1. Project Description
Bosnia and Herzegovina Railways Public Corporation (BHRPC) and Railways of the
Federation of Bosnia and Herzegovina (ŽFBIH) and Railways of Republic of Srpska
(ZRS), (the Employer), are using part of the proceeds of a loan from the European Bank
for Reconstruction and Development and the European Investment Bank (the Banks)
towards the cost of the track overhaul and signalling improvement of Sarajevo-Ploče
railway (Line A) Konjic – Čapljina – border with Republic of Croatia and track overhaul
and signalling improvement of Doboj – Banja Luka – Bosanski Novi / Novi Grad (Line
B), Kostajnica – Josavka (all hereinafter referred to collectively as “the Project”).
Under the Terms of Reference, the Project Implementation Consultant (“Consultant”)
has, apart from the normal implementation and supervisory roles, to closely examine
and report on the Main Design and Tender Documents that were, in fact, prepared by
other consultants under a totally separate European Commission funded contract.
The Project comprises five (5) separate contracts, three (3) for track overhaul and two
(2) for signalling and interlocking, as follows:-
PT-01 / 2008 : Track Overhaul Sarajevo – Capljina, Konjic to Raska Gora, a
length of 45 kilometres
PT-02 / 2008 : Track Overhaul Sarajevo – Capljina, Raska Gora to Capljina, a
length of 54 kilometres
PT-03 / 2008 : Track Overhaul Doboj – Banja Luka – Bosanski Novi / Novi Grad,
Kostajnica to Josavka, a length of 64.8 kilometres
PS-01 / 2008 : Signalling and Interlocking Sarajevo – Capljina, Konjic to Capljina,
a length of 99 kilometres
PS-02 / 2008 : Signalling and Interlocking Doboj – Banja Luka – Bosanski Novi /
Novi Grad, Kostajnica to Josavka, a length of 64.8 kilometres
Where the term “Engineer” is used in this document, it means the person of the
Consultant who acts as the Engineer within the meaning of the PT Contracts, or his

authorised delegates(s). Where the term “Project Manager” is used in this document, it
means the person of the Consultant who acts as the Project Manager within the
meaning of the PS Contracts, or his authorised delegate(s).

2. Project Overview
This report covers the period 01 April 2011 to 3 June 2011. This period has been very
productive with a great deal of effort and hard work being put in by all parties - the PIU,
the Railway Companies and the Consultant.
Following receipt of the Banks’ no objection statements in respect of the tender
evaluation reports for the PS and the PT contracts, all five (5) contracts detailed above
in “Project Description” were awarded, by way of Letters of Acceptance to the
Contractors, during the fourth quarter of 2009, as follows:-
PT contracts : 12 October 2009
PS contracts : 04 December 2009
The Commencement Date for the three (3) PT Contracts has been established as being
23 November 2009, with an earliest Site access date in each case of 30 November
2009. With all relevant documentation from the PT Contractor being in place, the
Contractors’ rights to access and possession of the PT-02 and PT-03 Sites were
established as being in the second half of May 2010. The Contractor formally
commenced the PT-01 Works on 23 February 2011, and the construction log and
measurement book for each of the two Sites were opened accordingly.
The time for completion of the PT Contracts is, in each case, 730 days starting from 23
November 2009, with the date for completion being, therefore, 22 November 2011.
There has been no change to the date for completion of any of the PT Contract Works.
The advance payment under each of the PS-01 and PS-02 Contracts was received by
the Contractor on 20 July 2010, and said date was, therefore, established as being the
Effective Date in each case. The time for completion of the Facilities is twenty four (24)
months; the Date for Completions is, therefore, 19 July 2012 for each PS Contract.
The PS Contractor has made submittals and construction of the Facilities has
commenced and is proceeding well.

During the reporting period, the Consultant has assisted the Employer in ensuring that
the PT and PS Contractors fully met their respective contractual obligations and that all
interfaces proceeded smoothly.
Agreement Nr. 1 in respect of the PT Contracts was executed on 18 May 2011 whereby
both parties’ claims accounts were wiped clean in exchange for the Contractor being
permitted to open more than two (2) Sections of each PT Contract at the same time.
The PS Contractor has been adhering to the prescribed communication protocols.

