As the Labour Movement progresses towards 2019, we have embraced three key thrusts Care, Fair and Grow. At the very heart of what we do, we want to Care for our working people by giving them a sense of assurance with the challenges they face today and tomorrow, and enable them to have good jobs in positive working environments. We want to ensure that workplace practices are Fair for our working people and that their interests are always protected. We also want to Grow with our working people by helping them to progress in their careers and be part of a strong and inclusive Labour Movement. Strong tripartism is key to make these happen. We must continue to strengthen tripartism, especially at the sectoral level.

Design RationaleThe three key thrusts of the Labour Movement 2019 Care, Fair and Grow are interconnected to embrace our working people. The triangle is also symbolic of the strong tripartite relationship which Singapore has built over the years; without which, many of the Labour Movements programmes and initiatives would not have been possible.

As we continue to evolve to meet the needs of workers, our focus will be on Caring for our workers, ensuring Fair workplace practices and Growing with the workforce. These are at the very heart of what we do. Our design this year exemplifies the essence of our direction forward into 2019 as a strong and inclusive Labour Movement.

On this May Day, the Labour Movement:

Understands that the global economic outlook is uncertain and our businesses are facing structural and cyclical challenges along with intense competition;

Empathises with our working peoples wish for good jobs with fair wages and career progression; and their concerns over job security and rising costs of living;

Recognises that in crises, there are opportunities which we must seize together to make our businesses grow, be resilient and secure good jobs of the future for our working people.

We therefore urge:

Our employers to leverage our strong tripartism and Singaporean Core workforce to innovate, compete and raise productivity;

Our working people to embrace lifelong learning and skills upgrading, be adaptable and ready for future jobs;

Our Government to support our businesses and working people by allocating resources to growth sectors; ensuring a responsive and vigorous regulatory framework; and grooming our current and future workforce.

Let us resolve to:

Care for our working people by giving them a sense of assurance with the challenges they face today and tomorrow, and enabling them to have good jobs in positive working environments;

Ensure that workplace practices are Fair for our working people and that their interests are being protected;

Ketetapan Hari Buruh 2016Pada Hari Buruh ini, Pergerakan Buruh:

Memahami bahawa ekonomi global diramalkan tidak menentu dan syarikat-syarikat kita sedang menghadapi cabaran bersifat struktur dan kitaran, seiringan dengan persaingan sengit;

Mempunyai rasa empati dengan hasrat para pekerja kita untuk mempunyai pekerjaan baik dengan gaji yang adil, kemajuan dalam kerjaya, dan kebimbangan mereka mengenai jaminan pekerjaan dan kos sara hidup yang kian meningkat;

Last year, our economy grew by 2.1%, the slowest since the 2009 financial crisis. Our ageing population and tight labour force will continue to present challenges for us. We face external challenges too, such as slowing growth in China and stronger global competition. Due to these factors, we expect growth to remain at 1-3% in 2016.

These circumstances make it more urgent for us to transform our economy, so that Singapore can continue to create opportunities for our people to improve their lives.

For our economy to stay competitive, we must become more productive, making better use of our limited land and labour to meet Singapores needs. We must also be innovative and adaptable, constantly developing new and better ways of doing things. These are not easy tasks, and can only be achieved if Government, businesses and workers work together.

The Government is committed to this transformation process, and to supporting those ready and willing to make the effort. That is why the recent Budget focussed on new economic measures. Among other plans, we are partnering with industry players to develop sectoral transformation roadmaps, and investing more in research and development (R&D) and technology.

While these programmes are not narrowly targeted at workers, they will benefit workers, and all Singaporeans, by helping to keep our economy strong and creating good jobs. Workers can benefit directly, by participating

in SkillsFuture to take charge of their learning, upgrade their skills and be ready for the jobs we are creating. With these same goals in mind, the new Adapt and Grow initiative will help mid-career and retrenched workers adapt to changing demands in the labour market, and renew their skills to meet them.

