Administrative laws Establish the procedures for issuing driver’s licensing, learner’s permits, registering motor vehicles, financial responsibilities, safety equipment and car care.
Control who get’s and keeps a driver’s license and regulate vehicle ownership and operation
Administrative Laws
• States can suspend or revoke licenses.
• Suspension: Temporarily take away licenses for a specified period of time. Usually 30-60 days.
• Revoke: Take license away, for a year or more
• States decide to suspend or revoke based upon a point system, which assigns each driver points for violations.
Point system
Is put on driving record when violations occur. Violations=points
*Points can be removed if you take driving courses.
Certificate of Title-Proof you own the car.
Vehicle RegistrationMust be renewed every year. Must register it after
you purchase a vehicle.
Insurance-Must have liability to drive. Is required
by all states!
Right-of-Way Rules
Right of way is always given by someone- where you allow someone else to proceed first.
1. Yield to an emergency vehicles
2. Yield to pedestrians
3. Yield to someone who is blind carrying a white cane or using a guide dog

Other right of way situations
Yield to vehicles who are still in an intersection
Yield to oncoming vehicles if you are turning left.
At a four way stop sign-yield to the vehicle that stopped first. If you arrive
at the same time, yield to the vehicle to the right.
Speed limit signs post the maximum speed for the best
weather conditions.
A fixed speed limit-do not change and you must obey what it says.
Advisory speed limit-interrupts your normal driving speed to advise you of conditions where your speed must change.

High-Risk Behaviors
1. Driving while impaired-drugs &/or alcohol
1. Illegal per se law- makes it unlawful for a person to operate a motor vehicle with BAC above a certain level.
2. Implied Consent Law- when receiving their license agreed to take a BAC test.
2. Aggressive driving-inappropriate speed, tailgating, failing to stay in right lane unless to pass, frequent and unsafe lane changes & passing on the shoulder.
High Risk Behaviors
3. Reckless driving- Driver intentionally drives in a dangerous manner, driver knows their action puts others at risk, and conditions cause increased risk. Example: traffic
Willful and Wanton
Legal terms used in reckless driving violations. It means the person purposefully and willfully committed an act without regard for the rights and safety of others.
Vehicular homicide-term used whenever death is caused due to reckless driving.
4. Inattention and distractions
7 states have enacted laws restricting the use of cell phones
while driving.Failure to pay attention while driving contributed to 3.15 million accidents in 2002
Implied Consent Law
After you receive a driver’s license you are automatically agreeing that if you are stopped for being under the influence the police can request that you take a breathalyzer test for being drunk.
