in the establiched 10 km surveillance zone around the outbreak (IP-1),new suspicion of FMD in Gramatikovo (Malko Tarnovo municipality, Burgas region)(Figure 4 (d) was detected on 30.01.2011.

NVS started the measures in relation with the suspicion according to the Directive 2003/85 on30.01.2011.

On 31.01.2011 the FMD NRL confirmed the disease:Cattle - 1 positive for NSP ELISA and FMDAb O type ELISASheep – 13 positive for NSP ELISA and Moab O type ELISA.Goats – 10 positive for NSP ELISA and Moab O type ELISA.

After the confirmation of FMD in the village on 31.01.2011 NVS started the implementationof the measures for control and eradication of FMD according to Council Directive2003/85/EC, namely:- On 31.01.2011 by Order of the Director General of NVS 3 km protective and 10 km

surveillance zones were defined around Gramatikovo village and the relevant restrictivemeasures were imposed.By Order of the Executive Director of BFSA on 04.07.2011 the 3 km protective and 10km surveillance zones were removed.

- On 31.01.2011 by Order of the Director General of NVS, NVS started killing of allsusceptible animals in the village of Gramatikovo. On 01.02.2011 all susceptibleanimals were killed.

- Cleaning and disinfection were carried out on the spot. Several disinfection was carriedout in the empty farms, animal holdings, backyards, roads, and pastures after killing ofthe animals.

- On 31.01.2011 start of the clinical examination and blood sampling in the village in 3km protective and 10 km surveillance zones around Gramatikovo.

31.01.2011 – 28.02.2011Clinical examinations and blood sampling of susceptible animals in all villages in the riskmunicipalities of Burgas region. In the villages (nearby the Turkish border and in the villageswithin the 3 km protection zones and 10 km surveillance zones around the 3 outbreaks allsusceptible animals were blood sampled. Susceptible animals in all other villages outside the3 km protection zones and 10 km surveillance zones around the 3 outbreaks in Burgas regionwere sampled according to an estimated 5 % sero-prevalence and 95% confidence. (Please seeAnnex IV)

Clinical examinations of susceptible animals in all the villages in the risk municipalities ofBurgas region, on the base of the requirements of Annex III of the Directive 2003/85/EC

18.03.2011On 18.03.2011 infected animals were detected in a bovine farm of 143 cattle, during theclinical surveillance (time period; 01.03.2011 to 18.03.2011) of susceptible animals in thevillages in the risk municipalities of Burgas region. The bovine farms is located at about 3 kmsouth of the village of Kirovo, Sredets municipality, Burgas region, 7 km north of the borderwith Turkey and 42 km from the last outbreak in Gramatikovo (IP-3) ( fig 5 and 5a). Thebovines were bred extensively in fenced forest area.

About 28 of 60 inspected that day bovines in the farm showed clinical signs of FMD(salivation and mouth lesions 4-5 days old ).

The owner of the affected farm observed changes in the health status in several cattle 2 daysago. He presumed that the reason of abnormal behaviour of animals is because of feedingwith non quality hay which was the reason for the delayed notification to the veterinaryservice.

Since January 2011 the aforementioned bovine herd and the animals in Kirovo village wereclinical examinated and blood sampled 5 rounds with negative results (07-14.01.2011; 28.01-03.02.2011; 07-10.02.2011, 16-20.02.2011 – NSP negative and 24-28.02.2011 negative forantibody to SP of the FMDV (Mono ELISA O-type Prionics)-see Annex IV).

NVS started the measures in relation with the suspicion according to the Directive 2003/85 on18.03.2011.

On 19th March the NRL confirmed the diagnosis (15 samples RT PCR positive)

BSFA started the measures for control and eradication of FMD pursuant to Directive2003/85/EC on 19.01.2011:- On 19.03.2011 by Order of the Executive Director of BFSA 3 km protective and 10 km

surveillance zones were defined around Kirovo village and the relevant restrictivemeasures were imposed.By Order of the Executive Director of BFSA on 04.07.2011 the 3 km protective and 10km surveillance zones were removed.

- Killing of animals was ordered on 19.03.2011 by Order of the Executive Director ofBFSA. On 19.03.2011 BFSA started killing of all susceptible animals in the village ofKirovo. By reason of the type of animal husbandry in the area (free range) the time ofkilling took 3 days. The farms occupy an area of 400dka size and the personsresponsible for the killing of animals had some difficulties to perform theirs duties.

- Cleaning and disinfection were carried out on the spot. Several disinfection was carriedout in the empty farms, animal holdings, backyards, roads, and pastures after killing ofthe animals.

- On 19.03.2011 start of the clinical examination and blood sampling in the village in 3km protective and 10 km surveillance zones around Kirovo.

23.03.2011Infected bovine herd detected in Granichar village (Sredets municipality, Burgas region) (IP-5) (Figure 6) in the framework of routine clinical examinations carried out in the established

10 km surveillance zones around Kirovo outbreak ( IP-4). The village is located at a distanceof 3km from the border with Turkey. In the village there was only one herd with 133 bovines.No other susceptible animal species were kept there.

15 bovines from the herd disiplayed clinical signs of FMD (salivation and about 4-5 days oldmouth lesions). The owner of the affected farm did not observed any changes in the healthstatus of the cattle. The animals were kept in free range area and the owner could observethese animals only in case of additional feeding.

Since January 2011 the bovine herd was clinical examinated and blood sampled in 5 roundswith negative results (08Jan, 28Jan, 07Feb, 16Feb - negative for NSP antibodies to FMD and25Feb - negative for antibody to SP of the FMDV (Mono ELISA O-type Prionics)-see AnnexIV. All clinical examination in the herd carried out during the period 28.02-18.03.2011 werenegative for FMD clinical signs.

