Downstream case studies
Aromatics Plant, Malaysia, quantity surveying and measurement
Our support to this quantity re-measurement exercise is providing our client with validation
of contractor quantities and pricing for all disciplines. This provides confidence that the
scope of works is fully reflected and centralises project control by providing visibility of
change and any resultant impact on cost, as well as a consistent approach to contract
administration.
Refinery, Australia, estimating services
We are supporting various capital works projects and shutdown activities on site by
providing comprehensive estimating support at levels I, II and III, integrating engineering,
contractor and owner information, highlighting any areas of concern and implementing
improvements to provide predictability of project outturn cost.
Refinery, Norway, contracts administration services
We were assigned to the project halfway through the construction phase after major delays
and disputes with the mechanical and electrical contractors had arisen. We provided
contract services support including administration of contracts, assessment of claims, claims
defence and resolution, to support commercial closure.
Petrochemical Plant, China
Our assurance review of the cost estimate and schedule led to cost savings on several qualitative
aspects of the estimate and correlated the schedule to enable pre-work prior to the TAR starting
as well as highlight the critical path items once the TAR had commenced. We also provided
project close-out services.
Biofuels Expansion Project, Brazil, estimate assurance services
Turner & Townsend provided dedicated and experienced cost experts to support the
development and finalisation of the estimate assurance review, and cost and risk schedule
analysis, on two separate trips to the site.

Gas to liquids, USA
As part of the project’s select phase stage gate review, we developed in depth plans,
schedules, estimates, risk analytics, cash-flow and manpower forecasts for multiple project
options.
Petrochemical plant, UK, cost management including estimating
With no formal processes or procedures in place for the management and reporting of costs,
our client appointed us to provide cost management services. Since appointment, Turner &
Townsend has developed the cost management function within our client’s company from
day-to-day transactional activities only to the proactive management of costs.
Petrochemical Plant, Iraq, early civils and marine estimating
Our involvement includes preparation of a class 2 cost estimate of the OSBL elements for
the early works of a large scale GTL process plant site. This includes assessing the extent of
the civils/marine scope and production of all necessary quantifications to support the overall
estimate.
Refinery, USA, managed service including estimating
Our comprehensive project controls support includes integration of contractor and owner
information, estimate assurance, planning and schedule development, and cost and schedule
control on multiple projects within our clients major projects program.
Wax Plant, South Africa
We provided project controls services inclusive of change control, contract administration
and planning. Our team reviewed and enhanced the existing processes and procedures to
provide confidence in progress overviews and improved monthly reporting.
Refinery, North America
Our initial role supported the planning and development of a master P6 schedule. This
included running interactive planning sessions with all of the key contractors and developing
a resource loaded schedule with a clear critical path and ~50,000 baseline man hours. Our
cost control and management services set the control budget and implemented the tools and
processes required for the execute stage.
