Background:

The Embassy of the Kingdom of the Netherlands and Czech Infrastructure Association (ARI), in cooperation with Ministry of Transport of the Czech Republic, promote best practice solutions in delivering modern and efficient public infrastructure. They both aim to facilitate discussion on the Dutch successful experience with the Best Value Procurement of transport infrastructure projects.

Rijkswaterstaat (Agency of the Dutch Ministry of Infrastructure and the Environment) has a long and successful history of delivering quality public infrastructure. The Best Value Procurement processes were introduced in 2008, and since then were tested and advanced on many large and complex infrastructure projects. In 2015, the Czech Republic will introduce its new public procurement framework, which is driven by the European Procurement Directives. However, it shall be inspired by the European best procurement practices.

Speakers: Dutch experts covering Best Value Procurement, MEAT and other techniques, methodologies and aspects determining successful selection of the best offer for delivery of complex infrastructure projects, including panellist: Wiebe Witteveen, (Rijkswaterstaat) Head of Best Value Procurement Core-team, Jeroen van de Rijt (Senior Consultant, Scenter), the author of the Dutch book on Best Value Procurement, Jaap de Koning, (Partner at Witteveen en Bos), the Most Economical Advantageous Tendering Exper and Vlastimil Fidler, Head of the Public Procurement and Concession Act Core-team, Ministry of the Regional Development.