Our transformation journey will mean many changes, but one thing will not change. This Government remains on the side of workers. At the heart of our economic transformation is the need to ensure that Singapore continues to offer the right jobs, our workers have the right skills, and there is a good match between the two.

Tripartism is key to achieving this goal. Employers must envision the future of their business and work with Government and the Labour Movement to redesign jobs and develop their talent with this vision in mind. Workers must actively partner with employers to upgrade their skills, and stay relevant for the future.

We can succeed if we all work together and each one does our part. This is not the first time that we have had to reinvent our economy. We succeeded in the past because Government, employers and the Labour Movement came together to realise the shared vision of improving lives for all. I am confident that we will succeed again if we stay united, and work resolutely and patiently at this goal. Together, we can ensure a brighter future for all Singaporeans.

This Government remains on the side of workers. At the heart of our economic transformation is the need to ensure that Singapore continues to offer the right jobs, our workers have the right skills, and there is a good match between the two.

Tahun lalu, ekonomi kita tumbuh 2.1%, kadar terendah sejak krisis kewangan 2009. Penduduk yang semakin menua dan tenaga buruh yang terhad akan terus menjadi cabaran untuk negara. Kita juga menghadapi cabaran luaran, seperti pertumbuhan yang semakin lembab di China dan persaingan global yang kian sengit. Justeru, pertumbuhan dijangka kekal di paras 1-3 % bagi 2016.

Ini bermakna transformasi ekonomi kita perlu dilakukan segera, supaya Singapura terus mampu mencipta peluang bagi rakyat pertingkatkan taraf hidup mereka.

Bagi memastikan ekonomi kita berdaya saing, kita mesti lebih produktif dan bijak memanfaatkan tenaga buruh serta bekalan tanah yang terhad untuk memenuhi keperluan negara. Kita juga harus inovatif, anjal dan terus gigih mencari cara baru yang lebih baik untuk melakukan setiap perkara. Ini bukan tugas mudah. Ia hanya dapat dicapai jika Pemerintah, para majikan dan pekerja bekerjasama. Pemerintah komited terhadap proses transformasi ini dan sedia membantu mereka yang sanggup dan bersedia untuk berusaha. Itulah sebabnya Belanjawan 2016 menumpukan perhatian terhadap langkah-langkah ekonomi baru. Di antaranya, Pemerintah akan bekerjasama dengan wakil industri untuk membangunkan pelan tindakan mengikut sektor; dan menambah pelaburan bagi Penyelidikan dan Pembangunan (R&D) serta teknologi.

Meskipun program-program ini tidak tertumpu kepada para pekerja, ia akan memanfaatkan pekerja dan semua rakyat Singapura, dengan memantapkan ekonomi dan mencipta pekerjaan yang baik. Para pekerja boleh meraih manfaat secara langsung dengan menyertai SkillsFuture untuk menentukan sendiri corak pembelajaran, peningkatan kemahiran dan persiapan untuk kerja-kerja yang bakal diwujudkan. Matlamat ini dikongsi inisatif baru, Suai Maju yang akan membantu para pekerja di pertengahan kerjaya mereka dan pekerja yang diberhentikan untuk menyesuaikan diri dengan keperluan pasaran buruh yang berubah-ubah serta perbaharui kemahiran mereka.

Perjalanan kita ke arah transformasi akan dipenuhi pelbagai perubahan. Tetapi satu perkara tidak berubah: Pemerintah ini akan terus menyokong para pekerja. Asas kepada perubahan ekonomi kita ialah memastikan Singapura terus menawarkan pekerjaan yang sesuai

kepada rakyatnya. Pekerja pula perlu kemahiran yang tepat. Barulah sepadan.

Kerjasama tiga pihak adalah kunci matlamat ini. Majikan perlu menetapkan visi perniagaan mereka; bekerjasama dengan Pemerintah dan Pergerakan Buruh perlu mereka semula pekerjaan serta kembangkan bakat pekerja. Pekerja juga harus sedia bekerjasama dengan majikan untuk meningkatkan kemahiran agar kekal relevan di masa hadapan.