On 23.03.2011 BFSA started the measures in relation with the suspicion according to theDirective 2003/85

On 24th March the NRL in Sofia confirmed the diagnosis: 3 positives under RT PCR and 7positives under FMDAb O type ELISA

BSFA started the measures for control and eradication of FMD pursuant to Directive2003/85/EC on 24.03.2011:- On 24.03.2011 by Order of the Executive Director of BFSA 3 km protective and 10 km

surveillance zones were defined around Granitchar. village and the relevant restrictivemeasures were imposed.By Order of the Executive Director of BFSA on 04.07.2011 the 3 km protective and 10km surveillance zones were removed.

24.03.2011On 24th March three new suspicions detected in the municipality of Sredets by FMD clinicalsigns in the framework of clinical examinations in villages Goliamo Bukovo, Fakia, MominaTsurkva (fig.7). Suspisions in Goliamo Bukovo and Fakia were raised in the framework ofclinical examinations carried out in the established 10 km surveillance zone around Kirovooutbreak ( IP-4). The suspicion in Momina Tsurkva arised from additional and extendedclinical surveillance carried out in Sredets municipality.

On 24.03.2011 BFSA started the measures in relation with the suspicion according to theDirective 2003/85 in three villages in Sredets municipality. The herds in these 3 villages wereblood sampled 5 rounds with negative results (07-14.01.2011; 28.01-03.02.2011; 07-10.02.2011, 16-20.02.2011 - negative for NSP antibodies to FMD and 24-28.02.2011 -negative for antibody to SP of the FMDV (Mono ELISA O-type Prionics)-see Annex IV)since January.

The FMD diagnosis was confirmed by NRL /PCR and Ag ELISA positive, Ab negative) on25th March as follow:

IP-6 Outbreak in mixed cattle and pigs farm (49 cattle and 11 pigs) located nearbyGoliamo Bukovo village, the village is located in the 10km surveillance zone aroundIP-4 the outbreak in Kirovo: 4 positive cattle under RT-PCR, 3 of them FMD AgELISA positive, all 4 tested animals negative for antibody against SP of the FMDV(Mono - O type ELISA Prionics)

IP-7 Bovine farm (81 cattle) nearby the village of Fakia. One animal was confirmedpositive under RT-PCR and FMD Ag ELISA. The village is located in the 10kmsurveillance zone around the outbreak Kirovo (IP 4)

IP-8 Bovine farm (209 cattle) nearby Momina Tsarkva village. Two amiamls wereconfirmed positive under RT-PCR and FMD Ag ELISA. The village is located in the 10kmsurveillance zone around the outbreak Fakia (VII outbreak).

On 25.03.2011, BSFA started the measures for control and eradication of FMD pursuant toDirective 2003/85/EC:

- On 25.03.2011 by Order of the Executive Director of BFSA 3 km protective and 10 kmsurveillance zones were defined around the villages and the relevant restrictive measureswere imposed.The 3 km protective and 10 km surveillance zones were removed by Order of theExecutive Director of BFSA on 04.07.2011.

- The killing of susceptible animals in the infected farms was ordered on 25.03.2011 byOrder of the Executive Director of BFSA. The killing of animals took 1 day peroutbreak.

- Cleaning and disinfection were carried out on the spot. Several disinfection was carriedout in the empty farms, animal holdings, backyards, roads, and pastures after killing ofthe animals.

- On 25.03.2011 start of the clinical examination and blood sampling in the village in 3km protective and 10 km surveillance zones around the outbreaks.

03.04.2011Two new outbreaks (fig 8) detected in the municipality of Malko Tarnovo in the frameworkof serological surveillance carried out in the established 10km surveillance zones aroundGranichar outbreak (IP-5):

IP-9 Bliznak village – located in the 10km surveillance zones around Granichar (IP-5) andthe farm near Goliamo Bukovo (IP-6). The animals kept in the village were clinicalexaminated and blood sampled 5 rounds with negative results (07-12.01.2011; 28.01-09.02.2011;15-20.02.11 negative for NSP antibodies to FMD; 25-28.02.2011;19.03-30.03.2011 negative for antibody to SP of the FMDV) since January.By phone conversation the NRL notified BFSA about Ab FMD positive results on03.04.2011, as follow:

- 3 km protective and 10 km surveillance zones were defined around the both outbreaksand the relevant restrictive measures were imposed by Order of the Executive Directorof BFSA on 04.04.2011 (because the official letters from the FMD NRL concerning thepositive results are from 04.04.2011).By Order of the Executive Director of BFSA on 04.07.2011 the 3 km protective and 10km surveillance zones were removed.

- The killing of susceptible animals in the infected farms was ordered on 04.04.2011 byOrder Executive Director of BFSA. The killing of animals took 2 days

07.04.2011During the serological surveillance carried out in the established 3 km protective zonesaround Kirovo (IP-4) i Granichar outbreak (IP-5) new outbreak was detected on 7th of April in

herd of sheep, goats and a bovine in Dolno Yabalkovo village (IP-11), Sredets municipality(fig 9).

Since January this herd has been clinical examinated and blood sampled for evidence of sero-conversion with negative results 6 times (07-14.01.2011; 28.01-03.02.2011; 07.02-10.02.2011, 16-20.02.2011 negative for NSP antibodies to FMD, 24-28.02.11, 19.03-30.03.2011 negative for antibody to SP of the FMDV – see Annex IV), but was now testedsero-positive when re-sampled on the 4th of April.

On 07.04.2011 the NRL notified BFSA for the Ab FMD positive samples, as follow:Cattle - 1 SP of the FMDV (Mono ELISA O-type Prionics) positive animal.Goats/sheep - 10 SP of the FMDV ( Mono ELISA O-type Prionics) positives

01.06.2011 – 25.08.2011Clinical examinations in susceptible animals in the villages in the risk municipalities ofBurgas and Yambol regions as well as in other villages in Burgas, Varna, Shumen, Sliven,Yambol and Haskovo regions.

