Supporting goods movement for Virginia businesses is one of VTrans2040’s primary goals.
The Virginia Freight Element identifies multimodal freight needs in Virginia and provides
solutions for improved freight efficiency and reliability.
4
Why are we planning for freight?
• To meet current and anticipated freight mobility and accessibility needs
• To foster economic development

Why is Freight Important?
Consumers’ expectations for goods are increasing. We want delivery options, we want goods faster
(24 to 48 hours), and we want them cheaper.

Freight often moves over long distances using the best combination of modes to maximize profit, meet time windows, and arrive in perfect condition. Virginia’s public agency role is to provide an infrastructure network that meets the demands of businesses and residents.

Economic Context of Freight
Top 6 Virginia Industries
Top 5 Sectors Driving Manufacturing Growth
• Several freight-dependent industries figure prominently in Virginia’s economy. Forecasts indicate that by 2040, Manufacturing will account for 45 percent of Virginia’s freight-dependent industry economic output and Wholesale and Retail trade will account for 33 percent.
• Many sectors will drive manufacturing growth, but the six sectors shown here will account for 36 percent of all growth in Virginia by 2040.
• Transportation access is important to a manufacturer’s bottom line. Plants tend to locate near highway or rail interchanges.

Economic Context of Freight
Advanced manufacturing includes industries where technologically complex products and products with high levels of design are made.
• Like many other industries, the advanced manufacturing sector depends on speed to get goods to market. The condition, capacity, and reliability of Virginia’s transportation system is important.
• Growth in small parcel deliveries (e.g. Amazon) is leading to changes in goods distribution. Home deliveries increasingly replace in-store purchases.

Challenges to Freight Efficiency
• Timely and efficient freight delivery is essential for a productive Virginia economy
• Challenges to timely and efficient deliveries include:o Bottlenecks on the highway, rail, port and aviation systems o Missing connections and poor accesso Poor infrastructure conditiono Regulation of goods movement routeso Time of day restrictions, and other factors

Commerce Corridor Study: Example of Public Support for Freight that can Lead to Public Investments
• OIPI funded a study to address freight and economic development issues along the Commerce Corridor in Richmond
• Included participation of private and public stakeholders
• The study proposed multimodal solutions to leverage the area’s rail, highway, water assets
• The study also modeled the economic benefits of project implementation

Freight Improvement Strategies
Policy: Addresses department initiatives, studies, and the
regulatory environment in which freight decisions are
made.
Program: Addresses the eligibility requirements or the
framework for decision-making about improvement funds.
Technology: Addresses programs or projects exclusively
or principally related to meeting information needs.
Infrastructure: Addresses improvements to specific
freight system components, often specific types of capacity
or state of good repair improvements.
