Fort Visalia: Oak and Santa FeIn the all o 1852 a group o pioneers built astockade known as Fort Visalia on the northbank o Mill Creek. One o the builders describesthe structure: The lumber or this stockade wasobtained by cutting down mammoth oak treeswhich grew in great pro usion, splitting them inhal , and setting them on end, side by side, in atrench three eet deep. The turned sides o thelogs were turned to the outside and the earth

tapped in around the bottom in such a man-ner as to make them secure against a batteringram. The stockade was about 60 eet square andtents were pitched inside the walls. A tunnelwas dug underneath the wall or admittance andemergency exit.

Visalias First Hotel100 East Main is thesite o one o the frsthotels in Visalia appro-priately named VisaliaHouse. It has beenreported to have hada dining room on the

frst oor and a large open sleeping area on thesecond oor. Patrons brought their own pallets orbedrolls and didnt require any urniture. In the1600s the second oor was remodeled and smallindividual sleeping rooms were added. In 1879L.A. Johnson purchased the hotel, razed it andrebuilt, naming it Hotel Johnson which burneddown in 1968. It was replaced by a very modernhotel structure which was eventually replaced bythe Bank o America building you see today.

Butterfeld Stage StopThe Butterfeld Stagearrived in Visalia Oc-tober 8, 1858 with theUS mail rom St. Louisvia San Francisco. Thestage had only one

passenger, a special correspondent or the NewYork Herald. The ollowing is an excerpt rom hisarticle. The next town o importance is Visalia, which is 47 miles rom White River and about 100miles rom Tejon and the frst town rom Tejon. There are a ew adobe houses, and the popula-tion is about 500. The place is situated in an oak

grove, sometimes called Four Creeks, which sel-dom have much water. There are a number o NewYorkers in the town, and I took a glass o lager, which made me eel quite at home. Though it wasnearly midnight when we arrived the news spreadrapidly and we soon had a cordial greeting. Be-

ore we le t they gave us the anvil salute, whichwas quite new to me. This is the frst evidence o any enthusiasm along the route since we le t FortSmith and the rousing cheers they gave us as we

drove o ought to be remembered in the historyo the town, so I hereby immortalize them. It isbelieved that the stage station was located insidein a hotel known both as the Exchange House andthe Overland Hotel.

History of VisaliaNATHANIEL VISE gave his name (or the nameo Visalia, Kentucky which is the town he came

rom) to this air city around 1852. In a letter o that year he wrote, The town contains rom 60to 80 inhabitants, 30 o whom are children whoalready attend school. The town is located uponone o the subdivisions o the Kaweah (River) andis destined to be the county seat o Tulare.

In the easy-going days between 1856 and

1860 it is estimated that about 6,000 minerspassed through Visalia en route to the goldfelds up north.

According to legend and some old photos, thetown was a ramshackle collection o buildings. There were no sidewalks, paving, sewers or street-lights. Dwellings were separated by dense growthso brush, weeds, briars and a general tangle o wild vegetation.

Residents took advantage o the mining tra fc byproviding accommodations and transportation orthese hardy and o ten rowdy souls. The miners,

whether success ul or down on their luck, werealways thirsty and willing to take another chance.Building upon this trade, saloons and gamblinghalls ourished. Dance halls were encouraged sotravelers could avail themselves o any numbero games and companionship designed to relievethem o their coin.

Just when the gold rush had begun to slack o ,the Civil War took its place. Soldiers, supplytrains, scouts and quartermasters replaced theminers in the saloons and dance halls.

As business increased through these hectic years, there became an obvious need or keen lawyers, shrewd merchants, skilled physicians, teachersand preachers.

There is so much that goes on in DowntownVisalia that its easy to get lost in the wildernesso yers and ads that abound when things start

to really kick into gear. The downtownvisalia.com website is like the Discovery Channel o ourcitys heartland, without the subscription ee orcommercials. The website is constantly updated, making it easy to learn about all that goes onin the downtown area so that people can fndexactly what they are looking or.

While everything about the site is help ul andin ormative, there is also a strong un actor in

its socially interactive areas such as uploadingphotos and videos, commenting on restaurantsand shops, and participating in online contests. One such contest, Downtown Showdown, drew hundreds o submissions and thousands o visits to the site. It also garnered the DowntownVisalians (DTV) an award by CalFest, an organiza-tion that strictly evaluates downtown websiteson a number o aspects with un being high onthe list.

The site also reaches out to businesses as ameans to help them compete and succeed online.Research shows that, as o 2009, less than 46%o small businesses have a website*. This meansit is still impossible or the browsing public toget a true view online o all a city has to o er.It also means that those owning websites are ina very strong strategic position on a wide openfeld. Downtownvisalia.com decided to turn this

situation into an advantage or its members byproviding a ully interactive web page or everybusiness it lists. Resources it o ers businesses are

at least as extensive as what it o ers to the gen-eral public, and both aspects o the site continueto grow at a rapid pace.

Does it work? The DTV can tell you, defnitively, yes. Theyclosely track visitor statistics, including whatpages get the most visits and when those visitsoccur. For example, during the period leading upto Prom Night, two businesses that cater to youngladies in this regard received a signifcant amounto tra fc to their downtownvisalia.com pages. Thetra fc spike was so pronounced it clearly identi-fed which downtown businesses are consideredthe best or Prom Night success.

Downtownvisalia.com continues on an aggres-sive evolutionary path with the completion o anambitious phase II rollout that makes improve-ments to both what the public experiences andhow the site is managed by DTV sta . Like anycompetitive venture, the website will continue toremain sensitive to its marketing environment, anticipating where improvements are needed, andadapting to assure that downtown businesses andtheir patrons are well served online.

Another bigpart o their job is public relations. Theymust be visible and interact with businessowners as well as visitors.

Most o our securityo icers take a securityposition to gain experienceto eventually become apolice o icer. According toDowntown Security Coordi-nator Scotty Shewman, 8 o our security o icers havegone on to work in some

orm o law en orcementeither as police or sheri o icers or as guards atincarceration acilities.

Operations meetings areheld monthly with a repre-sentative rom each groupmade up o police, hospi-tal, business and propertyowners, and the City o Visalia. They share reportson criminal activity, main-tenance and gra iti remov-als. This allows adjustments

to be made in the programsand issues to be handledquickly. With this type o coordination and coopera-tion, Downtown Securityand the Commercial PolicingProgram are as e ective aspossible. It shows in theannual numbers where bothgra iti and security inci-dences have continued todecline. The group is proac-tive and works together as ateam. This is why downtownhas continued to be sa e

and riendly. said Operations ChairmanFred Biane.

You can tell a city is healthy i it has avital downtown ull o public activity andDowntown Visalia is certainly ull o li e,day and night, said Operations Direc-tor Elaine Martell. I think we have ourDowntown Security, at least partially, tothank or our success.