Kita boleh berjaya jika setiap kita bekerjasama dan setiap kita memainkan peranan masing-masing. Ini bukanlah kali pertama kita perlu mencipta semula ekonomi kita. Kita berjaya sebelum ini kerana Pemerintah, majikan dan Pergerakan Buruh berganding bahu untuk merealisasikan visi bersama kita iaitu untuk memperbaiki kehidupan kita semua. Saya yakin kita akan berjaya sekali lagi jika kita teguh bersatu dan bekerja keras untuk capai matlamat ini. Bersama-sama, kita boleh memastikan masa depan yang lebih cerah bagi semua rakyat Singapura.

In 2015, Singapores economy experienced the weakest annual growth since 2009. Whilst short term cyclical factors have played a key part, our bigger challenge is in tackling the longer term structural changes in our economy.

Our business environment, employment landscape and workers demographics have changed significantly over the years. Businesses and products face shorter product life cycles and ever faster technological changes. Our workers profiles, aspirations and expectations are more diverse and changing rapidly.

All these call for our Labour Movement to continuously reinvent ourselves to stay relevant and make a real difference to our workers lives.

Our workers interests remain at the heart of everything we do. The interests and needs of our rank and file, professionals, managers, executives, part-timers, freelancers and even the self-employed are all different. Hence, our services for them must be similarly diverse. The definitions of how we care for, be fair to and grow with our workers must evolve and expand so as to remain relevant.

Whilst the Labour Movement will continue to provide traditional services such as protection and representation for our rank and file workers, we must go beyond and expand our suite of services

to include professional development, training, placement and networking. By doing these, we are taking care of our workers, not just for today but also for a better tomorrow.

To prepare our workforce for the jobs of tomorrow, we must expand our career guidance and placement services upstream for the young, midstream to help those who make mid-career switches and downstream to prepare our mature workers for a longer career lifespan. We must also work with more partners to widen the training options for our workers to maintain and improve their market currency.

Our pledge to our working people and their families is that we will always be there for them. We will continue to provide and enhance a holistic suite of products and services to meet the lifecycle needs of our population through NTUC Social Enterprises. From young children to seniors, our social enterprises aim to provide affordable and accessible services for all; provide support and assurance when and where they need it; enable healthier lives and be agents of change for those with under-served needs.

The Labour Movement will do all this and more by building a strong network of unions, associates and partners. Today, we have 60 unions and a national taxi association. We also have 31 U Associate partners professional bodies representing more

than 150,000 working people from different professions complementing what our unions do for our 900,000 and more members. Under U SME, we have signed 42 Memoranda of Understanding representing workers from more than 3,000 small and medium-sized enterprises. These efforts must and will continue as we strive to reach out, advocate for and represent workers in every sector of our economy.

Our members, associates and partners understand and appreciate the relevance of having a strong partnership with the Labour Movement. We will walk this journey together with them, convey their feedback on ground issues to the national level, and help look after the welfare of our working people. Our associates and partners find value in leveraging our network interacting with fellow associates and unions, cross pollinating ideas, sharing best practices and more. Our expanding ecosystem of unions, associates and partners will help us create greater value for our members. It will allow our partners to grow from strength to strength with us.

So on this May Day, let us all put forth our best efforts to take care of each other, create a fair environment for all, and grow together to be ready for tomorrows challenges.

Pada tahun 2015, ekonomi Singapura mengalami pertumbuhan tahunan yang paling lemah sejak tahun 2009. Walaupun faktor-faktor kitaran jangka pendek telah memainkan peranan utama, cabaran kita yang lebih besar adalah usaha menangani perubahan struktur jangka panjang dalam ekonomi kita.

