AGENDA REVIEW: Agenda approved as stands. NEW BUSINESS: Parks Policy Manual Update Background In prior PAB meetings, we have discussed the need to review Park policies in their entirety since the policy manual online was last updated in 2008. The Department uses these policies to provide additional direction to County Codes and to address other items not found in County Code. Here is a link to the current policy manual:

The department is proposing to combine the documents listed above into one new policy manual. This manual will categorize the policies into sections of related policies
for easy reference. The goal is to assist staff, the board and the public in finding and reviewing our policies. The current sections under consideration are:

The department will present these policies in the new format for review by the Parks Advisory Board. Action Request None at this time Parks Safety Committee Background In an effort to improve our safety and engage our staff on safety matters, the department is proposing the formation of a Parks Safety Committee. The County has a Safety Committee that meets monthly and addresses Countywide safety issues. The department has identified that there are industry/department specific training and safety requirements that we want to focus on. See below for a draft of Safety Committee Guidelines.
Douglas County Parks Department Safety Committee Guidelines
Purpose The purpose of the Department Safety Committee is to bring workers and management together in a non‐adversarial, cooperative effort to promote safety and health in our workplace. The Department Safety Committee will be an advisory group that provides input to management by making recommendations for change to work practices, safety policies and procedures, and to assist in identifying training needs and any potential hazards.
Introduction The Department is committed to accident prevention and the development of work practices and policies that promote a safe workplace for all employees. In order to prevent losses and to assist management in the development of safe work practices and policies, a joint management/worker safety committee has been established. Employee involvement in accident prevention and support of safety committee members and activities is necessary to ensure a safe and healthful workplace for everyone.
Committee Members The Department Safety Committee shall consist of three members as follows:

Park Operations Staff Member
Park Coordinator Staff Member
Optional nonvoting member – Park Volunteer or Administrative Staff member
Member Responsibilities Responsibilities of Department Safety Committee members include:
Receive training in Safety Committee, Hazard Identification and Accident Investigation OROSHA
Training.
Attend and participate each time the Safety Committee meets.
Be a point of contact for other employees to identify potential hazards, unsafe work practices,
policies, training needs, and to present such items to the committee for discussion.
Report any unsafe conditions, work practices, or policies that may be observed and work to
develop recommendations for effective solutions.
Contribute ideas and suggestions for improvement of safety.
Record meeting minutes when requested.
Fill in for Chair in his or her absence when requested.
Committee Chair Responsibilities of the chair include:
Conduct meetings.
Present written recommendations of the committee to management.
Report back to the Safety Committee management’s responses to the safety recommendations.
Prepare monthly agenda and take minutes at the meetings.
Extent of Authority The safety committee advises and provides written recommendations to the Operations Manager and Department Director on issues that will promote safety and health in the workplace. In turn, the Department Management will give serious consideration to the recommendations. A response from management will be made in writing to the safety committee on any recommendation within 30 days, if possible.
Functions What the safety committee may do:
Be an advisory body to the Department and County Safety Committee
Meet monthly and maintain minutes of every meeting.
Complete quarterly safety reviews of Department work sites.
Evaluate all safety hazards that are identified and make recommendations to management
regarding those hazards.
Review Department incident reports (after redaction) and evaluate the issues.
Assist management in the development, maintenance and review of safety and/or emergency
policy and procedures.
Assist management in the development and execution of department safety training.
Assist management in educating department personnel in the proper procedures for dealing
with:
o Potential Hazards
o Observed unsafe acts of department personnel
o Observed unsafe acts of contractors on site
Provide recommendations to management in the development of assignments for maintenance
of department safety equipment.
Perform formal accident or incident investigations
Establish policies and/or procedures.
Provide recommendations on employee disciplinary actions for safety policy violations.
Entertain any discussion that involves personal attacks on individuals.
Expect management to implement every recommendation that is made.
Action Request None at this time Parks Risk Management Policy Background With the focus on our policy manual, it was identified that we have implemented many risk management directives in the past few years. However, these directives were not in a policy format. In order to ensure ongoing compliance and engagement, it was determined that a policy should be drafted. The draft policy outlines key categories where we are trying to be proactive in minimizing hazards that could result in personal injury, property damage or financial loss. See below for a draft of Risk Management Policy.
Douglas County Parks Department Risk Management Policy
Purpose The Parks Department will maintain a risk management program designed to minimize hazards that can result in personal injury, property damage or financial loss.
Introduction The Department is committed to accident prevention and the development of work practices and policies that promote a safe workplace for all employees. In order to prevent losses and to assist management in the development of safe work practices and policies, the department will utilize the following means to implement the risk management policy:
Identify the Park Operations Manager as the responsible manager for the development and
management of the risk management policy implementation
Develop a Department Safety Committee;
Have a Department Safety Committee member participate in the County Safety Committee;
Work with Risk Manager in specific areas related to the department programs, parks and
facilities;
Evaluate and update training programs and manuals annually;
Provide staff with ongoing training programs that emphasize safety in the work place; and
Maintain safety inspection procedures for parks, facilities and equipment.
1. Safety Committee
1.1. County Safety Committee
1.1.1. The Department will identify (1) staff and an alternative to attend the monthly County
Safety Committees.
1.2. Department Safety Committee
1.2.1. The Department will create a Safety Committee. The Department Safety Committee will
be an advisory group that provides input to management by making recommendations for
change to work practices, safety policies and procedures, and to assist in identifying
training needs and any potential hazards
2. Employee Training
2.1. No employee shall complete work assignments until required training is completed.
2.2. County, State and Federal safety regulations will be followed.
2.3. The department will conduct monthly training programs.
2.3.1. Topics covered will be developed by the Park Operations Manager with input by the
County Safety Committee.
2.3.2. Trainings sessions will be in‐house and with professionals from outside the department.
2.3.3. Training sessions will have attendance sign in sheets.
3. Inspections
3.1. Park Inspections
3.1.1. The department will inspect each park once per year to review park conditions. Work
orders will be completed for necessary repairs or safety hazards identified. Staff will
report any identified repairs or safety hazards while performing regular maintenance
activities. In the event there is a park condition that is a health or safety concern, repairs
will be completed immediately or the area/facility will be blocked from public use until
repairs can be made.
3.2. Playground Inspections
3.2.1. The department will inspect each playground and equipment monthly. Staff trained in
playground inspecting will inspect the equipment once per year. In the event there is a
playground condition that poses a risk to injure or is in need of repair, repairs will be
completed immediately or the area/equipment will be blocked from public use until
repairs can be made.
3.3. Equipment Inspections
3.3.1. Park Vehicles and Maintenance equipment will have a visual inspection before
operation by an employee. At the time of schedule maintenance intervals, the equipment
will be inspected by trained staff. Any vehicles or equipment that is unsafe is to be taken
out of service and tagged/locked out and reported to supervisor and/or delegated staff to
arrange for repairs.
4. Risk Management Accounting Procedures
4.1. Cash Handling
4.1.1. The department cash handling manual will be followed at all times.
4.1.1.1. Dual Custody will be followed for all cash.
5. Other Safety Procedures
5.1. Lock‐Out, Tag‐Out
5.1.1. In the event that any power tool, vehicle or motorized piece of equipment needs
immediate mechanical repairs/service or adjustments because of safety or service needs,
the following must take place:
Action Request None at this time OLD BUSINESS: Budget Review Background The County works on an annual budget cycle. The FY 21 budget preparation has officially begun. Generally, a draft budget is reviewed in March and a final budget is presented to the County Budget Committee in May. The Budget is adopted in June. The Parks Advisory Board (PAB) is tasked with reviewing and making recommendations on the annual budget for submission to the Board of Commissioners and the Budget Committee. The department has prepared this initial budget direction for review by the PAB. While there are projects and fiscal numbers being presented to the PAB, the goal at this time is for information on the key objectives the department will be focusing on in FY21. The draft budget presented has been submitted to Management and Finance.

