FAFEN observers urge unified body of electoral laws Free and Fair Election Network (FAFEN) on Sunday said not all citizens were given a chance to use their right to vote and urged the need for a unified body of electoral laws, and tightened control over elections officials and political parties. “Problems like incidents of irregularities, fraud and lax enforcement of election law and regulations before and on Election Day demands serious renewed efforts towards electoral reform, including a unified and consistent body of electoral laws”, FAFEN officials said in a news conference while releasing its ‘Preliminary Statement’ in account of general elections 2013. PAGE 08 Though efforts are underway for formation of government in Khyber Pakhtunkhwa (KP), no party seems to be in a position to show 50 percent plus strength on a total 124 seats of the provincial legislature. So far Imran Khan’s Pakistan Tehreek-e- Insaaf (PTI) is in a leading position but it appears hard for its leadership to establish its own government. Leaders of Jamiat Ulema Islam-Fazl (JUI-F) have initiated contacts with leaders of different political parties for formation of a coalition government. In fact, no one from JUI-F, or from other political parties such as the PML-N, PPP and ANP are willing to enter into a PTI-led coalition. PAGE 09 Senior Vice President of Balochistan National Party (Mengal) Sajid Tareen on Sunday alleged that his party has been punished in the elections for its bold stance on rights of the Baloch. Addressing a press conference along with PB-4 candidate Akhtar Hussain Langov, Tareen said his party would not accept the election results and knock the doors of the courts. He said the party faced challenges from two fronts, those who have taken up arms to get their rights and the nationalist parties who had identical ideology with the establishment. He said they had been saying that the establishment wanted to keep its control on Balochistan through fake leadership. An all-important numbers’ game hasstarted in the country as the PakistanMuslim League-Nawaz (PML-N)emerged as the single largest party,favourite to form government withNawaz Sharif becoming prime ministerfor the third time.Though the PML-N has an impressivetally of 120-plus seats under its belt andis all set to form government in the Cen-tre, it needs to add to its numbers toreach the magical and elusive figure of172, required to take vote of confidencefrom a full house of 342, featuring re-served seats for women and minorities.Political analysts believe that the threedays after the official announcement ofresults would be crucial in the ensuednumber game with all stakeholders fullyin action including the visible and invisi-ble forces.In the three days, all parties will be onthe look-out to swell their ranks in theparliament. The party favourite to formgovernment also needs clarity on whatsort of political combination could ad-dress the challenges faced by the coun-try.Easy pickings in such a competition areoften those MNAs who have contestedelections as independents. Per announce-ment of results, there are a good numberof independents this time, set to enterthe National Assembly.According to unofficial results, there areabout 30 independents this time. Theseindependents under new laws will haveto join a party. After the mandatory pe-riod of three days, they cannot join anyparty per the 20th amendment.According to past traditions, the PML-Nshould not have much of a problem en-listing these independents being thebiggest party and sure to form govern-ment.Earlier, most political analysts were ex-pecting a split mandate, foreseeing par-ties locked in a cut throat competition towoo these independents, employing allsorts of methods, even opening up theircoffers for them. But now it is a differentsituation with PML-N emerging a major-ity party that can form government quiteconveniently on the basis of its ownstrength.In pursuit of this number game, a new

political alignment could take place inthe coming days. Already Maulana Fa-zlur Rehman has taken lead over othersas he called Nawaz Sharif to explorepossibilities of future cooperation. Sharifhas made a solo flight in elections butnow as the future prime minister, hewants to take every political force onboard.More importantly, forces that matter inthe country must be watching this num-ber game and the emerging politicalequation with great interests at the mo-ment. It is also time for them to forgetheir responses to new challenges and re-alities.

THE Pakistan MuslimLeague-Nawaz (PML-N) on Sunday tight-

ened its grip over the throneby clinching 124 seats of theNational Assembly, leavingbehind the Pakistan Tehreek-e-Insaf which is trailing be-hind with 32 seats andPakistan Peoples’ Party-Par-liamentarians (PPP) with 32seats. According to unofficialresults, the PML-N is set toclinch around half a dozenmore seats while the PPP andPTI are also likely to gainmore seats. Some politicalheavyweights who fought in-dependently are also leading.

