FACILITY MARINE OPERATION MANUAL
1. PURPOSE & OBJECTIVES
1.1 STATEMENT OF PURPOSE AND DISCLAIMER
This manual has been prepared by TLNG for the benefit of
Terminal Users, Transporters, vessel Masters and ship‟s
agents. This manual provides important information on the
TLNG marine terminal and its approach channel. Key
components include information on terminal entry and
departure procedures, berth and mooring structure
diagrams, manifold and shore connection diagrams and
TLNG corporate policies at the terminal.
TLNG shall use its reasonable endeavor to ensure the
accuracy of the data contained herein, provided however
TLNG does not warrant the accuracy of such data. TLNG
reserves the right to modify this manual at any time. Unless
otherwise agreed by TLNG in writing, it is the manual user‟s
responsibility to ensure that they have obtained the current
edition of the manual. The latest version of this document
can be obtained at www.translng.com.
1.2 REQUIRED COMPLIANCE
Terminal Users, Transporters, shipping agents, vessel
Masters, crew members, third party service providers to the
vessel and TLNG employees are all required to comply with
the provisions of this manual.
1.3 OBJECTIVES
This manual will:

terminal users and vessel Masters for port entry and
departure
II. Inform vessel Masters and operators of TLNG marine
terminal policies, procedures and restrictions
III. Allow vessel Masters to review port and terminal
information to ensure vessel compatibility with the

Manual ini dipersiapkan oleh TLNG untuk kepentingan para
pengguna terminal, transporter, Captain Kapal dan para
agen kapal. Manual ini menyediakan semua informasi
mengenai fasilitas TLNG Marine Terminal dan channel laut
untuk mencapainya. Komponen‐komponen utama
termasuk informasi mengenai prosedur masuk dan keluar
terminal, sandar dan diagram struktur mooring, manifold
dan diagram koneksi pipa darat dan juga Kebijakan
Perusahaan TLNG di masalah Terminal.
TLNG akan selalu mengusahakan untuk memastikan bahwa
data‐data yang terkandung di dalam manual ini adalah
akurat, namun demikian TLNG tidak bisa menjamin
akurasinya setiap saat. TLNG berhak untuk melakukan
perubahan dan atau penyempurnaan atas manual ini setiap
saat jika dirasa perlu. Adalah tanggungjawab dari masing‐
masing pengguna manual ini untuk memastikan setiap saat
bahwa mereka sudah mendapat informasi yang paling up to

1.2 PIHAK‐PIHAK YANG HARUS MEMATUHI
Para Pengguna Terminal, Transporter, agent kapal, captain
kapal, crew kapal, pihak penyedia jasa ketiga untuk kapal,
karyawan dan staff TLNG, semua diwajibkan untuk
mematuhi aturan dan persyaratan yang berlaku di dalam
manual ini.
1.3 TUJUAN
Manual ini bertujuan untuk:
I. Menyediakan informasi umum dan kontak untuk para
pengguna terminal dan juga captain kapal untuk
keperluan masuk dan keluar terminal.
II. Memberikan informasi kepada captain kapal dan juga

2. GENERAL INFORMATION
2.1 TERMINAL DESCRIPTION
The TLNG terminal is located on West Java Province of
Indonesia, exactly on the north west side of the mouth river
of CBL Bekasi and about 7 km away offshore of north Java
sea. It’s located within inner port of The New Greater
Jakarta Port or it’s about 7 miles away north east side of the
existing Tanjung Priok Port of Jakarta. The TLNG channel
and the LNG berth is located at natural deep water of ‐54.1
ft (‐16.5 m) LAT. The Terminal berth where the TLNG
Floating storage and Re‐gasification (FSRU) facility laid up
berthed all the time, was designed to facilitate an STS
(double bank) operation of the cargo transfer between the
coming LNGC vessels with The FSRU facility. Where the
FSRU facility is safely moored against the Terminal mooring
dolphins and the coming LNGC vessels is safely moored in
to the FSRU facility. The Arriving LNGC vessels proceed up
2. INFORMASI UMUM
2.1 GAMBARAN TERMINAL
TLNG Terminal terletak di Provinsi Jawa Barat Indonesia,
tepatnya di lepas laut Java arah barat laut dari muara sungai
CBL Bekasi dan sekitar 7 km lepas pantai utara Jawa.
Terminal masih terletak di dalam wilayah DLKR (Daerah
Lingkungan Kerja) / DLKP (Daerah Lingkungan Kepentingan)
Pelabuhan Greater Jakarta 7 mile sebelah timur laut
Pelabuhan Tanjung Priok Jakarta. Channel dan juga
Terminal sandar TLNG di posisikan pada kedalaman air
natural sekitar ‐54,1 ft (‐16.5 m) LAT. Pada titik Terminal
sandar dimana fasilitas FSRU selalu merapat, telah di design
untuk mampu menampung dan memfasilitasi pelaksanaan
operasional Ship to Ship (STS) cargo transfer antara kapal
LNGC yang datang dengan fasilitas FSRU. Dimana fasilitas
FSRU akan di ikat (mooring) secara aman terhadap
Terminal, sementara kapal‐kapal LNGC yang datang akan di

the channel to the turning basin adjoining Intracoastal
Waterway and maneuver, with the assistance of tugs,
astern towards the STS berth (FSRU). All berthing is port
side alongside the terminal as well as The FSRU facility. This
maneuver is based on extensive full mission bridge
simulations which have proved it viable and safe. Detail
berthing arrangements are as shown on the fig.2 below.
The berth is of customary design to accommodate the
safely berthing of The FSRU facility with cargo capacity of
150,900 m3 plus the coming LNGC vessels of between
88,000 m3 cargo capacity and 267,000 m3 cargo capacity.
The current channel dimensions have been shown, in
simulation exercises, to be adequate for the safe passage of
Q‐Flex size vessels in benign environmental and tidal
conditions. The berth is equipped with two breasting and
three mooring dolphins both forward and aft of the HP Gas
arm. The berth has only one 16‐inch / 8‐inch high pressure
gas cargo arm. The rules and regulations governing the
operation of the Marine Terminal fall under the jurisdiction
of the Ministry of Communication & Transportation
Republic of Indonesia under Directorate General of Sea
Communication, sub Directorate of Port & Dredging, the
Ministry of Environment Republic of Indonesia , Direktorate
General Oil & Gas, the Occupational Safety and Health
Administration (OSHA) of The Ministry of Labor and other
various Indonesian government agencies.

seperti terlihat pada gambar fig.2 di bawah.
Titik sandar Terminal adalah di design secara khusus untuk
mengakomodasi penyandaran secara aman fasilitas FSRU
dengan kapasitas 150.900 m3 ditambah kapal LNGC dengan
kapasitas antara 88.000 m3 sampai dengan 267.000 m
3.
Dimensi alur / channel laut saat ini telah terbukti
mencukupi berdasarkan simulasi, alur lewat yang aman
buat kapal‐kapal ukuran Q‐Flex pada kondisi laut yang
tenang. Titik sandar dilengkapi dengan dua breasting dan
tiga mooring dolphin’s baik depan maupun belakang lengan
bongkar HP gas. Peraturan dan perundangan yang
mengatur pengoperasian Terminal laut adalah berada di
bawah kewenangan Kementerian Perhubungan RI,
Direktorat Jenderal Perhubungan Laut, Direktorat
Pelabuhan dan Pengerukan, Kementerian Lingkungan
Hidup, Dirjend Migas, OSHA Depnakertrans, dan juga badan
serta lembaga pemerintah Indonesia yang lain.

2.5 TUG REQUIREMENTS
2.5.1 Selection of Tug Services Provider
Terminal users are required to coordinate with and advise
TLNG which tug company they choose to employ.
2.5.2 Required Tug Resources
TLNG requires that the following tug resources are in place to
ensure the safe harbor channel transit and docking of LNGC
Vessels calling at the terminal.
2.5.3 Vessels of Less than 200,000 m³ Cargo Capacity
I. A minimum of three (3) tugs shall be available for all
vessel arrivals and departures.
II. A minimum of two (2) of the tugs on arrivals and
departures must be equipped with marine FiFi 1
capabilities.
III. One (1) tug with FiFi 1 capabilities will remain on stand‐by,
in close proximity to the terminal, when a vessel is at the
terminal.
IV. The total bollard pull of the three (3) tugs shall not be less

2.5 KEBUTUHAN TUG
2.5.1 Pemilihan atas Penyedia Jasa Tugs
Para pengguna dan pemakai Terminal diminta untuk
selalu berkoordinasi dan menginformasikan kepada pihak
TLNG, perusahaan penyedia jasa Tug yang mana yang
mereka pilih/tunjuk.
2.5.2 Tug Service yang dibutuhkan / dipersyaratkan
TLNG mengharuskan bahwa tug sesuai dengan
persyaratan di bawah ini harus selalu siap tersedia untuk
menjamin keselamatan maneuver pada saat keluar‐
masuk dan transit, docking/sandar dari kapal‐kapal LNGC
yang datang ke Terminal.
2.5.3 Kapal LNGC dengan Kapasitas Cargo kurang dari
200,000 m³
I. Minimal tiga (3) tugs harus tersedia pada saat
kedatangan dan keberangkatan.
II. Minimal dua (2) tugs pada saat kedatangan dan
keberangkatan dan harus dilengkapi dengan
kemampuan peralatan FiFi kelas 1.
III. Satu (1) tug dengan kemampuan peralatan FiFi kelas
1 akan tetap stand‐by setiap saat, berada di dekat
Terminal, pada saat ada kapal di Terminal.
IV. Total bollard pull dari ketiga (3) tugs tidak boleh

than one hundred and eighty (180) short tons, none of the
tugs having less than fifty (50) short tons bollard pull
capability.
2.5.4 Vessels of 200,000 m³ Cargo Capacity and Greater
I. A minimum of four (4) tugs shall be available for all vessel
arrivals and departures.
II. A minimum of two of the tugs on arrivals and departures
must be equipped with marine FiFi 1 capabilities.
III. One tug with FiFi 1 capabilities will remain on stand‐by, in
close proximity to the terminal, when a vessel is at the
terminal.
IV. The total bollard pull of the tugs on arrival and departure
shall not be less than two hundred and twenty five (225)
short tons, none of the tugs having less than fifty (50)
short tons bollard pull capability.
2.5.5 Additional Tug Capability
It is up to the vessel‟s Master and/or pilot to decide if
additional tug capability is needed over and above the
minimums required by TLNG.
2.6 DOCUMENTATION REQUIREMENTS
Vessel Masters are responsible for all required documentation
for entry into the Republic of Indonesia Territory. Masters are
advised to check with their local agents for the most up‐to‐
date list of required port / terminal entry documents.
3. POLICIES
3.1 VIOLATION OF TLNG POLICIES
All vessel personnel and visitors are required to fully comply
with TLNG policies at all times while within the Terminal
limits. Failure to comply with all TLNG policies may result in
actions up to and including removal of personnel from the
terminal. Additionally, persistent violations of TLNG policies
by vessel personnel, which are not corrected by the vessel‟s
senior staff, may result in action against the vessel by TLNG,
including stoppage of the cargo operation and, in extreme
cases, expulsion of the vessel from the terminal.
Neither the terminal nor the terminal users will be responsible
for any costs or losses resulting from the actions taken by
terminal personnel stemming from the failure of vessel

2.5.4 Kapal LNGC dengan Kapasitas Cargo 200,000 m³
atau lebih
I. Minimal empat (4) tugs harus tersedia pada saat
kedatangan dan keberangkatan.
II. Minimal dua (2) tugs pada saat kedatangan dan
keberangkatan dan harus dilengkapi dengan
kemampuan peralatan FiFi kelas 1.
III. Satu (1) tug dengan kemampuan peralatan FiFi kelas
1 akan tetap stand‐by setiap saat, berada di dekat
Terminal, pada saat ada kapal di Terminal.
IV. Total bollard pull dari ketiga (3) tugs tidak boleh
kurang dari dua ratus dua puluh lima (225) short tons,
dan masing‐masing harus memiliki kemampuan tidak
kurang dari minimal (50) short tons bollard pull.
2.5.5 Penambahan Kapabilitas Tug
Adalah sepenuhnya kewenangan Captain kapal dan/atau
Pilot untuk memutuskan jika dirasa perlu adanya
kebutuhan tambahan (kemampuan) Tugs di atas angka
minimal yang dipersyaratkan oleh Terminal TLNG.
2.6 PERSYARATAN DOKUMENTASI
Captain Kapal bertanggungjawab atas seluruh dokumen
yang dibutuhkan untuk masuk ke dalam wilayah Negara
Rep Indonesia. Captain Kapal diminta untuk selalu
menge‐check kepada agent lokal mereka, list persyaratan
dokumen yang paling up‐dated yang dibutuhkan untuk
masuk wilayah pelabuhan / terminal.
3. KEBIJAKAN
3.1 PELANGGARAN ATAS KEBIJAKAN TLNG
Seluruh anak buah (crew) kapal dan pengunjung Terminal
wajib untuk sepenuhnya mematuhi semua kebijakan
TLNG setiap saat mereka berada di dalam batas‐batas
Terminal. Ketidakpatuhan dapat berakibat tindakan
sampai termasuk pengeluaran secara paksa personal dari
wilayah Terminal. Sebagai tambahan, pelanggaran
Kebijakan TLNG secara terus menerus oleh personal
kapal, dengan tanpa adanya tindakan koreksi dari senior
staff kapal dapat berakibat tindakan‐tindakan penolakan
kapal oleh TLNG Terminal termasuk tindakan
penghentian cargo operation dan dalam kasus yang
ekstrem dapat berupa tindakan pengusiran paksa kapal

personnel and/or visitors to comply with TLNG policies.
All illegal or criminal activity observed at the Terminal will be
immediately reported to the law enforcement authorities.

3.3 TERMINAL SAFETY POLICIES
TLNG subscribes to all of the safety principles and practices
detailed in the latest edition of the ISGOTT. The safety
checklists used at the terminal are the ISGOTT checklists.
Ship‟s crew members are expected to comply with all of the
provisions of ISGOTT when the ship is at the TLNG terminal
and when they are passing through the secure area of the
terminal, traveling to or from the vessel. Non‐compliance
with ISGOTT will result in the terminal management taking
action as detailed in Section 3.1 above.
3.4 VISITOR POLICY
It is the policy of TLNG that no visitors below the age of
eighteen (18) years will be allowed within the Terminal. This
policy applies to all individuals including those who are
passing through the terminal to board a vessel and those who
are leaving a vessel to pass through and exit the terminal.
4. PORT/TERMINAL ENTRY PROTOCOLS & INFORMATION
4.1 REQUIRED REPORTING PRIOR TO PORT/TERMINAL
ENTRY
It is the responsibility of all Terminal Users and Transporters
to ensure timely communications with the terminal and
issuance of notices as detailed in this section, to ensure the
avoidance of delay in a ship’s schedule.

