Maasin City Coast Guard Chief Manolito Dancel said the vessel owned by the South Pole Corporation of Zamboanga City, left the Petron depot in Mandaue Cebu at 4 p.m. on Friday Au- gust 28 and was headed for Loreto town in Dinagat island. He said that when it reached Tankaan, Padre Burgos, the 190 ton tanker's engine stopped, and they weighed anchor, so they would not hit the reef. However strong winds forced them to- wards shore where they even- tually hit the shallow barrier reef. Dancel claimed there were no signs of any oil leak since the tanker had double hauls and had only scrapped the reef's surface (see photo on page 3). He said all 12 crew members were safe. He added that a Maritime Industry Authority official who inspected the craft ordered the captain not to try to move the vessel until divers had in- spected its hull. Divers of the salvage com- pany later confirmed through underwater photos that there was no serious damage yet to the ship's hull. Despite his as- surances however residents there feared the ship could be gutted if the strong winds re- turned. When SLT asked what was delaying the ship's extraction he said the ship's owners and the salvage company were still haggling over the amount they would settle for. Gregorio Larrazabal who just turned37 is the youngest commissioner to joinComelec.

Larrazabal who is the Commission'sregional director for Eastern Visayassaid he was surprised President Arroyohad appointed him.

The new commissioner is thenephew of Dr. Pontenciano Larrazabal,the owner of the Cebu Doctors' Uni-versity Hospital.

His mother, Adelina Yrastorza-Larrazabal, was former Leyte governorand his father Emeterio was a formermayor of Ormoc City.

Larrazabal said he went to theComelec headquarters after receivinga phone call from Comelec chief JoseMelo.

She said her employers would lockthem in their quarters at night andthere were guards outside to preventthem from escaping.

Bacanto added that although shewas allowed to write letters to herfamily, the Tanenglians would dictate

what was in them. Bacanto said herday started at 4 in the morning andlasted until midnight and that she andthe other helpers were not givenenough food and water.

“We were not allowed to laugh,chat or even use the telephone, ra-dio or television,” she added.

Bacanto said she was only givenfood whenever her employers weresatisfied with her job and that eventhe refrigerators were padlocked.

She claimed the Tanenglians wouldbeat them up whenever they werecaught eating the family’s food, orusing cellular phones, or just listen-ing to the radio.

“If we fell asleep during workhours, they would hurt us. Therewere times when we were not pro-vided food for 3 days. This promptedus to eat some of their food, butwhen we were caught we were se-verely beaten,” she lamented. (By RUEVIVAR “WOWIE” REYES)

The British Council will be conduct-ing its first English Language TestingSystem (IELTS) in Leyte on October8 at the Hotel La Rica for the writtenexaminations and Hotel Alejandro forthe oral tests.

Passing these tests is a requirementfor those who wish to work in theUnited Kingdom or in British projectsin other countries. It is also a good in-dicator of the quality of English thatis being taught in our public and pri-vate schools.

The British Council’s decision tohold the tests in Leyte was based onrecent positive developments there, aswell as a growing clamour fromLeytenos to have the tests brought tothem. Whereas in the past they had to

I chuckled upon seeing the heading of the article “A US Soldier’s Love story”but admit it’s the editors right to stretch a point. I never actually dated LeonciaDominese, for after our first chance encounter, we never met again. I recall afriend who tried to date her, but she always turned him down. Good for her!

Flood drill a success

SAINT BERNARD, SOUTHERN. LEYTE - More than 900 residents of Barangay Panianhere were evacuated to the Saint Bernard Central Elementary School Saturday.Carrying only their important belongings they trooped to designated pick uppoints for evacuation upon hearing alarm bells of an impending flood and weretransported to their evacuation centre 3 kilometres away. The evacuation drill isa community-based disaster risk reduction project which is being implementedin Saint Bernard and four other municipalities by the local government units. Itsbeing implemented in partnership with the CARE Nederland Corporate Net-work for Disaster Response and Agri-Aqua Development Coalition which isfunded by the European Commission Humanitarian Aid department.

Congressman Roger G. Mercado led another massive tree planting activity lastAugust 29 to celebrate his 58th birthday. The backbreaking effort which aimsto reforest the mountains and hillsides of Southern Southern Leyte started atdawn and by 9 a.m. over 2000 tree were planted. A holy mass was later held atthe Bogo barangay complex and this was followed by the signing of a covenantbetween the Visayas State University, DENR and the congressman ensuringbetter coordination of reforestation activities in the province. BRGY. SANTA CRUZ, ST. BERNARD - Atwo year old boy was killed by a crazyman here who repeatedly smashed hisskull against the concrete flooring ofthe basketball court.

Police identified the child as JomerMendiola Asia and his assailant as 33year old Alex Ducot Delute a farmerand resident of Santa Cruz. Witnessesclaimed the suspect who was com-pletely naked grabbed the child andrepeatedly hit his head on to the bas-ketball court pavement. He thendragged the toddlers lifeless bodyaround the basketball court. CatalinoBahain a barangay kagawad tried tostop the suspect but was hit on the headwith a boulder and was knocked out.The suspect was eventually subduedand turned over to the police.

BRGY. NAVA, HINUNANGAN – A 31year old farmer was attacked and

hacked 7 times by his 47 year oldfriend.

Police claimed Armando BuctotPagpaguitan alias Armand who wasattacked by Almario Gallano Ras witha razor sharp bolo and hacked severaltimes surprisingly survived. Police saidthe victim was coming home from adrinking spree with friends and hadfallen asleep in an abandoned hut whenthe suspect assaulted him. He wasbrought to the Anahawan District Hos-pital for treatment.

