Core Common Applications
Panchayat Enterprise Suite
Based on the findings of the ISNA study 12 functional areas
such as Planning, Accounting, Scheme/Work Monitoring,
Asset Directory, Training/Skill Management, Service
Delivery etc were identified
These functional areas led to the development of the PES
Suite which comprises of the generic software applications
(12 common core applications)
PES – Key Features
Single portal to act as the front-end for all PES applications
All applications can be accessed through single sign-on
States may operationalize PES applications one-by-one as per
their readiness
All applications will be available in local language
Applications will be integrated with SMS and email gateways
wherever required

Programme Management Support to States:
RFP published for empanelling Service Providing Agencies (SPAs) that will set up PMUs
at National, State and District level.
MoPR will transfer money to States for PMU support.
States to make payment to SPAs
States can engage any of the empanelled agencies.

NoFN to provide all Panchayats with OFC connectivity by 2014. Panchayats in Goa connected with OFC. Sam Pitroda (Advisor to PM on PIII) has desired a full-scale
rollout of e-Panchayat in Goa to serve as a pilot for the rest ofthe country when it is connected with OFC
e-Panchayat and CSCs
Both need to operate together and provide the necessarycompetition which would lead to greater efficiency in deliveryof services to local people. (Ref: Meeting with PlanningCommission).
NREGASoft, PlanPlus & PRIASoft - The
Integration Roadmap
NREGASoft
A comprehensive MIS designed to capture the end-to-end processworkflow of NREGA Programme of Ministry of Rural Development
All details of NREGS relating to Plan preparation, ProgrammeExecution to physical and financial progress monitoring are captured
NREGASoft uses the Panchayat List and Codes of BPL Census 2001 data.
PRIASoft & PlanPlus use the Panchayat List and Code given by National Panchayat Directory
End User Scenario
NREGASoft & NPD maintain separate list of Panchayats and have separate codes.Thus end user has to enter the Panchayat list twice.
If Panchayats wish to prepare Plans in an integrated manner with convergence offunds from different schemes, they will have to enter NREGA work details inboth PlanPlus and NREGASoft.
Panchayats have to mandatorily maintain the accounts where NREGA receiptsand expenditure will also be recorded. However, now they are required to enterthe financial details in both NREGASoft and PRIASoft
Besides forcing the end user to do repetitive data entry, it also leaves scope forinconsistency in the data from two sources.
Solution
Integrate the software applications so that end user enters data only once and
data flows seamlessly from one system to another thereby removing any
inconsistency in reporting in different systems.

Better utilization of Programme funds due to financial convergence,
plan unit collaboration
Transparency in Plan preparation and approval process
More authentic source of financial progress as the data emanates from
the accounting system and not from any MIS