3.3 KEBIJAKAN KESELAMATAN TERMINAL
TERMINAL TLNG mengadop sepenuhnya prinsip‐prinsip
dan praktek keselamatan sebagaimana di detailkan dalam
Edisi terakhir dari ISGOTT. Checklist Keselamatan yang
digunakan di terminal adalah ISGOTT Checklist. Seluruh
anak buah (crew) kapal wajib mematuhi seluruh
ketentuan‐ketentuan dalam ISGOTT pada saat kapal
berada di area Terminal TLNG dan juga pada saat mereka
melewati/melalui area secure Terminal, berjalan menuju
atau dari kapal. Ketidakpatuhan dan pelanggaran
terhadap aturan ISGOTT akan menyebabkan diambilnya
tindakan oleh manajemen Terminal seperti detail Section
3.1. di atas.
3.4 KEBIJAKAN TERHADAP PENGUNJUNG
Adalah menjadi kebijakan dari TLNG bahwa pengunjung
dibawah usia delapan belas (18) tahun tidak
diizinkan/diperbolehkan berda di dalam wilayah
Terminal. Kebijakan ini berlaku umum untuk semua
individu termasuk mereka yang hanya bermaksud lewat
menuju dan atau dari kapal meninggalkan Terminal.
4. PROTOCOL & INFORMASI MASUK PELABUHAN/TERMINAL
4.1 KEWAJIBAN MELAPOR SEBELUM MASUK
PELABUHAN/TERMINAL
Adalah kewajiban dari seluruh Pengguna Terminal dan
Transporter untuk memastikan komunikasi secara
berkala dengan pihak Terminal dan penerbitan Notice‐
notice seperti detail dijelaskan dalam seksi ini, untuk

4.1.1 Ship Compatibility
I. Prior to a vessel being nominated to deliver a cargo to
TLNG for the first time, the terminal user/vessel
owners/operators are required to complete and submit to
TLNG the vessel data requested by TLNG. The vessel
owners/operators must provide all of the information
requested by TLNG in order for TLNG to conduct and
complete a ship‐to‐ship as well as ship‐to‐shore
compatibility review to ensure the compatibility of the
coming LNGC vessels with the FSRU facility and others
terminal‟s facilities.
II. The terminal user/vessel owners/operators must receive
written approval from the terminal manager, or his
designee, of the vessel‟s compatibility with the FSRU
facility as well as other Terminal facility prior to the ship‟s
arrival. It is recommended that the terminal user or
transporter supply TLNG with the vessel data as early as
possible.
4.1.2 TLNG Marine Terminal Notifications
I. Prior to the arrival of a vessel at the terminal, the Master
must coordinate the ship‟s security needs and procedures
with the terminal manager via e‐mail, facsimile, or other
electronic means and agree upon the content of the
Declaration of Security form which will be executed
following the vessel‟s arrival at the terminal. Contact
information for the terminal manager and the terminal
security officer is contained in Appendix B of this manual.
A copy of the terminal‟s Declaration of Security form is
contained in this manual in Appendix D, Exhibit 1, for the
reference of vessels‟ Masters.
II. Vessel master shall give TLNG the following notices:
A. A first notice (“First Notice”), which shall be sent upon
the departure of the LNGC Vessel from the Loading
Port and which shall set forth the time and date that
loading was completed, the volume (expressed in
Cubic Meters) of LNG loaded on board the LNGC
Vessel, the estimated time of arrival (ETA) of the LNGC
Vessel at the Arrival Location, and any operational
deficiencies in the LNGC Vessel that may affect its

dan juga ship‐to‐shore untuk memastikan kesesuaian
kapal LNGC dengan fasilitas FSRU dan juga fasilitas
terminal lainnya.
II. Pengguna Terminal/Pemilik kapal /operator harus
menerima persetujuan tertulis dari Manajer Terminal,
atau pihak yang ditunjuk untuk masalah kesesuaian
kapal LNGC dengan fasilitas FSRU dan juga fasilitas‐
fasilitas Terminal yang lain sebelum kedatangan
kapal. Para Pengguna Terminal atau transporter
disarankan untuk menyampaikan data‐data kapal
kepada pihak TLNG sedini mungkin.
4.1.2 Notifikasi dari TLNG Marine Terminal
I. Sebelum kedatangan kapal di terminal, Captain harus
mengkoordinasikan prosedur dan kebutuhan security
kapal dengan Terminal Manajer melalui e‐mail,
facsimile atau melalui sarana elektronik lain, dan
menyetujui isi butir‐butir content dari Deklarasi
Security yang akan dilaksanakan pada saat
kedatangan kapal di Terminal. Detail info kontak dari
Terminal Manajer dan Pejabat Security Terminal
tertera dalam Appendix B manual ini. Copy Form
Terminal‟s Declaration of Security terdapat dalam
manual ini pada Appendix D, Exhibit 1, untuk menjadi
referensi Captain kapal‐kapal LNGC.
II. Captain Kapal harus memberikan Notice‐notice
sebgaimana tersebut di bawah ini kepada pihak TLNG
Terminal:
A. Notice Pertama (“First Notice”), harus dikirim
begitu kapal LNGC berangkat dari Pelabuhan
Muat, harus memuat informasi waktu dan
tanggal selesainya loading process, volume LNG
(dalam CBM) yang dimuat keatas kapal,
perkiraan waktu kedatangan (ETA) kapal di lokasi
kedatangan, dan berbagai issue penyimpangan
operasional pada kapal LNGC yang kemungkinan

performance at the FSRU facility or Terminal;
B. A second notice (“Second Notice”), which shall be sent
ninety‐six (96) hours prior to the ETA set forth in the
First Notice, stating the LNGC Vessel‟s then ETA. If,
thereafter, such ETA changes by more than six (6)
hours, the Vessel Master shall promptly give to TLNG
notice of the corrected ETA;
C. A third notice (“Third Notice”), which shall be sent
twenty‐four (24) hours prior to the ETA set forth in the
Second Notice (as corrected), confirming or amending
such ETA. If, thereafter, such ETA changes by more
than three (3) hours, the Vessel Master shall promptly
give to TLNG notice of the corrected ETA;
D. A fourth notice (“Fourth Notice”), which shall be sent
twelve (12) hours prior to the ETA set forth in the
Third Notice (as corrected), confirming or amending
such ETA. If, thereafter, such ETA changes by more
than one (1) hour, the Vessel Master shall promptly
give to TLNG notice of the corrected ETA; and
E. A notice of readiness, which shall be given at the time
prescribed below.
III. Subject to any applicable restrictions, including any
nighttime transit restrictions imposed by governmental
authorities or pilots or any other reasonable timing
restrictions imposed by TLNG, the Vessel Master or its
agent shall give to TLNG its notice of readiness (NOR) to
unload (berth or no berth) upon arrival of such LNGC
Vessel at the Pilots Boarding Station(“Arrival Location”).
An NOR shall become effective as follows:
A. For an LNGC Vessel arriving at the Arrival Location (as
defined in the Terminal Use Agreement) at any time
before 6:00 a.m., on the first day of the scheduled
Unloading Window allocated to such LNGC Vessel, an
NOR shall be deemed effective at the earlier of (a)

harus segera memberikan TLNG Notice Koreksi

C. Notice Ketiga (“Third Notice”), harus terkirim
dalam dua puluh empat jam (24) jam menjelang
ETA yang sudah ditentukan pada Notice Kedua
(setelah koreksi), untuk mengkonfirmasi atau
merubah ETA tersebut. Jika dikemudian hari
diketahui ETA tersebut berubah lebih dari tiga (3)
jam, Captain Kapal harus segera memberi TLNG
Notice Koreksi ETA;
D. Notice Keempat (“Fourth Notice”), harus terkirim
dalam dua belas (12) jam menjelang ETA yang
sudah ditentukan pada Notice Ketiga (setelah
koreksi), untuk mengkonfirmasi atau merubah
ETA. Jika dikemudian hari diketahui ETA tersebut
berubah lebih dari satu (1) jam, Captain Kapal
harus segera memberi TLNG Notice Koreksi ETA;
and
E. Notice Kesiapan (Notice of Readiness), harus
diberikan pada saat‐saat seperti tertera pada
butir‐butir dibawah ini.
III. Subyek terhadap semua aturan dan pembatasan
yang berlaku, termasuk pembatasan/pelarangan
waktu transit (sandar) di malam hari yang
diberlakukan oleh Lembaga pemerintah yang
berwenang dan atau oleh pihak Pilot, atau juga
pembatasan‐pembatasan waktu yang lain yang
diberlakukan oleh TLNG, Captain kapal atau agent
harus memberikan kepada pihak TLNG Notice
Kesiapan (NOR) mereka untuk bongkar muatan (baik
sandar maupun STS) pada saat kedatangan kapal
LNGC di area Pilot Boarding Station (“Arrival
Location”). Suatu NOR akan menjadi efektif pada
kondisi‐kondisi sebagaimana tersebut di bawah ini:
A. Untuk setiap kedatangan kapal LNGC di lokasi
kedatangan (seperti yang sudah ditentukan
dalam TUA/Terminal Use Agreement) setiap
saat sebelum jam 6:00 a.m., pada hari pertama
periode timeframe yang sudah dijadwalkan

6:00 a.m., on the first day of such scheduled
Unloading Window; or (b) the time unloading
commences;
B. For an LNGC Vessel arriving at the Arrival Location at
anytime between the period of 6:00 a.m., on the first
day of the scheduled Unloading Window allocated to
such LNGC Vessel and two (2) hours before sunset, on
the second day of such scheduled Unloading Window
(such period referred to as the “NOR Window”), an
NOR shall become effective at the time of its issuance;
or
C. For an LNGC Vessel arriving at the Arrival Location at
any time after the expiration of the Unloading
Window, an NOR shall become effective upon TLNG‟s
notice to the LNGC Vessel that it is ready to receive
the LNGC Vessel at berth.
4.1.3 Indonesian Coast Guard (Syahbandar/KPLP)
Notifications
I. Indonesian Maritime Law & Regulations require vessel
operators to provide a Notice of Arrival to the
Syahbandar/Harbor Master of Greater Port of Jakarta, at
least 96 hours in advance of the vessel‟s arrival. Contact
information for this Syahbandar office is contained in
Appendix A of this manual. Vessels must meet all
Syahbandar requirements for entering TLNG Terminal.
II. Vessel traffic in the TLNG Terminal area is monitored by
the Syahbandar through the notification communications
between the Syahbandar and arriving/departing vessels.
However, the Syahbandar of Greater Port of Jakarta does
not maintain full voice service contact with vessels
operating in and around TLNG Terminal.
III. Confirmation that all systems required, have been tested
and proven to be in working order. Masters must also
make the identification of any systems not fully
functional.

jam menjelang matahari terbenam, pada hari
kedua periode timeframe yang sudah
dijadwalkan untuk bongkar muat tersebut
(Periode ini disebut periode “NOR Window”),
NOR akan efektif sesaat setelah diterbitkan; or
C. Untuk setiap kapal LNGC yang tiba di lokasi
kedatangan setiap saat setelah habisnya masa
berlaku periode timeframe yang dijadwalkan
untuk bongkar muat, NOR baru akan efektif
setelah diberikannya Notice oleh pihak TLNG
kepada pihak kapal LNGC bahwa Terminal
sudah siap menerima kapal LNGC tersebut
untuk sandar.
4.1.3 Notifikasi kepada pihak Syahbandar/KPLP
Indonesia
I. Indonesian Maritime Law & Regulations mewajibkan
para operator kapal untuk memberikan Notice of
Arrival (NOA) kepada pihak Syahbandar/Harbor
Master Greater Port of Jakarta, selambat‐lambatnya
96 jam sebelum kedatangan kapal. Informasi kontak
untuk Kantor Syahbandar Jakarta terdapat dalam
Appendix manual ini. Kapal LNGC wajib mematuhi
semua persyaratan dari Syahbandar untuk bisa
memasuki area TLNG Terminal.
II. Lalu lintas kapal di area Terminal TLNG akan selalu
dimonitor oleh pihak Syahbandar melalui komunikasi
Notifikasi diantara Syahbandar dengan kapal‐kapal
yang datang dan pergi. Namun demikian, Syahbandar
Greater Port of Jakarta tidak melayani kontak suara
secara terus menerus dengan kapal‐kapal yang
berada dan di sekitar Terminal TLNG.
III. Konfirmasi yang dibutuhkan oleh semua system, telah
di test dan terbukti bekerja dalam kondisi baik.
Captain Kapal harus juga melakukan identifikasi
terhadap kemungkinan‐kemungkinan adanya sistem‐
sistem yang kurang berfungsi dengan baik.