3.1 PT-01 / 2008
3.1.1 Contract Description
Contract PT-01/2008, Konjic – Raska Gora (inclusive), comprises a 45 kilometre long
single-track railway line from km 71+385 to km 117+116.80 and the Works consist of
track overhaul improvements. The work also includes the supply of the required
Materials and Plant.
The Contractor is JV Swietelsky Bau GmbH / Alpine Bau GmbH (“JV Swietelsky-
Alpine“).
The Time for Completion of the Works is 730 days commencing 23 November 2009.
The Date for Completion is, therefore, no later than 22 November 2011.
3.1.2 Overview
On the PT-02 Works, the Contractor has been allowed, via accommodations offered by
the railway company, to have open up to eight (8) interstation distances / stations at the
same time, and the Contractor has greatly benefitted from these accommodations by
being able to maximize the use of his high output equipment. Such accommodations
were based, inter alia, on the Contractor demonstrating an ability and willingness to
progressively complete interstation distances / stations for handover.
Following the execution of Agreement Nr. 1 on 18 May 2011, it is expected that the
Contractor will be encouraged to expeditiously progress and complete the primary work
and the completion work on the Sections of PT-01.
However, because of the Contractor’s previous failures on PT-02 to expeditiously
complete sections, part of Agreement Nr. 1 says that the Contractor will be paid for work
done in no more than two (2) Sections at once, irrespective of the actual number of
Sections (beyond 2) open and worked on at the same time. This is intended to
encourage the Contractor to timeously complete Sections in an orderly manner so that
he becomes eligible to be paid for the work he has performed in subsequent Sections.

Pursuant to Agreement Nr. 1, the Contractor submitted a new work programme (Draft
18) which is considered to be workable in principle.
The Contractor started work on replacing the old rails and sleepers on Section
Jablanica – Grabovica.
3.1.3 Key Achievements
During the reporting period, the following key achievements were accomplished:-
the Contractor finished replacing the old ballast in two (2) Sections Grabovica –
Drežnica and Drežnica – Raška Gora
the Contractor finished replacing rails and sleepers in three (3) Sections
Jablanica – Grabovica, Grabovica – Drežnica and Drežnica – Raška Gora
on 22 May 2011, the Contractor finished changing rails and sleepers in tunnel
Jedrinje
4,337 wooden sleepers and 772 bridge sleepers were accepted at the factory by
the Employer
On 18 May 2011, a meeting was held between the PIU, the PT Contractor and the
Consultant. At the meeting, the PIU and the Contractor agreed that, in exchange for
making a fund of € 450,000 available, the Contractor would be permitted to utilised his
pool of Contractor’s Equipment between all three (3) PT Contracts. Two (2) further
meetings were held, on 24 May 2011 and 04 June 2011, to agree the precise procedure
to be adopted for taking-over Sections of the Works.

3.1.4 Areas of Concern
Areas of concern in the reporting period are:-
ability of the Contractor to complete the Works on time
the Contractor has not started work on replacing the old ballast in Section
Jablanica – Grabovica, an activity which was due to start on 12 June 2011
the Contractor has reported the possible presence of mines in some culverts in
Section Grabovica – Drežnica and, therefore, has not carried out cleaning at
those locations
poor ballast test results
the Contractor’s reports on progress are incomplete
the Contractor installed turnouts in station Raška Gora without approval and
without previous inspection, a matter recorded in letter PT-01/11/069/S dated 22
June 2011. The Contractor has not yet responded to the letter

3.1.5 Progress During Period
The following matters were progressed during the reporting period:-
the Contractor finished replacing old rails and sleepers in Sections Jablanica –
Grabovica, Grabovica – Drežnica and Drežnica – Raška Gora
the Contractor excavated and constructed foundations for OCL masts
the Contractor stopped delivery of new ballast on site landfills on 10 May 2011
because the ballast was not up to standard
the Contractor delivered necessary documentation for the new quarry
“Papratnica” in Žepče
3.1.6 Lookahead
It is anticipated that the following tasks will be undertaken during the next reporting
period:-

3.2 PT-02 / 2008
3.2.1 Contract Description
Contract PT-02/2008, Raška Gora (exclusive) – Čapljina is a 54 kilometre long single
track railway line from 117+116.80 km 170+390 km. The work is track overhaul
improvements. The work also includes the supply of the required Materials and Plant.
The Contractor is JV Swietelsky Bau GmbH / Alpine Bau GmbH (“JV Swietelsky-
Alpine“).
The Time for Completion of the Works is 730 days commencing 23 November 2009.
The Date for Completion is, therefore, no later than 22 November 2011.

technical acceptance.
3.2.3 Key Achievements
During the reporting period, the following key achievements were accomplished:-

On 18 May 2011, a meeting was held between the PIU, the PT Contractor and the
Consultant. At the meeting, the PIU and the Contractor agreed that, in exchange for