AUDIENCE PARTICIPATION: Agenda Business Items Only Denise Aaron: Questions regarding logging in Cavitt Creek Day use park. Rocky Houston: We do have a contract out to remove hazard trees in that park. Park will close during this period of time. Will probably remove these in the Fall. Denise Aaron: Having problems with illegal camping in that area also. Who can I call regarding this? Can we possibly have a gate to close at sunrise and sunset. Neighbors will assist. Rocky Houston: Need to have an Adopt a Park to allow this to happen. John Hunter: Concerned about budget not balancing and lack of transparency. Kat Stone: Concerned about budget presentation. Can we see more information when the budget comes together in May? Would like to have some clarity around the numbers. DIRECTOR’S UPDATE:
River Forks restroom rehab is done. Waiting for whales to be remounted before an official ribbon cutting.
Ben Irving restroom remodel and installation of new is completed. Amacher archaeological survey is now moving forward that will allow us to submit a
grant for paving. WCB is open. We are still competing some fencing. Good feedback. Adding a 20 x 20
metal garage this next week. UD – completing grading in campsite renovation in Southern loop. New restroom will be
set in late April – completion in May. Presentation next week for ATV grant program. Hoping to acquire grant funds to get a
new truck and also to repave the ATV area. Finishing up FEMA work. Have some projects that may still take several months for
certain ones. Interviews this week for MT1 – 38 candidates. Offering a position to one and looking at
others for seasonal positions. Re-siding the shop at Winchester. Obtaining a surplus truck next week. Moving a pavilion from Green Oaks to Carl C Hill. Getting info on price for a no-net rise
certification. Questions:
Lonnie – original whales at River Forks? Yes Previous study by UO at Amacher indicated no tribal issues. What now? Met with tribe archaeologist. They are now satisfied and we have a green light
AUDIENCE PARTICIPATION: Non-Agenda Items Only John Hunter: Regarding tree removal at Cavitt Creek Park. You are issuing a public notice that park will be closed when removal occurs. Where is transparency? Residents in the area did not know that logging was being done. Very few hazard trees exist and not much would be damaged if they fall. Makes no sense to cut living trees. Kat Stone: No one has ever been injured due to a hazard tree falling on them. PARK ADVISORY BOARD COMMENTS: Jody – Have we heard anything about Happy Valley? Rocky – Summary of what we have done:
Sheriff has been in there hourly during peak season. Spoke with PW regarding no-parking signs during certain hours. Moved gate Installed speed bumps and bollards Looked into additional lighting Increased maintenance
Jerry – regarding Cavitt Creek – when issues arise like this I go visit the park. Rocky please explain the dynamics of the grove of trees. Rocky – Grove includes dead, dying and some live trees. Forester indicates that removing only a few will be a problem, since tree roots have not been conditioned to wind and the risk of windfall is high. Lonnie – Thora Circle park. Open field area surrounded by homes. Someone in area is piling debris there. Please post signs saying no dumping. Rocky – Explained dynamics of Park. Maybe a letter to new neighbors. GOOD OF THE ORDER: Jerry – Would like to repeat going to the coast in July to observe Dune Fest. Can we move July meeting to accommodate this? Move to July 23rd as opposed to scheduled date. . PREFACE
This Policy Manual is a tool for the Park Department and the
Douglas County Park Advisory Board. The purpose of this manual
is to provide guidance to the Department in making consistent
and fair decisions that address current management issues and
future operational needs in accordance to the mission objectives,
applicable laws and to allow for discretion and latitude contingent
on different circumstances. United States Federal law, Oregon
State statutes, and Douglas County Ordinances take precedence
over park policy.
The Parks Department Director interprets, implements and
administers all policy decisions for the Department. It is the role
of the Parks Department staff to develop appropriate procedures