4.1.4 Pilots of Jakarta Port of Authority
I. LNGC Vessels entering and departing TLNG Terminal are
required to have two pilots (hereinafter referred to in the
singular) on board. Pilot services are provided by the
Jakarta Port of Authority (OP)
II. LNG carriers may enter and depart TLNG Terminal only
during daylight hours as defined by the Jakarta Port of
Authority (OP). The Jakarta Port of Authority (OP) has
established Basic Operating Procedures for vessels
entering TLNG Terminal. These operating procedures
include restrictions on the size and draft of vessels which
may enter the Terminal.
III. LNG carriers which have an LOA of more than nine
hundred and fifty five feet (955 ft) (291 m) and/or a beam
of greater than one hundred and sixty one feet (161 ft)
(49 m) and/or a draft of greater than forty two feet (42ft)
(12.8m) are each required, at each and every port call, to
obtain a waiver of the Basic Operating Procedures prior to
port entry. Any vessel having a length greater than 955
feet, or a beam greater than 161 feet or a draft greater
than 42 feet may enter the Terminal area only after
obtaining a waiver for a variance of the Basic Operating
Procedures. Waiver requests are made by the ship
operator, charterer or customer that is making the
delivery to the terminal. They are made on the form
which can be obtained at the Jakarta Port Authority office
with address detailed in Appendix A of this manual.
Waiver requests are sent to the port authority, TLNG
Terminal , either directly or through the ship‟s agent.
TLNG Terminal will consult with the Jakarta Port of
Authority (OP) on the request and any waiver granted will
be issued by TLNG Terminal upon recommendation of the
pilots.
IV. Movement orders are the responsibility of the Terminal
User or Transporter or their designee. The Pilots accept
movement orders by telephone and fax only. Requests
made by radio (VHF) will not be accepted. A minimum of
two (2) hours advance notice is required for vessel
arrivals. A minimum of one (1) hour notice is required for
routine departures. Unscheduled departure notifications
will be facilitated by either the ship‟s agent or TLNG
4.1.4 Kepanduan dari Jakarta Port of Authority (OP)
I. Kapal‐kapal LNGC masuk dan keluar area Terminal
TLNG wajib menggunakan 2 pandu (selanjutnya akan
disebut tunggal) di atas kapal. Jasa Kepanduan
disediakan oleh pihak Otoritas Pelabuhan (OP)
Jakarta.
II. Kapal‐kapal LNGC hanya boleh masuk dan
meninggalkan TLNG Terminal pada saat siang hari
seperti sudah ditentukan oleh pihak Otoritas
Pelabuhan Jakarta. Otoritas Pelabuhan Jakarta telah
memiliki Prosedur operational standard untuk kapal‐
kapal yang hendak masuk TLNG Terminal. Prosedur
operasional standard ini termasuk larangan‐larangan
terhadap ukuran dan draft kapal yang boleh dan tidak
boleh memasuki area Terminal.
III. Kapal‐kapal LNGC yang memiliki LOA lebih dari
sembilan ratus lima puluh lima kaki (955 ft) atau dua
ratus sembilan puluh satu meter (291 m) dan/atau
lebar lebih dari seratus enam puluh satu kaki (161ft)
atau empat puluh dua koma dua meter (49 m)
dan/atau draft lebih dari empat puluh dua kaki (42ft)
atau dua belas koma delapan meter (12.8m) di
wajibkan disetiap kali masuk Terminal untuk
mendapatkan perkecualian dari Prosedur operasional
standard sebelum memasuki area Terminal. Kapal‐
kapal tersebut hanya boleh masuk setelah mendapat
pengecualian terhadap penyimpangan Prosedur
operasional standard. Permohonan pengecualian
diajukan oleh pihak operator kapal, pencharter atau
pelanggan yang akan masuk ke Terminal.
Permohonan di buat diatas formulir yang bisa
didapatkan di Kantor OP Jakarta, dengan alamat
lengkap seperti tertera dalam Appendix A manual ini.
Permohonan pengecualian di kirim ke Kantor OP,
TLNG Terminal, baik secara langsung maupun melalui
agent kapal. Pihak Terminal TLNG akan melakukan
konsultasi dengan pihak OP mengenai permohonan
tersebut dan Pemberian Pengecualian akan diberikan
oleh pihak TLNG Terminal setelah mendapatkan
rekomendasi dari kepanduan OP.
IV. Permohonan perintah gerak adalah tanggung jawab
dari pihak pengguna Terminal, pihak Transporter,
atau pihak‐pihak yang mewakili. Pandu hanya
menerima permohonan perintah gerak melalui
telephone dan fax saja. Permohonan melalui radio
(VHF) tidak akan dilayani. Dibutuhkan pemberitahuan

4.1.5 Master Pilot Exchange between Vessels and Jakarta
Pilots
I. To ensure the safest possible transit, at the Master Pilot
Exchange the Pilots will, at a minimum, require the
following information:
A. Completed IMO standard Pilot Information Card
B. Draft fore and aft
C. Air draft
D. Type of propulsion, steering gear, and astern power
limitations
E. Gyro compass error
F. Any other pertinent navigational information
II. Confirmation that all of the ship‟s equipment, has been
tested and is operating correctly
III. The vessel‟s bridge VHF radios are set on channels 16 and
14.
4.1.6 TLNG Terminal
Terminal entry requirements, procedures and restrictions are
the responsibility of the Jakarta Harbor Navigation District,
which operates as “TLNG Terminal”. The Basic Operating
Procedures and other information published by the Jakarta
Pilots reflect the TLNG Terminal protocols.
Specific information on the terminal and its operations is
available from TLNG Terminal . Contact information for TLNG
Terminal officials is contained in Appendix A.
4.1.7 Terminal‟s Notifications to Arriving Ships
When a ship is fixed for the delivery or the loading of a cargo
at TLNG, as soon as practicable after TLNG has been advised
of the incoming ship‟s local agent, TLNG will issue
„Instructions for Arrival‟ to the ship, via its agent. This notice
will instruct the ship regarding its berthing prospects following
its arrival at the pilot station, general plans for the cargo
transfer, terminal arrangements that have been made for the
supervision of visitors to the ship once they have entered the
minimal satu (1) jam dimuka untuk pemberangkatan

4.1.6 TLNG Terminal
Persyaratan masuk, prosedur masuk, dan aturan‐aturan
pembatasan untuk masuk Terminal adalah
tanggungjawab dari Distrik Navigasi Jakarta, yang
selanjutnya dioperasikan/di adobsi sebagai “TLNG
Terminal”. Prosedur operasional standard dan informasi‐
informasi lain yang dipublikasikan oleh pihak kepanduan
Jakarta akan merefleksikan sepenuhnya protocol TLNG
Terminal.
Informasi khusus mengenai Terminal dan operasionalnya
disediakan oleh TLNG Terminal. Informasi kontak official
TLNG Terminal terdapat di Appendix A.
4.1.7 Pemberitahuan Kedatangan Kapal dari Terminal
Pada saat satu kapal sudah dipastikan mengantar cargo
ke Terminal TLNG, segera setelah TLNG menerima
informasi mengenai agen kapal yang akan masuk, TLNG
akan menerbitkan Instruksi untuk Kedatangan
“Instructions for Arrival‟ kepada kapal melalui agen‐nya.
Pemberitahuan ini akan memberikan instruksi kepada
kapal mengenai hal‐hal: prospek sandarnya menyusul
kedatangannya di pilot station, rencana umum untuk

terminal‟s secure area, requirements for PPE while inside the
terminal‟s secure area, etc.
In the event that circumstances in the terminal, in the port or
elsewhere change to the degree that it will affect the ship‟s
berthing prospects following its scheduled arrival, TLNG will
provide updated berthing information to the ship via its local
agent.
When the ship arrives off the Terminal and issues its „Notice
of Readiness‟ to the terminal, TLNG will issue a „Notice to
Proceed‟ to the ship and/or to its agent. This notice will
provide the ship with relevant information regarding its
transit from its arrival position to the TLNG terminal.
4.2 TERMINAL ENTRY INFORMATION
4.2.1 Typical Transit Routes
TLNG Terminal lies approximately 7 miles northeast of
Tanjung priok Port of Jakarta, Indonesia. The area is at
northeast of Jakarta Bay Area (JBA) known locally as Muara
Bekasi (Muara CBL) because of its location near the mouth of
the Bekasi River.
Approaches to TLNG Terminal, including the Shipping Safety
Fairways, the TLNG Terminal Entrance Channel are depicted
on Sea Chart no.86 (Indonesia, Jawa‐Pantai Utara, Teluk
Jakarta, Air Pelayaran ke Tanjung Priok) published by
“Dishidros”. Regulations require that all commercial vessels
calling at TLNG Terminal, Jakarta, have these charts on board.
4.2.2 Local Navigation Conditions
I. Electronic access to the Coast Pilot is possible through the
“Dishidros” website: http://dishidros.go.id/hidros/.
II. Regulations require that all commercial vessels calling at
Greater Jakarta Port have this publication on board.
4.2.3 Indonesian Coast Guard (Syahbandar/KPLP) Boarding
Location
The ICG/Syahbandar has advised TLNG that some LNG carriers
approaching TLNG Terminal, Jakarta may be boarded and
examined by ICG/Syahbandar personnel before the vessel
enters the terminal area.
The form of the examination may vary depending upon what
cargo transfer, terminal arrangements yang sudah

TLNG Terminal akan memberikan “Notice to Proceed‟
kepada pihak kapal dan/atau agen‐nya. Pemberitahuan
ini akan memberikan kepada kapal informasi‐informasi
yang relevan berkenaan proses merapat dari posisi
kedatangannya menuju TLNG terminal.
4.2 INFORMASI MASUK TERMINAL
4.2.1 Tipikal Rute Transit
Terminal TLNG terletak kurang lebih 7 mile laut sebelah
timur laut dari Pelabuhan Umum Tanjung Priok, Jakarta,
Indonesia. Area ini berada disebelah timur laut Teluk
Jakarta (JBA) biasa disebut Muara Bekasi (Muara CBL)
karena lokasi tersebut berada di Muara Sungai Bekasi.
Rute‐rute pendekatan menuju TLNG Terminal, termasuk
rute‐rute pelayaran aman, channel masuk TLNG Terminal
terdapat pada peta laut no.86 (Indonesia, Jawa‐Pantai
Utara, Teluk Jakarta, Air Pelayaran ke Tanjung Priok)
diterbitkan oleh “Dishidros”. Peraturan mensyaratkan
semua kapal komersial menuju TLNG Terminal, Jakarta,
wajib memiliki peta‐peta tersebut di atas kapal.
4.2.2 Local Navigation Conditions

4.2.3 Lokasi Boarding Petugas Syahbandar/KPLP
Pihak Syahbandar/KPLP Jakarta telah menginformasikan
TLNG bahwa untuk beberapa kasus Petugas
Syahbandar/KPLP akan naik dan memeriksa beberapa
kapal LNG carriers yang mendekati TLNG Terminal,
sebelum kapal memasuki area terminal.
Bentuk pemeriksaaan bisa bervariasi tergantung dari

the Syahbandar considers appropriate for a particular vessel.
Whatever the selected form of examination, it will include a
complete crew identity check involving the verification of
crew members‟ passports. The ICG/Syahbandar boarding
party will also check the validity of the vessel‟s documents
and certificates.
Prior to the ICG/Syahbandar embarking the vessel, the
ICG/Syahbandar team leader will advise the Master to muster
the entire crew in one location. The ICG/Syahbandar team
leader will also advise the Master to place a qualified crew
member in charge on the bridge and another in the engine
room to maintain the watch to ensure the safe operation of
the vessel. It is preferred that the Master is available to the
ICG/Syahbandar boarding party during the entire boarding
and inspection process to answer their questions and to
provide requested documentation.
In the event that the vessel is under way when the leader of
the ICG/Syahbandar boarding party advises the Master that
such a crew muster will be performed, the Master is at liberty
to advise the leader of the boarding party of his intent to
anchor the vessel prior to the crew muster being performed.
The Master may also request to muster only crew members
that are non‐essential to the safe navigation of the vessel.
The ICG/Syahbandar team leader may allow this partial
muster, as long as they are aware of the location of those
crew members that are not at the prescribed muster location.
The ICG/Syahbandar has not prescribed a specific offshore
location for the boarding.
The ICG/Syahbandar personnel will choose to board the vessel
before the pilot boards.
Masters are solely responsible for the safe navigation of their
vessels during the entire ICG/Syahbandar boarding and
inspection process and should not hesitate to inform the
ICG/Syahbandar boarding party of any unsafe situation which
arises and which requires immediate attention. The
ICG/Syahbandar boarding party‟s `top priority is the safety of
the vessel and its crew.
Vessel operators should contact the ICG/Syahbandar of
Greater Port of Jakarta to determine when and where the
ICG/Syahbandar boarding will take place. Contact information
for the ICG/Syahbandar of Greater Port of Jakarta is in
Appendix A.

menempatkan crew yang berkompeten untuk bertugas
jaga di anjungan dan kamar mesin untuk memastikan
keselamatan operasional kapal. Akan lebih diutamakan
jika Captain Kapal bisa hadir dan mendampingi petugas
Syahbandar/KPLP selama proses boarding dan inspeksi
untuk bisa menjawab pertanyaan‐pertanyaan dan juga
menyediakan dokumen‐dokumen yang diminta.
Di saat kapal masih bergerak ketika petugas
Syahbandar/KPLP yang akan naik kapal meminta Captain
kapal untuk mengumpulkan crew, Captain Kapal
diperbolehkan meminta kepada petugas
Syahbandar/KPLP untuk terlebih dahulu drop anchor
kapal sebelum pengumpulan crew dilaksanakan. Captain
kapal juga boleh meminta untuk mengumpulkan hanya
crew yang tidak sedang bertugas demi keselamatan
navigasi kapal. Petugas Syahbandar/KPLP bisa
mempertimbangkan permintaan ini sejauh petugas tahu
di lokasi‐lokasi mana anggota crew yang lain sedang
bertugas pada saat tidak berkumpul di muster.
Syahbandar/KPLP Port of Jakarta tidak menentukan
secara spesifik lokasi persis‐nya untuk boarding. Petugas
Syahbandar/KPLP akan menentukan untuk boarding
kapal sebelum petugas Pilot naik kapal.
Captain kapal sepenuhnya bertanggungjawab atas
keselamatan navigasi kapal mereka selama proses
boarding dan inspeksi berlangsung dan tidak ragu untuk
memberi tahu petugas Syahbandar/KPLP jika sewaktu‐
waktu ada situasi yang tidak aman timbul yang
membutuhkan perhatian segera dari Captain kapal. Bagi
petugas Syahbandar/KPLP keselamatan kapal dan seluruh
crew adalah menjadi prioritas utama.

4.2.4 ICG/Syahbandar Moving Security Zone
Under the Regulations, the ICG/Syahbandar of Greater Port of
Jakarta has established a moving security zone for certain
vessels transiting the Indonesian territorial waters to TLNG
Terminal . This moving security zone is applicable to all LNGC
Vessels. The moving security zone is applicable from the point
at which the LNGC Vessel crosses from international waters
into territorial waters, twelve (12) miles from the coastline,
until it secures to the terminal‟s area. The security zone
extends from the surface of the sea to the ocean bed, one
thousand (1000) yards ahead of, one thousand (1000) yards
astern of and five hundred (500) yards on each side of the
LNGC Vessel. All vessels, to which this moving security zone
applies, should fly the International Signal Flag pennant
number five (5), to advise other vessels that ICG/Syahbandar
imposed security zone exists around the ship.
4.2.5 Pilot Boarding
The pilot boat operator monitors VHF Channels 14 and 16 and
vessel operators are required to contact the Pilot Boat on
either of these channels for boarding directions.