Sekitaran perniagaan, landskap pekerjaan dan demografik pekerja kita telah menjalani perubahan hebat sepanjang tahun-tahun yang lalu. Pihak syarikat dan barangan menghadapi kitaran hayat barangan yang lebih pendek dan perubahan teknologi yang semakin pesat. Profil, aspirasi dan jangkaan para pekerja kita semakin berbeza-beza dan cepat berubah.

Kesemua ini mendorong Pergerakan Buruh untuk terus mencipta semula diri kita supaya kekal relevan dan dapat membawa perbezaan yang nyata kepada kehidupan para pekerja kita.

Kepentingan para pekerja kita akan sentiasa menjadi tumpuan utama dalam segala usaha kita. Para pekerja biasa, karyawan, pengurus, eksekutif, pekerja sambilan, pekerja bebas dan malah golongan bekerja sendiri mempunyai kepentingan dan keperluan yang berlainan. Lantaran itu, khidmat kita untuk mereka juga haruslah berbeza-beza. Takrifan tentang cara kita menjaga, bersikap adil dan berkembang bersama-sama para pekerja kita harus berubah dan diluaskan supaya kita kekal relevan.

Walaupun Pergerakan Buruh akan terus menyediakan khidmat-khidmat tradisional seperti perlindungan dan perwakilan untuk para pekerja biasa kita, kita mesti melakukan lebih daripada itu dan meluaskan jenis perkhidmatan kita dengan menyertakan perkembangan profesional, latihan, penempatan dan pembinaan rangkaian. Melalui usaha ini, kita menjaga para pekerja kita, bukan sahaja untuk hari ini, malah demi hari esok yang lebih baik.

Bagi mempersiapkan tenaga kerja kita bagi pekerjaan-pekerjaan hari esok, kita perlu meluaskan khidmat bimbingan dan penempatan kerjaya kita secara huluan untuk golongan muda, secara aliran pertengahan untuk membantu mereka yang menukar kerjaya dan secara hiliran untuk mempersiapkan para pekerja matang kita bagi tempoh kerjaya yang lebih lama. Kita juga mesti bekerjasama dengan lebih banyak rakan untuk meluaskan pilihan latihan bagi para pekerja kita demi mengekalkan dan memperbaiki nilai mereka dalam pasaran.

Ikrar kami kepada orang kita yang bekerja dan keluarga mereka adalah kami akan sentiasa membantu mereka. Kami akan terus menyediakan dan mempertingkatkan sekumpulan barangan dan perkhidmatan yang menyeluruh untuk memenuhi keperluan kitaran hayat penduduk kita melalui Syarikat-Syarikat Sosial NTUC. Daripada kalangan kanak-kanak hingga ke warga emas, syarikat-syarikat sosial kita mahu menyediakan khidmat yang termampu dan mudah didapatkan untuk semua; menyediakan sokongan dan jaminan apabila mereka memerlukannya dan di mana sahaja; mengupayakan kehidupan lebih sihat dan menjadi agen perubahan bagi mereka yang mempunyai keperluan yang belum ditangani sepenuhnya.

Pergerakan Buruh akan melakukan kesemua ini dan lebih banyak lagi perkara dengan membina satu rangkaian kukuh yang terdiri daripada pihak kesatuan sekerja, sekutu dan rakan. Hari ini, kita mempunyai 60 kesatuan sekerja dan sebuah persatuan teksi nasional. Kita juga mempunyai 31 U Associate badan-badan karyawan yang mewakili lebih 150,000 orang yang bekerja daripada pelbagai profesion lantas melengkapi usaha kesatuan-kesatuan sekerja kita untuk lebih 900,000 anggota. Di bawah U SME, kami telah memeterai 42 Memorandum Persefahaman mewakili pekerja daripada lebih 3,000 syarikat kecil dan sederhana. Usaha sebegini mesti dan akan diteruskan sedang kita berusaha mendekati, menyokong dan mewakili para pekerja di setiap sektor ekonomi kita.

