BC citizens must take action to stop the appalling decision to sell Terasen gas to the US company Kinder Morgan. Terasen Gas, a former Crown corporation called BC Gas, is a natural gas utility and oil pipeline company that currently supplies gas to 875,000 customers in BC. Terasen is BC's 7th largest corporation in 2004, with assets of nearly $6.9 billion [CAN] and about 2,000 employees.

Kinder Morgan is one of the largest energy companies in the US, owned by the previous owner of Enron and a major George Bush supporter. The purchase is seen by the US government as part of its national security strategy - ensuring that pipelines take Canadian gas to the US markets.

The proposed sale has to be approved by the BC Utilities Commission, which will be holding hearings on the matter. It is still possible to stop it.

The government and the companies say that the price of natural gas will be governed by the BC Utility Commission and this protects the people of British Columbia. However, the BCUC has no power to force Kinder Morgan to make more pipeline capacity available to BC users nor any ability to pressure it to upgrade its BC infrastructure.

When Canada signed NAFTA, we signed away our energy security. We now sell 58% of our natural gas to the US and WE MUST SELL no less than this percentage even when our gas reserves start falling and we face a shortage. The more pipelines built to the US by Kinder Morgan, the faster we sell our energy security and the bigger the percentage we have to sell in the future.

Residents of British Columbia who depend on an economical supply of (our own) natural gas for their survival must oppose this deal. If we allow this sale, we are threatening future access to natural gas supplies -to a country that has proven time and again that it has no respect for trade law or the economic needs and rights of Canada.

Please write to the BC Utilities Commission if you believe the sale of Terasen Gas is not in the best interests of British Columbia.

If you are not the person who can do something about stopping the sale of Terasen Gas to the Americans, please forward this letter appropriately to the person who can.

As a Canadian, and especially as a British Columbian, I have to speak up on my objections to this sale. I believe the results of such a sale would be detrimental to all British Columbians. We pay high enough prices now for resources produced right here in our own back yards while the Americans reap the benefits of our resources at ridiculously reduced rates. They bully us with their "Tariffs" on products they claim not to need but are willing to take off our hands for a price. Are all of our Government people in the pockets of the Americans? What is going on in this country that we cannot even rely on our leaders to look after our best interests?

Enough is enough; lets keep some of our resources ours.

I wish to voice my opposition to the sale of Terasen Gas to Kinder Morgan Inc. of the United States.

While the sale may be advantageous to the sl~areholders of Terasen Gas, it will in my opinion not be a positive development for the citizens of British Columbia and Canada.

Natural gas as well as crude oil is vital to the future of our country and the well being of its citizens. Many lloines and industries in Canada rely on natural gas to beat their homes and run their plants.

The control of natural gas distributiol~ and sales in my opinion must stay in Canadian hands.

Just recently, it was annou~iced that Terasen would be approaching the B.C. Utilities Comrnission to request a 5-10% increase in price to B.C. consumers of natural gas. It is not acceptable that our citizens, inany on fixed or low income should be exposed to higher heating costs, simply because the world price has increased. If the price increased because of higher production costs no one would argue with that, but to ask for a price increase simply based on a higher world prices is wrong.

While I believe in the capitalistic system, we must recognize that given our climate in Canada, heating costs take a large bite out of disposable income, especially in the northem areas of Ca~~ada.

We have to rationalize between a fair return on investment and what is morally right. Unfortunately, morality is in short supply these days.

Women Elders in Action (WE*ACT) is writing to express our outrage at the proposed sale of Terasen (formally the crown corporation, 136 Gas) to Kinder Morgan of Texas. If this sale goes through it will mark the second time in recent years a major takeover handed control of a BC-based energy company to a US company. In 2002, Duke Energy Gorp. acquired Vancouver-based West Coast Energy Inc. for $8.5 billion US.

Since the implementation of the Canada-US Free Trade Agreement we have witnessed the increasing loss of control over our country's energy resources and its infrastructures through the elimination of the 25-year contingency reserve provision, the implementation of the proportional sharing provision under the N o ~ h American Free Trade Agreement (NAFTA) and the sale of important resource assets like Terasen.

This proposed sale further erodes our government's ability to formulate energy policy in Canada since its hands are tied under NAFTA1s terms. We foresee that BC citizens will have considerably less leverage to affect policy under this American company. Decisions will be made in Texas and not in BC. Consequently, these decisions will not be made in the interests of BC citizens or the energy self-sufficiency of Canada.

This proposal is particularly alarming given the fact that both the US and Mexico have national policies to maintain control over their energy reserves and infrastructure. Without a similar national energy policy, Canada is the only one in this trading bloc whose natural resource reserves and assets are fully exposed to market forces.

Who, we ask, is looking out for Canada's long-term energy needs? Certainly not today's provincial government. When BC Gas was privatized under Bill Vander Zalm's Social Credit government, it included provisions that the number of shares owned by foreign investors could not exceed 20 percent, "rat the head office would remain in BC and that the company could not be sold or merged.

In 2003, Gordon Campbell's Liberal governmen"lemoved these provisions by passing the BC Hydro Public Power Legacy and Herilage Act and renaming BC Gas Inc., Terasen lnc.

Our understanding is "Eat you must rule on this application. Is the saie of Terasen to Kinder Morgan something your Commission has the power to stop? We urge you to put "Ee interests of British Columbia citizens ahead of those of certain shareholders and the insatiable energy demands of the US.
