Scope This document lays down the essential requirements for 2.4 and 5 GHz wireless access systems including RLAN equipment which is used in wireless local area networks. Such networks provide high speed data communications in between devices connected to the wireless infrastructure. The present document also applies to point to point and point to multipoint equipment in these bands and ad-hoc networking where these devices communicate directly with each other, without the use of a wireless infrastructure. The document also defines the necessary testing requirements for certification under

the MTCTE framework.

SECTION I : Electromagnetic Compatibility (EMC) Requirements The equipment shall conform to the EMC requirements as per the following standards and limits indicated therein.

Sr. No Technical Parameters Testing requirements i. Conducted and radiated emission

(applicable to telecom equipment): Name of EMC Standard: “CISPR 22 (2008) - Limits and methods of measurement of radio disturbance characteristics of Information Technology Equipment". Limits:-

i. To comply with Class B for indoor equipment and Class A of CISPR 22 (2008) for outdoor equipment.

ii. The values of limits shall be as per TEC Standard No. TEC/SD/DD/EMC-221/05/OCT-16.

iii. For Radiated Emission tests, limits below 1 GHz shall be as per Table 4 (a1) (for Class B) or 5 (a1) (for Class A) for measuring distance of 3m.

2. Inputs from discussions during

MATCOF: As CISPR 32: 2015 has replaced CISPR 22: 2008 and the overlap period of 3 years between the two standards as provided by IEC is over in 2018, test requirements as per CISPR 32 to be added in this clause. The stakeholders were of the view that test results as per CISPR 22 should also be allowed to be accepted till March 31, 2019 till which sufficient lab infrastructure for testing as per CISPR 32 can come up. The inputs regarding limits for CISPR 32 were sought from stakeholders.

3. Inputs from discussions during MATCOF:

One of the stakeholders suggested that requirement for test results of all the tests covered in this section from designated CAB should be added and not as per the individual tests.

ii. Immunity to Electrostatic discharge: Name of EMC Standard: IEC 61000-4-2 {2008) "Testing and measurement techniques of Electrostatic discharge immunity test". Limits: -

i. Contact discharge level 2 {± 4 kV} or higher voltage;

ii. Air discharge level 3 {± 8 kV} or higher voltage;

Performance Criteria shall be as per Table 1 under Clause 6 of TEC Standard No. TEC/SD/DD/EMC-221/05/OCT-16. Applicable Performance Criteria shall be as per Table 3 under Clause 7.2 of TEC Standard No. TEC/SD/DD/EMC-221/05/OCT-16

iii. Immunity to radiated RF: Name of EMC Standard: IEC 61000-4-3 (2010) "Testing and measurement techniques-Radiated RF Electromagnetic Field Immunity test" Limits:-

For Telecom Equipment and Telecom Terminal Equipment with Voice interface (s)

i. Under Test level 2 {Test field strength of 3 V/m} for general purposes in frequency range 80 MHz to 1000 MHz and

ii. Under test level 3 (10 V/m) for protection against digital radio telephones and other RF devices in frequency ranges 800 MHz to 960 MHz and 1.4 GHz to 6.0 GHz.

For Telecom Terminal Equipment without Voice interface (s) Under Test level 2 {Test field strength of 3 V/m} for general purposes in frequency range 80 MHz to 1000 MHz and for protection against digital radio telephones and other RF devices in frequency ranges 800 MHz to 960 MHz and 1.4 GHz to 6.0 GHz. Performance Criteria shall be as per Table 1 under Clause 6 of TEC Standard No. TEC/SD/DD/EMC-221/05/OCT-16.

Test results from Designated CAB of TEC to be submitted for compliance.

Applicable Performance Criteria shall be as per Table 3 under Clause 7.2 of TEC Standard No. TEC/SD/DD/EMC-221/05/OCT-16

iv. Immunity to fast transients (burst):

Name of EMC Standard: IEC 61000- 4- 4 {2012) "Testing and measurement techniques of electrical fast transients/burst immunity test"

Limits:-

Test Level 2 i.e. a) 1 kV for AC/DC power lines; b) 0. 5 kV for signal / control / data / telecom lines;

Performance Criteria shall be as per Table 1 under Clause 6 of TEC Standard No. TEC/SD/DD/EMC-221/05/OCT-16. Applicable Performance Criteria shall be as per Table 3 under Clause 7.2 of TEC Standard No. TEC/SD/DD/EMC-221/05/OCT-16

v. Immunity to surges: Name of EMC Standard: IEC 61000-4-5 (2014) “Testing & Measurement techniques for Surge immunity test" Limits:-

i. For mains power input ports: (a)2 kV peak open circuit voltage for line to ground coupling (b) 1 kV peak open circuit voltage for line to line coupling

ii. For telecom ports: (a) 2 kV peak open circuit voltage for line to ground (b)2 kV peak open circuit voltage for line to line coupling.

