Dr Gordon de Brouwer PSM IPAA National President Dr Gordon de Brouwer PSM is an Honorary Professor and Distinguished Policy Fellow at the Australian National University and Adjunct Professor at the University of Canberra in the Institute for Governance and Policy Analysis. Gordon holds a doctorate in economics from the Australian National University. He was awarded a Public Service Medal for his G20 work and was made a Knight in France’s Legion of Honour for his contribution to the G20 and public service. He is a member of the Boards of the Committee for the Economic Development of Australia and the Australian Nuclear Science and Technology Organisation, and of the Advisory Council of The Nature Conservancy Australia and the 50/50 by 2030 Foundation. He is also a Fellow of the Institute of Public Administration Australia and facilitator for the Jeff Whalan Leaning Group. Gordon has been part of the leadership for various reviews for Government, including the 2019 Independent Review of the Australian Public Service, the 2018 Report on Delivering Prosperity in the Indo-Pacific for the Department of the Prime Minister and Cabinet, and the 2018 Review of the Woomera Prohibited Area for the Ministers of Defence and Industry. Gordon was Secretary of the Department of the Environment and Energy from 2013 to 2017 and has held other senior positions in the Department of the Prime Minister and Cabinet (including as Associate Secretary and G20 Sherpa), Treasury, the Australian National University and the Reserve Bank of Australia. Michelle Andrews Director General, Department of Communities (WA) Michelle Andrews was appointed Director General of the Department of Communities on 1 May 2019. Michelle previously led the Policy and Reform Division in the Department of the Premier and Cabinet, an d was also Secretary to the State Government’s independent Service Priority Review that delivered a wide-ranging blueprint for reform of the public sector. Prior to commencing at DPC, Michelle was a senior executive at the former Departments of Mines and Petroleum and State Development, in which she focused on major projects, resource development policy and strengthening relationships across government, industry and thecommunity. Michelle is an environmental scientist with 30 years’ experience in the public sector, and has also worked as a senior policy advisor for several State Government Ministers. She has served as Deputy Chair of the Minerals Research Institute of Western Australia and on the Boards of the Western Australian Biodiversity Science Institute and the Institute of Public Administration Australia.

Noelene Duff PSM

Chair of Administrators, City of Casey IPAA VIC Board Member Noelene Duff is a recognised leader with decades of experience with the governance and management of large and complex organizations. Noelene is currently Chair of the Panel of Administrators for the City of Casey, a growth council in Melbourne’s south eastern suburbs, appointed by the Minister for Local Government following the dismissal of the Council for alleged corruption.

Prior to this, she was Chief Executive Officer of the City of Whitehorse, a city central to the management of Melbourne’s suburban population growth. As an executive and board member of state, national and international bodies, she has developed a sophisticated understanding of long term strategic planning, the key fundamentals of governance, fiduciary responsibility, audit, regulation and compliance, risk management and digital strategy required in high performing organisations that value and display good governance. In recognition of her enduring leadership in the local government sector and for the promotion of women, she was awarded a Public Service Medal in the 2020 Australia Day Honors.