Para anggota, sekutu dan rakan kami memahami dan menghargai betapa pentingnya jalinan kerjasama yang kukuh dengan Pergerakan Buruh. Kami akan melakukan perjalanan ini bersama-sama mereka, menyampaikan maklum balas mereka tentang isu-isu rakyat ke peringkat nasional, dan membantu menjaga kebajikan orang kita yang bekerja. Para sekutu dan rakan kita menghargai rangkaian kita dengan berinteraksi dengan para sekutu dan kesatuan sekerja lain, saling bertukar idea, mengongsi amalan terbaik dan banyak lagi. Ekosistem kita yang semakin meluas, yang merangkumi pihak kesatuan sekerja, sekutu dan rakan, akan membantu kita menghasilkan nilai lebih tinggi untuk para anggota kita. Ia akan membolehkan para rakan kita maju dari setingkat ke setingkat bersama kita.

This years May Day theme of Care, Fair and Grow is timely. As we transform our industry and businesses to sustain growth, we must be mindful that creating good jobs and meaningful careers for our people will always be the ultimate objective of economic growth.

With an ageing population, our local workforce will grow much slower in future. At the same time, we are also moderating the increase of foreign manpower. Manpower could become the bottleneck of our future growth unless we speed up efforts to become a more manpower-lean economy and a more productive workforce. This is the only way to ensure that businesses can continue to grow, unemployment can stay low while wages can keep moving up.

The journey of transformation has already started on three fronts. First, to stay competitive, we strive to create jobs of the future in our economy. Second, to stay employable, we strive to nurture skills of the future in our workforce. Last but not least, to meet the higher aspirations of our people, we strive to build careers of the future for Singaporeans to pursue their passions. These are not easy challenges, but we can succeed if every employer learns to value every worker more, and every worker likewise learns to value every job better.

Caring for our workers, treating them fairly and helping them to grow in their jobs and careers are of great priority to the tripartite partners. In the future economy, even though there

will be abundant supply of technology, capital and innovation, good people will always be in short supply. It is to the mutual benefit of employers, unions and workers, with the strong support of the Government, to work together to transform our limited manpower resources into our most valued human capital to drive our future growth.

Companies should learn to make better use and take better care of all employees regardless of age and qualifications, invest in them and help them develop to their fullest potential. Unions will have to rally workers to keep learning and re-learning, upgrade and update their skills to be of greater value to their employers. On the part of the Government, we will strengthen our policies and resource support for companies and workers to adapt and grow in the future economy.

May Day is a day for workers protest in some countries, but a day for celebration in Singapore. Working in unity, our tripartite partners have led the economy and labour force through downturns and emerged stronger and more vibrant each time, every time. I believe we can do it again.

As we go through this period of external uncertainty and internal transformation, let us care more for each other, be fair to each other, and help each other to grow. Let us all emerge stronger and be more ready to ride the next wave of globalisation.

Tema Hari Buruh tahun ini iaitu Menjaga, Adil dan Berkembang memang tepat pada masanya. Sedang kita merubah perusahaan dan perniagaan kita untuk mengekalkan pertumbuhan, kita perlu sedar bahawa usaha mencipta pekerjaan yang baik dan kerjaya yang bermakna untuk penduduk kita haruslah sentiasa menjadi matlamat utama bagi pertumbuhan ekonomi.

Dengan penduduk yang menua, bilangan tenaga kerja tempatan kita akan meningkat secara perlahan pada masa depan. Pada masa yang sama, kita juga mengurangkan kenaikan jumlah tenaga kerja asing. Isu tenaga kerja mungkin mencerut pertumbuhan kita pada masa depan melainkan kita mempercepatkan usaha untuk menjadi ekonomi yang semakin kurang bergantung kepada tenaga manusia dan menjadi tenaga kerja yang lebih produktif. Inilah satu-satunya cara untuk memastikan bahawa perniagaan-perniagaan akan terus berkembang, kadar pengangguran akan kekal rendah manakala gaji akan terus naik.