Pilot Boarding Details:
‐ The Pilot Boat is 60 ft. long, has a black hull and white
superstructure. The word “PILOT” is painted in large black
letters on the side of the superstructure.
‐ Vessels are requested to contact the pilot boat one hour
before arrival at the TT Buoy on Channel 14 or 16 for pilot
instructions.
‐ The lowest rung of the pilot ladder should be rigged 8 ft.
(2.5m) above the waterline. If the vessel freeboard is
more than 23 ft. (7m), a combination ladder is required.
‐ When boarding, the pilot ladder shall be located at
amidships.
‐ NO man ropes and NO boat ropes shall be utilized.
‐ Boarding speed is 8 knots.
4.2.4 Zone Security bergerak ICG/Syahbandar
Berdasarkan peraturan yang berlaku, ICG/Syahbandar
Jakarta telah menentukan Zona security bergerak untuk
kapal‐kapal tertentu yang memasuki wilayah perairan
teritori Indonesia menuju area TLNG Terminal. Zona
security bergerak ini berkalu untuk semua kapal‐kapal
LNGC. Zona ini mulai berlaku dari titik dimana kapal‐kapal
LNGC melintasi dari perairan Internasional ke perairan
teritori, dua belas (12) miles dari garis pantai, sampai
aman tiba dan sandar di area Terminal. Zona ini berlaku
dari permukaan laut ke dasar laut, seribu (1000) yards di
depan dan di belakang dari, dan lima ratus (500) yards
dari kedua sisi kapal LNGC. Semua kapal, bergerak kea
rah dimana zona security ini berlaku, harus mengibarkan
bendera signal Internasional pennan no lima (5), untuk
memberitahu kapal‐kapal lain bahwa ICG/Syahbandar
sedang memberlakukan security zone di sekitar kapal
tersebut.
4.2.5 Pandu naik kapal

For reference the IMO / International Maritime Pilots‟
Association standard placard detailing the rigging of pilot
ladders is shown in Appendix D – Exhibit 2. Vessels must
comply with the Jakarta Port of Authority pilot ladder
requirements and they differ in minor ways from the standard
pilot ladder arrangements, which differences are detailed
immediately above.
4.2.6 Indonesian Customs & Immigration
TLNG Terminal, Jakarta is an Indonesian Customs &
Immigration port of entry. Typically, the Indonesian Customs
board the vessel together with the ship‟s agent after the
vessel has completed securing to the LNG berth/STS. Contact
information is located in Appendix A and all notification and
coordination is the responsibility of the Terminal User,
Transporter or their designee.
4.2.7 Mooring Line Assistance
Mooring line handling services will be scheduled, coordinated
by, and are the responsibility of the terminal user or its
shipping agent. The mooring sequence will be determined
and communicated by the pilot or the ship‟s Master to the
mooring line handlers.
5. BERTHING PROTOCOL / PROCEDURES
5.1 TERMINAL OPERATIONAL RESTRICTIONS
The TLNG terminal is normally open 24 hours a day, 365 days
a year, weather and sea conditions permitting.
Terminal entry, berthing and STS berthing is always subject to
the prevailing weather. When transiting the Terminal and
mooring in conditions of reduced visibility, the decision to
move the vessel will be made jointly by the pilot and the
ship‟s Master who will discuss the prevailing conditions and
only move the vessel when they agree that it is safe to do so.
The following table provides a guide to the status of the
terminal operations as it relates to prevailing wind conditions.
These are guidelines; they are not hard and fast rules. At the
time that a vessel movement is due to be carried out, should
the prevailing wind conditions be complicated by unusual tidal
flows, cross currents, or any other environmental, traffic, or
other issues, the vessel movement will be contingent upon
the agreement of the ship‟s Master and the pilot.

4.2.6 Cukai & Imigrasi Indonesia
TLNG Terminal, Jakarta adalah salah satu pelabuhan
masuk Cukai & Imigrasi Indonesia. Biasanya Petugas
Cukai & Imigrasi Indonesia akan naik ke kapal bersama
dengan agent kapal setelah kapal menyelesaikan
sadar/STS kapal LNGC. Informasi kontak terdapat di
Appendix A dan semua pemberitahuan dan koordinasi
adalah tanggungjawab dari Pengguna Terminal,
Transporter atau pihak yang mewakili.
4.2.7 Jasa Mooring Line
Jasa Mooring line handlings akan di jadwalkan,
dikoordinasikan oleh dan merupakan tanggungjawab dari
para pengguna terminal dan atau agen pelayarannya.
Urutan mooring akan ditentukan dan dikomunikasikan
oleh Pandu atau Captain Kapal kepada pihak pelaksana
jasa mooring line handlers.
5. PROTOCOL / PROCEDURES SANDAR
5.1 BATASAN OPERASIONAL TERMINAL
Terminal TLNG beroperasi dalam 24 jam per‐hari, 365
hari per‐tahun, selama cuaca dan kondisi laut
mengizinkan.
Proses masuk Terminal, sandar dan STS akan selalu
melihat kondisi cuaca yang berlangsung. Ketika transit di
Terminal dan mooring berlangsung di kondisi dimana
penglihatan berkurang, keputusan untuk menggerakkan
kapal akan dibuat bersama Pandu dan Captain kapal yang
akan mendiskusikan kondisi cuaca yang berlangsung dan
hanya akan menggerakkan kapal jika mereka sepakat
bahwa situasi aman untuk melakukannya.
Tabel berikut ini akan memberikan petunjuk terhadap
status Operasional Terminal jika itu berhubungan dengan
kondisi cuaca dan angin yang sedang berlangsung. Dan ini
hanyalah sebatas petunjuk yang tidak bersifat kaku dan
bukan aturan baku. Pada saat pergerakan kapal benar‐
benar dilaksanakan, pada saat itu pula kondisi angin yang
sedang berlangsung di perparah oleh adanya arus pasang

5.3 PROSEDUR DAN DESCRIPSI SANDAR
5.3.1 Kapasitas Sandar

150,900 m³ plus LNGc ships from 88,000 m³ to 267,000 m³
cargo capacity with maximum dimensions of:

NOTE: The berth is designed and built to accommodate a
ship that is longer and wider for future development
purposes .
The berth is equipped with four (4) breasting dolphins and six
(6) mooring dolphins.
The breasting dolphins are numbered BD‐1 to BD‐4 from the
southeast to the northwest. Each breasting dolphin is fitted
with a double quick‐release hook assembly. Each hook in the
assembly is rated at 150t SWL. Every breasting dolphin is
equipped with a motorized capstan.

The mooring dolphins are numbered MD‐1 to MD‐6 from the
southeast to the northwest. MD‐1, MD‐2, MD‐5 and MD‐6 are

MD‐4 are each fitted with a triple quick‐release hook

5.3.2 Berth & STS Configuration
Arriving LNGC Vessels proceed from the starboard entrance to
the turning basin where they will be turned, backed into the
FSRU facility that had been portside berthed alongside the
Terminal Jetty and then pushed alongside the starboard side
of The FSRU facility by the attending tugs, where the several
numbers of 3.3 m in diameter of yokohama fenders (subject
to the exact size of the coming LNGc vessels) had been

5.3.2 Konfigurasi Sandar & STS
Kapal‐kapal LNGC yang datang dari posisi masuk sebelah
kanan langsung ke kolam putar dimana mereka akan
diputar membelakangi fasilitas FSRU yang telah berada di
lokasi sandar dalam posisi sandar kiri di jetty terminal dan
kemudian di dorong oleh Tug mendekati sisi lambung
kanan dari fasilitas FSRU, dimana beberapa yokohama
fender dengan diameter 3.3 m (tergantung ukuran pasti

deployed in place for fendering purposes.
The berth and cargo transfer systems are designed for the
FSRU as well as LNG carriers to moor portside alongside, with
the vessel‟s bow facing the Terminal’s entrance channel. This
is the preferred mooring pattern for all vessels at the Terminal
berth.See Appendix D, Exhibit 6, for the Fender‐line Elevation
diagram.
A Ship‐to‐Ship (STS) cargo transfer method is applied where
cargo i.e. Liquid Natural Gas (LNG) will be transferred from
the LNGc to the FSRU facility via multiple flexible cryogenic
hoses. Specialized cryogenic hoses are utilised to transfer the
LNG between the two vessels with custom‐designed hose
saddles, to distribute the weight of the hoses evenly on the
manifolds of the vessels, maintain the minimum bend‐radius
of the hoses and to ensure a proper catenary shape that
allows unimpeded flow through the hoses during transfer
operations. See Fig.4 for typical design of hoses & support
saddles.
The Ship‐to‐Ship (STS) cargo transfer would be further
detailed on the following sections.
5.3.3 Ship‐to‐Ship (STS) Cargo Transfer
TLNG subscribes to all of the safety principles and practices
detailed in the latest edition of the “LNG Ship to Ship transfer
Guidelines” by SIGTTO. All the guidelines and provisions
contained within such publication reflect The TLNG Terminal
protocols for an STS operation.
Therefore each and every LNGc calling for TLNG Terminal and
about to perform STS cargo transfer to TLNG FSRU facility
required to have this publication onboard.
Prior to STS LNG cargo transfer, a standard risk assessment is
carried out for the LNGc vessels nominated for the operation.
Key to this assessment is a study of the compatibility of the
two vessels, with checks on a variety of aspects such as
manifold arrangements, the positioning of the hose support
saddles and the mooring configuration, etc. TLNG Terminal
had started to establish an STS Operation Plan that had been
reviewed for approval by IACS, in the mean time TLNG will
refers to the fully adoption of the available Operation Plan
(OP) by Skaugen PetroTrans.

Methoda Ship‐to‐Ship (STS) cargo transfer akan
diberlakukan, dimana cargo, yakni Liquid Natural Gas
(LNG) di transfer dari LNGc ke fasilitas FSRU melalui
multiple flexible cryogenic hoses. Cryogenic hoses yang
didesign secara khusus digunakan untuk mentransfer LNG
diantara dua kapal dengan hose saddles yang juga di
design secara khusus, untuk mendistribusikan beban dari
hoses secara merata di manifold kapal, memelihara
minimum radius bending dari hoses dan untuk
memastikan bentuk catenary yang sempurna yang
memungkinkan kelancaran aliran liquid di hoses pada
saat operasi transfer berlangsung. Lihat Fig.3 untuk
design hoses dan support saddle.
Detail Ship‐to‐Ship (STS) cargo transfer akan dibahas lebih
jauh di section berikutnya.
5.3.3 Ship‐to‐Ship (STS) Cargo Transfer
TLNG Terminal mengadopsi sepenuhnya seluruh prinsip‐
prinsip dan praktik‐praktik keselamatan seperti
ditunjukkan secara detail dalam edisi terakhir publikasi
“LNG Ship to Ship transfer Guidelines” oleh SIGTTO.
Seluruh petunjuk dan persyaratan yang terkandung di
dalamnya merefleksikan protocol Terminal TLNG untuk
operasi STS.
Oleh karena itu setiap kapal LNGc yang masuk ke
Terminal TLNG dan akan melaksanakan operasi STS cargo
transfer, diharuskan memiliki publikasi tersebut di atas
kapal.
Sebelum pelaksanaan LNG STS cargo transfer, suatu
standard risk assessment harus dilaksanakan untuk kapal
LNGc yang dinominasikan. Kunci terhadap assessment ini
adalah study mengenai kesesuaian dari kedua kapal,
dengan pemeriksanaan terhadap berbagai aspek seperti
susunan manifold, posisi dari hoses dan support saddles
dan konfigurasi mooring, dll. TLNG Terminal telah mulai
mendevelop sebuah STS Operation Plan dan sekarang
masih dalam proses review untuk memeperoleh approval
oleh IACS, untuk sementara ini TLNG akan merefers dan
mengadop Operation Plan (OP) yang sudah ada dari

5.3.4 Mooring Line Handling
The line‐handling supervisor on the berth/jetty and or
onboard The FSRU facility will be in direct communication
with the pilot on the LNGc vessel‟s bridge. The pilot, in
consultation with the Master, will direct the order in which
the ship‟s mooring lines are passed to the FSRU’s capstans.
The FSRU facility has pre‐strung messenger lines to its
mooring capstan. TLNG requires that a ship‟s officer be
stationed at the vessel‟s vapor connection to communicate
with the bridge team for ensuring the correct spotting of the
vessel on the alongside berth of The FSRU connection.
Mooring lines will be passed from the ship to the FSRU facility
in accordance with the Master‟s instructions and the pilot‟s
advice.
TLNG requires that vessels are secured at the FSRU starboard
alongside berth with a minimum of eight (8) mooring lines at
the bow, and eight (8) mooring lines at the stern, two (2) of
which, at both the bow and stern, shall be spring lines. Detail
of the arangment would be as follows;

5.4 BERTH & STS EQUIPMENT
5.4.1 Approach Speed Indicator Board

5.4 PERALATAN SANDAR & STS
5.4.1 Papan Indikator Kecepatan Kapal yang Mendekat

to aid in vessel alignment and to indicate the speed of
approach of the ship to the berth. Similar equipment with the
less scale is also installed onboard the FSRU facility for the
same objective of LNGc vessel STS approach to the FSRU
facility. The indicator board is erected on Mooring Dolphin No.
3 (MD‐3) and can be rotated to face any required direction.
The maximum permitted approach speed of the ship to the
fenders is 15 cm. per sec.
The maximum permitted angle between the ship’s side and
the fender‐line for landing the vessel on the fenders is ten
(10) degrees.

5.4.2 Mooring Line Tension Monitoring
The system installed at TLNG for mooring line tension
monitoring data transfer between the berth and the FSRU
as well as FSRU and LNGc vessel is the Harbour Marine
system which uses radio communication to transfer the
data to the FSRU and LNGc vessel. On the moored vessel,
the information is displayed on an TLNG‐supplied laptop
computer which is equipped with its own external aerial.
The laptop computer will be brought aboard each LNGC
Vessel by a terminal representative during the pre cargo
transfer meeting.
The terminal PIC in the DCR/CCR also monitors the mooring
line tension data on the DCR‟s/CCR’s control panel.
5.4.3 Ship‐to‐Shore as well as Ship‐to Ship
Communications Links
TLNG is equipped with two umbilical type SSL systems
which are both manufactured by SeaTechnik. They are a
fiber optic system and an electric system. Both systems are
configured for voice/telephone communications and for
ESD signal communications. The terminal‟s “hot‐line”
telephone for both of these systems is located in the
DCR/CCR. Neither of these two systems transfers mooring
line tension monitoring data between the berth and the

5.4.3 Hubungan Komunikasi Ship‐to‐Shore dan juga Ship‐
to‐Ship
TLNG dilengkapi dengan dua SSL system type umbilical yang
keduanya di produksi oleh SeaTechnik. Keduanya
merupakan suatu system fiber optic dan suatu system
elektrik. Kedua system tersebut dikonfigurasi untuk
komunikasi suara/telephone dan juga untuk komunikasi
signal ESD. System telephone “hot‐line” Terminal untuk
kedua system ini terletak di DCR/CCR. telephone for both of
these systems is located in the Dock Control Room. Kedua

The fiber optic system is compatible with the Sumitomo‐
Furukawa system. The terminal‟s FO cable connector
intermates physically and optically with the six‐way
Furukawa connector and the system‟s signals are
compatible with all shipboard Furukawa systems.
The electrical system utilizes the Pyle National 37 Pin
connector for coupling to the vessels.
The pin placement for the functions of the electrical Pyle
National connection system is tabulated below:

5.4.4 Failure of Ship‐to‐Shore/Ship‐to‐Ship Voice
Communications
I. In the event of any failure of the hot‐line voice
communication system between the vessel‟s CCR and
the terminal‟s DCR, voice communications will default
to communications via the handheld radios carried by
the PIC in the DRC and the terminal‟s representative
stationed in the vessel‟s CCR throughout the vessel‟s
stay at the berth. Any shipboard operations that are
ongoing when the hot‐line voice communications fail,
including cargo transfer operations, will be stopped
immediately until either the hot‐line voice
communications link is re‐established through one or
the other of the umbilical systems, or agreement is
reached between the vessel and the terminal to rely on
handheld radios for voice communications.
II. In the event that the vessel detects that hot‐line voice
communications and handheld radio communications
between the vessel/FSRU CCR and the terminal‟s DCR
fail at the same time during cargo transfer operations,
the vessel shall signal the Terminal/FSRU that cargo
transfer operations will immediately be stopped by
giving one prolonged blast on the ship‟s whistle/fog
horn.
III. In the event that the terminal detects that hot‐line
voice communications and handheld radio
communications between the terminal DCR and the