SLSU Students Robbed

BARANGAY SAN JOSE, SOGOD – Twostudents here on their way to the beachwere ambushed and robbed at knifepoint by 3 men aboard a Honda mo-torcycle.

Police identified the victims as 17year old Alfonso Albero Verame and18 year old Gedaline Comete both stu-dents of the Southern Leyte State Uni-versity. Verame who resisted the scala-wags was stabbed and is now beingtreated at the Sogod District Hospital.

MAASIN CITY – Southern Leyte has anew provincial police chief. He is Po-lice Senior Superintendent, PepitoMaregmen Pacada, a multi-awardedcareer officer from Camiling, Tarlac,the home town of the late Carlos P.Romulo, the former president of theUnited Nation’s General Assembly.Pacada assumed office on August 1.

Pacada who holds a bachelors de-gree in management from the Univer-sity of Santo Tomas is a graduate ofthe Philippine National Police Acad-emy. He is now taking his Doctoratein management at the Biliran State Uni-versity. The new police chief has takenan advanced explosives course at theFederal Bureau of Investigation Acad-emy in Hawaii.

In an interview with the SouthernLeyte Times Pacada said he was cho-sen by Governor Damian Mercado

from a short-list of 3 candidates for theposition. He said he would try to liveup to the Governor’s expectations andhoped to have an impact on the peaceand order situation in the province par-ticularly the spiraling drug problem.

Pundits here, however, think thenew police chief will have his handsfull because of the weak investigatingcapacity of the police contingent herewhich lacks funds to buy bullets fortarget practice, and has no police labo-ratory for basic drug and ballistic test-ing.

Before his assignment here, ColonelPacada was the chief of the RegionalPersonnel and Human Resources De-partment for Eastern Visayas.

Last Wednesday whiledriving my son to the busterminal I noticed thatmany teenagers weredrinking along the road.

Since it was around 2 inthe morning, I wonderedwhy these youngsters,were allowed to loiter inthe streets at so ungodly anhour. I was concerned be-cause such vagrancy couldeasily lead to drug addic-tion, juvenile delinquency,and teenage pregnancies.What surprised me wasthat some were very younggirls.

When Pepito Generanwas the chief of policePNP patrol cars used toroam the city after 10 p.m.with load speakers warn-ing minors to go home, orspend the night in jail.

What made it so effec-tive was that the parentswhose kids violated thecurfew were required toattend seminars on re-sponsible parenthood.

251 Tindahan Natin Closed

Stealing has become a national past time and its latest victim was the TindahanNatin Project of the National Food Authority. Some 251 Tindahan Natinoutlets in Eastern Visayas were recently closed by the National Food Au-thority for various violations.

Benjamin Marta, the NFA manager for Eastern Visayas, said the stores, whichsold government subsidized rice were overpricing and diverting their riceconsignments. He said the government had lost as much as P337 per sack inthese cases.

Twenty five of the stores closed were in Southern Leyte, 46 were in Leyte,11 in Biliran, 67 in Samar, 43 in Northern Samar and 59 in Eastern Samar.

LTO complaints

Driver’s license applicants who failed the Land Transportation Office’s ex-amination claimed they had to shell-out P1000 to have their grades altered.Instead of retaking the test, and flunking it again, they simply paid the LTOfixer. If this is true, it means there are maniacs on our roads that shouldn’tbe driving.

Poor Giant Sting Rays

Several years ago we received shocking photos of giant Manta Rays whichwere butchered on the beaches of Limasawa; an island famous worldwidefor its dive sites. We were shocked because these gentle giants are a majorreason that scuba divers from abroad come here.

We were reminded of these gruesome photos when we saw long lines ofshark fins being dried atop the breakwater beside the city’s new wet market.Since I see fresh ones being dried each time I go there, I can foresee a time inthe near future when we’ll have no more sharks in our seas.

Crime Consciousness Week

Every time I see the street sign announcing “Crime Consciousness Week”I recall the need to upgrade the crime fighting capacity of our police forcehere. Right now they can’t afford to buy bullets for target practice, and Isuppose, some of their automatic pistols have rusted because they haven’tbeen used.

They have no cameras to record crimes with, or a forensic laboratory wherethey can test drugs, and undertake ballistic tests on bullet shells and casings.In other words, they do not have the capability to effectively prevent andfight crime with.

These are the top priorities the DILG here should address. SouthernLeyteños don’t need to be reminded of the evils that men can do; what theyneed, is a more efficient police force.

Although there weresporadic complaints mostMaasinhons supportedthe ordinance becausethey knew it was neededto instill discipline onparents and their way-ward children.

The petty crime rateand teenage hooliganismnose-dived during thistime and so did the rashof robberies that had hitthe city.

Children are the mirrorimages of their parents,because they tend to imi-tate them in their behav-ior and in their sense ofvalues.

Since most of us areobviously not the rolemodels we should be,why should we have morechildren than we can carefor?

This is why I stronglysupport the ResponsibleReproductive Health Billof Congressman EdcelLagman which seeks to

control our populationexplosion. There are now90 million Filipinos onearth, yet we continue toproduce four more ba-bies every ten minutes.

Although a majority ofour congressman supportCongressman EdcelLagman’s proposal, theyare afraid to vote for it,because the RomanCatholic Church hasthreatened those who dowith excommunication;meaning; they can’t go toheaven and will end upin the other place.