Further measures taken:

1. Commission Iimplementing Ddecision 2011/493/EU of 5th August 2011 approves plansubmitted by Bulgaria to the Commission on 4th April 2011 for the eradication of foot-and mouth disease in wild animals in South-East Bulgaria. The plan has to beimplemented within one year period since submission to Commission including certainpassive and active surveillance activities in wild life and domestic livestock in an 20 kmarea along the border with Turkey in South-East Bulgaria defined as “Cordon Sanitaire”.(Please see Annex XIV)

2. Commission Decision 2011/388/EC amended Annex I and II of theCommission Decision 2011/44/EC and reduced regions under restrictions. Therestrictive measures laid down with the Decision 2011/44/EC were implemented in thereduced regions listed in Decision 2011/388/EC.The restrictions laid down inCommission Decision 2011/44/EC amended by Commission Decision 2011/388/ECwere applied in these areas until 30.09.2011.

3. On 04.07.2011 3 km protective and 10 km surveillance zones imposed according to theDirective 2003/85 were removed the for all outbreaks. It was considered the protective

and surveillance zones to be removed later, because of the epidemiological situation ofBurgas region, namely:

- the fact that the primary source of the FMD outbreaks in Bulgaria remainsunclear and the virus could have entered Bulgaria through infected wild boar (orroe deer, der deer) from Turkey

- the fact that wild animals could be FMD infected- the type of animal husbandry in the area (extremely extensive, free range),

impossible stabling of the animals because of lack of stables in severalsettlements.

The BFSA took the decision to remove 3 km protective and 10 km surveillance zonesaround all outbreaks in July on the basis of:

- the negative results from the serological examinations and the clinicalexaminations in domestic animals carried out on 18-19.05.2011 and the end ofJune showed absence of FMDV in these animals;

- the serological examinations in wildlife carried out by the end of June showedabsence of FMDV and presence of Ab FMD in small number of wild animals (71 wild boar tested – 2 serological positive, 23 roe deer tested – 3 serologicalpositive, 2 red deer – no serological positive by the end of June).

c) Vaccines and vaccination.Emergency vaccination as a control measure for FMD has not been implemented onthe territory of Bulgaria the country in the context of the outbreak in 2011.

2. FMD surveillance. Surveillance strategy and measures applied in relation with allFMD outbreaks.

Since the confirmtation of the first case of FMD in wild boar in Burgas region the measuresfor the control and eradication of FMD have been implemented immediately:

2.1 culling of all infected and - where necessary - susceptible animals in the affected villages,

2.2 designation of the risk areas ( 3km protective and and 10km surveillance) and imposing ofrestrictions in these areas.

A ban of transport and moving animals of susceptible species and products thereof from therestricted areas for the purposes of national consumption and of intra-Community trade wereenforced.

According to the Decision 2011/44/EU live animals could only leave the territory of Annex Ifollowing a clinical examination direct to the predetermined slaughterhouse in the regionslisted in Annex II. They were marked accordingly and their movement recorded in the centraldatabase. The animals were handled separately and not come into contact with other animalsand products thereof. The meat from animals originating from these animals was markedaccording to Annex IV to Commission Decision 2011/44/EU and not sent to other MemberStates but only used for regional consumption.

Since the confirmation of the first FMD outbreak NVS (BFSA) has worked in collaborationwith the Police Services in order to ensure avoiding of non legal animal movement on theterritory of the regions from Annex I and II to the Decision 2011/44/EU.

2.3 clinical examinations and sampling of animals in all villages of the restricted areas.

Daily clinical examinations of the susceptible animals were performed in the villages of themunicipalities Tsarevo, Malko Tarnovo, Sredets, Primorsko and Sozopol.

In the villages (nearby the Turkish border and in the villages within the 3 km protection zonesand 10 km surveillance zones around the outbreaks all susceptible animals were bloodsampled while in all other villages samples were taken according to an estimated 5 % sero-prevalence and 95% confidence. ( please see the Annexes I-XV). Repeated clinicalinspections were carried out and sampling has taken place in the course of the epidemic.However, it has also been the case that holdings were inspected and blood sampled twice ofeven more times negative, before they were found clinically positive for an outbreak ofFMD.

During the period 09.01 - 28.02.2011 were carried out serological examinations in the villageslocated in 3 km protective and 10 km surveillance zones around the outbreaks from the firstoutbreak wave:

IP-1 - in four sampling rounds – per 14 and 7 days. (See Annex I)IP-2 - in four sampling rounds – per 14 and 7 days. (See Annex II)IP-3 - in three sampling rounds – per 7 days. (See Annex III)

The next sampling round in these villages was carried out during the time period 16.08-25.08.2011(see Annex VIII). (All laboratory results are serologically negative)

Serological examinations in the villages located in 3 km protective and 10 km surveillancezones around the outbreaks from the second outbreak wave (IP-4 to IP-11) were carried out inthe time period 09.01-25.08.2011 (5 sampling rounds before notification of the outbreak – in14 and 7 days, (see Annex IV) and 5 sampling rounds after the notification of the outbreak –per 21 and 9 days (see Annexes IX -XIII), as all laboratory results are serological negative.

2.4 Surveillance in East-Balkan pigs434 blood samples were taken from East-Balkan pigs from 11 herds reared in snoopilymunicipality which is located noth of the risk area. All tested animals were negative for FMD.The details are shown in annex IV.

2.5 Surveillance in wild animals

Since February till end of August 2011 hunting and trapping of wild susceptible animals wascarried out for surveillance purposes along the border with Turkey. During this period in total127 wild animals were sampled and tested both virologically and serologically. From 89 twowild boar over 1 year of age shot in the area of the first wave of outbreaks in domesticlivestock in January, two were serologically positive under Type O ELISA. At the same time36 roe deer and two red deer were shot and sampled of which 3 roe deer (2 shot near the areaof the second wave in March-April and one near the area of the first wave) were Ab positive.No FMDV has been detected.(See annex XIV)

Special leaflet was distributed among hunters about FMD clinical signs in wild life and the4sampling procedure.

3.Epidemiological findings and considerations in relation with all FMD outbreaks

So far, the primary source of the FMD outbreaks in Bulgaria remains unclear; the virus couldhave entered Bulgaria through infected wild boar from Turkey. Alternatively, wild boar ordomestic pigs in Bulgaria could have had access to waste food or other means contaminatedwith FMDV.