5.4.4 Kegagalan Komunikasi Suara Ship‐to‐Shore/Ship‐to‐
Ship
I. Pada saat terjadi kegagalan system komunikasi hot‐line
suara antara CCR Kapal LNGc, CCR FSRU dan TDCR
Terminal, komunikasi suara akan kembali melalui radio
jinjing yang di bawa oleh masing‐masing PIC di DCR dan
Perwakilan Terminal di DCR atau di CCR FSRU sepanjang
masa sandar kapal di Terminal. Aktifitas operasional
apapun yang berlangsung di atas kapal ketika terjadi
kegagalan system komunikasi hot‐line suara termasuk
operasional transfer cargo, akan di hentikan segera
sampai dengan sambungan system komunikasi hot‐line
suara tersambung kembali melalui salah satu atau
umbilical system yang lain, atau terjalin kesepakatan
diantara kapal dan terminal untuk mengandalkan radio
jinjing untuk komunikasi suara.
II. Pada saat kapal menemukan adanya kegagalan system
komunikasi hot‐line suara dan radio komunikasi antara
CCR kapal dan FSRU dan DCR Terminal, dimana
kegagalan terjadi pada waktu bersamaan disaat operasi
transfer cargo sedang berlangsung, Kapal harus
memberikan sinyal kepada pihak Terminal/FSRU bahwa
operasional transfer cargo akan segera dihentikan
dengan tanda bunyi peluit panjang satu kali dari suling
kapal.
III. Pada saat Terminal/FSRU menemukan adanya
kegagalan system komunikasi hot‐line suara dan radio
komunikasi antara DCR Terminal/CCR FSRU dan CCR

vessel‟s CCR fail at the same time during cargo transfer
operations, the terminal shall signal the vessel that
cargo transfer operations will immediately be stopped
by advising the vessel of the stoppage through the use
of the voice loud hailer system installed on the berth.
The stoppage signal will be the word „STOP‟ repeated
three times over the loud hailer at full volume.
IV. This failure of communications systems plan will be
confirmed between the terminal‟s PIC and the vessel‟s
PIC at the pre‐cargo transfer meeting.
V. In the event of the failure of a voice communications
system that causes the stoppage of cargo transfer, the
transfer process will not be resumed until effective ship
/ shore voice communications have been re‐established
and tested to verify their ongoing reliability.
5.4.5 Yokoama Fenders for Ship‐to‐Ship
Four (4) to six (6) units of Yokohama fenders each @ 3.3 m
in diameter x 6.5 m length are provided by FSRU facility
subject to the size and dimension of the coming LNGc for
the purposes of Ship‐to‐Ship alongside with the coming
LNGc. These fenders are manufactured by Yokohama
Rubber Co.Ltd of Japan and they are all Class approved type
and certified.
The Yokohama fenders are deployed and rigged over the
Starboard side Hull of The FSRU, prior the coming LNGC
vessel approach for berth, with the assistance of the Tug.
And they are removed and recovered back upon LNGc
vessel leaving the berth.
Further detailed practices and principles of the employment
of Yokohama fenders through out STS operation are
referred to the guidance provided within publication
published by IGC/SIGTTO/OCIMF on the Ship‐to‐Ship
Operation. All the guidelines and provisions contained
within such publication reflect The TLNG Terminal protocols
for an STS operation.
TLNG Terminal require The Coming LNGc vessel to have this
publication onboard.
5.4.6 HP Natural Gas Arm
The TLNG Terminal only have one (1) unit cargo arm which
is used to deliver the produced gas, resulted from the
regasification process via submerged pipe to shore (ORF).
This cargo arm is manufactured by FMC / Excelerate Energy
Kapal, dimana kegagalan terjadi pada waktu bersamaan
disaat operasi transfer cargo sedang berlangsung,
Terminal/FSRU harus memberikan sinyal kepada pihak
kapal bahwa operasional transfer cargo akan segera
dihentikan dengan menginformasi kapal melalui system
voice loud hailer yang dipasang di dermaga sandar.
Signal Pemberhentian adalah kata „STOP‟ yang diulang
tiga kali melalui loud hailer yang dioperasikan pada
volume penuh.
IV. Rencana mengatasi kegagalan system komunikasi ini
akan dikonfirmasikan kembali antara PIC Terminal dan
PIC kapal setiap pada saat meeting sebelum
pelaksanaan transfer cargo.
V. Pada saat terjadi kegagalan system komunikasi suara

5.4.5 Yokohama Fenders untuk Keperluan sandar STS
Empat (4) sampai enam (6) units Yokohama fenders masing‐
masing diamater @ 3.3 m x 6.5 m panjang disediakan oleh
fasilitas FSRU, jumlah pasti tergantung ukuran dari kapal
LNGc yang datang, untuk tujuan sandar ship‐to‐ship dengan
kapal LNGc yang datang. Fender‐fender ini adalah produksi
dari Yokohama Rubber Co.Ltd Jepang dan sudah
mendapatkan approval Class dan sudah tersertifikasi.
Yokohama fender ini akan dipasang dan diikat di sisi
sebelah kanan dari fasilitas FSRU, sebelum kedatangan
kapal LNGc mendekat posisi sandar, dengan dibantu oleh
assist Tug,. Dan selanjutnya akan dipindahkan dan di
simpan kembali ke posisi semula setelah kapal LNGc pergi.
Detail practik‐praktik dan prinsip‐prinsip lebih lanjut
mengenai penggunaan Yokohama fenders ini selama proses
operasional STS akan merefer ke petunjuk‐petunjuk yang
ada di dalam publikasi mengenai Operasional Ship‐to‐Ship
oleh IGC/SIGTTO/OCIMF. Seluruh petunjuk dan persyaratan
yang terkandung di dalamnya merefleksikan protocol
Terminal TLNG untuk operasi STS.
TLNG Terminal mewajibkan kapal LNGc yang datang untuk
memiliki publikasi‐publikasi ini diatas kapal.
5.4.6 HP Natural Gas Arm
TLNG Terminal hanya memiliki satu (1) unit cargo arm yang
digunakan untuk mengirim gas yang diproduksi dari proses
regasifikasi ke fasilitas ORF di darat melalui pipa bawah laut.
Cargo arm ini dibuat oleh FMC/Excelerate Energy dan

and installed it at the Terminal Jetty where The FSRU facility
is berthed. This cargo arm is receiving HP gas from FSRU
facility through its HP Gas manifold. The arm is also fitted
with PERCs. The securing mechanisms for connecting the
arm to the FSRU‟s manifold is cam‐locks. The connection
flange is flat faced and utilize three concentric “O” ring type
seals on each connection. It is recommended that, in order
to avoid any possible damage to the FSRU vessel‟s HP Gas
manifold piping, short spool pieces to which the arms can
be connected, be fitted to The FSRU vessels‟ HP Gas
manifold pipes.

5.4.7 Multiple Flexible Cryogenic Hoses, Wye Spool Piece

TLNG FSRU facility provides six (6) to eight (8) liquid
cryogenic hoses plus two (2) vapor hoses. The exact number
of liquid connections would be subject to the number of the
liquid lines at the manifold that is available onboard the
coming LNGc vessel. Each liquid lines at 16” diameter is
connected in to two hoses each at 8” diameter, through a
wye spool piece.

During the cargo transfer operation these hoses are seating
on top of the special customed designed of the support
saddles to protect and support the hoses in way of ship’s
hand rails as well as giving an adequate bending radius.
Detail ilustration of the Hoses, Wye spool pieces as well as
the support saddles arrangements are as per Fig.4 above.
5.4.8 Dry‐Break Emergency Release Couplings
Each cryogenic hose connection is mounted on a Dry‐Break
Emergency Release coupling; it is pneumatic actuated with
the Actuation station is kept on the maindeck of the FSRU
facility. In any case of emergency situation that require
both STS vessels to be separated immediately, these
couplings are used to get the hose connections terminated
instantly under dry‐iced break condition. A series of
functional test in the condition of 1” layer thick hard ice
were performed to the satisfaction of The Class Society
prior deploying them onboard FSRU facility. The system is
certified by BV Class Type approved.

5.4.9 Gangway
The berth is equipped with a pedestal‐mounted telescopic,
self tread‐leveling, gangway. The gangway is 3.6 ft. (1.09 m)
wide and requires a landing area of 19.9 sq. ft. (1.85 sq. m).
The maximum gangway height above the datum is 68.6 ft.
(20.9 m) and the minimum gangway height above the
datum is 35.1 ft. (10.7 m).
The gangway is on aft of the ship‟s manifold when the ship
is berthed Port side alongside.
The distance from the gangway pedestal to the fender‐line
of the berth is 28.68 ft. (8.74 m).
The minimum gangway length is 27.9 ft. (8.5 m).
The maximum gangway extended length 47.6 ft. (14.5 m).
5.4.10 Bonding Cable
In accordance with guidelines detailed in the ISGOTT, a
bonding cable is not used at the TLNG Terminal.
5.5 STANDBY TUG
The USCG requires that one tug with fire‐fighting capability,
rated at FiFi 1, remain on station close to the terminal for
immediate response to a call by the ship or the terminal for
the entire time that an LNG carrier is at the berth.
5.6 SECURITY ZONE
Selama proses cargo transfer hose‐hose ini akan duduk di
atas support saddle yang di design secara khusus dengan
tujuan untuk melindungi hose‐hose tersebut dan juga
sekaligus untuk memberikan support radius bending yang
mencukupi.
Ilustrasi detail dari Hoses, Wye spool pieces dan juga
support saddles adalah seperti Fig.4 above.
5.4.8 Dry‐Break Emergency Release Couplings
Setiap sambungan cryogenic hose terpasang sebuah Dry‐
Break Emergency Release coupling; digerakkan oleh
pneumatic motor dengan Actuation station terletak pada
maindeck fasilitas FSRU. Pada saat terjadi situasi emergency
yang mengharuskan kedua kapal yang sedang STS untuk
segera memisahkan diri, coupling ini digunakan untuk
menterminate sambungan hose secara instant dalam
kondisi peralatan terselimuti lapisan es. Serangakaian
function test telah dilakukan di bawah kondisi lapisan es
setebal 1” sampai disetujui oleh Class society sebelum
pemasangan peralatan di atas FSRU. System ini tersertifikasi
oleh BV Class type approved.

5.4.9 Gangway
Tempat sandar dilengkapi dengan gangway telescopic yang
bisa menyesuaikan permukaan secara otomatis, terpasang
di atas sebuah pedestal. Gangway selebar 3.6 ft. (1.09 m)
dan membutuhkan area landing seluas 19.9 sq. ft. (1.85 sq.
m). Ketinggian maksimum gangway di atas datum adalah
68.6 ft. (20.9 m) dan ketinggian minimum diatas datum
adalah 35.1 ft. (10.7 m). Posisi gangway adalah di belakang
manifold kapal, ketika kapal sandar port side alongside.
Jarak dari pedestal gangway ke garis fender sandar adalah
28.68 ft. (8.74 m).
Panjang minimum gangway adalah 27.9 ft. (8.5 m).
Panjang maximum gangway adalah 47.6 ft. (14.5 m).
5.4.10 Bonding Cable
Berdasarkan petunjuk detail di dalam ISGOTT, bonding
cable tidak digunakan pada Terminal TLNG.
5.5 STANDBY TUG
USCG mewajibkan harus ada satu tug dengan kemampuan
Fi‐fi rating FiFi 1, standby menunggu panggilan di station
dekat dengan Terminal selama masa ada kapal LNGc
sandar, untuk bisa memberikan response segera.
5.6 ZONA KEAMANAN

Under Law & Regulations of Republic Indonesia, the
ICG/Syahbandar of Greater Port of Jakarta has established a
security zone that encompasses the entire TLNG Terminal.
The only vessels that are legally allowed to enter this
security zone are commercial vessels transiting to or from
other waterfront facilities within TLNG Terminal or
commercial vessels providing logistic support to LNGC
Vessels such as pilot vessels, tugs, storing launches and
barges, etc.
5.7 INTERNATIONAL SHORE CONNECTION
The International Shore Connection and the valve
controlling the flow of water to it are located on the
uppermost platform of the gangway tower. The terminal‟s
fire main is always pressurized.
Berdasarkan hukum dan peraturan Republic Indonesia,
ICG/Syahbandar of Greater Port of Jakarta telah
menetapkan zona keamanan yang melingkupi seluruh area
TLNG Terminal. Kapal‐kapal yang diperbolehkan secara
legal masuk ke zona area ini hanyalah kapal‐kapal komersial
menuju atau dari fasilitas lain di dalam Terminal TLNG, atau
kapal komersial yang menyediakan support logistic buat
kapal‐kapal LNGc seperti, kapal Pandu, Tugs, kapal supply
barge dll.
5.7 INTERNATIONAL SHORE CONNECTION
International Shore Connection dan valve pengontrol aliran
air yang masuk terletak di bag platform paling atas dari
tower gangway. Saluran pemadam di Terminal setiap saat
selalu dalam kondisi bertekanan.

5.8 RECEIPT OF STORES AND DELIVERIES
5.8.1 Bulk Deliveries
Bulk deliveries of stores, galley provisions, spare parts, etc.,
may ONLY be made to vessels by launch or barge on the
outboard side of the berthed/STS LNGC Vessel. No vessels,
launches or barges are permitted to secure to the outboard
side of a berthed LNGC Vessel while the STS cargo transfer
from LNGc to FSRU facility is on going. In accordance with
the terminal‟s approved Security Plan (ISPS Code) deliveries
may NOT be made at MARSEC Levels Two (2) and Three (3)
without the express permission and approval of the
ICG/Syahbandar of Greater Port of Jakarta . The TLNG berth
is not equipped with any installed lifting equipment and
therefore does not have the capability to assist in the
transfer of vessel stores and supplies.
5.8 PENERIMAAN STORES DAN PENGIRIMAN
5.8.1 Kiriman Curah
Kiriman curah untuk stores, kebutuhan dapur, spare parts,
dll, hanya boleh dikirim ke kapal melalui kapal supply atau
barge pada sisi luar dari sisi sandar/STS. Kapal supply atau
barge tidak diperkenankan untuk merapat di sisi luar sandar
/STS pada saat STS cargo transfer dari LNGc ke FSRU
berlangsung. Berdasarkan Terminal Security Plan yang
sudah disetujui (ISPS Code) pengiriman barang apapun tidak
diperkenankan pada Level Dua (2) dan Tiga (3) MARSEC
dengan tanpa adanya persetujuan tertulis dari
ICG/Syahbandar of Greater Port of Jakarta. Terminal sandar
TLNG tidak dilengkapi dengan peralatan crane angkat, dan
oleh karena itu tidak memiliki kemampuan untuk
membantu dalam proses transfer store dan supply kapal.

