1. The Company:

Certification Engineers International Limited (CEIL), a wholly owned subsidiary of

Engineers India Limited (EIL), a Govt. of India Undertaking, was incorporated in 1994 with

objective to undertake Certification, Re-certification, Safety Audit and HSE Management

Systems activities for Offshore and Onshore Oil & Gas facilities. It also undertakes ‘Third

Party Inspection’ of equipments and installations in hydrocarbon and other quality sensitive

sectors of Industry. Off late CEIL has diversified into Infrastructure development, Technical /

Safety Audits & ERDMP Accreditation of downstream facilities, Hazard & Operability

(HAZOP) studies and Quantitative Risk Assessments (QRA) & Energy Service Contracting

(ESCO) business areas.

CEIL was evolved from Engineers India certification Agency (EICA) which had been carrying

out certification function as division of EIL since 1984. Since inception, more than 60

platforms and 2500 Km length of Submarine pipelines have been certified. And after

incorporation into CEIL, it has completed certification of 6 major Offshore Process and Well

Platforms, certification of 2 Process Platform Modifications, laying of about 1000 Km

Submarine Pipelines and about 2000 Km Cross Country Pipelines for transportation of

Petroleum products. In addition to these major projects, a variety of Certification and Third

Party Inspection projects were also completed.

Engineers India Limited (EIL) a Govt. of India Undertaking established in 1965, under

Ministry of Petroleum and Natural Gas, is a Design, Engineering, Procurement, Construction,

Commissioning and Project Management & Consultancy company in the field of Oil & Gas

process facilities, Petrochemicals, Pipelines, Chemical & Fertilizer, Metallurgy, Civil

Infrastructure etc. It also provides specialized services in domains such as Environment,

Heat & Mass Transfer, Information Technology, Plant Operation, Safety & Risk Analysis,

Advance Control & Optimization and Specialist’s Materials & Maintenance etc. EIL has been

responsible for implementing a number of prestigious national and international projects.

Starting with Petroleum refining it has diversified and excelled in Offshore Engineering,

5. Brief Scope of CEIL Services:

5.1 Certification

Certification is a process of independent assessment of engineering design and

method of construction, followed by physical surveys and tests during various stages

viz. procurement, fabrication, examination & testing, installation and commissioning

etc. to ensure that the primary structure, critical equipment and facilities to comply

with the relevant Specifications, Codes and Standards, Safety regulations and

desired Performance requirements. Certification work involves following stages.

Review of Contract / Tender document

Review of Design/ Construction drawings and Calculations

Review and Approval of Construction procedures. (Review and Approval of

WPS, PQR, ITP/QAP, Fabrication, NDT, Heat treatment, Hydrotest

procedures etc).

Inspection of major materials at mill and Review / Verification of MTCs,

Factory Acceptance Test reports of major critical materials, equipment as per

Technical specifications.


Witness and Quality Surveillance during various stages of fabrication of

Structures, Pressure vessels, Piping, Cranes etc. at fabrication yard.

Witness and Quality Surveillance during Erection, Installation and

Commissioning.

Review of Inspection Reports & Test results to verify that the work has been

carried out in compliance with specifications, codes and standards.

Issue of Completion certificate after completion of all the work satisfactorily in

compliance with specifications, codes, standards etc.

Certification with respect to quality specifications of Tender and National /

International Standards & Codes.

5.2 Re-certification

Re-certification of existing well/process platforms at periodic intervals ensures that

installations continue to satisfy the requirements of original design and remain fit for

purpose. Re-certification of over 100 platforms has been accomplished so far and

fitness for purpose certificates, as applicable, has been issued. Re-certification

comprises the following activities:

Review of Underwater survey reports of offshore installations conducted by

diving agency.

Structural Integrity and Health Assessment of Structures, Pressure vessels,

Equipments and Piping by carrying out thickness measurement, NDT, Load

testing, Hydrostatic test etc.

Damage Analysis.

Advising the Owner to repair or replace the necessary components to continue

to use the facility.

Repair Engineering.

Crane Survey.

5.3 Third Party Inspection (TPI) Services


TPI Services ensure that supply of Materials and Equipments conform to specified

quality & required specifications as per national / international standards. Third Party

Inspection comprises the following activities:

Review and Approval of manufacturing procedures. (Review and Approval of

WPS, PQR, WPQ, ITP/QAP, Fabrication, NDT, Heat treatment, Hydro test, FAT

procedures etc).

Inspection of Major materials at Mill and Review of MTCs, Inspection of major

equipments / systems for factory acceptance as per approved FAT procedure and

review of internal test reports.

Stage wise Inspection / Witness during various stages of fabrication of Structures,

Pressure vessels, Critical Equipments, Piping, Cranes etc. at vendor shop.

Witness and Review of various NDT.

Witness during Erection, Installation and Commissioning Stages.

Review of Inspection reports & Test results to verify the work has been carried out

in compliance with specifications, codes and standards

Issue of Inspection Report incase of any non-conformance.

Issue of Inspection Certificate/Release Note after completion of all the work

satisfactorily in compliance with specifications, codes, standards etc.

5.4 Technical / Safety Audits, ERDMP Accreditation

Review and Approval of Technical Documentation, Safety procedures.

Review, Monitor and supervise the various activities at site for compliance as

per technical standards, specified materials, fabrication, testing, operation &

maintenance, management of change etc.

To supervise overall safety at construction site during offshore /onshore

execution of the project and ensure adherence to the approved Safety

Management System.


To verify various emergency preparedness measures, MSDS, safe operating

procedures, availability of fire fighting equipments etc.

To liaise with the client in association with safety officer of client and contractor

for day to day work plans.

To ensure compliance of all the required procedures for issuance of various

work permits, Emergency Response Plan at prominent locations including

Do’s and Don’ts list and display of safety instruction / procedures.

To ensure conducting of daily toolbox meetings, Safety Committee meetings,

periodic mock drills and maintenance of records, incident reporting formats.

Check for competence & training of personnel

Review of all safety reports and issuance of safety completion certificate.

5.5 Progress Monitoring & Expediting

Forwarding necessary information and approvals to contractor to start the

project.

Monitoring the progress by verifying the actual job carried out by the contractor

and reporting same to the client.

Review of milestone certificates

Highlighting the delays in completion of job

Advise necessary steps for completing the project in scheduled time.

5.6 Quantitative Risk Analysis / HAZOP Studies

Studies in the following areas are carried out:

Mitigation Measures

Report with recommendations to reduce the risk factor is issued after studying the

5.7 Energy Efficiency Audit

In addition to Certification Services, CEIL also carries out Energy Audit, Base Line

Verification of energy intensive facilities e.g. pumping stations, municipal lighting, and

commercial buildings as per client’s requirements. CEIL is also prepared to provide

Energy Service Contracting services (ESCO) for rehabilitation / replacement of

energy inefficient equipments / appliances and to be paid back from affected savings

in energy consumption.