Some interesting factshave also emerged in the elec-tions 2013. Despite strong ev-idence of rigging in parts ofthe country, it has come to thefore that the people of Pak-istan rejected ideas of award-ing tickets to people frommiddle and lower classes and

rather they voted for strongcandidates. Moreover, thevoters also did not pay heed tothe sloganeering for carvingout new provinces and eventhe deprived people of SouthPunjab and Hazara divisionspolled their votes againstthose who had promised newprovinces for them. The PPPcould only win a single Na-tional Assembly seat from en-tire South Punjab while SoobaHaraza Movement leadersfailed to clinch even a singleseat from Hazara division.

Moreover, the people alsorejected young and enthusiasticcontenders who were awardedtickets from the PTI with a slo-gan for ‘change’. Rather, it looksthat the people voted for clansystem and status quo while insome constituencies, the votersgave mandate on sectarian linesas well. As far as provincial as-semblies are concerned, the sit-uation is quite clear this timearound. In Punjab Assembly, thePML-N is heading towards aclear majority with around 207

seats already in its bag, while 40independent candidates havewon and the PTI is trailing farbehind with only 22 seats in thePunjab Assembly. The PTI,however, is poised to form gov-ernment in KhyberPakhtunkhwa where the ImranKhan-led party has been given aclear mandate by the people ofKP. PTI has won 34 seats in KPAssembly followed by JUI-Fwith 15 seats, PML-N with 12and Jamaat-e-Islami having 7seats. In Sindh Assembly, PPPPis leading with 44 seats followedby the Muttahida Qaumi Move-ment (MQM) with 21 seats andthe PML-F with 10. InBalochistan, the PakhtunkhwaMilli Awami Party (PkMAP) ispoised to form the governmentwith support from the PML-Nand some of the Baloch nation-alist parties. As per the results,which are coming on a slowpace from conflict-hit areas ofthe province, PkMAP baggednine seats followed by PML-Nwith eight and six independ-ents and two PML-Q men.

A clash between ‘Naya Pakistan’ and‘Roshan Pakistan’ was witnessed at the fa-mous Liberty Chowk when a peaceful andapolitical protest, initiated to make votersaware of their rights, turned into a tug ofwar between supporters of the PML-N andthe PTI. Though CEC Fakhruddin GEbrahim had on Saturday declared the elec-tions as having been conducted transpar-ently, the general public, especially theeducated middle class, have strong reserva-tions regarding the polls and have evenquestioned its status of being ‘free andfair’. On Sunday, a group of young and

concerned voters came together to plan ahasty but peaceful protest at Lahore’s Lib-erty Chowk to demand the Election Com-mission of Pakistan (ECP) take immediatenotice of rigging allegations pouring infrom Lahore and other parts of Pakistan.

At 6:30 in the evening, crowds ofyoung men and women started pouring to-wards Liberty Chowk while carrying plac-ards inscribed with legitimate demandspressed forward by young voters who feltthat their rights had been trampled upon,that the vicious cycle of corruption mightnot have ended after all. “These electionswere supposed to be free and fair. This timearound I passionately went out to vote be-cause I believed that the youth should comeforward,” Zeest Malik, a member of theprotest organising committee stressed in adejected voice. “What the youth witnessedat polling stations was that those ballot pa-pers that should otherwise have been cast,were being torn by workers of certain po-litical parties. The ECP is answerable to themasses for witnessing such misconduct and

sleeping over it,” she added. In the mean-time, the location started gaining heat whenyoung PTI supporters joined the protest,which was otherwise supposed to be anapolitical and peaceful affair. Severalyoung ‘tabdeeli Razakaars’ brought theirparty flags along and started raising politi-cal slogans. During this time, a large num-ber of PML-N supporters started hurlinginsulting and offensive words and gesturesat the protesting crowd. Wave after wave ofPML-N supporters started making roundsof the chowk and showing no concern forfellow citizens, blocked the flow of trafficby parking their cars and motorcycles infront of the protestors. Police personnelstanding on the side of the road had to rushin to stop any confrontation from takingplace. Hot headed and hot blooded youthfrom both sides confronted each other andtension gradually started rising when harshwords were exchanged between the sup-porters of the two ‘true-blue’ political par-ties. While the PTI supporters startedcalling the N-Leaguers ‘Jahil’, the latter

were keenly targeting the women by hurl-ing sleazy and derogatory remarks at them.The police team standing at the venueseemed more tilted in favour of the PML-N supporters. Instead of going after the un-ruly youths who disrupted the importantprotest, the police started threateningpeaceful protestor of dire consequences ifthey did not break their line. In one such in-cident, the police officer of Gulberg policestation, namely Mustaneer Ahmad, threat-ened a protestor Samina Latif and evenpushed her slightly to one side.