5.8.2 Deliveries of Small Quantities of Stores, Supplies or
Equipment
Deliveries of small quantities of stores, supplies or
equipment parts that do not require special handling and
that can be hand‐carried by crew members up the gangway
are allowed during daylight hours upon specific
authorization by the Terminal Manager or his designee.
The terminal security staff will be responsible for searching
personnel and packages entering the facility or items to be
transferred across the marine terminal. It is the
responsibility of the terminal user to ensure all
documentation and manifests are prepared and in
compliance with all applicable regulations. In accordance
with the Terminal‟s approved Security Plan (ISPS Code)
deliveries may NOT be made at MARSEC Levels Two (2) and
Three (3) without the express permission and approval of
the ICG/Syahbandar of Greater Port of Jakarta.
5.9 BUNKERING
Fuel oil transfer from a bunker barge to an LNG ship is not
allowed at the Terminal.
Potable and/or fresh water bunkers are not available from
the terminal. Water can only be supplied to an LNG ship by
barge after the cargo arms have been disconnected from
the ship‟s manifold at the completion of cargo transfer
operations. Arrangements for the delivery of water
bunkers must be made through the ship‟s agent.
In accordance with the terminal‟s approved Security Plan
(ISPS Code), at MARSEC Levels Two (2) and Three (3)
specific permission must be obtained from the
ICG/Syahbandar of Greater Port of Jakarta for the delivery
of water to the ship by barge.
Liquid nitrogen is not available from the terminal.
5.10 REPAIRS
There are no ship repair facilities at the terminal. Vessels
may perform routine maintenance and inspection
procedures while at the terminal, but they shall not
perform any maintenance on any control or propulsion
system that could compromise the vessel‟s maneuverability
in any way.
5.11 DISCHARGE OF BALLAST WATER
5.8.2 Deliveries of Small Quantities of Stores, Supplies or
Equipment
Pengiriman dalam jumlah yang kecil dari stores, supplies
dan parts peralatan yang tidak membutuhkan handling yang
khusus dan dapat langsung di bawa tangan oleh crew
melalui gangway hanya diperbolehkan pada waktu siang
hari setelah mendapat autorisasi khusus dari Terminal
Manager atau yang mewakili. Petugas Keamanan Terminal
bertanggungjawab untuk memeriksa orang dan paket
kiriman yang masuk ke fasilitas terminal atau item‐item
yang dikirim melintasi wilayah Terminal. Adalah tanggung
jawab dari kmasing‐masing pengguna Terminal untuk
memastikan bahwa semua dokumen dan manifest sudah
disiapkan dan sudah sesuai dengan semua aturan yang
berlaku. Berdasarkan Terminal Security Plan yang sudah
disetujui (ISPS Code) pengiriman barang apapun tidak
diperkenankan pada Level Dua (2) dan Tiga (3) MARSEC
dengan tanpa adanya persetujuan tertulis dari
ICG/Syahbandar of Greater Port of Jakarta.
5.9 BUNKERING
Pengiriman fuel oil dari Bunker Barge ke kapal LNGc tidak
diperbolehkan dilakukan di dalam terminal.
Supplay air tawar tidak tersedia di Terminal. Air hanya
dapat disupply ke kapal LNGc oleh barge setelah STS Cargo
Transfer selesai dan hose sudah dilepas. Permintaan
pengiriman air harus dibuat melalui agen kapal.
Berdasarkan Terminal Security Plan yang sudah disetujui
(ISPS Code) pengiriman barang apapun tidak diperkenankan
pada Level Dua (2) dan Tiga (3) MARSEC dengan tanpa
adanya persetujuan tertulis dari ICG/Syahbandar of Greater
Port of Jakarta untuk pengiriman air dari barge ke kapal
LNGc.
Supply Nitrogen cair tidak tersedia di terminal.
5.10 PERBAIKAN
Tidak ada fasilitas perbaikan kapal di Terminal. Kapal‐kapal
diperbolehkan melaksanakan perbaikan rutin dan prosedur
pemeriksaan ketika berada di Terminal, tapi mereka tidak
diperbolehkan melaksanakan pemeliharaan pada system
control atau propulsi penggerak kapal yang dapat
mengkompromikan kemampuan maneuver kapal pada
kondisi apapun.
5.11 PEMBUANGAN AIR BALAS

There are no facilities available at the terminal for the
reception or disposal of ballast water. While at the
terminal, vessels must control their ballast to provide
sufficient trim for efficient steering and maneuverability at
any stage of cargo transfer.
5.12 HANDLING OF NON‐BALLAST OILY WASTE AND
GARBAGE
TLNG has no facilities for receiving or handling ship‟s waste.
All waste transfers are to be conducted on the outboard
side of the vessel onto a barge provided by the identified
waste handlers. Contact information for some local waste
handling and disposal services is listed in Appendix A.
Vessels‟ Masters should contact their local agents no later
than twenty four (24) hours before arrival at the TLNG pilot
station to arrange for oily waste and/or garbage disposal
services to attend at the ship. Masters should also advise
their agents of the type of garbage, the type of garbage
transfer packaging necessary for its handling and/or the
volume of oily waste to be discharged.
Oily waste and garbage must meet all state and local
regulations for port discharge and disposal. Details of
federal, state and local regulations are available via the
ship‟s local agents.
Transfer of garbage and oily waste may be carried out at
MARSEC Level 1 as specified above. In accordance with the
Terminal‟s approved Security Plan (ISPS Code), at MARSEC
Levels Two (2) and Three (3) specific permission must be
obtained from the ICG/Syahbandar of Greater Port of
Jakarta for the transfer of garbage and oily waste from the
ship to a waste disposal barge.
5.13 CREW SHORE LEAVE
Shore leave is allowed subject to the approval of the
ICG/Syahbandar and the Indonesian Customs &
Immigration. The Terminal User or Transporter or their
designee will be responsible for and assist in all vessel
personnel logistics, crew transfer and assignments. All
vessel personnel will be required to pass through TLNG
security when entering and leaving the facility. The terminal
security staff will be responsible for searching personnel,
vehicles and packages entering the facility or items to be

NON‐BALLAST DAN SAMPAH
TLNG tidak memiliki fasilitas untuk menampung atau
penanganan air limbah pembuangan dari kapal. Semua
transfer dan pembuangan limbah dilakukan melalui sisi luar
kapal ke barge yang disediakan oleh pihak yang ditunjuk
untuk menangani limbah. Informasi kontak untuk beberapa
perusahaan lokal yang menangani jasa penampungan dan
pemuangan limbah terdaftar di Appendix A.
Captain Kapal harus mengontak lokal agent mereka tidak
lebih dari dua puluh empat (24) jam sebelum kedatangan di
station Pandu TLNG untuk meminta jas pembuangan limbah
berminyak dan/atau sampah untuk datang ke kapal mereka.
Captain kapal harus juga menginformasikan ke agen jenis
dari sampah, jenis dari kemasan pembuangan yang
dibutuhkan untuk menghandling‐nya dan/atau volume dari
limbah berminyak yang akan di transfer.
Limbah berminyak dan sampah harus memenuhi
persyaratan peraturan pemerintah pusat dan daerah untuk
pembuangan limbah di wilayah pelabuhan dan terminal.
Detail dari peraturan pemerintah pusat dan daerah tersedia
melalui lokal agen kapal.
Pembuangan sampah dan limbah berminyak boleh
dilaksanakan di Level 1 MARSEC seperti dijelaskan di atas.
Berdasarkan Terminal Security Plan yang sudah disetujui
(ISPS Code) pengiriman barang apapun tidak diperkenankan
pada Level Dua (2) dan Tiga (3) MARSEC dengan tanpa

5.13 PESIAR CREW
Pesiar ke darat diperbolehkan selama diizinkan oleh
petugas ICG/Syahbandar dan Keimigrasian Indonesia. Para
Pengguna Terminal atau Transporter atau yang mewakili
akan bertanggungjawab dan membantu semua logistic
personal kapal, crew transfer dan penugasan‐penugasan.
Semua personal wajib petugas keamanan Terminal TLNG
ketika masuk dan meninggalkan fasilitas Terminal. Petugas
keamanan Terminal akan bertanggungjawab untuk
memeriksa personal, kendaraan, dan paket‐paket yang

transferred across the marine terminal.
6. CARGO TRANSFER PROCEDURES
6.1 CARGO TRANSFER
6.1.1 Overview
After the LNGc Vessel is securely moored on STS mode with
the FSRU, the cargo transfer procedure starts. The entirely
system was designed to allow the LNG cargo transfer from
the coming LNGc to the FSRU to be done without
interrupting continuous high pressure natural gas send out
from the FSRU facility to the On shore receiving Facility
(ORF) and The cargo transfer operation is under supervision
of the terminal‟s PIC. In the TLNG chain of command, the
terminal‟s PIC reports to the Shift Supervisor, who reports
to the Operations Superintendent who reports to the
Terminal Manager. In addition to the terminal‟s PIC on
duty in the DCR/FSRU’s CCR, there is a terminal
representative on duty in the vessel‟s CCR throughout the
cargo transfer operation. The terminal representative on
duty in the vessel‟s CCR is in communication with the
terminal PIC via the terminal‟s handheld radios.
6.2 FLOATING STORAGE AND REGASSIFICATION (FSRU)
FACILITY
The FSRU facility was designed and built based on a
conventional LNG carrier design with the added capability
of onboard regasification process, and is based on
proprietary technology owned by Excelerate Energy, as
used to be called as The EBRVs™. This facility load LNG
cargoes in the same manner as traditional LNG carriers at
traditional loading terminals.
In addition to the onboard regasification capabilities, the
FSRU is also equipped with state of the art emissions
control equipment that reduces the amount of nitrogen
oxide and carbon monoxide emissions by over 90%. To
further reduce any impact on the environment, the ships
have also been fitted with a Heat Recovery System (HRS)
that incorporates the waste heat from the ship’s central
cooling system and the turbine generator into the Heating
loop of the regasification process.
The storage capacity of the FSRU is 150,900 CBM of LNG, or
abt. 83,125 DWT. Please see Appendix D for further detail
of the Gas Form “C” of the FSRU facility.

Seluruh system di design untuk mampu melaksanakan
operasional LNG cargo transfer dari kapal LNGc ke FSRU
dengan tanpa mengganggu kontinuitas pengiriman natural
gas tekanan tinggi dari fasilitas FSRU ke ORF di darat.
Operasi transfer cargo dibawah pengawasan PIC Terminal.
Di dalam rantai komando TLNG, PIC Terminal melapor
kepada Supervisor jaga, yang kemudian melapor kepada
Operation Superintenden, yang selanjutnya melapor
kepada Manager Terminal. Disamping PIC Terminal yang
jaga di DCR/CCR FSRU, ada juga Perwkilan Terminal yang
jaga di CCR kapal LNGc selama proses transfer cargo
berlangsung. Perwakilan Terminal yang berjaga di CCR Kapal
LNGc berkomunikasi dengan PIC Terminal melalui fasilitas
radio jinjing Terminal.
6.2 FLOATING STORAGE AND REGASSIFICATION (FSRU)
FACILITY
Fasilitas FSRU di design dan di bangun berdasarkan design
LNG carrier convensional dengan tambahan kemampuan
proses regasifiksi di atas kapal, dan berdasarkan teknologi
yang dimiliki oleh Excelerate Energy, biasa disebut sebagai
EBRVs™. Fasilitas ini menerima cargo LNG dengan cara yang
sama seperti kapal LNGc tradisional di loading Terminal
tradisional.
Selain kemampuan regasifikasi di atas kapal, FSRU juga
dilengkapi dengan kemampuan control emisi yang dapat
mengurangi jumlah emisi NOx dan COx lebih dari 90%.
Untuk lebih mengurangi dampak terhadap lingkungan,
kapal juga dilengkapi dnegan Heat Recovery System (HRS)
yang memanfaatkan panas buang dari system pendingin
pusat kapal dan turbine generator ke dalam lingkaran
pemanasan proses regasification.
Kapasitas LNG storage dari FSRU adalah 150,900 CBM, atau
sekitar 83,125 DWT. Lihat Appendix D untuk detail
spesifikasi Gas Form “C” dari FSRU fasilitas.
6.3 PROSEDUR TRANSFER KARGO STS /MEETING PRE‐
TRANSFER

The STS LNG transfer operations and procedures are
conducted in accordance with The IACS Class approved STS
CARGO TRANSFER OPERATION PROCEDURE which was
developed by TLNG in accordance to the guidelines given
by SIGTTO/IGC on their publication of “STS LNG Transfer
Guide”.
The transfer procedures will be discussed in detail by the
Terminal‟s/FSRU PIC and the LNGc vessel‟s PIC at the pre‐
transfer meeting in the vessel‟s office. During the same
meeting the various safety and security checklists and
declarations will be completed and signed by the
appropriate representatives from the terminal and the
vessel.
LNG transfer operations are controlled and monitored by
the terminal‟s PIC from the Terminal‟s DCR/FSRU’s CCR.

6.4 DEPLOYMENT OF HP GAS ARMS
The HP Gas cargo arms are extended and retracted using
the controls at either the fixed control panel situated on the
northeast end of the uppermost berth platform or through
use of one of the two portable control units. These
portable units are stored in the DCR/FSRU’s CCR.
Please see Fig.7 for the detailed illustration of The HP Gas
Arm.
6.5 CONTROLS
6.5.1 Controls in the DCR
The operation of the cargo HP Gas arms, gangway, remote
release of the mooring hooks, the ship‐to‐shore
communication umbilicals, the fire pumps and the remotely
controlled fire water cannons are the only functions that
are controlled from the DCR. However, the DCR contains
control instrumentation and communication equipment
necessary for monitoring all parameters of the transfer of
cargo. The DCR is equipped with a plant‐wide phone
system and handheld radios for use in contacting
operations personnel when they are not close to the
telephones.
6.5.2 Controls in the MCR
All terminal operations, including the operation of the LNG
and/or HP natural Gas transfer system are controlled and
directed from the MCR.

Prosedur transfer akan didiskusikan lebih detail oleh PIC
Terminal/FSRU dan PIC dari kapal LNGc dalam meeting pre‐

berbagai hal mengenai safety dan checklist dan deklarasi
security akan dilengkapi dan ditandatangani oleh
perwakilan dari masing‐masing kapal dan pihak Terminal.