SECTION 1 – PARKS ADMINISTRATION

1.1 PARKS ADVISORY BOARD

Purpose: The Parks Department will have a Parks Advisory Board to serve as an
advisory body with the authority to assist and advise the board of commissioners.
Policy Statement: The parks board shall be composed of seven members. The parks
board shall have the authority and duty to:
Serve as an advisory board to the board of commissioners regarding the
appointment of the Parks Department Director.
Review and recommend enactment of policies and rules for the operation of the
department.
Review and make recommendations on the annual budget of the department as
prepared by the director for submission to the board of commissioners and the
budget committee.
Each member shall be appointed for a term of four years. At the expiration of a
member's term, the board of commissioners shall appoint a new member or may
reappoint a member for a term of four years. If a member is removed by the board of
commissioners or resigns from the parks board, any replacement member shall serve
for the remainder of the term of the member being replaced.
The parks board shall meet and organize by the election of a chairperson from among its
members. The organizational meeting to elect a chairperson shall occur during the first
meeting held after July 1 each year. The parks board shall meet at the call of the
chairperson or any four members as necessary to perform the duties required listed
above. The director shall assist the chairperson in scheduling meetings. The chairperson
shall preside at all meetings of the parks board and shall conduct the meetings in
accordance with procedural rules established by the parks board.
Four voting members shall constitute a quorum. No decision shall be made by the parks
board unless a quorum is present. A majority of the members present at a meeting must

vote in favor of any proposed decision or action of the parks board before it may be
implemented.
The members of the parks board shall receive no compensation for services provided as
members, except for reimbursement of actual and necessary travel and other expenses
incurred in the performance of their duties that are preapproved by the director.
Request for reimbursement of expenses shall be submitted to the director.

1.2 RISK MANAGEMENT

Purpose: The Parks Department will maintain a risk management program designed to
minimize hazards that can result in personal injury, property damage or financial loss.
Policy Statement: The Parks Department is committed to accident prevention and the
development of work practices and policies that promote a safe workplace for all
employees. In order to prevent losses and to assist management in the development of
safe work practices and policies, the department will utilize the following means to
implement the risk management policy:
Identify the Park Operations Manager as the responsible manager for the
development and management of the risk management policy implementation
Develop a Department Safety Committee;
Have a Department Safety Committee member participate in the County Safety
Committee;
Work with Risk Manager in specific areas related to the department programs,
parks and facilities;
Evaluate and update training programs and manuals annually;
Provide staff with ongoing training programs that emphasize safety in the work
place; and
Maintain safety inspection procedures for parks, facilities and equipment.