Samina said Mustaneer said all womenwould be left at the mercy of hooligans,who would be given a free hand to do what-ever they want. Another member of theprotest organizing committee, MadihaLatif, said, “Rigging allegations were ram-pant after the 2008 elections and ampleproofs surfaced afterwards that should havebeen properly investigated. It never hap-pened back then, and now the ghosts of thepast have come to visit us once more.” InLahore’s Defence as well, PTI workers and

supporters gathered on Ghazi Chowk inNA-125 to protest against the election heldon May 11, 2013.

Report said the contest held between twocandidates PML-N Khawaj Saad Rafiq andPTI’s candidate Hamid Khan in which PML-N candidate Khawaj Saad Rafiq won the con-test from NA-125. On Sunday, workers ofPTI gathered in large members at Ghazi Roadto protest against the Election Commission ofPakistan. The protesters said Khwaja SaadRafique won the election by cheating and rig-ging and demanded the government to takestrong action against him and cancel his seat.They also demanded re-polling in NA-125. Amassive protest was held in Karachi’s Cliftonarea as well at Teen Talwar Chowk. PTI sup-porters came out on streets of Karachi toprotest alleged rigging during the generalelections. A large number of people, includingfemales, turned out, chanting slogans againstthe ECP and political parties. The group con-tinued to chant slogans in favour of the PTIchairman Imran Khan and the PTI candidatecontesting from NA-250, Arif Alvi.

Nawaz Sharif, the president of his ownfaction of the Pakistan Muslim League(PML-N), said on Sunday he would seekimproved ties with the United States(US) and try to repair relations with Indiathrough resolution of Kashmir issue.

“The relationship with the US wasquite good when I was in power,” Sharif,the two-time former prime minister saidin an interview with The Wall StreetJournal. “I’d like to take this relationshipfurther. We need to strengthen the rela-tionship,” Nawaz, 63, added in a hint athis government’s foreign policy. Nawaz,who is poised to form next governmentin Islamabad, sounded confident that hewould be able to find an agreement withthe US on contentious issues, such asdeeply unpopular US drone strikesagainst suspected al Qaeda-affiliated mil-itants in the tribal areas.

“These are the concerns that the Pak-istani people have,” Sharif said whenasked about the drone strikes. “We’llneed to address these concerns. I’m veryhopeful and confident about that.” Healso said Pakistan needed to have goodrelations with Afghanistan. “We will besupporting it as a whole. We have no in-tention to take any sides there.” On India,he noted that former president General (r)Pervez Musharraf ousted him in a 1999coup, he worked hard toward a detentewith New Delhi. “We’ll pick the threadswhere we left. AT least 40 miners were killedand 15 others injured in a coalmine blast in southwesternChina late on Saturday night.According to the work safety

bureau in Sichuan province, the blasttook place at the time when 108 minerswere busy in work in an undergroundcoal mine.

As a result of blast 27 miners werekilled while others were trapped as en-trance of the mine was closed due tofalling of big land masse.

The rescue authorities reached thescene and 81 rescued, six were seriouslyinjured and nine suffered minor injuries.

Earlier on Friday evening anothercoal mine blast in southwestern Chinakilled 12 people in neighboring Guizhouprovince.

The commissioning marks the be-ginning of an eventful year for theNavy that is set to see many of itsmajor projects reach critical milestonesin the coming month. The first will bethe activation of the nuclear reactor onboard the INS Arihant nuclear missilesubmarine later this month, following

which the vessel will go for sea trialsbefore a formal commissioning by nextyear. The indigenous aircraft carrierthat is being constructed in Kochi willalso be 'launched' at a ceremony on Au-gust 12, marking a milestone in its de-velopmental cycle, Antony announced.

The naval squadron, which hasbeen nicknamed 'Black Panthers', isthe first fighter squadron to be com-missioned after the Sea Harrier fight-ers were inducted in December 1983.

FREE and Fair Election Net-work (FAFEN) on Sunday saidnot all citizens were given achance to use their right to vote

and urged the need for a unified body ofelectoral laws, and tightened control overelections officials and political parties.