6.4 PENGGUNAAN HP GAS ARM
Lengan HP cargo arms dipanjangkan dan dipendekkan
menggunakan control yang terletak pada control panel
fixed di sisi ujung timurlaut platform yang paling tinggi dari
dermaga sandar Terminal atau melalui satu dari dua unit
control portable. Unit control portable ini disimpan di DCR
Terminal/CCR FSRU.

6.5 KONTROL
6.5.1 Kontrol di dalam DCR
Pengoperasian Cargo HP Gas Arm, gangway, pelepasan
mooring hook dari jauh, umbilical komunikasi ship‐to‐
ship/ship‐to‐shore, pompa pemadam, control jarak jauh
canon pemadam adalah fungsi‐fungsi yang dikontrol dari
DCR. Namun demikian, DCR berisi instrumentasi control dan
peralatan komunikasi yang dibutuhkan untuk memonitor
semua parameter cargo transfer. DCR juga dilengkapi
dengan system telephone yang bisa menjangkau semua
Terminal dan radio jinjing untuk mengontak personal
operasi ketika mereka tidak berada cukup dekat dengan
fasilitas telephone.
6.5.2 Kontrol di dalam MCR
Semua operasional Terminal, termasuk operasional system
transfer LNG dan/atau Gas alam bertekanan tinggi dikontrol
dan diarahkan dari MCR

6.6 TERMINAL MONITORING
6.6.1 Security
There are CCTV cameras at a number of locations
throughout the terminal through which activities within and
around the terminal are monitored. The images from the
cameras are displayed in both the control rooms and in the
terminal‟s security office.
6.6.2 Local Weather
The prevailing weather conditions are monitored by the PIC
in the DCR/FSRU’s CCR via a weather display monitor with
an electronic feed from the terminal‟s own weather
station, mounted above the DCR. The wind conditions in
which cargo transfer operations are conducted are defined
in Section 5.2.1.
6.6.3 Long Range Weather
TLNG has contracted The Dept of Meteorological and
Climatology Rep Indonesia (BMKG) to provide continuous,
real‐time regional weather alerts to the terminal. The data

6.6.1 Security
Ada kamera CCTV di beberapa lokasi yang tersebar di
penjuru Terminal melalui mana aktifitas di sekitar dan
sekeliling Terminal dapat termonitor. Gambar dari kamera‐
kamera tersebut terdisplay baik di ruang control room dan
juga di dalam ruang security Terminal.
6.6.2 Cuaca Setempat
Kondisi cuaca yang sedang berlangsung dimonitor oleh PIC
di dalam DCR/CCR FSRU melalui display monitor yang
mendapat data secara elektronis dari terminal cuaca milik
sendiri yang terpasang di atas lokasi DCR Terminal. Kondisi
kecepatan angin pada saat operasional cargo transfer
berlangsung ditentukan di dalam Section 5.2.1.
6.6.3 Perkembangan Cuaca di Wilayah Regional
TLNG telah mengontrak Badan Meteorologi dan Klimatologi
Rep Indonesia untuk menyediakan secara terus menerus
jasa peringatan real‐time cuaca di wilayah Terminal. Data

reported to the terminal security and safety officer includes
the proximity of electrical storms to the terminal. A
warning is provided to the terminal when any electrical
discharges from storms broach the ten (10) mile radius
circle around the terminal. In this event, when cargo
transfer operations are progressing, a warning will be given
to the vessel by the terminal‟s PIC and the storm‟s
projected direction of travel will be monitored by the
terminal. Should the projected path of the storm bring it
into closer proximity with the terminal, an instruction will
be given to the ship to stop the cargo transfer until the
passage of the storm after which cargo transfer will resume.
6.7 POST CARGO TRANSFER DOCUMENTATION
LNG transfer documentation and records are completed
post transfer. Documentation is in accordance with the
individual terminal use agreements (TUAs) and their
respective applicable terms and conditions.
7. EMERGENCIES
7.1 TLNG LNG EMERGENCY RESPONSE PLAN
7.1.1 Regulatory Compliance
It is the policy of TLNG to comply with all applicable state
and local laws and regulatory requirements through the
incorporation of the applicable requirements into TLNG
policies and procedures. TLNG management expects all
employees and contract personnel to adhere to company
procedures and practices, which are communicated to all
employees and contract personnel through training
programs and performance management systems.
The Terminal‟s Emergency Response Plan (ERP) has been
prepared in consultation with the ICG/Syahbandar/KPLP
Jakarta Under Ministry of Communication & Transportation,
the Dept Oil & Gas Rep.Indonesia under Ministry of Energy
& Mineral Resources , Ministry of labor Rep Indonesia and
other relevant state and local agencies.
7.1.2 Purpose

safety Terminal, termasuk gejala adanya badai elektrik/petir
terhadap fasilitas Terminal. Sebuah peringatan disampaikan
kepada pihak Terminal ketika adanya loncatan petir dari
badai didalam radius sepuluh (10) mile disekitar lokasi
Terminal. Pada saat‐saat seperti ini, ketika operasional
transfer cargo sedang berlangsung, peringatan akan
disampaikan kepada pihak kapal LNGc oleh PIC Terminal
dan perkiraan arah badai akan terus dimonitor oleh pihak
Terminal. Pada saat perkiraan arah badai mendekati lokasi
Terminal, instruksi akan diberikan kepada pihak kapal LNGc
untuk menghentikan proses transfer cargo sampai dengan
telah lewatnya lintasan badai tersebut, setelah itu baru
transfer cargo bisa dilanjutkan.
6.7 DOKUMENTASI PASKA KARGO TRANSFER
Dokumentasi dan catatan‐catatan dari proses LNG transfer
dilengkapi setelah proses transfer. Dokumentasi harus
berkesesuaian dengan masing‐masing Terminal use
agreements (TUAs) dan masing‐masing term dan kondisi
yang berlaku.
7. KONDISI TANGGAP DARURAT
7.1 TLNG LNG EMERGENCY RESPONSE PLAN
7.1.1 Kesesuaian dengan Peraturan Perundangan
Sudah menjadi Kebijakan dari TLNG Terminal untuk
mematuhi semua persyaratan Peraturan Perundangan yang
berlaku baik di pusat maupun di daerah (Pemerintah Pusat
atau Pemda) dengan cara mengakomodasi peraturan
perundangan yang berlaku tersebut ke dalam Kebijakan dan
Prosedur dari Terminal TLNG. Manajemen TLNG
mengharapkan semua karyawan dan personal yang di
kontrak untuk mematuhi prosedur praktis perusahaan,
dimana hal tersebut telah dikomunikasikan terhadap
seluruh karyawan dan personal kontrak melalui program‐
program training dan system performance management.
Emergency Response Plan (ERP) dari Terminal telah
disiapkan dengan berkonsultasi terhadap the
Syahbandar/KPLP Jakarta di bawah Kementerian
Perhubungan RI, Departemen MIGAS Rep Indonesia di
bawah Kementerian Energi dan Sumber Daya Mineral,
Kementerian Tenaga Kerja dan Transmigrasi dan Badan‐
badan Pemerintah lain yang terkait dan Pemda setempat.
7.1.2 Maksud dan Tujuan

The purpose of the ERP is to provide an effective
operational plan that sets forth TLNG‟s policies and
procedures to respond to emergencies within the TLNG
terminal, emergencies that could affect the public adjacent
to the TLNG terminal and emergencies that could affect the
public along the LNGC Vessel transit route.
7.1.3 Scope
The ERP addresses situations and conditions that require
activation of TLNG‟s ERP in order to contain and control
emergencies. It provides general guidelines and procedures
for responding to emergencies within the terminal.
7.1.4 Objective
The objective of the ERP is to give clear guidelines to TLNG
staff and contractors, public officials and emergency
responders, and the public in the event of an emergency in
order to:
I. Be informed of TLNG plans and the Incident Command
Structure used during an emergency at the terminal.
II. Ensure efficient and effective steps are taken to safely
secure the terminal thereby preventing public and
personnel injuries, minimizing the impact on the
environment and protecting the physical assets.
III. Ensure that a formal communication structure is in
place with relevant internal and external parties and
governmental authorities in order to report and co‐
ordinate activities to ensure all parties are properly
informed and updated on the steps taken to effectively
handle the emergency.
IV. Conduct tactical direction (applying tactics appropriate
to strategy, assigning the right resources and
monitoring performance).
V. Initiate investigation into incidents with proper
consideration of forensic evidence.
VI. Expedite the return of the asset to normal safe terminal
operation.
Tujuan dari ERP adalah untuk menyediakan Rencana
Operasional yang efektif yang merefleksikan segala
Kebijakan dan Prosedur dari Terminal TLNG dalam
merespons suatu kondisi tanggap darurat di dalam wilayah
Terminal TLNG, suatu kondisi darurat yang dapat membawa
dampak bagi masyarakat di sekeliling Terminal TLNG dan
kondisi darurat yang dapat berdampak bagi masyarakat di
sepanjang rute transit kapal‐kapal LNGc.
7.1.3 Scope
ERP diperuntukkan bagi suatu situasi dan kondisi yang
membutuhkan pengaktifan ERP dari TLNG dala rangka
untuk menangani dan mengontrol kondisi darurat. ERP
memberikan petunjuk‐petunjuk umum dan prosedur untuk
merespons kondisi darurat di dalam wilayah Terminal.
7.1.4 Tujuan‐Tujuan
Tujuan dari ERP adalah untuk memberikan petunjuk jelas
kepada segenap staff dan kontraktor, petugas pemerintah,
dan pihak‐pihak lain yang merespon kondisi darurat, dan
juga masyarakat pada saat terjadi suatu kondisi darurat,
dalam rangka untuk;
I. Memberi informasi mengenai Rencana‐rencana TLNG
dan Struktur Komando Incident yang digunakan pada
saat terjadi kondisi darurat di dalam wilayah Terminal.
II. Memastikan bahwa langkah‐langkah efficient dan
effective telah diambil untuk mengamankan Terminal
dengan demikian mencegah adanya korban kecelakaan
dari masyarakat dan personal, meminimalkan dampak
terhadap kerusakan lingkungan dan juga melinungi
asset‐aset fisik.
III. Memastikan bahwa struktur komunikasi formal dengan
pihak‐pihak terkait baik internal maupun eksternal dan
juga dengan pihak pemerintah dapat terjalin dalam
rangka untuk melaporkan dan mengkoordinasikan
tindakan‐tindakan untuk memastikan sekali lagi bahwa
semua pihak telah mendapat update informasi langkah‐
langkah yang telah diambil demi effektifnya
penanganan kondisi darurat.
IV. Melakukan pengarahan taktis (menerapkan taktik yang
sesuai dengan strategi, menugaskan sumber daya yang
tepat dan memonitor kinerjanya).
V. Memulai langkah investigasi terhadap incident dengan
pertimbangan‐pertimbangan yang tepat dari bukti‐bukti
forensic.
VI. Mempercepat proses beroperasinya kembali asset‐aset
Terminal dengan aman.

7.2 EMERGENCY SITUATIONS AT THE LNG BERTH
7.2.1 General
An emergency at the LNG berth could be in the form of any
one of a host of possible situations, be it on the LNGc
vessel, FSRU facility or on the berth. Each emergency
requires responses particular to its own characteristics. The
terminal‟s USCG inspected and approved Emergency
Response Manual contains details of specific responses to
specific emergencies in the terminal. LNGC Vessels each
have their own Emergency Response Manuals that contain
response information specific to the particular ship.
This TLNG manual provides only guidelines as to what is
expected of vessels, should an emergency occur while an
LNGC Vessel is berthed.
7.3 EMERGENCY ON A VESSEL
7.3.1 Actions by the Vessel
If an emergency occurs on a vessel at the berth, the vessel
must raise the appropriate alarm for the vessel that is
recognized by its crew. At the sounding of the alarm all
cargo and ballast transfer operations must be stopped and
the ship‟s main engines and steering gear brought to an
instant readiness condition.
Responsibility for responding to the emergency on the
vessel is that of the ship‟s Master or his designated
representative if he is not on the vessel. The same
emergency response organization that the ship uses for an
emergency when the ship is at sea will be used for
responding to the similar emergency on the ship when it is
in port/Terminal
It is the Master‟s responsibility to decide if preparing to
drain and disconnect the cargo arms from the ship‟s
manifold is a necessary part of his response to a particular
emergency.
The stand‐by tug will be called by the vessel to come into
close proximity with the vessel to be available to respond in
any way that the ship‟s Master may deem practicable. This
tug is always at the disposal of the LNGC/FSRU Vessel‟s
7.2 SITUASI DARURAT DI DERMAGA SANDAR LNG
7.2.1 Umum
Suatu kondisi darurat di dermaga sandar Terminal dapat
berupa berbagai macam situasi darurat baik itu terjadi di
atas kapal LNGc, FSRU, dan atau di Jetty sandar Terminal.
Masing‐masing kondisi darurat membutuhkan respons yang
khusus sesuai dengan karakteristik masing‐masing.
Emergency Response Manual berisi hal‐hal detail mengenai
respons‐respons penanganan khusus untuk masing‐masing
kondisi darurat di Terminal. Masing‐masing kapal‐kapal
LNGc memiliki Emergency Response Manual masing‐masing
yang juga berisi informasi penanganan yang khusus untuk
masing‐masing kapal.
Manual ini hanya memberikan garis petunjuk seperti juga
diharapkan dari masing‐masing kapal, ketika terjadinya
kondisi darurat pada saat ada kapal LNGc yang sandar.
7.3 KONDISI DARURAT DI ATAS KAPAL
7.3.1 Tindakan‐tindakan oleh Kapal
Jika terjadi kondisi darurat di atas kapal pada saat sandar di
Terminal, kapal harus memberikan alarm yang sesuai yang
bisa dikenali oleh crew‐nya. Di saat alarm berbunyi, semua
operasional transfer cargo dan ballas harus dihentikan dan
mesin penggerak utama kapal dan steering gear harus
dikondisikan pada kondisi siap sedia gerak seketika.
Tanggungjawab untuk merespons kondisi darurat di atas
kapal berada di tangan Captain kapal atau perwakilan yang
telah ditunjuk jika dia tidak sedang berada di tempat.
Organisasi respons darurat yang sama yang digunakan oleh
pihak kapal ketika terjadi kondisi darurat di laut, juga akan
digunakan pada saat merespons kondisi darurat yang
serupa pada saat kapal berada di pelabuhan/Terminal.
Adalah tanggungjawab dari Captain kapal untuk
memutuskan apakah menyiapkan drain dan
memutuskan/melepaskan sambungan arm dari manifold
kapal adalah bagian yang dibutuhkan dari respons‐nya
terhadap suatu kondisi darurat.
Tug yang stand‐by akan dipanggil oleh kapal untuk
mendekat posisi kapal dalam rangka memberikan bantuan
respons yang dirasa perlu oleh Captain kapal. Kapal Tug ini

7.3.2 Actions by the Terminal
On detecting the ship‟s alarm, if there is any delay in the
stoppage of cargo transfer, the PIC in the DCR should
manually activate an ESD 1 and immediately report the
situation to the MCR. The terminal will thereafter take
emergency response action in accordance with its
Emergency Manual, as deemed necessary. This could
include summoning the local emergency services.
7.3.3 Preparations for Evacuation
The berth area of TLNG has a clearly signposted personnel
muster area. In the event that evacuation becomes
necessary, the ship‟s crew will evacuate the ship via the
ship‟s lifeboat(s).
7.4 EMERGENCY ON THE BERTH
7.4.1 Actions by the Vessel
If an emergency on the berth is detected by the vessel‟s
crew, the vessel must immediately report the emergency to
the DCR via the phone hot‐line, handheld radio or most
expeditious method available. Although certain
emergencies on the berth will more than likely
automatically trigger an ESD 1 event, should cargo transfer
still be ongoing when the ship detects the emergency, all
cargo and ballast transfer operations must be immediately
stopped. The ship‟s main engines and steering gear must
be brought to an instant readiness condition. The ship‟s
crew must be ready to drain and disconnect the cargo arms
from the manifold if it is deemed necessary by either the
ship‟s Master or by the terminal‟s PIC and if it is safe to do
so.
Responsibility for responding to an emergency on the berth
is that of the terminal. The vessel‟s Master must assess the
likelihood of the emergency effecting his vessel and take
appropriate action to protect his crew, cargo and vessel.
The stand‐by tug will be called by the vessel to come into
close proximity with the vessel to be available to respond in
any way that the ship‟s Master or the terminal
management may deem appropriate for the particular
emergency.