The current extent of the infection in the wild boar and wild ruminant population and theduration of a sylvatic FMD epidemic are unknown. Should the entry mechanism be anundetected epidemic in wild boar in Turkish Thrace then introductions may have occurred atany other point along the border or spread silently in the susceptible wildlife population inthis region of Bulgaria as described above.

The length of the Bulgarian Turkish border is about 240 km; about half of it being a land andthe other half being a river border.

According to the results of the epidemiological investigations it is assumed that Kosti was thefirst village affected by FMD after the infected wild boar was shot and processed in thevillage by a farmer during the last two days of 2010 or 1st Jan 2011.

Concerning Rezovo the epidemiology remains unclear how and when the virus reached thisvillage. Full genome analysis indicates that the outbreak in Rezovo is not directly related tothe outbreak in Kosti, but may be traced, as the Kosti isolates and three isolate from the wildboar, to a common putative ancestor. There are frequent records of uncontrolled movement ofbuffalo from Turkey into Bulgaria, including those in October and November 2010.Uncontrolled twenty one buffaloes from Turkish territory came to the village in the beginningof January (4th January) and grazed together with the cattle from the village. The first clinicalsigns of FMD on the domestic animals originating from the Rezovo village were detected onthe 15th January. However, in a young buffalo ( yonger than 12 months age) FMD lesionswere observed on the date of killing of the buffalo herd (on 20.01.2011).The FMD NRLconfirmed positive for RT-PCR, NSP ELISA and O-type ELISA titre1:256 samples ( on25.01.2011) from this buffalo taken during the killing . The positive result for RT-PCR wasconfirmed by the EU Reference Laboratory for FMD in Pirbright on 23.02.2011.

During the killing samples were taken from more 7 buffaloes with positive results for NSPELISA and ELISA MONO-O-TYPE PRIONICS, confirmed by FMD NRL on25.01.2011.Data regarding the vaccination against FMD of eight of the 21 buffaloes wereobtained from the Turkish side; according to those data those 8 buffaloes were vaccinated inautumn 2010.

The outbreak in Gramatikovo most probably is a result of indirect contact through commongrazing ground used previously by infected cattle from Kosti. Only 1 cattle was kept inGramatikovo village which was grazed in common pasture with infected cattle herds fromvillige of Kosti. Several small ruminant herds were grazed in the same pasture as well.

So far, the source of the second wave of FMD outbreaks in Sredets municipality (Kirovo,Granichar, Goliamo Bukovo, Fakia, Momina Tsarkva, Dolno Yabalkovo) and Malko

Turnovo municipality(Bliznak), remains unclear; one of the hypotheses is that the virushave entered through infected wild boar. Full genome analysis indicates that the outbreaks inthat area are not directly related to the outbreak in Kosti or Rezovo, but may be traced, to acommon putative ancestor.

However, the full genome sequencing of isolates from the Kirovo outbreak conducted at theEU Reference Laboratory for FMD in Pirbright does not rule out the possibility that therewere four incursions of FMD in Bulgaria based on one common ancestor so far.

In conclusion and based on the current epidemiological results available, an EU expert group1

elaborated a timeline (Annex XV attached) leading to the working hypothesis that FMDoccurred in wildlife before infection of domestic animals in Kosti. Based on the clinical signsrecorded and the laboratory results (antibody and virus tests) it was assumed that the initialinfection happened between the 13th and 27th December 2010, although the 1st date couldeven be earlier than the 13th of December.

The tracebility of the animal movement in Kosti (IP-1) and Rezovo (IP-2) villages, Tsarevomunicipality showed that no animals left villages in the time period Nov 2010-09th of Jan2011. Bovines were kept in free range system without milking, small ruminants werepregnant and in dry milk period in these villages.The animals in the villages in Burgas regionwere reared and slaughtered for own consumption, so there is no movement of milk or meatin the villages. Furthermore there are no slaughterhouses in Tsarevo municipality whichprecludes the movement of animals for slaughtering.

There are two slaughterhouses in Burgas region and the made inspections showed that therewere no slaughtered animals from Kosti (IP-1), Rezovo (IP-2) and Gramatikovo (IP-3) inthese slaughterhouses.

4.Next steps

Clinical examinations and serosurveillance carried out from the last FMD outbreak ( on07.04.2011) to August 2011 showed lack of FMDV and FMD Ab in domestic animals, lack ofFMDV in the wildlife and presence of FMD Ab in small percentage of wildlife.

Commission Iimplementing Ddecision 2011/493/EU of 5th August 2011 approves the plansubmitted by Bulgaria to the Commission on 4th April 2011 for the eradication of foot- and-mouth disease in wild animals in South-East Bulgaria. The plan has to be implemented withinone year period since submission to Commission including certain passive and activesurveillance activities in wild life and domestic livestock in an area in South-East Bulgariadefined as “Cordon Sanitaire” area in South-East Bulgaria

“Cordon Sanitaire” is formed by a defined infected and a neighboring to north and west riskarea based on the results of the epidemiological considerations, the geographical distributionof the disease and the unknown FMD situation in the wildlife in Turkish Thrace.

The defined infected area (Area “A”) is a 20 km-wide region in south-east of Bulgaria alongthe Turkish border with a surface of about 1240 km2. In this area the outbreaks in domestic

livestock occurred in January and March-April 2011. The area comprises: part of Tsarevo,Malko Tarnovo and south part of Sredets municipalities (Region of Burgas). Within thedefined infected area 32 villages are located. The risk area with a surface of about 2160 km2 isdivided in two parts (Areas “B” and “C”) and is neighbouring the infected area in the northand west along the Turkish border. These areas have been defined taking into considerationthe unclear epidemiological situation of FMD more generally.

The risk area comprises the following municipalities or parts of them: North Tsarevo,Primorsko, Sozopol and North Sredets (Region of Burgas) which form area B and Svilengrad,Topolovgrad (Region of Haskovo), Elhovo, Boliarovo (Region of Yambol) which form areaC. Within the defined risk area 74 villages are located.(See Annex XIII )

Control in wildlife

The estimated wild boar population in the defined infected and risk areas together is about4500 animals. It is assumed that about 1500 wild boar are living in each area (A, B, C). Inrelation to wild ruminants (Capreolus capreolus and Cervus elaphus spp) the estimatednumber in the “Cordon Sanitaire” is about 5400. The existing data on population density andsize is based on spring counting system.