“Problems like incidents of irregu-larities, fraud and lax enforcement ofelection law and regulations before andon Election Day demands serious re-newed efforts towards electoral reform,including a unified and consistent bodyof electoral laws”, FAFEN officials saidin a news conference while releasing its‘Preliminary Statement’ in account ofgeneral elections 2013. FAFEN urgedthe newly-elected assembly to addresslong-standing electoral weaknesses withsignificant legal reforms.

The organisation giving credit to theElection Commission of Pakistan (ECP)for successfully holding and administer-ing the polls, relatively high voter turnoutand public enthusiasm for this electionshows potential for more sustained citi-zen engagement and improved public ac-countability and governance.

Despite all positive advancements,FAFEN also expressed some reservationson the recent polls across the country, in-forming that a considerable number ofcitizens were kept aside from the polls,following which they failed using theirright to vote.

“A large number of females failed incasting their votes, likewise past electiontrends,” FAFEN added.

“This general election is the first heldsince Pakistan ratified in 2010 the Inter-national Covenant on Civil and PoliticalRights (ICCPR), accepting additionallegal obligations with respect to all elec-

tions. Pakistan also ratified in 1996 theConvention on the Elimination of AllForms of Discrimination against Women(CEDAW), which remains un-enforced,”FAFEN officials said.

Giving detailed account of thepolling situation, FAFEN said inBalochistan, Khyber Pakhtunkhwa andFederally Administered Tribal Areas(FATA), it was more difficult to saywhether the elections were fair becauseof a wave of terror unleashed by theTehreek-e-Taliban Pakistan against can-didates and supporters of the politicalparties that were part of the previouscoalition government – Pakistan PeoplesParty Parliamentarians (PPPP), AwamiNational Party (ANP) and MuttahidaQaumi Movement (MQM).

Elaborating further, they said inBalochistan, armed insurgents of theBalochistan Liberation Army (BLA) usedterror tactics aimed at curtailing election

activities in Baloch-majority districts.The executive summary of the report

issued by FAFEN expressed strong reser-vations in connection with Karachi.

The report said In Karachi, it was im-possible to conclude whether the will ofthe electorate had been expressed.

The reasons include a combination ofpervasive pre-election violence, last-minute electoral boycotts, frequent ob-struction of neutral election observers byMQM party workers, tangible evidenceof fraud and irregularities, and significantadministrative failures that were likely tohave disenfranchised some voters.

It was recommended that while thecountry rightly celebrated the transitionfrom one civilian government to an-other as a democratic milestone, the15th parliament should take up thelong-pending agenda of electoral re-forms to further cement public trust inelectoral processes.

THOUGH efforts are under-way for formation of gov-ernment in KhyberPakhtunkhwa (KP), no party

seems to be in a position to show 50 per-cent plus strength on a total 124 seats ofthe provincial legislature.

So far Imran Khan’s PakistanTehreek-e-Insaaf (PTI) is in a leadingposition but it appears hard for its lead-ership to establish its own government.Leaders of Jamiat Ulema Islam-Fazl(JUI-F) have initiated contacts withleaders of different political parties for

formation of a coalition government. Infact, no one from JUI-F, or from otherpolitical parties such as the PakistanMuslim League-Nawaz (PML-N), Pak-istan People’s Party (PPP) and AwamiNational Party (ANP) are willing toenter into a PTI-led coalition. It appearsonly Jamaat-e-Islami leadership couldshake hands with the PTI leadership.

Terrorism, militancy, poor gover-nance, economic disparity and povertyare the main issues ahead for the newgovernment in KP. All political forces andtheir leadership have a different approachtowards resolution of these issues.

For now PML-N is set to establish itsgovernment in Center and PTI is making

similar claims for KP. In recent past, bothPML-N and PTI emerged as each other’sarch rival and it does not seem possiblefor Imran Khan to resolve long standingissues of KP with a not-so-friendly gov-ernment in Islamabad.

Relations between PML-N and JUI-F also remained weak during and beforethe election campaign.

Imran Khan’s solution to issues ofmilitancy and terrorism require Pakistanpulling out from the US-led coalition. Healso demands expulsion of foreign troopsfrom Afghanistan and has strongly criti-cised the use of drones.

Khan’s views therefore, are contraryto strategies and policies of US and its al-

lies who declare KP and adjoining Feder-ally Administered Tribal Areas (FATA) as“safe heaven for terrorists and militantsfrom all over the world”.

