COVID-19 Update • At Silver Line Project office, most employees are working offsite. Essential construction managers,

contractors and subcontractors working at construction sites. All are observing Airports

Authority guidelines for social distancing, wearing masks except when alone in private office and

wearing gloves and other protections.

• Procedures are in place for reporting temperatures when entering headquarters. Date has not been

set for return to offices.

• Everyone must follow guidelines put forth by Centers for Disease Control and Prevention, the

Commonwealth of Virginia and the Metropolitan Washington Airports Authority.

• All employees and contractors must wear masks and practice social distancing, keeping at least 6

feet apart at all work sites.

• All Airports Authority guidelines for employees, contractors and subcontractors are posted on project

website.

• Daily updates are posted as necessary to keep employees informed.

• Follow latest guidelines set by Virginia governor.

• Public tours and presentations are suspended.

COVID has not slowed construction. Contractors are making up any lost time. The No. 1 Goal: Protection

of all employees, contractors and subcontractors.

Phase 1 Quarterly Update

• Closeout of VDOT Comprehensive Agreement

There are two categories of work that must be performed: remediation of remaining

VDOT facility deficiency items and the Old Meadow Road intersection lane widening.

• Task Order Contract Status

Task Orders with Notice To Proceed or issued for proposal: 49 issued; 43 complete.

Completed work includes Americans with Disabilities Act (ADA) sidewalk repair,

underdrain remediation, and the swale to ditch conversion near West Falls Church Rail

Yard.

Upcoming activities include remaining structures repair and the Dulles Connector Road

left shoulder.

These items will be complete by Q2 2021

Old Meadow Road Schedule • The final design is complete for the realignment.

• Utility relocation is complete.

• Phase 1 construction is complete including the storm drain work, sidewalk, and

new lane of the road.

• Phase 2 construction is almost complete. The median island is constructed.

• Plans Moving Forward:

Complete surface asphalt and striping. Paving scheduled for November.

Complete ADA ramp repairs on CityLine side of Old Meadow Road.

Finish signal changes.

Design-Build Activities

Current

• 6 Requests for Information were reviewed and processed by the Project in

October and 2 Design Changes are under review; there are 3 Design Changes

in Progress and Unsubmitted.

• 14 Supplier Submittals were reviewed/processed in October.

• 8 Record Drawing Submittal Packages were processed in October.

• 0 of 11 open Non-Conformance Reports (NCRs) were resolved in October.

Three of the 11 are pending field work and verification, 2 are under review by

CRC Engineering and 6 are in the comment resolution phase.

Package A Update • All ballasted Switches have undergone re-tamping and additional testing. WMATA has

agreed that the ties do not need to be replaced now. Escrow will be required to handle future

issues that might arise.

• The louvers on the north face of the station have been erected. The Glass Panels on the

south wall are installed. The lighting and Bird Preventative measures have been installed on

both north and south walls.

• The N06 Tie-in work started on June 19 and, with the full assistance of WMATA, the

contractor was successful in completing its initial phases of this work. There will be additional

weekend outages to complete all testing between Phase 2 and the existing WMATA

Automatic Train Control System before the end of 2020.

What’s happening now

• Testing – Dynamic testing now 2/3 done, ongoing, anticipated

completion by end of the year. Dynamic and additional testing continues.

• Resolving Issues – Precast concrete panels, ballast at the rail yard,

concrete rail ties, cross bonds.

• Completion of stormwater ponds and Dulles Airport Windscreen.

Garages—Ready and Waiting

Parking garages built by Fairfax and Loudoun

counties are virtually complete:

• Loudoun County has completed three parking

garages: – Ashburn North, Ashburn South and Loudoun Gateway.

– Total parking spaces – approximately 5,000.

– Special feature – electric charging stations.

• Fairfax County completed two new parking

garages: – Herndon and Innovation.

– Total parking spaces – 4,100.

– Innovation also served by pre-existing county-owned

garage connected by bridge to new garage.

– Special feature: rooftop snow melting machine.

• All Design Submittal Packages completed and issued for construction.

• 42 Design and Field Changes In Process:

36 under comment resolution phase

6 received and reviewed by the Airports Authority in September

• 5 Construction Submittal Packages reviewed/processed and 19 Submittals were in comment

resolution phase in September 2020.

• 82 Discrepancy Reports to date:

7 currently open

1 resolved in September

• 79 Issues Requiring Resolution to date (September 2020):

Activities Current Activities - Buildings

• Punch list and minor design changes in office spaces.

• BBM Railway Equipment LLC (BBM) Dynamic testing essentially complete.

Some programming changes to Car Hoists are needed with follow up

confirmation testing of Main control panel operation.

• Wheel Boring Machine Still requires testing for repeatability accuracy.

• Train Wash Facility 95% tested, Requires minor retesting.

Build Activities Construction – Site and Yard

• Final signage on roadways has been installed.

• Sanitary sewer permitted by DEQ.

• Track and switch rework largely complete. Two switches continue to

have tight gauge issues.

• Airports Authority test lab performing QC testing of remediated

ballast, all results so far well within limits for fine particles.

WMATA OIG Report Findings

on Concrete Panels – September 2020

• OIG Inspection found 184 panels with 342 cracks.

• Silane Solution applied by contractor is sufficient if applied every 5 to 7 years.

• Cracks larger than 5 thousandths of an inch must be repaired before

acceptance.

• Cracks less than 5 thousandths of an inch must be monitored.

• The escrow amount to fund additional inspections and coatings must be

increased.

• The first inspection after repairs are completed should occur after one year.

• The rail yard sealant is acceptable but future application requirements and their

costs should be considered.