Performance Criteria shall be as per Table 1 under Clause 6 of TEC Standard No. TEC/SD/DD/EMC-221/05/OCT-16. Applicable Performance Criteria shall be as per Table 3 under Clause 7.2 of TEC Standard No. TEC/SD/DD/EMC-221/05/OCT-16

vi. Immunity to conducted disturbance induced by Radio frequency fields:

Name of EMC Standard: IEC 61000-4-6 (2013) "Testing & measurement techniques-Immunity to conducted disturbances induced by radio- frequency fields” Limits:- Under the test level 2 {3 V r.m.s.}in the frequency range 150 kHz-80 MHz for AC / DC lines and Signal /Control/telecom lines. Performance Criteria shall be as per Table 1 under Clause 6 of TEC Standard No. TEC/SD/DD/EMC-221/05/OCT-16. Applicable Performance Criteria shall be as per Table 3 under Clause 7.2 of TEC Standard No. TEC/SD/DD/EMC-221/05/OCT-16

be submitted for compliance.

vii. Immunity to voltage dips & short interruptions (applicable to only ac mains power input ports, if any): Name of EMC Standard: IEC 61000-4-11 (2004) “Testing & measurement techniques- voltage dips, short interruptions and voltage variations immunity tests”

Limits:- i. a voltage dip corresponding to a

reduction of the supply voltage of 30% for 500ms (i.e. 70 % supply voltage for 500ms)

ii. a voltage dip corresponding to a reduction of the supply voltage of 60% for 200ms; (i.e. 40% supply voltage for 200ms)

iii. a voltage interruption corresponding to a reduction of supply voltage of > 95% for 5s.

iv. a voltage interruption corresponding to a reduction of supply voltage of >95% for 10ms.

Performance Criteria shall be as per Table 1 under Clause 6 of TEC Standard No. TEC/SD/DD/EMC-221/05/OCT-16. Applicable Performance Criteria shall be as per Table 3 under Clause 7.2 of TEC Standard No. TEC/SD/DD/EMC-221/05/OCT-16

4. Inputs from discussions during MATCOF:

The stakeholders suggested that for DC operated equipment IEC 61000-4-11 is not applicable but IEC 61000-4-29 and IEC 61000-4-34 are applicable. Inputs regarding the applicable limits as per these standards were sought from the stakeholders so that same can be incorporated in this document.

Note:

The Applicability of different EMC tests as defined above shall be as per Table 2 Clause

7.1 of TEC SD No. TEC/SD/DD/EMC-221/05/OCT-16.

SECTION II : Safety Requirements The safety requirements shall be as per TEC letter no. TEC/R/Safety/2015 dated 15.04.3015 as below:

1: 2010 “Information Technology Equipment –Safety- Part 1: General Requirements” [equivalent to IEC 60950-1 {2005} “Information Technology Equipment –Safety- Part 1: General Requirements”] and IS 10437{1986} “Safety requirements for radio transmitting equipments” [equivalent to IEC 60215]

5. Inputs from discussions during MATCOF:

The stakeholders suggested that the applicability of IEC 60215 on radio transmitting equipment should be qualified. The inputs regarding the same are invited from the stakeholders so that scope of testing as per IEC 60215 can be defined. The stakeholders also suggested that latest version of IS 13252 and its equivalent version of IEC 60950 should be referred in the clause.

SECTION III : Technical Requirements

Sr. No Technical Parameters Testing requirements i. Conformance to IEEE 802.11a/b/g/n/ac

(any or combination as applicable) in case of WLAN/RLAN equipment which are used for providing Wi-Fi access.

Wi-Fi Alliance Certification for applicable IEEE Standards. OR Test results and Self-declaration of compliance by applicant.

6. Inputs from discussions during MATCOF:

It was clarified during discussions that Test results and Self-declaration of compliance by applicant may not be acceptable and test results from designated CABs can only be accepted. Inputs regarding updating this Testing Requirement were sought from stakeholders.

ii. Frequency of operation A. 2.4 GHz band : 2.4- 2.4835 GHz

as per latest NFAP provisions. B. 5 GHz: 5.150- 5.350 GHz, 5.725-

5.875 GHz band as per latest NFAP provisions.

Note: Frequency of operation requirements are as per the latest NFAP and GSRs issued by WPC and the requirements in NFAP and GSRs supersede the requirements listed here.

7. Inputs from discussions during MATCOF:

One of the stakeholders suggested that frequency bands as per indoor and outdoor operation may be specified in this clause. Inputs were sought from stakeholders regarding the same.