However, it is too soon to predict thestrategies and policies of a PTI govern-ment in KP but most analysts think ImranKhan would go ahead according to pro-posals of his party’s MPs. But a majorityof the newly elected PTI MPAs are notpolitical workers or politically aware.Building up confidence and understand-ing, which is essential for settling of suchissues, could take time. There are appre-hensions of a 2008-like situation whereasMP’s from JUI-F and JI remained at log-gerheads on most issues within.

Two presiding officers on Sundaywere handcuffed while arrest war-rants of 28 others were issued fordelaying the results of general elec-tions 2013.

According to details, AssistantProf Nasir Mehmood, presiding of-ficer of National Assembly con-stituency NA-119 deployed atpolling station No 94 delayed theelection results for more than 13

hours. On the complaint of districtreturning officer (DRO) the ac-cused was arrested.

Mehmood was of the opinionthat he was diabetic and went homeas he was not feeling well whichresulted in delay of results.

After his arrest, the presidingofficers continued submitting elec-tion result with returning officers.

Meanwhile, district returningofficer (DRO) issued arrest war-rants against 19 presiding officersof different polling stations in La-hore. The presiding officers are ac-cused of not providing results fromtheir polling stations until the filingof the report. The returning officerhas ordered police to arrest the pre-siding officers and present them atthe earliest. Meanwhile, Bhakkar

“PEOPLE have manifested their power. Today, I am a happy man,” asmug Justice (retd) Fakharuddin G Ebrahim announced at 2am onSunday. The record 60 percent voter turnout certainly was something to

be content about; but surely the Chief Election Commissioner (CEC) knew all wasnot that well. And so he announced: the Election Commission of Pakistan would“investigate and take action against those responsible for disrupting polling atseveral (42 to be exact) polling stations of NA-250, Karachi.” Without naming‘who done it,’ Ebrahim said, “Polling staff had been hijacked and staff had to berecovered.” But this is not enough. The allegations that have come out are seriousand both political parties and voters are asking questions over what went on inKarachi’s polling stations.

The Pakistan Tehreek-e-Insaf’s (PTI) Dr Arif Alvi has demanded a re-electionacross Karachi over rigging claims, and promised to “present evidence” to the ECP.He pointed to “women being forced to leave polling stations at gunpoint” and“political activists stamping ballot papers in their favour”. Some evidence of bothhas emerged and been aired on television channels. The independent Free and FairElection Network (FAFEN), which monitors elections, has tweeted that three of itsobservers had been beaten up by Muttahida Qaumi Movement (MQM) workers ina district of Karachi. While the MQM is considered the main accused, the MQM’sFarooq Sattar also alleged rigging from other political parties in Karachi. Theresult was that a number of major political parties, including the Jamaat-i-Islami(JI), the Muhajir Qaumi Movement-Haqeeqi, the Sunni Ittehad Council (SIC) andJamiat Ulema-e-Pakistan (JUP), announced a boycott of the polls in Karachi. ThePTI and JI extended the boycott to Hyderabad, the PPP’s Taj Haider allegedrigging in Karachi, and even the MQM chief Altaf Hussain telephoned the CECFakharuddin G Ebrahim to complain about the delay in the start of polling invarious constituencies.

Some have ventured out to say that the ECP has failed in carrying out itsmandate of conducting “free and fair elections” but Karachi is a difficult city thatthe previous government was unable to control. This does not however mean thatthe election results should be accepted as is. The ECP itself has admitted,disturbingly, that “we have been unable to carry out free and fair election inKarachi.” Let see if it means that the action required shall be taken.

THE Elections 2013 have exposed myths, given birth to new realities andposed fresh problems. Despite threats of widespread violence by the TTP,the election went off peacefully with the exception of comparatively minor

incidents in KP and Karachi. The attack in Naseerabad in Balochistan that came atthe end of the voting was attributed to Baloch separatists. This shows that if thegovernment is focused and has the support of the security agencies and lawenforcement bodies the terrorist threat can be contained. There is a generalperception that the caretaker set up had good coordination with the army and theagencies and it generally performed its duties well. So one must thank them all formeeting the terrorist challenge successfully.