1.3 EXTERNAL COMMUNICATIONS

Purpose: This policy clarifies the role of the Parks Advisory Board (PAB) members
relative to communication and differentiates communication roles between Board
members and Parks Department staff. This policy also commits the Parks Department
to open communications with the public on policy decisions.
Policy Statement: Parks Advisory Board members are volunteers appointed by the
Douglas County Board of Directors. PAB members are empowered to inform, educate
and engage constituents about Parks Department matters. PAB members make
recommendations on Parks Department policies to the Douglas County Board of
Commissioners and/or the Board Liaison. Specific information inquiries from the public
should be routed to the Parks Department Director and/or the Douglas County Public
Information Officer.
All requests from the media on information on Parks Department policies or County
decisions should be routed to the Parks Department Director and/or the Douglas County
Public Information Officer to ensure state and county rules are followed.
Parks Department staff shall direct all media inquiries and/or requests for documents to
the Parks Department Director and/or the Douglas County Public Information Officer.
In the event of a state of emergency, all public information inquiries by the public or
media should be routed to the Douglas County Public Information Officer.

continuation of services to residents and visitors. Long-lasting park investments
supported by sustainable and effective park management and stewardship practices
provide a wide range of public benefits that will endure for future generations. The
Parks Department shall ensure perpetual sustainable management of park resources
using the following guidance:
Create short and long term financial stability through responsible public
investments by managing park assets as effective stewards and through
implementation of sound fiscal policies and procedures.
Establish and continually review facility lifecycles and standards of maintenance
and service levels that guide sustainable operations.
Enhance and implement sustainable best management practices in all areas of
the Parks Department including but not limited to planning, operation,
maintenance, management and overall service delivery.

1.5 PARK FEES

Purpose: To define a policy for establishing, reviewing and approving fees for the use of
Park Authority facilities programs and services.
Policy Statement: The Parks Department shall offer a broad range of outdoor
recreational facilities for the residents of Douglas County. To support these facilities,
the Parks Department generates funding for its operations by charging fees.
Basic facilities (such as trails, playgrounds and open spaces) appeal to a broad spectrum
of the community and, therefore, are not charged a fee for use. Campsites, pavilions,
parking and special events are uses that, in general, benefit the individual or group
participants rather than the community as a whole and may have a fee for use. These
fees are reviewed frequently and the revenues they generate are part of the
Department’s annual budget.
User fees for facilities or services are established and maintained at levels which:
1. Can reasonably be expected to collectively produce revenue sufficient to
recover all costs of the Parks Department for said use;
2. Are competitive with comparable facilities and services in the area;
3. Attempt to balance the availability of facilities and services with their
affordability;
4. Reflect the principle that, where feasible, comparatively small and regular
fee increases are preferred over less frequent, larger increases;
5. All the Parks Department, where feasible, to address deferred maintenance
and park facility enhancements.
Fee Reduction Programs
The Parks Department will provide the following fee reduction programs:
1. Disable Veteran Program – The Parks Department will provide 10 nights free
camping nights (5 nights per 30 day period) for standard campsites only and free

parking in day use facilities when a disabled veteran possesses an Oregon Parks
and Recreation Department Special Access Pass.

Plan Park and Recreation Objectives.
Purpose: The Parks Department shall acquire land to meet the recreational needs of
Douglas County. The Parks Advisory Board makes recommendations of any parkland
acquisition to the Douglas County Board of Commissioners.
Policy Statement: Parkland acquisition opportunities take many forms, including
dedication, donation, fee simple purchase, lease agreements, partnerships and
easements. When acquiring land the Parks Department may take into account:
1. The uniqueness and value of natural and recreational resources.
2. The amount of land necessary to meet county residents’ needs for recreational
opportunities shall be consistent with County Comprehensive Plan requirements.
3. Sustainable and long term maintenance and operational costs of the property
borne by the Department related to any potential acquisition.

2.2 PARK PLANNING

Plan Park and Recreation Objectives.
Purpose: Planning provides direction and guidance towards achieving the Parks
Department vision, mission, goals, and objectives. Planning and effective
implementation of plans assist in the orderly growth and stewardship of the park
system..
Policy Statement: The Parks Department shall maintain ongoing park planning guided
by Douglas County Parks System Plan (2016) that establishes Guiding Principles, Goals,
and recommendations for the development of park system elements including land,
facilities, resources, services, and programs. The Parks Department may incorporate the
following plans and any additional plans it may deem necessary:
1. Park Needs Assessment –a planning study conducted to determine the county’s
park and recreation needs, establish service level standards and align long term
capital investment plans. This can be done through the Statewide
Comprehensive Outdoor Recreation Plan (SCORP) or by the Parks Department.
2. Park System Comprehensive Plan – a long-range plan to align stewardship and
community park needs with the park system physical aspects: land, natural and
cultural resources, and facilities.
3. Strategic Plan – addresses agency strategic initiatives with defined
measurements.
4. Capital Improvement Plan – identifies the funding requirements and sources
and guides fiscal decision making, including the five-year Capital Improvement
Program, Financial Management Plan and the annual operating budget cycles
5. Park Development Plans – guides the land use and development of individual
parks or sites.

