Description of the Modules and Exercises

MODULE 1: Legislative and regulatory framework - IAEA safety requirements and guides

- Essential elements of an effective regulatory framework- Regulatory body, functions, responsibilities and independence - Organization of the RB- Essential elements of an effective regulatory framework - Organization and staffing of the regulatory body - Use of external technical support - Management system for the regulatory body

MODULE 2: Licensing process and authorization- IAEA safety standards- Licensing basis and principles - Steps of the licensing process - Application of the graded approach in the licensing activities- Roles and responsibilities of the regulatory body and the licensee in the licensing process- Essential documents to be submitted by the applicant - Managing the license process - Interaction applicant/regulatory meetings and formal communications body during licensing- Documents to be prepared by regulatory body during the licensing process including preparation

of the safety evaluation report and the licensing authorizations (with conditions) - Public participation and involvement in the regulatory process

GROUP EXERCISES (review questions)

EXERCISE 1:To identify main tasks to be realized for the development of the Legislative and Regulatory Framework.

EXERCISE 2:To develop the license process for a new NPP and the associated milestone schedule, identifying the steps, inputs required from the applicant, actions by the RB and format and content of the authorization.

EXERCISE 3:To delelop a process for the development of safety regulations and to prioritize the regulations that need to be developed in phases 1 and 2.

EXERCISE 4:To identify the main steps and actions to prepare for the regulatory review and assessment of the documentation submitted by the applicant.