Perjalanan ke arah perubahan sudah pun bermula dalam tiga bidang. Pertama, untuk kekal berdaya saing, kami berusaha untuk mencipta pekerjaan masa depan dalam ekonomi kita. Kedua, untuk kekal bekerja, kami berusaha untuk memupuk kemahiran masa depan di kalangan tenaga kerja kita. Akhir sekali dan tidak kurang pentingnya, demi memenuhi aspirasi rakyat kita, kami berusaha untuk membina kerjaya masa depan agar warga Singapura boleh memburu impian mereka. Kesemua cabaran ini tidak mudah, tetapi kita akan berjaya jika setiap majikan dapat menghargai setiap pekerja dengan lebih baik, dan sebegitu juga, setiap pekerja dapat menghargai setiap pekerjaan dengan lebih baik.

Usaha menjaga para pekerja kita, bersikap adil terhadap mereka dan membantu mereka berkembang dalam pekerjaan dan kerjaya mereka, adalah keutamaan besar bagi rakan-rakan tiga pihak. Dalam ekonomi masa depan, meskipun kita akan ada banyak sekali teknologi, modal dan inovasi, kita akan kekurangan pekerja yang baik. Pihak majikan, kesatuan sekerja dan pekerja, dengan sokongan kuat Pemerintah, akan bersama-sama meraih manfaat jika mereka berganding bahu untuk merubah sumber tenaga manusia kita yang terhad supaya menjadi modal manusia kita yang paling berharga untuk mendorong pertumbuhan kita pada masa depan.

Pihak syarikat perlu belajar untuk menggunakan dan menjaga semua pekerja dengan lebih baik, tanpa mengira usia atau kelayakan, membuat pelaburan ke atas mereka, dan membantu mereka mencapai potensi mereka dengan sepenuhnya. Pihak kesatuan sekerja perlu menyeru para pekerja agar terus belajar dan belajar semula, mempertingkatkan dan mengemaskini kemahiran mereka supaya mereka menjadi lebih berharga kepada majikan mereka. Singapores Gross Domestic Product (GDP) growth declined from 3.3% in 2014 to 2.0% in 2015, the weakest pace since the 2009 global financial crisis. Employment growth also dipped from 130,100 in 2014 to 31,800 in 2015, the lowest growth since 2003.

The global economic outlook for 2016 has weakened alongside a fall in oil prices, volatility in global financial markets and weak manufacturing prospects. The Ministry of Trade and Industry has forecasted GDP growth of 1.0% to 3.0% for 2016.

Labour productivity in 2015 fell by 0.1%, a smaller decline from the 0.5% in 2014. However, between 2010 and 2015, productivity growth was stagnant at 0.4% per annum. Hence, there is an urgent need to raise productivity. To do so, employers and their unions must tackle three key workforce demographic challenges.

Transform Workplace Practices Firstly, the workforce growth would slow down to 1.0% per annum and plateau from 2020 onwards. The imperative for employers is to be manpower-lean through business transformation, automation, adoption of technology and skills upgrading. Employers and unions need to work together to transform workplace practices to enable companies to reap full productivity gains from these investments.

Adapt to Ageing Secondly, the workforce is ageing. In 2006, only 13.4% of the resident workforce was aged 55 years and above but this grew to 22.3% last year. With the imminent extension of re-employment from age 65 to 67, employers should make early adjustments to their human resource practices to tap on the skills and experience of re-employed workers.

Older workers must also be prepared to learn new skills and/or take on different responsibilities. Build the Singaporean Core TogetherThirdly, the proportion of professionals, managers and executives (PMEs) in the workforce rose to 34.4% in 2015 from 32.3% in 2007. With the education profile of new entrants improving, more of them would be in PME jobs. Companies that transform themselves to be innovative and value-creating would be able to create better quality jobs and careers to attract PMEs to build a strong Singaporean Core to sustain their business growth. PMEs must also take ownership of their skills development to take advantage of these opportunities.