6. Annual Work Plans –guides funded priority project assignments to be achieved
on an annual basis.
Park Classification System
The Park Classification System is a typology that guides park system planning and
development. The typology groups parks according to typical characteristics and
outlines their primary purpose, location, access, and extent of development within each
park classification. Park classifications were adopted in the Douglas County Parks System
Plan. Park classifications provide guidance for the planning and development of a site.
The following guidance is provided regarding Park Classifications:
1. Establish and adopt the Park Classification System by outlining the primary
purpose, location and access, character, and extent of development to balance
the provision of quality recreation opportunities with the protection and
preservation of natural and cultural resources.
2. Establish the park classification at the time of park acquisition, with the
opportunity to reclassify a park through recommendations by the Parks Advisory
Board.
3. Use the classification system to balance the geographic distribution of parks and
equitable delivery of park services.
Adopted park classifications include:
1. Active Parks – This classification generally may include RV camping, supporting
commercial activity, Yurts, Cabins, Park models, RV parks, intensive recreational
facilities (such as swimming pools, tennis courts, improved sports fields, etc.),
support and maintenance facilities, interpretive centers meeting facilities,
marina and boating facilities, educational facilities, playgrounds, walkways,
sidewalks, curbs, roads, parking and infrastructure.
2. Passive Parks – This park classification consists of parks with limited
development focusing on natural resources and interaction with those
resources. Passive parks provide open space and outdoor recreation, day use,
boat ramps, short term uses, primitive camping, walkways, sidewalks, curbs,
roads, parking, and limited restroom/water services.

3. Unclassified Park Properties – This park classification includes
undeveloped/open space sites obtained from gift or foreclosure which do not fit
the Active or Passive classification.

Plan Park and Recreation Objectives.
Purpose: This policy guides decision-making related to the development of the park
system. Park Development shall be consistent with the Parks Department’s System
Master Plan.
Policy Statement: The Park Authority shall develop parkland to protect and enhance the
natural environment and to create and sustain quality park and recreation facilities and
services to support the Parks Department’s vision and mission. Park development shall
be consistent with the values and strategic priorities and financial resources of the Parks
Department. The Parks Advisory Board shall recommend a Capital Improvement Plan
and subsequent Park Development Plans consistent with all adopted policies. Park
development shall take into account:
1. Development shall be of sufficient acreage and quality to ensure that
requirements for resource protection and facility development can be met.
2. Responsible stewardship of resources within the parkland to be developed.
3. Service level standards as identified by current needs assessments to work
towards equitable distribution of park facilities throughout the county.
4. Sustainable fiscal practices over the estimated life cycle of all facilities that
ensures sustainable operations.
5. Visitor safety and enjoyment.
6. Sustainability and perpetuation of significant natural and cultural resources.
7. Adequate funding authorizations and appropriations shall be secured prior to
development, expansion and/or upgrade of park facilities.

8. All development shall comply with county, state, and federal regulations and

2.4 PARK AND FACILITY NAMING

recreational needs of Douglas County and adhere to the Countywide Comprehensive
Plan Park and Recreation Objectives.
Purpose: This policy provides guidance and direction in naming and/or renaming
Douglas County Parks or facilities.
Policy Statement: Generally, parks are named in accordance with geographical,
historical or ecological features indigenous to the park site or to the immediate vicinity
of the site. Preliminary park names are designated at the time of acquisition by staff
unless the name is specifically designated in the deed or as a specific condition of a
contract or donation. The Parks Advisory Board generally will recommend the naming of
a park or facility. Park names are finalized through the adoption of the name by the
Douglas County Board of Commissioners.
Initial naming of parks or facilities: Parks or facilities shall not be named after someone
still holding an elected or appointed office or for persons working for the county. They
may be named for an individual, family, or combination of family names, living or
deceased under the following conditions and will be reviewed on a case by case basis:
1. The entity has made a significant gift of land to the Parks Department; or
2. Has made a significant contribution to the betterment of a specific park; or
3. Is memorialized for a significant contribution to the County.
Renaming of parks or facilities
In order to respect the historical tradition, community values, and lessen confusion,
renaming of parks and facilities is strongly discouraged. Existing park and facilities
names shall not be subject to change unless, after a thorough investigation and review,
the proposed name is found to be more appropriate than the existing name and does
not diminish the original name or discount the value of the prior contributors. Any
action to change the name of an existing park or facility shall follow the same conditions

as above. Temporary naming rights for parks, buildings, or facilities may be conferred as
a part of a sponsorship or partnership agreement. Conditions under which temporary
naming rights may be assigned are governed by the Sponsorship Policy. The Douglas
County Board of Commissioners has the authority to rescind the naming of a park or
facility without prejudice.