Serological and virological monitoring of wild life is performed in the defined areas. Thesampling strategy in wild boar has been chosen in analogy to the recommendations given forCSF wild boar monitoring, being the only practical guide so far for such purposes. Pursuant tothe plan the minimum number of animals to be sampled within a defined sampling area (A, Band C) has to be at least 59 animals to allow detection of 5% sero-prevalence with 95 %confidence. In addition to have a view on the situation in other susceptible wild animalssamples for virological and serological testing have to be taken from at least 35 heads of roedeer (Capreolus capreolus), red deer (Cervus elaphus) and other susceptible wild ruminantswithin a defined sampling area, to allow detection of 10% sero-prevalence with 95 %confidence.

Passive surveillance system is strengthened with the view of an early detecting the viralinfection. There is no farmed game on the territory of the defined area “Cordon Sanitare”.Hunters and gamekeepers are instructed to report findings of all dead wild boar or othersusceptible wild game (red deer, roe deer) to the veterinary service. Any carcass that is foundhas to be sampled and laboratory tested.

The animals to be sampled are either be hunted or trapped in wild boar traps (seven large wildboar traps installed along the border with Turkey in the municipalities of Tsarevo and MalkoTarnovo. The location of the traps is shown in Annex XIV).

Control in domestic livestock

Pursuant to the Plan for the eradication of foot and mouth disease in wild animals all 106villages in the Cordon Sanitaire are visited every 21 days by a team of veterinary experts andall susceptible animals are clinically examined in accordance with Annex III 1 of Directive2003/85/EC. In case of suspicion samples for laboratory testing (blood and tissue samples) aretaken immediately and measures laid down in Directive 2003/85/EC, Articles 4 and 5 applied.

In addition to clinical surveillance, routine blood sampling for serological tests is conductedevery third month. The minimum number of animals to be sampled in an epidemiological unitwill allow detection of 5% sero-prevalence with 95 % confidence. The epidemiological unit isthe village. In case of a pure sheep/goat population in the epidemiological unit the bloodsampling is carried within the rhythm of the clinical surveillance.

Blood sampling of animals for slaughter is also carried out before the leave the CordonSanitaire if they animals are not tested within 21 days period before with a negative result. Atthe slaughter house a thorough ante and post mortem inspection is be performed for detectingFMD at this stage.

A ban of transport and moving animals of susceptible species and products thereof from the“Cordon Sanitaire” for the purposes of national consumption and of intra-Community tradewill be enforced.

Ø Live animals will only leave the “Cordon Sanitaire” following a clinical examinationdirect to the predetermined slaughterhouse in the region of Burgas, Shuman, Sliven,Yambol and Haskovo (regional consumption). They will be marked accordingly andtheir movement recorded in the central database. There they will be handled separatelyand will not come into contact with other animals and products thereof. The meat fromanimals originating from the Cordon Sanitaire will be marked according to Annex IVto Commission Decision 2011/44/EU and will not be sent to other Member States butonly used for regional consumption.

Ø Meats of the bovine, ovine, caprine and porcine species and other bi-ungulatesproduced from animals of those species in the Cordon Sanitaire will be marked inaccordance with the health mark laid down in Annex IV to Decision 2011/44/EUbefore such meats are used for the regional consumption. No meat products will leavethe Cordon Sanitaire unless in compliance with Directive 2002/99/EC.

Ø Milk collected inside the Cordon Sanitaire and dairy products derived from such milkwill be treated as laid down in Articles 4 and 5 respectively of Decision 2011/44/EUbefore they leave this area for regional consumption only. Particular attention at theroad posts at the exists of the Cordon Sanitaire will be paid to milk collectors’ means oftransport to avoid spill over of FMD from infected to unaffected areas.

Ø Other products of animal origin collected from FMD susceptible domestic species willnot be permitted to leave the “Cordon Sanitaire”. In particular, animal by-products willbe collected through the Bulgarian rendering system and disposed at the renderingplants at Varna and Shumen or be buried on the spot after treatment with Virkon S orequivalent under the supervision of the representatives of the BGFSA. Hides and skinsshall be treated as laid down in Article 8 of Decision 2011/44/EU .

to the dossier submitted to OIE on 5th June 2012 on theFoot-and-Mouth Disease epidemiological situation in Bulgaria

and the application by the Bulgarian Food Safety Agency for recovery of theformer status of the whole territory of Bulgaria as a

“FMD FREE COUNTRY WHERE VACCINATION IS NOT PRACTICED”

1. IntroductionOn 5th January 2011, Bulgaria notified a case of FMD in a wild boar shot 2 km from theTurkish border in the Region of Burgas. This was the first detection of FMD virus inBulgaria since 1996. Until 7th April, the date of the last outbreak, 11 type O outbreakswere confirmed in livestock in 10-12 km border area which stretches into Turkish Thrace.

Despite of the fact that Bulgaria was FMD free country where vaccination is not practicedfor 16 years and all outbreaks in 2011 were located at a distance of no more than 12 kmfrom the Turkish Border the status of the whole territory of the country (110 994 km2)was suspended and Bulgaria is not currently included among those countries withofficially recognized FMD-free status according to OIE Resolution No 14 (adoptedduring the 80th General Session of the OIE International Committee, May 2012).

On 5th June 2012 Bulgaria submitted to OIE dossier, applying for the recovery of 'FMDfree country where vaccination is not practiced' status.

A preliminary screening of the dossier performed at OIE Headquarters revealed that thedata provided in the application is from the restricted zone only and did not cover thewhole country for which the recovery of status was requested. (Letter by Dr Bernard Vallatof 21st June 2012, Ref.: KHO/KM/SB 30.695).

