2,700 Million USD a 32% increase from previous year’s plan
with more than 750 Million USD of total revenue was handed
over to the state budget, an increase of 7%.

Regulatory environment• Lao government has over 30 years experience in
communications services, but the relevant laws andregulations enacted only five years, there are stillimprovement needed to accommodate the fast changingtechnology:– Law on Telecommunications in 2011– Law on E-Transaction in 2012– Law on Post in 2014– Law on Cybercrime in 2015– Law on Information Communication Technology in 2016– Law on Radio Frequency in 2017– Law on Electronic Data Protection 2017– Law on Digital Signature 2018 (Drafting)

• Hardware and software services of government organizations

I. The centralization of the government computer service
• Centralization: the document management system, employment management system, e-library, inventory system, workflow management system.
• Specific: cooperate with related sectors such as finance, auction..
II. Manage and develop the administration and service software
• Promote the government data through the national e-Portal.
• Build the government database and information integration such as: Meta data, Data mining, Mess storage data…
• Build the statistic database such as: GIS, RS, GPS,…
III. Build, manage and provide the service on the centralization of government information
• such as: Community Tele-center, Kios,…
IV. Build and provide the services to access the information of government, business sectors and citizen
V. Training and Promotion of E-Government
Activities under e-Government Center
I. The implementation, maintenance, problem solving, research &service, promotion and training of e-Government system under the
project phase I and II.
II. The e-Government system integration with other systems such as: e-
Health (Ministry of Public Health), Lao Decide Info (Ministry of Planning and
Cooperation), e-Revenue (Ministry of Finance), e-Education (Ministry of Education
and Sport), with the technical consultation from E-Government Center (information
infrastructure and Data Center).
III. The International cooperation and other countries for the
development and integration of e-Government system of Lao PDR(strategic planning, standard, system integration and information exchange).
IV. Cooperation with business sectors in the research, development
and find out the appropriate IT equipments and software for thegovernment such as: provide the cheaper price of hardware and software.
V. Cooperation with mass organizations to promote the ICT and e-
Government in the research & development of Lao PDR widelysuch as: the rural telecenters.

infrastructure.

Main issue: Commercial sustainability limits coverage of rural and remote users
• To realize the benefit fromDigital Economy, majority ofpopulation have to get accessto ICT
• 70% of Lao population areliving in rural areas.

Other issues1. Our Population still not utilizing ICT to further socio-
economic development to the extent which it could. The useof ICT infrastructure and applications is still low in varioussectors in Laos.
2. The need of broadband connectivity and the backbone ofthe telecommunications network.
3. The level of national income plays an important role inpromoting ICT development.
4. Laos’ human resource development on ICT skill andexpertise at present cannot meet the demand by the societyand labor market.
5. Laos not even to have fiber optic into international directly,which make the price of Internet in Laos is higher thanneighboring countries.
6. Laos’ language is not including into the IT equipment makesa limited extension to use, change of the fastest growingtechnology makes the management and use of ICT is limited
Problem to be solves• Market entrance and strong positioning of established competitors
for the private companies.• The availability of relevant skills has been identified as a binding
constraint for Laos to develop the local ICT Industries and supportICT applications. .
• Formulating sector-specific policies, regulations, and laws (such asthose for health, education, and energy) to support the use of ICT
• ICT-‘trust’ policies of laws and regulations regarding informationsecurity and privacy to raise awareness of cyber risk and prevention.
• Formulating common standards and policies for transformationacross government
• ICT components of projects in different sectors present high risks atthe implementation level.
• Coordination of ICT systems across sectors and levels ofgovernment can lower overall costs and create greater productivity.
• Create enabling ecosystems to promote ICT-based entrepreneurshipand leverage the lower value-chain segments of the ICT-basedservice industry to incubate decentralized Small and MediumEnterprises (SMEs) at scale.