2.5 TELECOMMUNICATION SITES

recreational needs of Douglas County and adhere to the Countywide Comprehensive
Plan Park and Recreation Objectives.
Purpose: The Parks Department considers its responsibilities to the residents of Douglas
County to be in the nature of public trust, requiring commitment to the preservation
and protection of the recreational resources located on park lands. The Park Authority
shall seek to balance the general public's need for telecommunication services with the
protection of parkland recreational resources.
Policy Statement: The Parks Department shall consider the placement of
telecommunication facilities, related equipment, and easements on park property
contingent upon:
1. Absence of deed restrictions or funding restrictions that would prohibit such use.
2. The proposed telecommunication facility complies with the provisions of the
Fairfax County Comprehensive Plan Policy Plan for Parks and Recreation.
3. Consideration has been given to placing telecommunications facilities that
minimize impacts to park land and evaluation of alternatives to locating new
monopoles or towers on park land that include co-location on an existing
approved monopole; co-location on an existing public utility structure; re-design
of facilities such as light pole replacements on athletic fields; or re-design of
other existing features.
4. The proposed location does not adversely affect significant natural or cultural
resources.
5. The proposed location is compatible with and does not displace existing or
planned park facilities

6. The proposed location and construction on the site does not significantly detract
from the character of the park or its view shed;
7. The proposed facility location does not adversely affect park operations or
maintenance;
8. Clear demonstration is given that impacts to adjacent uses and property owners
are minimal;
9. The placement of the telecommunications site enhances public communications
services and the public good.
Requests for new telecommunications sites shall meet all applicable criteria and are
subject to approval by the Park Authority Board. Requests for telecommunications
facilities that propose co-location on existing approved monopoles, existing electric
transmission lines, athletic field light pole replacements, other existing features or for
replacements that meet all applicable location criteria may be approved by the Director
of the Park Authority after consultation with the Board member in whose district the

Policy Statement: The Parks Department shall establish standards for the maintenance
of its parks and recreational facilities and equipment. The standards shall be applied
consistently throughout the county. Should funds become inadequate to maintain the
system according to the standards, the Parks Department shall consider a full range of
management alternatives that may include revision of the standards or the closing of
selected parks and facilities until adequate funding becomes available.
The Parks Department may partner with other public and private entities for the
provision of maintenance of park and recreational facilities and equipment. Partners
shall agree to meet or exceed the Parks Department Maintenance Standards.
The fiscal plans and annual budgets of the Park Authority shall reflect the provision of
maintenance facilities, equipment, and human resources so the Park Authority can meet
its standards.

Purpose: This policy states that the Parks Department shall establish park rules for day
use parks and recreational facilities for park patrons to follow.
Policy Statement: The Parks Department will develop Day Use Park and recreational
facilities rules to ensure the safety of patrons, compliance with county and state laws
and to ensure the longevity of the parks and recreational facilities. Key park rules will
be signed at Day Use Parks and all park rules will be found on the Parks Department
website. The Day Use Park rules are as follows:
Park Hours will be sunrise to sunset, unless otherwise posted
Pay all applicable fees
Secure all applicable permits
No defacing, removing or tampering with any park asset
No digging or removal of natural resources in park
No campfires
BBQ pits and portable stoves may be used only while attended and properly put
out when not in use
Parking in designated parking areas only
No operating of motor vehicle, bicycle, RV or OHV outside of designated areas in
a manner that endangers others or prevents access to park facilities
No placement of signs or advertising matter without approval of Parks
Department
No soliciting, selling, peddling or vending of any food, liquid, goods,
merchandise, services or other items without approval of Parks Department
All animals must be on a 6 ft or less leash and under the control of the owner.
All pest waste must be picked up by the owner.

3.3 CAMPGROUND MANAGEMENT

Purpose: This policy states that the Parks Department shall establish Campground rules
to make reservations, cancellations and campground use rules
Policy Statement: The Parks Department will develop Campground rules to ensure the
safety of patrons, compliance with county and state laws and to ensure the longevity of
the Parks Department.
Definitions:
Campsite is defined as a physical site consisting of parking space for one camping unit
and one tow vehicle.
Camping unit is defined as any unit that is used for sleeping such as a motor home, 5th
wheel, tent, camper van or a pickup with canopy or camper. A small tent is allowed to
accompany the primary camping unit in the campsite.
Small tent is defined as a tent designed to be occupied by no more than three persons.
Any larger tents must be placed in another site and pay the appropriate fee.
Extra Vehicle is a vehicle or trailer that is towed in or not attached to the camping unit
when entering into the campground. This would include a boat trailer, enclosed trailer,
open trailer, and/or any street legal vehicle.
Campsite Limits
Maximum of 8 individuals may occupy one campsite unless otherwise specified
by the Parks Department.
Maximum stay not to exceed 14 nights within a 30-day period at any individual
Park.
o Number of stays is documented by camping unit and vehicle.
Sites are not to be used for any reason unless a camping fee is paid.

