Policy gaps
• There is no clearly defined policy to promote public transport and TOD, it is happening in the form of projects
• Policy dilemmas • Transit as subject is divided in departments-
State transport, City transport, Private goods transport, paratransit- Planning of road, land use and transit to be under one umbrella.

Differential FSI-the logic
• Integrate land use and infrastructure including transport-R1 within the city and R2 along the arterial corridors.