However the FMD incursion in 2011 was only limited to a small area in the South-EastBulgaria which was clearly proved by the surveillance program implemented successfullyby the Bulgarian Food Safety Agency. The dossier provided by Bulgaria clearly showsthat the spread of FMD was stopped at the border area. All outbreaks were located in the12 km zone along the border with Turkey. The surveillance carried out in the protectionand surveillance zones as well as in the so called restricted area (Cordon Sanitaire) and in

certain villages to the north of this area did not detect any evidence of FMDV circulationfor more than 14 months after the last outbreak. The surveillance in domestic livestockhas clearly shown disease absence. The relatively low sero-prevalence and clusteredspatial distribution of sero-positive wild boar and roe deer suggest that the FMD infectionfailed to develop into a large scale epidemic wave in wildlife and faded out within lessthan a year. The FMD incursion was contained by establishing the “Cordon sanitaire”supported by the fact that neither clinical signs nor sero-conversion has been observed inherds of East-Balkan pigs kept on pastures all year just north of this or in other parts ofBulgaria. No clinical signs suggesting FMD have been observed during the regularveterinary activities and clinical surveillance in animal holdings and slaughterhouses onthe whole territory of Bulgaria during April 2011 – July 2012.

As an OIE Member country Bulgaria has always implemented all its obligations to theorganization and the other Member country. Annual reports indicating the FMD statushave been provided regularly. Immediate notifications and follow up reports in case ofoutbreaks of infectious diseases as well as the regular six months and annual reports forthe animal health status of the country have always been regularly submitted. Bulgariawas fare enough to notify to OIE/WAHIS and the world even the only detected FMDVpositive wild boar despite of the very high price that the country had to pay. Since April2011 no FMD outbreaks have been notified through WAHIS because no such outbreakshave been observed on the whole territory of Bulgaria.

Bulgaria considers that fulfills the requirements of articles 8.5.2, 8.5.9 point 1(a), 8.5.45,8.5.47 and 8.5.49 of the OIE Terrestrial Animal Health Code.

In this addendum Bulgaria provides additional information related not only to therestricted zone but to the whole territory of the country for proving its FMD freedom.Short information is provided on the history of the FMD outbreaks in the country in the90’s; summary of the FMD situation in 2011 and 2012; some of the conclusions of theEFSA’s Scientific Opinion on Foot-and-mouth disease in Thrace; the control system inplace for animal health (particularly FMD) and the clinical surveillance of the animalhealth status of FMD susceptible livestock on the whole territory of Bulgaria during 2011- 2012.

2. History of FMD outbreaks in BulgariaIn the 1990’s Bulgaria experienced three FMD type O1 outbreaks, all in the Thraceregion (Figure 1).

The first outbreak (O/BUL/1/91) was reported in July 1991. During that period Bulgariahad already stopped prophylactic vaccination against FMD in the established 30 kmbuffer zone bordering Turkey. The outbreak was restricted to Stefan Karadjovo village(1), Yambol region. Stamping out and ring vaccination was successfully applied as thecontrol policy.

In May 1993, a second FMD outbreak was notified. The disease was detected in a dairycattle holding near the town of Simeonovgrad (2), Haskovo region, located very close to

an international transit road. For the second time, stamping out with ring vaccination wassuccessfully applied. In total, 304 infected and contact cattle were killed and buried.

The third outbreak was notified in October 1996 in the village of Malko Sharkovo (3),Yambol region, and stamping out was the control policy used to eradicate the outbreak.No vaccination policy was applied. The hypothesis for the origin of the disease was thatthe virus was introduced with illegally moved susceptible animal(s) from Turkey.

3. Summary of the FMD situation in Bulgaria in 2011 and 2012

On 5 January 2011 the Bulgarian competent authorities reported a confirmed case ofFMD in a wild boar (with lesions indicative of FMD) which had been shot in the Burgasregion about two kilometers north of the Turkish border on 30 December 2011. Isolationand typing of the virus were made by the EU Reference Laboratory (EU-RL).

Measures in accordance with Council Directive 2003/85/EC of 29 September 2003 onCommunity measures for the control of foot-and-mouth disease repealing Directive85/511/EEC and Decisions 89/531/EEC and 91/665/EEC and amending Directive92/46/EEC were implemented from 5 January 2011. Clinical and serological surveillancewas initiated and 11 outbreaks in domestic animals were detected in south-east Bulgariabetween 9 January and 7 April. These were the first outbreaks of FMD in Bulgaria since1996.

All the FMD viruses sampled in Bulgarian Thrace were the serotype O PanAsiaII-Ant10lineage.

Certain protection measures against FMD in Bulgaria were introduced on 6 January 2011through Commission Decision 2011/8/EU of 6 January 2011 concerning certain interimprotection measures against foot-and-mouth disease in Bulgaria, which was repealed byCommission Decision 2011/44/EU of 19 January 2011. Protection measures applied until30 September 2011.

Stamping-out and strict surveillance (Cordon sanitaire), but no vaccination was applied toeradicate FMD in domestic animals;

Protection zones and surveillance zones in line with the EU legislation had beenimplemented around each of the 11 FMD outbreaks. The protection and surveillancezones around the second wave of outbreaks (outbreaks 4-11) detected 19 March – 7 April2011 were merged forming a common inner protection zone and outer surveillance zoneuntil all measures in each zone were finalized for all eight outbreaks;

On 18-19 April 2011 clinical examinations were carried out and 2030 samples werecollected from susceptible animal species in the villages inside the protection orsurveillance zones where there were still animals. All samples were negative forantibodies to FMD serotype O.

Sampling and clinical examination were carried out in the villages inside the protectionand surveillance zones on 28-29 April and on 18-19 May 2011. All samples werenegative for antibodies to FMD serotype O.

On 18-19 April and on 18-19 May 2011 clinical examinations and sampling were carriedout in randomly selected villages (40 and 14, respectively) around the surveillance zone,i.e. more than 10 km from an FMD outbreak. Sample numbers for each village were inexcess of the minimum numbers calculated for a 5% detection rate with 95% confidence.All samples were negative for antibodies to FMD serotype O;

On 4 July Order 11-713 lifted the protection and surveillance zones around outbreaks 4-11, implemented the amended restricted zones in Annexes I and II to CommissionImplementing Decision 2011/388/EU of 29 June 2011 amending Decision 2011/44/EUconcerning certain protection measures against foot-and-mouth disease in Bulgaria(valid until 30 September 2011), and reiterated the applicable restrictions.