Windy Cove – Loop A may have Commercial Fishing Operators stay for 90 nights.
Vehicles/Camping Units
Camping Units must be accompanied by an operational tow vehicle.
No unregistered or untagged, inoperable or functionally deficient vehicle, boat,
recreational vehicle, trailer, fifth wheel or other equipment allowed in the
campground.
RVs, Trailers and Vehicles may not be parked out of the established site.
Speed limit is 10 MPH in campgrounds.
All vehicles, OHVs and bicycles must travel and park within the designate roads.
Camping receipt may be used for Day Use Parking Fees during your camping
stay.
A total of (2) tents or (1) small tent and (1) camping unit may be in a campsite.
An additional fee is required for each additional tent up to a maximum of (3)
tents per site.
A tent or camping unit must be in the site for use, no sleeping bags are
permitted outside of the camping unit or tent.
Tow vehicle is either the vehicle being towed or the vehicle towing the camping
unit. Any other vehicles are to be considered extra vehicles. Boats or trailers that
are towed in at time of entry do not require an extra vehicle fee. All others will
require an extra vehicle fee.
Campsite Use
Fires are allowed in designated areas only; per fire season restrictions.
Camp stoves may be used in established campsites.
Pets must be on a leash and under the control of the owner. Pets may not be
left unattended in the campsite.
No discharging of firearms in campground or within the park.
Recreational furniture only. No home furnishings, pools, slip-n-sides or hot tubs
are allowed in the campsite.
Quiet hours are 10:00 PM to 7:00 AM.
Leave your campsite free of trash when you leave.
Showers are fore campers only, no non-camping shower use.
No RV dumping allowed for unpaid campsite users.
No use of water for unpaid campsite users.
Reservations
Reservations can be made up to 11 months in advance of our arrival.
Reservations will not be able to be made less than:
o 1 Day for Cabins & Yurts

Payment is due at the time the reservation is made.
Reservation Changes / Cancellations
o There is a $10 fee for a reservation change or cancellation
o Reservations made for (6) consecutive nights that are shortened at the
beginning of the reservation will be charged the nightly rate for each
night removed in addition to a cancelation fee.
o Reservations cancelled 14 days or more from arrival will be charged just
the cancelation fee.
o Reservations cancelled 2 to 13 days from date of arrival will be charged
(1) night fee and cancelation fee.
o Reservations cancelled with less than 2 days from date of arrival will not
receive a refund.
o No shows or campers arriving later than 1:00 PM the day after the
scheduled arrival date, with no notice given to the park, will not receive a
refund and their reservation will be cancelled for the remainder of their
stay.
o Campers checking out early will not receive a refund.
First Come – First Served
Physical presence required to register for a campsite.
Payment for stay required at time of arrival.
Prior reservations will have priority for the site.
Cabins / Yurts
No smoking inside.
No pets, unless identified as a pet friendly unit.
Cleaning fee of $150 will be required if the following tasks are not completed:
o Sweep floor
o Remove all personal belongings and garbage
o Turn off light, heat, etc.
o Lock door & place key in lock box (if applicable)
Damages
All damages to a campsite, yurt, cabin or other rented park amenity will result in
a fee of $150 or actual costs to repair, whichever is higher.

Purpose: This policy states that the Parks Department shall establish a policy for
reviewing, developing a fee schedule consistent with Policy 1.4 and issuing special event
permits for sole use of a portion of a park and/or for exceeding usual capacities for an
area or facility.
Policy Statement: The Parks Department has to ensure that the event is an allowed use
and is consistent with all known laws and regulations governing the type of use. In
addition, the Parks Department must meet the guidelines set forth by County Counsel
and the County Risk Manager.
Uses Not Allowed:
Sole use of an entire park.
Any use not permitted by state or county laws or rules
Any event that has the potential to damage park facilities or assets
Any event deemed too risky by County Counsel or County Risk Manager
Uses Allowed with additional provisions
Inflatables rented through approved provider.
Serving of Alcohol
Use of any vendors
Any event deemed a liability to the County Counsel or County Risk Manager, but
approved with additional insurance
Set up of any structures

3.5 TRESPASSING INDIVIDUALS OR GROUPS

Purpose: This policy states that the Parks Department shall establish a process to
trespass an individual or group from park property that is consistent with County Code
12.12.110(K-L).
Policy Statement: The Director shall order any individual or group to leave a park or
recreational facility when the Director or director’s designee has reasonable cause to
believe that the persons are in violation of any provisions of County Code or state law.
In addition, the Director may refuse to admit into a park or recreation facility persons
whom the Director or director’s designee has reasonable cause to believe has been
previously ordered to leave a park or recreation facility. If a person or group is
trespassed and returns to the park, the local law enforcement will be notified of the
trespass violation.
The following protocols will be used to trespass a person or group for the identified
period of time:
Trespassed for the Day
When a rule violation is noted and there is less than a $25 fiscal impact to the
County
Trespassed for a Period of 6 months
When a rule violation is noted and there is a $25 to $250 fiscal impact to the
County
When threats of physical violence are made towards staff or volunteers of the
Parks Department
Trespass for a period longer than 6 months
When a rule violation is noted and there is a $250 or greater fiscal impact to the