Applicant to declare and submit test results pertaining to all the frequency bands of operation for the equipment stating that they are as per the provisions of latest NFAP. Testing Requirements shall be as per Annexure I (Clause A).

8. Inputs from discussions during MATCOF:

One of the stakeholders suggested that testing requirement as per specific clause of ETSI EN 300328 and ETSI EN 301 893 can also be specified here. Inputs regarding the same were sought from stakeholders.

iii. EIRP

A. Maximum of 4 Watts for outdoor usage.

B. Maximum of 200 mW for indoor usage.

Note: EIRP requirements are as per the latest NFAP and GSRs issued by WPC and the requirements in NFAP and GSRs supersede the requirements listed here.

Applicant to declare and submit test results pertaining to the maximum EIRP of the equipment stating that they are as per the provisions of latest NFAP. Testing Requirements shall be as per Annexure I (Clause B).

9. Inputs from discussions during MATCOF:

One of the stakeholders suggested that testing requirement as per specific clause of ETSI EN 300328 and ETSI EN 301 893 can also be specified here. Inputs regarding the same were sought from stakeholders.

iv. Conformance to latest version of ETSI EN 300 328 for equipment in 2.4 GHz band.

10. Inputs from discussions during MATCOF:

One of the stakeholders suggested that FCC CFR47 Part 15.247 may also be added in this clause and option to conform to either ETSI EN 300 328 or FCC CFR47 Part 15.247 may be added.

Test results and certificate from TEC Designated CAB.

v. Conformance to latest version of ETSI EN 301 893 for equipment in 5 GHz band.

11. Inputs from discussions during MATCOF:

One of the stakeholders suggested that FCC CFR47 Part 15.247 & 15.407 may also be added in this clause and option to conform to either ETSI EN 300 328 or FCC CFR 47 Part 15.247 & 15.407 may be added. It was also ascertained that the frequency range of 5.825-

5.875 GHz is covered under FCC CFR 47 Part 15.249 so inputs regarding including this technical specification were also sought from stakeholders.

Spurious Emissions for frequency range from 5.825-5.875 GHz shall be as per the Tables 1 below: Table 1: For Narrowband measurement

12. Inputs from discussions during MATCOF:

The stakeholders pointed out that the limits of spurious emissions and other values maybe aligned with that of ETSI EN 301 893 for the frequency range of 5.825 GHz to 5.875 GHz.

vi. 13. Inputs from discussions during MATCOF:

The stakeholders suggested that for Point to Point, Point to Multipoint, Fixed Radio Systems in 5.825-5.875 GHz conformance to ETSI EN 302 502 may be added as it is more relevant for such systems. Inputs were sought regarding the same from the stakeholders.

SECTION IV : Other Requirements

1. ROHS 14. Inputs from discussions during MATCOF:

The stakeholders suggested that compliance to ROHS is on each component level for each equipment and is covered by regulations of Ministry of Environment. It was ascertained that further study on applicability of ROHS on equipment covered under this ER is required, hence ROHS requirement as per this clause was deferred for the present.

2. SAR 15. Inputs from discussions during MATCOF:

The stakeholders suggested that Limits for Body SAR are not specified by Department of Telecom and only SAR limits from mobile phones are specified which may be covered under the relevant ER of mobile phones. Other stakeholders opined that limits for Body SAR and Head SAR as applicable are specified all over the world and measurement for the same are done as per IEC 62209-1 for Head SAR and IEC 62209-2 for Body SAR. It was ascertained that further deliberations are required to define the limits for Body SAR or Head SAR as applicable for the equipment covered under this ER, hence SAR Requirement was deferred for the present.

3. IPv6 16. Inputs from discussions during MATCOF:

The stakeholders suggested that requirement for IPv6 compliance is not relevant for devices covered under this ER, hence IPv6 Requirement was deferred for the present,

SECTION V : Security Requirements As and when prescribed by DoT.

ANNEXURE I

A: Frequency of Operation- Test Setup

Typical representation of test setup is as below:

1. Make the setup as shown above. 2. Configure the Spectrum Analyzer for

a) Center Frequency as required. b) SPAN of 20MHz c) RBW of 3KHz

3. Configure EUT in different modes of operation. 4. Connect a licensed equipment like LANforge etc. or a laptop. 5. Measure peak power shown in Spectrum analyser.

B: EIRP- Test Setup

Typical representation of test setup is as below:

Test Procedure 1. Make the setup as shown above. 2. Configure the EUT for the desired modes of operation. 3. Connect a licensed equipment like LANforge or a laptop. 4. Verify on the Spectrum Analyzer that the radiated power both in horizontal

and/or vertical ports is less than 4W/200 mW as applicable (also considering Antenna Gain).