7.3.2 Tindakan‐tindakan oleh Terminal
Pada saat terdeteksi alarm dari kapal, jika ada penundaan
penghentian transfer cargo, PIC yang berada di dalam DCR
harus mengaktifkan secara manual ESD 1 dan segera
melaporkan situasi yang terjadi ke MCR. Selanjutnya
Terminal akan melaksanakan tindakan‐tindakan respons
terhadap kondisi darurat berdasarkan Manual Emergency‐
nya, jika dirasa perlu. Bisa jadi termasuk memanggil jasa
penanganan kondisi darurat setempat.
7.3.3 Persiapan untuk Evakuasi
Area dermaga sandar Terminal TLNG memiliki tanda‐tanda
petunjuk yang jelas untuk area berkumpul personal pada
saat kondisi darurat. Pada saat evakuasi harus dilakukan,
crew kapal akan dievakuasi melalui lifeboat kapal.
7.4 KONDISI DARURAT DI DERMAGA SANDAR
7.4.1 Tindakan‐tindakan oleh Kapal
Jika kondisi darurat di dermaga sandar terdeteksi oleh crew
kapal LNGc, kapal harus segera melaporkan kondisi darurat
tersebut ke DCR melalui hot‐line telephone, radio genggam
atau dengan cara‐cara lain yang lebih cepat. Meskipun
kondisi darurat tertentu di dermaga sandar akan secara
otomatis memicu ESD 1, jika cargo transfer masih
berlangsung ketika kapal mendeteksi kondisi darurat,
semua operasional transfer cargo dan balas harus segera
dihentikan. Mesin penggerak utama kapal dan steering gear
harus dikondisikan pada kondisi siap sedia gerak seketika.
Crew kapal harus menyiapkan drain dan
memutuskan/melepaskan sambungan arm dari manifold
kapal, jika memang dirasa perlu baik oleh Captain Kapal
maupun oleh PIC Terminal dan jika memang kondisinya
aman untuk melakukan hal tersebut.
Tanggungjawab untuk merespons kondisi darurat di atas
dermaga sandar berada pada pihak Terminal. Captain Kapal
harus menimbang kemungkinan‐kemungkinan kondisi
darurat tersebut dapat berpengaruh ke kapalnya dan
mengambil langkah‐langkah untuk melindungi crew kapal‐
nya, cargo dan juga kapalnya.
Tug yang stand‐by akan dipanggil oleh kapal untuk
mendekat posisi kapal dalam rangka memberikan bantuan
respons yang dirasa perlu oleh Captain kapal atau Terminal
Manajemen untuk kondisi darurat yang sesuai.

transfer is still ongoing, the PIC in the DCR should manually
activate an ESD 1 and immediately report the situation to
the MCR. The terminal will thereafter take emergency
response action in accordance with its Emergency Manual,
as deemed necessary. This could include summoning the
local emergency services.
7.4.3 Preparations for Evacuation
The berth area of TLNG has a clearly signposted personnel
muster area. In the event that evacuation becomes
necessary the terminal personnel will muster at that
location. The ship‟s Master must assess the emergency and
decide if evacuation of the ship‟s crew or taking his vessel
off the berth and out of harm‟s way is his best course of
action.
If the particular emergency on the berth impacts the vessel
and prevents its departure, while at the same time
precluding the use of the terminal gangway as a route for
evacuating the ship‟s crew from the vessel, the secondary
evacuation route for the ship‟s crew will be by the ship‟s
lifeboat(s).
7.5 EMERGENCY ELSEWHERE IN THE TERMINAL
7.5.1 Actions by the Vessel and Terminal
If an emergency is detected at another terminal within the
TLNG Terminal, the LNGC Vessel‟s Master should
immediately have the ship‟s main engines and steering gear
brought to a state of instant readiness.
Thereafter the terminal management will consult with the
ship‟s Master in monitoring the emergency to assess the
likely threat to which the LNGC Vessel may become
exposed. Actions taken to ensure the safety of the ship‟s
crew, terminal personnel, the ship and the cargo may
include stopping cargo transfer, disconnecting the cargo
arms and taking the vessel off the berth and sending her to
sea.
Any decision to take the vessel out of the Port/Terminal
must be coordinated with TLNG Terminal and the Port of
Jakarta Pilots.
7.4.2 Tindakan‐tindakan oleh Terminal
Pada saat terdeteksi kondisi darurat di dermaga sandar, jika
transfer cargo masih berlangsung, PIC di dalam DCR harus
secara manual mengaktifkan ESD 1 dan segera melaporkan
situasi‐nya ke MCR. Selanjutnya Terminal akan
melaksanakan tindakan‐tindakan respons terhadap kondisi
darurat berdasarkan Manual Emergency‐nya, jika dirasa
perlu. Bisa jadi termasuk memanggil jasa penanganan
kondisi darurat setempat.
7.4.3 Persiapan Evakuasi
Area dermaga sandar Terminal TLNG memiliki tanda‐tanda
petunjuk yang jelas untuk area berkumpul personal pada
saat kondisi darurat. Pada saat evakuasi harus dilakukan
personal Terminal harus berkumpul di area tersebut.
Captain Kapal harus menimbang kondisi darurat yang
terjadi dan memutuskan perlu tidaknya melakukan evakuasi
terhadap crew kapal atau menjauhkan kapal‐nya dari lokasi
sandar dan dari jangkauan bahaya.
Jika kondisi darurat tertentu di dermaga sandar berdampak
pada kapal dan menghalangi kapal untuk meninggalkan
lokasi sandar, sementara pada saat yang sama menghalangi
penggunaan gangway Terminal sebagai rute penyelamatan
crew kapal, rute penyelamatan yang kedua adalah melalui
lifeboat kapal.
7.5 KONDISI DARURAT DI LOKASI‐LOKASI LAIN DI
TERMINAL
7.5.1 Tindakan‐tindakan oleh Kapal dan Terminal
Jika kondisi darurat terdeteksi pada lokasi‐lokasi lain di
Terminal TLNG, Captain Kapal LNGc harus segera
mengkondisikan mesin penggerak utama kapal dan steering
gear pada kondisi siap sedia gerak seketika.
Kemudian manajemen Terminal akan berkonsultasi dengan
Captain Kapal untuk memonitor kondisi darurat tersebut
untuk menimbang kemungkinan‐kemungkinan ancaman
terhadap kapal LNGc. Tindakan‐tindakan di ambil untuk
memastikan keselamatan crew kapal, kapal sendiri dan
cargo, termasuk untuk menghentikan proses transfer cargo,
melepaskan sambungan cargo arm dan menjauhkan kapal
dari posisi sandar dan melepaskannya ke laut.
Tindakan apapun untuk mengeluarkan kapal dari lokasi
Terminal tetap harus dikoordinasikan dengan pihak
Terminal TLNG dan pihak kepanduan Jakarta.

8. DEPARTURE PROTOCOLS / PROCEDURES
8.1 PREPARING FOR DEPARTURE
8.1.1 Daylight Restrictions
LNGc Vessels may depart TLNG Terminal only during the
hours of daylight, as defined by the Port of Jakarta Pilots.
Furthermore, departure of a vessel is always contingent
upon the prevailing environmental conditions being within
acceptable limits in order to ensure the safe movement of
the vessel from the berth to the sea buoy.
8.1.2 Pilots
Pilots must be ordered no later than one (1) hour before
the vessel‟s intended departure time. If the order for the
pilot is placed a significant time before the one (1) hour
pilot order deadline, vessel Masters should ensure that the
pilot order is reconfirmed one (1) hour before the intended
departure time.
Should there be a conflict as a result of two vessels planning
to depart TLNG Terminal at the same time the pilots will
determine the order of departure.
It is a general guideline of the Port of Jakarta Pilots that
departing vessels will have transit priority over arriving
vessels.
8.1.3 Vessel Engine Room Preparations
Steamships are prohibited from warming through their
main engine turbines until all cargo arms have been
disconnected from the vessel‟s manifold.
8.1.4 Draining, Purging and Disconnection
At the completion of cargo transfer, FSRU’s personnel will
attend at the ship‟s manifold for the draining and purging
of the cryogenic transfer hoses. A ship‟s officer shall attend
at the manifold to coordinate the ship‟s part in draining the
cryogenic transfer hoses. The cryogenic cargo hoses will be
drained to the FSRU facility. After draining and purging, the
cargo hoses will be disconnected by terminal personnel and
saved and securely kept on the hose rack onboard FSRU
facility.
8. PROSEDUR/PROTOCOL KEBERANGKATAN
8.1 PERSIAPAN KEBERANGKATAN
8.1.1 Batasan Siang hari
Kapal‐kapal LNGc hanya boleh berangkat meninggalkan
Terminal TLNG pada jam‐jam siang hari, seperti telah di
tetapkan oleh pihak Kepanduan OP Jakarta. Selanjutnya
keberangkatan Kapal akan selalu tergantung kondisi alam
dan cuaca yang masih dalam batas‐batas yang dapat di
terima demi menjamin pergerakan kapal yang aman dari
lokasi sandar sampai dengan buoy laut terluar.
8.1.2 Pandu
Permintaan Pandu harus diajukan paling lambat satu (1)
jam sebelum jadwal keberangkatan kapal. Jika permintaan
Pandu diajukan jauh sebelum batas waktu pengajuan Pandu
satu (1) jam sebelum keberangkatan, Captain kapal harus
memastikan pengajuan konfirmasi permintaan pandu satu
(1) jam sebelum waktu keberangkatan.
Jika terjadi konflik karena adanya permintaan Pandu dari
dua kapal di waktu yang sama, Pandu akan menentukan
urutan Pemanduan.
Sudah menjadi petunjuk umum dari Kepanduan Jakarta,
bahwa keberangkatan kapal akan lebih mendapatkan
prioritas dari pada kedatangan.
8.1.3 Persiapan Kamar Mesin Kapal
Kapal dengan penggerak utama mesin uap dilarang
melaksanakan pemanasan turbin sebelum seluruh cargo
arm dilepas dari manifold kapal.
8.1.4 Draining, Purging and Disconnection
Pada saat proses transfer cargo berakhir; personnel FSRU
akan berada di manifold kapal untuk proses pengeringan
dan purging dari cryogenic transfer hoses. Seorang Perwira
kapal juga harus hadir di manifold untuk
mengkoordinasikan tugas‐tugas kapal dalam proses
pengeringan cryogenic transfer hoses. Cryogenic cargo
hoses akan di keringkan kearah fasilitas FSRU. Setelah
proses pengeringan dan purging selesai, cargo hoses akan
disimpan pada rak penyimpanannya di atas fasilitas FSRU.

8.1.5 Ship‐to‐Terminal/FSRU Data Communication
Devices and Gangway
Unless the Ship‐to‐Terminal/FSRU hot‐line telephone
connection must be maintained for some justifiable reason,
under normal operating conditions the TLNG terminal berth
operating personnel will remove the umbilical from the
vessel‟s receptacle after the cargo hoses are disconnected
from the ship‟s manifold. Ship‐to‐Terminal/FSRU
communications will thereafter be maintained through the
terminal representative stationed in the vessel‟s CCR with a
terminal‟s hand‐held radio.
On completion of post cargo transfer paperwork TLNG
personnel will collect the terminal‟s mooring line tension
monitoring system laptop computer from the ship‟s CCR.
After all personnel traffic between ship and Terminal/FSRU
ceases, TLNG personnel will remove the gangway from the
ship‟s deck in readiness for the vessel‟s departure.
8.2 DEPARTING
8.2.1 Tugs
The tug requirements as specified in Section 2.5 will be
utilized upon departure.
8.2.2 Mooring Line Handlers
The terminal personnel and the line‐handling supervisor
and crew will await instructions from the pilot to begin the
mooring line releasing process. The mooring lines will be
released in accordance with the orders and requirements of
the pilot.
8.1.5 Peralatan komunikasi data antara Kapal LNGc‐ke‐
Terminal/FSRU dan Gangway
Kecuali sambungan hot‐line telephone antara kapal ke
Terminal/FSRU harus dipelihara demi alasan‐alasan yang
bisa diterima, pada kondisi operasional normal personal
operasi dari Terminal TLNG akan memindahkan umbilical
dari peralatan penerima kapal setelah cargo hoses dilepas
dari manifold kapal. Komunikasi dari kapal ke
Terminal/FSRU selanjutnya akan dilakukan melalui
perwakilan Terminal yang berada di dalam ruang CCR kapal
melalui peralatan radio genggam Terminal.
Pada saat seluruh dokumentasi setelah proses cargo
transfer selesai, personal TLNG akan meminta laptop
system monitoring tegangan tali tambat Terminal dari CCR
kapal.
Setelah seluruh lalu‐lalang personal antara kapal dan
Terminal/FSRU berakhir, personal TLNG akan mengangkat
gangway dari deck kapal/FSRU untuk persiapan
keberangkatan kapal.
8.2 KEBERANGKATAN
8.2.1 Tugs/Tunda
Permintaan akan jasa Tunda seperti sudah dijelaskan pada
Section 2.5 akan diberlakukan pada saat keberangkatan.
8.2.2 Mooring Line Handlers
Personal terminal dan Supervisor line‐handling dan juga
crew kapal menunggu instruksi dari Pandu untuk memulai
proses pelepasan tali tambat. Tali tambat akan dilepas
berdasarkan perintah dan permintaan Pandu.