3.6 MEMORIALS AND COMMEMORATIONS IN PARKS

Purpose: The Parks Department may accept memorials and commemorations that also
serve to enhance existing parks and the utility of the park system. This might include
park benches, native trees, playground equipment, or other features desired by the
Parks Department.
Policy Statement: Memorials and commemorations will be installed for a fee consistent
with Policy 1.4. All memorials and commemorations shall be in compliance with the
following:
1. Will be located at a park site that is mutually agreed upon by the donor and
Parks Department;
2. Will be located on park land and become the property of the Parks Department;
3. Must conform with the park aesthetics and be consistent with the mission of the
Parks Department;
4. May not reflect a political or religious statement and/or position;
5. All costs associated with the purchase and installation of the memorial or
commemoration shall be paid by the donor, unless otherwise agreed upon by
the Parks Department;
6. The maintenance of the memorial or commemoration shall be at the sole
discretion and control of the Parks Department.
7. The Parks Department does not warranty memorials or commemorations.
Repairs will be made at the sole discretion of the Parks Department and may
require a fee to cover the costs from the donor.

4.1 HOST VOLUNTEERS

Objective: To establish policies for the establishment of, recruitment of and
management of volunteers to assist the department in meeting its operational
objectives.
Purpose: The Parks Department has host volunteers to assist park staff with daily
operational and maintenance tasks at parks. The Park host serves as an ambassador of
the parks department to the park patrons. They become the
Policy Statement:
The Douglas County Parks Host Volunteer program was created to provide better parks
to the public, increase opportunities for citizen involvement and allow for better
management of our parks system. Host volunteers are a crucial component to our
workforce. The objective is to utilize park hosts in such a way that it is mutually
beneficial to both the parks system and the participant. Host volunteers are selected to
participate in the program because they can fill an identified need. They are usually
individuals or couples with specific skills and/or interests who will perform specific tasks
at a park. General tasks include, but are not limited to:
Orientation and Information – Host Volunteers may provide information to park
patrons, update bulletin boards, explain rules and procedures of the parks
department and may offer information on local sites, upcoming events, etc.
Light Maintenance – Host Volunteers may assist with litter pick-up around the
park, janitorial duties, landscaping, campsite cleaning, cabin/yurt cleaning or
similar tasks.
Collection of Fees – Host Volunteers may be assigned to register campers,
ensure camping and parking fees are paid and provide warning to park patrons
of fees that are not paid.
Host Recruitment – The Department will recruit park hosts and have the following steps
followed for any interested parties:
1. Interested parties complete an application.

2. An interview will be completed for every host applicant to determine their
abilities, interest and park needs.
3. Upon a successful interview, a background check will be performed.
4. Upon a successful background check, a host assignment and contract will be
presented and signed.
Host Management – The Department will have park hosts managed by Park
Coordinators. Park Coordinators will ensure the following items are addressed:
1. Training – All hosts will be trained on applicable tasks and of park policies and
rules.
2. Performance – Park Coordinators will ensure that assigned tasks are completed
to department standards and that all tasks assigned are completed.
3. Supplies – Park Coordinators will ensure hosts have sufficient supplies to do their
tasks.
Host Terms – The standard term will be 90 days. A term can be as short as 30 days and
as long as 180 days. The goal is to have hosts move around the system or be a host for a
short period of time.

4.2 ADOPT-A-PARK PROGRAM

Purpose: The Parks Department will have an adopt-a-park program to assist in
completing routine maintenance or development at a park with a group or individual
that covers a long-term commitment.
Policy Statement: The Parks Department is responsible for maintaining 70 park
properties located throughout our vast, beautiful county. The Department is required
to be self-sufficient; as such our ability to manage all parks at the same level of
maintenance is no longer feasible. The Department has developed this program to
support park maintenance activities to allow parks to remain open or enhance the
Department’s ability to operate the park system at a higher level than current resources
allow. The Adopt-A-Park program serves to:
Encourage and utilize volunteers to show community pride.
Strengthen the maintenance of the park system.
Create a park system that is meeting the community’s outdoor recreational
needs.
Educate the public about the park operational needs and costs.
ADOPT-A-PARK Participants - The Department’s Adopt-A-Park program aims to unite,
support and educate all people interested in preserving and maintaining our beautiful
park system. Participants include:

This volunteer program provides opportunities for volunteer groups to assist park staff
and help keep Douglas County parks safe, clean and attractive. Under the supervision of
the Adopt-A-Park Coordinator, volunteer groups “adopt” a park or a portion of a park
and agree to complete certain service projects during a two year period.
WHAT CAN BE ADOPTED -
All types of County parks may be adopted. Large parks and those with several
recreation areas may be adopted by more than one “adoptee” or volunteer
organization. The entire park or a particular area of a within a park are available for
adoption. These areas may include:
