1. BINDING AUTHORITY A. You may bind coverage for any risk meeting the underwriting rules outlined in this manual.
However, binding authority cannot exceed the following

4. WOOD STOVE GUIDELINES A. Wood stoves vented into a metal UL approved triple wall or double wall insulated chimney

B. Wood stoves vented into a fireplace must have the vent pipe extended to the top of the chimney
C. Wood stoves vented into a chimney located on or within an external wall must be built from
the ground up & have a tile or metal liner D. A completed wood stove questionnaire & photo of stove must accompany application
5. UNACCEPTABLE RISKS OR EXPOSURES
A. Vacant or unoccupied dwellings
B. Wood stoves or kerosene heat as sole source of heat C. Vicious dogs, including any dog that has bitten previously or any risk with the following:
Rottweiler, Pit Bull, Doberman Pinscher, German Shepherd, Chow, Akita or any dog mixed with these.
D. Existence of trampoline, broken steps, missing handrails or unfenced pools E. Applicants who have been canceled, non-renewed or declined by another company in the
last 5 years F. Applicants who have had a total loss or theft claim G. Check with underwriting if applicant has had any losses
H. Wood stoves in mobile homes or their additions

1. ELIGIBILITY A. Limit of insurance:
Mobile home age - Current & 3 prior years may be written for the purchase price with a copy of the bill of sale
All others must be written for current NADA value plus additions
Additions: Porches (w/roof) $15 per sq. ft. Decks $10 per sq. ft. Rooms $30 per sq. ft.

RULE 2 DEFINITIONS 2.1 Classifications 2.1.1 Dwelling - A building constructed and used for residential purposes and designed for
occupancy by not more that two families. 2.1.2 Mobile Home - A portable unit, not self-propelled, constructed and used for residential
purposes and designed for occupancy by one or two families. 2.1.3 Owner-Occupied - Occupied in whole or in part for residential purposes by the insured who
owns the property, is a contract purchaser or is an occupant under life tenancy. 2.2 Construction 2.2.1 Building or Fire Division - That part or section of an enclosed structure separated from
other parts or sections by space or by masonry walls at least eight inches thick through or to the underside of the roof. Any openings through such masonry walls must be protected by fire doors approved for installation on fire walls.
2.2.2 Frame - A dwelling with exterior walls constructed of combustible materials, such as wood,
or constructed of incombustible materials on combustible supports. 2.2.3 Masonry - A dwelling with exterior walls constructed of brick, concrete block, concrete, tile
or other masonry materials or constructed of incombustible materials on incombustible supports.
Dwellings of mixed frame and masonry construction shall be classed as frame for rating
purposes if walls of frame construction exceed 33 1/3 percent of the total exterior wall area. 2.2.4 Masonry Veneered - A dwelling with exterior walls constructed of combustible material
covered with masonry. Dwellings of masonry veneered construction shall be classed as masonry for rating purposes.

RULE 3 PROGRAM DESCRIPTION The rates, rules, classifications and other provisions in this manual are intended to apply in conjuction with policy form FL-20 and Perils Section form. The Perils Section form is to be selected and attached to every policy to provide coverage on a residence, related private structures and/or personal property outlined as follows: 3.1 Dwelling and Household Personal Property 3.1.1 Basic Form - Perils Section Form FL-1 Covers perils of Fire, Lightning and Explosion. RULE 4 POLICYWRITING INSTRUCTIONS
4.1 Assignment or Transfer
With the permission of the company and subject to appropriate adjustment of premium, A dwelling policy may be endorsed to change the named insured when the ownership changes or to transfer the coverage to another location in the same state. Use Change Endorsement FL-45.
4.2 Coinsurance
A coinsurance clause is not required in any policy written under the provisions of this manual.
4.3 Extension or Renewal
A dwelling policy may be extended or renewed for successive terms or policy periods. Refer to the company for appropriate instructions, endorsements and forms.

Minimum Premium

A premium of at least $40 shall be charged for any policy or for any annual installment.
4.6 Restriction of Individual Policies
If a policy would not be issued because of unusual exposures, the named insured may request a restriction of the policy at no reduction in the premium. When the company grants such a request and the policy is so restricted, the Restriction of Individual Policies Endorsement ML-304 must be attached specifying the policy restriction(s) made and bearing the signature of the named insured.

RULE 5 PREMIUM DETERMINATION 5.1 Computations
Each policy premium shown shall be rounded to the nearest dollar with $.50 or more rounded to the next higher dollar. Return premium computations should be rounded in the same manner. Additional or return premiums resulting from mid-term policy changes other than cancellations shall be determined on a pro rata basis. Premiums for increased amounts of insurance or added coverages shall be premiums in effect as of the date of change. Manual rate reductions may be applied only at the next policy anniversary date, except that premiums for policies effective within 45 days prior to the effective date of reduction may be adjusted pro rata. Premiums in effect at policy inception shall be used, except that policies written 45 days or less prior to the effective date of a manual increase may continue at previous rates. Additional or return premiums of $2 or less may be waived, except a return premium shall be made if requested by the insured.
5.2 Dwellings Determine premiums for applicable coverages and amount of insurance using rates and premiums specified in the State Rate Pages. Apply modifications and adjustments as directed. 5.3 Farm Buildings and Structures Determine premiums for applicable coverages and amount of insurance for each building or structure for which different rates are specified in the State Rate Pages. Apply modifications and adjustments as directed. 5.4 Farm Personal Property Determine premiums for applicable coverages and amount of insurance for each type of property for
which different rates are specified in the State Rate Pages. Apply modifications and adjustments as directed.
5.5 Interpolation To determine the premium for an amount of insurance between two amounts shown in the premium
tables, add the pro rata premium for the difference between the nearest amounts shown to the premium for the lower amount.
5.6 Cancellation When the cancellation is initiated by the company or occurs after the first year of policy term, the
return premium shall be calculated on a pro rata bases. When cancellation is at the insured's request and is during the first year of policy term, the return
premium shall be .90 of the pro rata unearned premium for the first year plus all prepaid premium for subsequent years, subject to a minimum retained premium of $12.

5.7 Personal Property (Coverage C) in Buildings Other Than 1-4 Family Dwellings, Related Private Structures and Mobile Homes Fire premiums as specified in the State Rate Pages section for five or more families shall be used. If the building contains apartments only and is of fire resistive construction, use .8 times the premiums specified for five or more families in masonry buildings. If the building contains a business occupancy (building specifically rated or class rated), use 1.5 times the premiums for masonry construction, except if the building is frame construction, use 1.5 times the premiums for frame. 5.8 Mobile Homes A dwelling policy may be issued to cover a mobile home permanently situated at a fixed location.
Determine premiums as specified in the State Rate Pages section. 5.9 Seasonal Properties Premiums for seasonal properties shall be determined as specified in the State Rate Pages section.
A dwelling normally unoccupied for three or more consecutive months a year is considered a seasonal dwelling.
5.10 Townhouse or Row House Premiums for townhouses or row houses containing not more than four families in one building or fire
division should be determined by the number of families in the building or fire division. If over four families, rates and rules for commercial buildings apply for coverage on the building.

RULE 6 ADDITIONAL HAZARDS When any of the following conditions exist, the fire premium should be increased by the percentage indicated. The risk must be submitted to the company for review of the charges prior to policy issuance.
PREMIUM INCREASE
a. Heat Producing Equipment
The dwelling does not have central heating equipment, or unsafe arrangement of or 30% clearance from furnaces, stoves, ovens, ranges, chimneys, stovepipes, gas vents or similar heating equipment. Apply premium increases or reductions for heating equipment features in barns and outbuildings as directed in the State Rate Pages.
b. Electrical Equipment
Unsafe or inadequate wiring, circuits, outlets, overloading, overfusing, non-standard 20% extensions or other non-standard electrical equipment.
c. Maintenance and Housekeeping Property not in good repair; wood surfaces in need of paint; deteriorating roof, 30% porches, chimneys or other indications of neglect. Accumulation of refuse or litter in the building or yard.
d. Construction
Subdivision or conversion of original spaces into additional units with overcrowding. 20% Inferior or non-professional construction.
e. Exposure
Buildings in rows or congested configuration. Adjoining properties vacant, 20% abandoned, fire gutted or otherwise unusually hazardous.
f. Vacancy or Unoccupancy
Dwelling is vacant or unoccupied and is expected to remain so for an extended period 40% of time.
g. Exposed Insulation
Exposed urethane or styrene insulation installed in any building. 100%

RULE 7 OPTIONAL COVERAGE - DWELLING PROPERTY 7.1 Broad Form Coverage for Broad Form perils, as described in Rule 3 - Program Description, may be written by
attaching Perils Section Form FL-2 and charging premiums as directed in the State Rate Pages section.
7.2 Earthquake Loss by earthquake may be included in policies covering fire and extended coverage by attaching
Earthquake Endorsement FL-12. The premium shall be determined by the amount of insurance on each item and the rates specified in
the State Rate Pages section. 7.3 Extended Coverage
The Extended Coverage perils may be included by charging premiums determined from the Extended Coverage Premium Tables.
7.4 Vandalism Coverage may be included by charging premiums determined from the Vandalism Premium Tables. 7.5 Increased Limits
Special limits of liability are specified for certain types of property in Form FL-20. The limits for the types of property listed below may be increased by attaching Endorsement FL-15 and charging a premium determined by applying the rate shown.

RULE 8 OPTIONAL COVERAGES - FARM PROPERTY 8.1 Added Animal Perils When livestock coverage is provided by the policy, the perils insured against may be extended to
include death of farm animals by accidental shooting, drowning, attack by dogs or wild animails and collapse of building. The additional premium shall be calculated by applying the following annual rates to the total amount of livestock insurance written.

The Extended Coverage perils may be included by charging premiums determined from the Extended Coverage Premium Tables.
8.3 Vandalism Coverage may be included by charging premiums determined from the Vandalism Premium Tables. 8.4 Buildings Under Construction Farm buildings and structures under construction may be insured by using the regular forms and charging the applicable not owner-occupied premiums. 8.5 Farm Personal Property - Peak Season Inventories The policy may be written to provide increased amounts of coverage for farm personal property for
specific 30-day periods. The specific period of peak season coverage may not extend beyond the expiration date of the policy. The additional premium shall be determined by pro rating, on the basis of time, using the Coverage E rates in the State Rate Pages. Attach Endorsement ML-352.
8.6 Fire Department Service Charges Coverage for fire department service charges may be provided by insuring for a specific amount as a separate item. The annual rate shall be $25 per $1,000 insurance. Attach Endorsement FL-13. 8.7 Borrowed, Rented or Leased Farm Machinery, Vehicles and Equipment The policy may be extended to provide coverage on borrowed, rented or leased farm machinery,
vehicles and equipment for loss by the perils insured against. The additional premium shall be calculated by applying the rates for machinery in the State Rate Pages to the amount of insurance written. Attach Endorsement ML-325.
8.8 Weight of Ice, Snow or Sleet Coverage The perils insured against under the policy may be extended to include loss by weight of ice, snow or
sleet to all property insured under Coverage E - Farm Personal Property and Coverage F - Farm Barns, Buildings and Structures. At the option of the company, this coverage may be written on just specific items of Coverage E or F. The additional premium shall be calculated at $1.50 annually per $1,000 of the amount of insurance applicable to the specific items of Coverage E or F.