Surveillance in susceptible wildlife, particularly wild boar was initiated in January 2011.A plan for the eradication of FMD in wildlife, taking into account Part B of Annex XVIIIof Council Directive 2003/85/EC, was submitted to the Commission on 4 April 2011 andapproved by Commission Implementing Decision 2011/493/EU of 5 August 2011approving the plan for the eradication of foot-and-mouth disease in wild animals inBulgaria.

The main components of the Eradication Plan in the Cordon Sanitaire (see the dossiersubmitted on 5th June 2012) were:

- movement restrictions on animals and products;

- active surveillance (shooting/trapping, sampling and laboratory analysis) ofsusceptible wild animals;

- documented clinical examination of domestic animal herds in all 106 villagesin the Cordon Sanitaire at least every 21 days;

- at least every 90 days, blood sampling from susceptible animals forserological examination, aimed at detecting a 5% sero-prevalence with 95%confidence in each epidemiological unit (=village).

Under the Eradication Plan sampling of domestic animals in 106 villages in the CordonSanitaire was carried out for serological investigation on 16-25 August 2011 (5203samples), 21-25 November 2011 (5295 samples) and 20-25 February 2012 (5334samples).

A total of 812 wild boar, 68 roe deer, 7 red deer and 2 mouflons were tested for thepresence of FMD virus genome and FMD antibodies between February 2011 and January2012 in the same region. No FMD virus genome could be detected. However, sero-positive animals were found amongst wild boar and roe deer. The sero-prevalence in thewild boar was 6.9 % with a statistically significant difference between adults (9.5%) andjuveniles born in 2011, (1.6 %). Three (4.4%) roe deer were found to be sero-positive.Most of the sero-positive animals were spatially clustered around the FMD outbreaks inlivestock, limited within a radius of 20 km. The relatively low sero-prevalence andclustered spatial distribution of sero-positive wild boar and roe deer suggest that the FMDinfection in wildlife was mainly a short timing disease event, which failed to develop intoa large scale epidemic wave in wildlife and had fade out.

East-Balkan pigs were blood sampled between February 2011 and May 2012 in theregions of Burgas (553 samples), Shumen (558 samples) and Varna (80 samples). Allsamples were negative for antibodies to FMD virus serotype O.

Although the Eradication Plan ended 3 April 2012 all restrictions in the Cordon Sanitaireimposed were still in force till the end of June 2012; The intensive controls onmovements of animals and products, which were implemented during 2011, werefacilitated by a well functioning cooperation between the competent authorities involved.

After the Eradication Plan ended 3 April 2012, surveillance had continued in 37 (locatedin 10 km zone along the border with Turkey) of the 106 villages under a nationalsurveillance plan. Sampling had been carried out in these 37 villages during 28-31 May2012 when 1769 blood samples were collected from susceptible livestock. Samplenumbers for each village were in excess of the minimum numbers calculated for a 5%detection rate with 95% confidence. All samples were negative for antibodies to FMDserotype O;

Intensive monitoring of domestic animals during 14 months after the last outbreak hasshown that the stamping out of the 2011 outbreaks was successful. The results fromwildlife sampled until January 2012 indicate that the spread of FMD virus serotype O,which caused the 2011 outbreak, to wild animals had taken place only in the vicinity ofthe outbreaks in domestic animals and that the spread of the virus to juvenile wild boar(born in 2011) had been very limited and died out before mid summer of 2011.

4. Scientific Opinion on foot-and-mouth disease in Thrace.EFSA Journal 2012;10(4): 2635. 91 pp. doi:10.2903/j.efsa.2012.2635;

Following a request from the European Commission and the Risk Assessment Centrewithin the structure of the BFSA, the Panel on Animal health and Welfare at theEuropean Food Safety Authority (EFSA) was asked to deliver a scientific opinion onFMD in Thrace.

A Scientific Opinion by EFSA on Foot-and-mouth disease in this geographical region(Thrace) was published on the EFSA website on 4 April 2012 together with an ExternalScientific Report on the epidemiology of FMD virus in wildlife in Thrace(http://www.efsa.europa.eu/en/publications/efsajournal.htm).

EFSA concluded that:- Most likely the disease died out in mid-summer 2011, and the areas subject to

intensive surveillance both in Bulgaria and Turkey are now free from FMD inwildlife (and domestic animals). This is based on the observations with

epidemiological considerations (hot summer in 2011, which was detrimentalfor environmental survival of FMDV, a relatively low density of wild boar of~2-3 heads km, absence of clinical signs or virus detections in a considerablylarge proportion of animals inspected and tested in Bulgaria in October-December 2011 exactly in the former area of the infection, as well as furtheraway in Turkey).

- The epidemiological model indicates that the presence of deer in thepopulated area does not alter the spatio-temporal dynamics of the infection inthe model and that deer alone are not able to facilitate spread of the infectionthrough the whole landscape.

- The epidemiological model indicates that the strong temperature dependenceof FMDV survival in the environment explains the seasonal increased chanceof virus fade-out.

- The epidemiological model indicates that continued maintenance (e.g. withmoderately virulent CSFV in wild boar) cannot be expected from a wild boar+ deer host system alone for FMDV. There is need for cross-transmissionbetween wildlife sub-populations due to human movement or cross-transmission to the domestic sector for virus circulation to be maintained.

5. Control system in place for animal health (particularly FMD) in Bulgaria

Bulgaria is divided into 28 regions. The regions are administrative units executing theregional policy of central government bodies. The regional governors are appointed bythe Council of Ministers. Local government is organised through 264 municipalities. Atregional level BFSA has 28 Regional Food Safety Directorates (RFSD) responsible forthe implementation of the official controls (RFSA in each administrative unit of thecountry). All FMD outbreaks in 2011 were detected only in the region of Burgas (02).