3.3 PT-03 / 2008
3.3.1 Contract Description
Contract PT-03/2008 comprises the track overhaul of a single track railway and the
adjustment of the 25 kV OCL at railway line Doboj – Banja Luka – Bosanski Novi / Novi
Grad, line 3, 64, 8 km long section from Kostajnica to Jošavka from kilometre point 5 –
218 to km 70-015. The work also includes the supply of the required Materials and
Plant.
The Contractor is JV Swietelsky Bau GmbH / Alpine Bau GmbH (“JV Swietelsky-
Alpine“).
The Time for Completion of the Works is 730 days commencing 23 November 2009.
The Date for Completion is, therefore, no later than 22 November 2011.
3.3.2 Overview
On the PT-02 Works, the Contractor has been allowed, via accommodations offered by
the railway company, to have open up to eight (8) interstation distances / stations at the
same time, and the Contractor has greatly benefitted from these accommodations by
being able to maximize the use of his high output equipment. Such accommodations
were based, inter alia, on the Contractor demonstrating an ability and willingness to
progressively complete interstation distances / stations for handover.

Contractor will be encouraged to expeditiously progress and complete the primary work
and the completion work on the Sections of PT-03. As a result of the Agreement, the
Contractor is working on five (5) Sections; Jošavka – Snjegotina, Snjegotina – Ukrina,
Ukrina – Prisoje, Prisoje – Dragalovci and Dragalovci – Stanari.
However, because of the Contractor’s previous failures on PT-02 to expeditiously
complete sections, part of Agreement Nr. 1 says that the Contractor will be paid for work
done in no more than two (2) Sections at once, irrespective of the actual number of

Sections (beyond 2) open and worked on at the same time. This is intended to
encourage the Contractor to timeously complete Sections in an orderly manner so that
he becomes eligible to be paid for the work he has performed in subsequent Sections.
At the request of the Contractor, the working window was extended from 8 hours to 10
hours and the extended window is still in operation.
During this reporting period progress was made in approving all key materials for which
the PIU has issued its approval as well as other materials needed for the track overhaul.
The Safety Plan in conjunction with the Temporary Traffic Management Manual are
approved and have become operational. In the event that no work activities are
planned on Site, the Contractor cancels the working window in advance. There have
been no problems related to track closures during this reporting period, except for at the
end of June 2011 when ŽRS reduced the working windows.
Factory inspections for major materials such as rails, concrete and wooden sleepers,
switches for stations Snjegotina, Ukrina and Prisoje, ballast, fasteners and OCL
materials have been carried out prior to delivery. The railway company has approved
the detailed design for elevating the OCL in tunnel Tromeđa.
The Contractor has all necessary materials on stock and has rented locomotives.
Replacement of the existing ballast and substructure work were carried out without any
holdups during the reporting period. 40,795 m track worth of ballast on Sections
Jošavka – Snjegotina, Snjegotina – Ukrina, Ukrina – Prisoje, Prisoje – Dragalovci and
Dragalovci – Stanari have been fully replaced, including tunnel “Tromeđa” (1,514 m);
the PM-200 machine was sent off site on 28 June 2011 after the aforementioned work
had been completed.
The track has been replaced with the SMD-80 machine in Sections Jošavka –
Snjegotina, Snjegotina – Ukrina and Ukrina – Prisoje for a length of 27,970 m and the
machine will start working again on 02 July 2011 from station Prisoje.

Four (4) 90 m protective sections have been installed in the conventional manner, four
(4) switches in stations Snjegotina and Ukrina have been replaced and switches are
being installed in Station Prisoje.
20,503 m of 5.30 m wide geotextile have been incorporated, 2050 m of drainage has
been constructed and 31534 m of the base has been placed in station tracks.
On 22 May 2011, the Contractor overran the working window by 65 minutes due to a
malfunction of his PM machine. The working window was reduced by a total of 16
hours in the period 15 to 26 May 2011 because of the need to allow the passage of
trains after the strike of ŽRS’s staff.
The head of ŽRS’ Coordination Team for monitoring the overhaul has changed. Aco
Maksimović has been nominated for the new head of ŽRS’ Coordination Team as of 01
June 2011.
During the reporting period, the cooperation between the PIU, ŽRS’ Coordination and
Technical Team, the Contractor and the Supervision was good.
3.3.3 Key Achievements
The following achievements were made to the end of June 2011 in the first track
overhaul zone comprising Sections Jošavka – Snjegotina, Snjegotina – Ukrina, Ukrina –
Prisoje and Prisoje – Dragalovci:-
the Resident Engineer convened four (4) operational meetings with the
Contractor and members of ŽRS’ Coordination Team. Operational matters were
considered and the conclusions reached are set out in the minutes of the
meetings
on 01 April 2011, ŽRS formed a Committee to perform a preliminary technical
inspection of completed overhaul works and rehabilitated OCL on the first
Section Jošavka – Snjegotina including station Snjegotina. The same Committee
is tasked with performing a preliminary inspection and acceptance of all
subsequent completed Sections