Be Future Ready Even as we tackle these challenges, we must be prepared for workforce disruptions caused by rapid technological advancements and new business models. Companies must be alert and nimble so that they can adapt to these changes and new competitive pressures. They must also invest in their workforce so that their workers have the capabilities to respond quickly to changing business requirements.

Singapore National Employers Federation (SNEF) will work with our tripartite partners, the Ministry of Manpower and the National Trades Union Congress, to help employers tackle these challenges so that we can sustain economic growth, create better jobs and raise productivity for the benefit of all companies and workers.

Merubah Tempat KerjaPertama sekali, pertumbuhan tenaga kerja akan beransur perlahan kepada kadar 1 % setiap tahun dan akan mendatar mulai tahun 2020. Para majikan mesti memastikan mereka kurang bergantung kepada tenaga manusia melalui usaha-usaha perubahan perniagaan, penggunaan mesin, penggunaan teknologi dan peningkatan kemahiran. Pihak majikan dan kesatuan sekerja perlu berganding bahu untuk bersama-sama merubah amalan di tempat kerja agar pihak syarikat dapat meraih hasil daya pengeluaran yang sepenuhnya daripada pelaburan-pelaburan tersebut.

Pada tahun 2006, hanya 13.4 % tenaga kerja pemastautin berusia 55 tahun ke atas, tetapi kadar ini meningkat kepada 22.3% tahun lalu. Dengan usia pengambilan bekerja semula akan dilanjutkan daripada 65 tahun kepada 67 tahun, para majikan harus membuat penyesuaian awal kepada amalan-amalan Sumber Manusia (HR) mereka untuk memanfaatkan kemahiran dan pengalaman para pekerja yang diambil bekerja semula. Para pekerja matang juga mesti bersedia untuk mempelajari kemahiran baru dan/atau memikul tanggungjawab yang berlainan.

Bersama-sama Membangunkan Teras Warga Singapura Ketiga, jumlah karyawan, pengurus dan eksekutif (PME) di kalangan tenaga kerja meningkat kepada 34.4 % pada tahun 2015 berbanding 32.3 % pada tahun 2007. Memandangkan para pekerja baru memiliki profil pendidikan yang lebih baik, sebilangan besar daripada mereka akan melakukan pekerjaan PME. Syarikat-syarikat yang melakukan perubahan untuk menjadi inovatif dan mampu mencipta nilai akan lebih berupaya untuk mencipta pekerjaan dan kerjaya lebih bermutu demi menarik golongan PME untuk membina teras warga Singapura yang kukuh agar perniagaan mereka terus berkembang. Golongan PME juga mesti memikul tanggungjawab bagi peningkatan kemahiran mereka sendiri supaya mereka dapat merebut peluang-peluang tersebut.

Siap Sedia Untuk Masa DepanSedang kita menangani cabaran-cabaran ini, kita perlu bersiap sedia untuk menghadapi pelbagai gangguan tenaga kerja yang berpunca daripada kemajuan teknologi pesat dan model perniagaan baru. Pihak syarikat mesti bersikap waspada dan tangkas supaya mereka dapat menyesuaikan diri kepada perubahan dan tekanan persaingan yang baru ini. Mereka juga perlu membuat pelaburan ke atas tenaga kerja mereka supaya para pekerja mereka memiliki keupayaan untuk memberi respons yang cepat apabila keperluan perniagaan berubah.

SNEF akan bekerjasama dengan rakan-rakan tiga pihak kami, yakni Kementerian Tenaga Manusia dan Kongres Kesatuan Sekerja Kebangsaan, untuk membantu para majikan menangani cabaran-cabaran ini supaya kita dapat mengekalkan pertumbuhan ekonomi, mencipta pekerjaan lebih baik dan meningkatkan daya pengeluaran demi manfaat kesemua syarikat dan pekerja.