Unlike the PPP in 2008 which besides forming government in Sindh had alsowon many NA seats in Punjab and KP, the PMLN’s performance in other provincesespecially Sindh, the second largest province, turned out to be insignificant. Theparty has relied almost entirely on the mandate it got from Punjab to formgovernment at the center. This has led Altaf Hussain to describe Mian NawazSharif as a leader of a party which represents Punjab rather than Pakistan The partywill have to take concrete measures to remove the perception, which if confirmedcan be harmful for the federation. It must not take any step that can be interpretedis to be aimed against a particular province. What is more it has to restrain Shahbazfrom impolite statements that could further strengthen the perception.

Those who lost the elections can put up a better performance next timeprovided they undertake an exercise is soul searching. The PPP needs to ponderover why from being a national party it has been reduced to a body confined to asingle province and that too in an election widely acknowledged as fair and free.The terrorist threat did it little harm in Sindh so the factor cannot alone explainwhy its leading lights licked the dust in Punjab. The party needs to have a series ofinner party debates to honestly review its shortcomings. The ANP lost the largestnumber of candidates and workers in terrorist attacks. Whatever little it got fromthe polls is highly creditable for it. Most of the five parties which boycotted theelections in Karachi have accused the MQM of rigging. Charges have been leveledagainst the party of terrorizing the voters, kidnapping the election staff, and takingaway election material from the polling stations of several constituencies. Theparty needs to consider why charges of use of force continue to stick to it.

This time,they’ve done it again, but it went out ofhand.” The LDA plaza, a site I have vis-ited much during research on urbaniza-tion patterns in Lahore, was built withoutfire exits. Perhaps that can be spared inthe presence of the staircase to comple-ment the elevators, but that the LDA,whose purpose is “to be an accountableprincipal planning and development ve-hicle of the Lahore Metropolis,” built aneleven-storey headquarters for itself twodecades ago in a city that, as of 2013,only had the fire fighting capacity toreach seven storeys is criminal.

A fire in a high-rise building in La-hore would not an unusual event. Thoseaware of the shoddy monitoring of con-struction by-laws are fairly aware not toexcept much precaution has been takenin most of the high-rises that have be-come an eyesore on the metropolis’sskyline over the last three decades. Butwhen the fire engulfs the head office ofthe city’s building laws monitor, thequestions over the health of each of thecity’s high-rises needs to be asked.

The first high-rise in Lahore wasbuilt before the LDA was put in place.Noted urban geographer David Harveysays, “in the 1960s, cities underwent anexistential crisis.” Lahore was sufferingfrom the same in the 60s when its firsthigh-rise, the Alfalah Building, was con-structed on the Mall in 1964. Since then,urban developers have looked to the skyas the place to go to fill up their coffers.

The urban landscape of Lahore has

been radically transforming. But thetrend to build high really kicked off inthe 1990s and saw its peak between2002 and 2007, when easy bank financewas made available to those who cud-dled up to the dictator General Mushar-raf and the so-called king’s party, thePakistan Muslim League-Quaid (PML-Q). But those building plazas have notbeen limited to those in power. Capital-ists affiliated with all political partiesand the establishment have been lend a“helping hand” from banks to buildhigh – and the LDA has traditionallyplayed the poodle well.

The matter got so out of hand that in2009, the Supreme Court of Pakistan(SC) ordered the demolition of 147 ille-gally constructed plazas and demolish-ing the upper floors of another 102. Aninquiry was led into the matter. At leasttwo of the LDA officials being investi-gated committed suicide during the in-vestigations. The final report on illegallyconstructed plazas in Lahore was nevermade public, with estimated rangingthat the number ranged from the almost300 that were completely or partiallydemolished to over 500. A number ofplazas were alleged to have been spareddue to “political connections” or “pay-ing the right people.” The demolitionsstopped when the DCO during the time,Sajjad Bhutta, was replaced by AhadCheema, a grade 18 official appointedto the grade 20 post, later rewarded withthe post of the LDA director general,where he is still stationed.

The process of financing a multi-story plaza is quite simple: secure abank loan to cover the construction, sellor rent some of the rooms, flee or de-fault on the loan. The State Bank ofPakistan (SBP) will follow by waivingoff your debt.

The example of the Ahad Tower onthe former Kalma Chowk, remains thego to example for plazas that neverreached their completion. More than 650small entrepreneurs who had investedRs1.8 billion in purchasing small shopsand offices at the Ahad Tower are stillawaiting compensation after the govern-ment declared the plaza “illegal andagainst building by-laws.” The owners,the then PML-Q MPA Abdul AhadMalik, managed to secure bails and hasnot been made accountable.