on 14 May 2011, an expert team comprising representatives of the railway
company, the Contractor and the Supervision, fully inspected executed overhaul
works and developed a record prior to the inspection of the Committee. Based on
the state of executed works, the Resident Engineer invited the Committee to start
with the inspection
on 19 May 2011, the Committee commenced the inspection of the second
section Snjegotina – Ukrina (excluding station Ukrina) and accepted the said
section with no conditional remarks
On 20 May 2011, the railway company approved the Contractor’s request to work
on the fourth section Prisoje – Dragalovci provided that the running speed on the
third section Ukrina – Prisoje is raised to 50 km/h and that the remarks of the
Committee for section Snjegotina – Ukrina are rectified, which the Contractor has
accomplished
On 24 May 2011, a meeting was convened in Sarajevo, at which time operational
issues pertaining to track closures, take over of completed works and other
issues were considered
On 26 May 2011, a meeting was convened in Doboj between the railway
company, the Contractor and the Supervision to clarify operational issues
concerning the OCL
On 26 May 2011, drainage works were completed in station Prisoje
On 16 and 24 June 2011, an expert inspection of tunnel “Ljeskove Vode” was
conducted and the Contractor was warned that the shotcrete insulation layer may
detach from some parts of the tunnel roof due to vibrations from major

Sleepers, rails and ballast were regularly delivered in this reporting period and now
there are sufficient stocks for the continuation of works using major Equipment.
The Contractor collected, sorted and handed over old materials to the railway company,
expanded the subgrade, installed caps against lateral movement of track, installed anti-
creeping devices, installed track markings and carried out other work during this
reporting period.
On 18 May 2011, a meeting was held between the PIU, the PT Contractor and the
Consultant. At the meeting, the PIU and the Contractor agreed that, in exchange for
making a fund of € 450,000 available, the Contractor would be permitted to utilised his
pool of Contractor’s Equipment between all three (3) PT Contracts. Two (2) further
meetings were held, on 24 May 2011 and 04 June 2011, to agree the precise procedure
to be adopted for taking-over Sections of the Works.

3.4.1 Contract Description
Contract PS-01 / 2008 Signalling and Interlocking Sarajevo – Capljina, Konjic to
Capljina comprises the following along a 99 km length of track:-

3.4.2 Overview
With the payment of the advance payment having been made on 20 July 2010, the
Effective Date was established as being 20 July 2010. Therefore, the time for
Completion of the Facilities is now underway and is to take no longer than twenty four
(24) months. The Date for Completion is, therefore, 19 July 2012. The Contractor has
mobilized his resources to Site and is currently finalizing his designs. Delays in
establishing the Effective Date arose from the Contractor’s tardy establishment of his
tax proxy.
The Contractor’s Representative has appointed his delegate (assistant) and has also
appointed his Construction Manager and his deputy. The Contractor has also
appointed a person to deal solely with design matters.
The Contractor is now substantially complying with the communication protocols
prescribed in the Contract.
During the reporting period, the Contractor submitted the final parts of his detailed
design, and a workshop will be convened early in the upcoming period to settle all
outstanding matters.
3.4.3 Key Achievements
During the reporting period, the following key achievements were accomplished:-
cabling was completed in stations Čelebići, Ostrožac, Jablanica, Žitomislići,
Šurmanci and Čapljina
switches have been replaced in stations Žitomislići, Šurmanci and Čapljina, the
designed point machines (L 700 H) have been installed and connected to the
central command

The following matters were progressed during the reporting period:-

3.4.6 Lookahead
It is anticipated that the following tasks will be undertaken during the next reporting

a detailed analysis of the Time Schedule for PS-01 has been carried out covering
the period up to 06 June 2011. An update of the analysis of the Time Schedule

materials have been procured and delivered. Detailed designs for stations
Ukrina and Dragalovci have been submitted. It is necessary to expedite the

expired. It is necessary for the Contractor to engage more qualified workers for
installation, because the current state is not satisfactory