The central competent authority for animal health is the BFSA. The BFSA issubordinated to the Ministry of Agriculture and Food (MAF). The Animal Health andWelfare Directorate (AHWD) of the BFSA takes part in the harmonization and draftingof legal implementing documents relevant to its competencies. It also arranges forveterinary preventive measures against infectious and parasitic diseases including FMDand prepares the annual prophylactic, monitoring and eradication programmes. It is alsoresponsible for the preparation of contingency plans, guidelines and instructions for theRFSD on the implementing of animal health measures. The total number of staffinvolved in the animal health sector in the official services in Bulgaria is: BFSA, 28RFSD, 160 veterinary auxiliaries, 265 OMV (official municipal veterinarians).

Furthermore, 1,025 authorised private veterinarians (APV) perform official tasks underthe animal health programmes.

Animal holdings keeping cattle, pigs, sheep and goats are registered on the CentralDatabase (CDB) named VetIS and a unique holding number is allocated to each holding.The CDB is an Internet based system designed for multi-species functionality. TheAHWD is responsible for the management of the information in the CDB. In the CDBdata is entered by 1,400 users, including private veterinarians, veterinarians performingofficial controls on holdings, slaughterhouses, collection centers and others. The nationalsystem of identification and registration of animals requires identification of all speciesby an individual number. The APV are responsible for tagging and registering theanimals and providing monthly data to the OMVs who enter it into the CDB. A newmodule of the CDB was developed and entered into force.

The system for animal movement control is based on animal health movement certificatesissued by the APV responsible for the farm. Passports are issued for large ruminants andequines. All holdings are required to keep holding registers and each change to the herd isentered in a record book.

Animal health controlsControl measures (sampling, testing, and vaccination) prepared by the AHWD andapproved by the MAF, are implemented by the RFSD, OMV and APV. There is ananimal health department in each of the 28 RFSD. At local/district level, there are 265municipalities each supported by an OMV who supervises the performance of the APV.A total of 1,025 APV carry out prophylactic and monitoring of the animal healthprogrammes.

The APV report the results of their work on a monthly basis to the relevant OMV whosummarises the input from all APVs and report to the RFSD. The RFSD reports to theAHWD on the implementation of the animal health programmes in their region on amonthly basis.

Specific eradication and monitoring programmes are approved for different animaldiseases including FMD.

(The Control and coordination Directorate-CCD performs audits at all administrativelevels (AHWD, RFSD, OMV and APV).

Control in slaughterhousesThe total number of RFSD inspectors carrying out the veterinary public health controls(including inspection in slaughterhouses) is 617, of whom 495 are official veterinarians.

· Operational manuals – FMD + others· Instructions for practical matters during outbreak management.

The contingency plan for emergency diseases in Bulgaria (the strategy and resource plan,the operation manuals of the animal diseases and the practical instructions) is prepared inaccordance with the requirements of national and European legislation, the OIE standardsand characteristics of different diseases.

National reference laboratory (NRL) for FMDThe National Diagnostic and Research Veterinary Institute (NDRVI) is a specializedunit within the the BFSA on diagnostics and research activities in the field of animalhealth. It includes the national reference laboratory (NRL) on FMD which operatesunder the coordination of the Laboratory Activities Directorate of the BFSA.

The NDRVI is accredited to the standards of International Organisation forStandardisation (ISO) 17025:2005 by the Bulgarian Accreditation Service. The separatelocation of the FMD NRL is specified in the current accreditation certificate, which isvalid until 30 June 2013.

The NRL for FMD has a laboratory contingency plan for FMD comprising those methodswhich would be available for detection of FMD antibodies or antigen and comply withthe requirements of the OIE diagnostic manual.

During the FMD epidemics the following tests were used:- serological tests used for surveillance are FMD ELISA Type O and/or FMD

NSP ELISA and LPB ELISA serotype O- Virological tests used for FMD detection and surveillance are RT PCR and/or

Ag ELISA

Staff responsible for FMD testing is well trained for the range of methods applicable andis well aware of the advantages and limitations of each method;

Samples are under the official control during the transportation to the FMD laboratory.Maximum sample turnaround times had been satisfactorily short (1-3 days) also duringthe peak of the 2011 outbreaks;

Whilst in the beginning of the 2011 FMD outbreaks serological samples were analysedusing NSP-ELISA and LPBE (albeit using only reagents for serotype O), towards the endof the outbreaks and for the subsequent serological surveys under the Eradication Planthe vast majority of serum samples were screened only with the type O ELISA. Screeningpositive samples were re-tested with the same method or/and tested with NSP-ELISAcombined with appropriate clinical and epidemiological investigations of the reactoranimal at hand and appropriate clinical, epidemiological and serological, investigations ofthe of susceptible animals of the same epidemiological unit and of susceptible animal thathave been in contact or otherwise epidemiologically associated with the reactor animal. If

the follow-up investigations provide no evidence for FMDV infection the reactor animalis only then classified as FMD negative.

6. Clinical surveillance of the animal health status of FMD susceptible animals onthe whole territory of Bulgaria during 2011 -2012

The clinical and serological surveillance for FMD carried out in the area borderingTurkey as well as in certain villages to the north and west of this area is described in thedossier submitted to OIE on 5th July 2012

In addition clinical examinations of the FMD susceptible livestock have been carried outin 2011 and 2012 on the whole territory of Bulgaria in the framework of different animalhealth programs without detecting any evidence for FMD:

a) Clinical examinations of the health status of bovines during the implementationof the control programs for bovine tuberculosis, bovine brucellosis & enzooticbovine leucosis in 2011 and 2012 (till end of June)

Out of the FMD outbreaks in Jan – Apr 2011 in Burgas region, no evidence of FMD havebeen detected in bovines during clinical examinations of their health status in 2011 and2012 (as by end of June) on the whole territory of Bulgaria in the framework of thecontrol programs for bovine tuberculosis, bovine brucellosis & enzootic bovine leucosis(EBL) (tables 1 and 2)