The Ahad Tower story is one of thefew that the media has chosen to focuson after the fall of the PML-Q govern-ment in Punjab. Property developers andestate agents insist that average plaza oc-cupancy remains at below 20 per cent –except the densely occupied Shah Alammarket. In Shah Alam, where they can-not go higher, they dig deeper, withplazas going four stories deep not un-common. Fulfilling safety standards, in-cluding fire safety and provision of airducts is non-existent, as expected. All ofthis has gone on under the nose of theLDA. And the new phase of construc-tions in the area, including a seven-storey parking plaza and a number ofeight to 12 storey buildings, has not un-dergone review, despite the massive fire

that broke out in one of the plazas inFebruary, 2011, where the blaze tookover two days to be put out.

Despite all of this, the trend to buildhigh, and claim it is “development,” re-mains in place. Noted architect and con-servationist, Pervaiz Vandal wrote,“cities are left to the mercy of bureaucra-cies and ‘experts’.” Speculative capital-ists must be added to the matrix. In fact,the logic must be reversed: city bureau-cracies function in service to speculativecapitalists. If not, then what else is to ex-plain the fact that almost all high-riseconstruction and new housing societiesbuilt, are built with the backing of the“invisible hand of the LDA.”

This is why questions are beingasked regarding the origin of the LDAPlaza fire; in which files relating to overRs1.5 trillion worth of cases againstLDA officials were reported to havebeen burnt and NAB inquiry had beenlaunched into the Rs30 billion MetroBus Service.

But two more fundamental ques-tions need to be asked. The first is: whybuild high? Only this year did MalikRiaz and Bahria Town announced anagreement with the UAE based SheikhNayan to build the world’s highestbuilding in Karachi, with over $40 bil-lion reported to be “invested.” The so-called agreement was immediatelyscraped by the Abu Dhabi-based con-struction company, but it merits atten-tion that no opposition to the plan tobuild the “world’s tallest building inPakistan” were raised. On the converse,there appeared to be excitement regard-ing it. In Lahore, the multi-billion dollarproject to build the Al-Mubarak Centre,a 52-storey skyscraper, in the centre ofthe ever-expanding Lahore metropoliswas abandoned by the Sharif govern-ment. The PML-Q still grudges over it.

The second is: why have the LDA?The point made earlier needs to be re-peated: if agencies like the LDA are away of making urban development bowto the whims of speculative capitalist,and not deliver safe, livable cities to theirinhabitants, then we might as well stopwasting public funds over running them.

When the left-wing Venezeulan pres-ident Hugo Chavez died earlier this year,AFP ran a story titled, “Chavez wastedoil wealth on housing the poor, insteadof building skyscrapers.” The story ad-vocated the model that our Muslimbrothers in the Kingdom of Saudi Ara-bia, the Emirates of Abu Dhabi, Dubaiand Qatar have turned to. Should one notchoose housing for the poor over build-ing a high-rise? The priority of a cityplanning agency should be to provide af-fordable housing and commercial spaceand implement safety standards.

The question to ask is: can the LDAdeliver such? If not, it makes sense toreplace it with a people-friendly alter-native.

INDIA’S Foreign MinisterSalman Khurshid carried outa three-day visit to Iran start-ing May 3rd, and at the time

of the writing of this article, he wasin Beijing. The country was re-cently caught in a dangerous borderstandoff with China in the Ladakharea. The visits have taken place ata time when there is increased west-ern pressure to isolate Iran, militar-ily and via economic sanctions.

As compared to Pakistan,India has mostly adopted an ‘onagain and off again’ approach to-wards Iran. Due to security con-cerns related to Pakistan, it earlierabandoned being part of the Iran-Pakistan (IP) gas pipeline project.On the other hand, even underthreat of US sanctions, Pakistan has committed to move ahead with theproject and is improving its political and economic ties with Iran.

The question is what brought about the recent change in Indian posi-tion despite western, Arab, and Israeli pressure to corner Iran.

With Afghan conflict showing no signs of prompt settlement, andIndia’s ties with Pakistan also held hostage to one issue or the other, itsgateway to Central Asia appears blocked.

Moreover, with the security situation of the Middle East on the sim-mer, India simply cannot afford adverse relations with Iran as well. Asevaluated recently by PoliTact, India and Pakistan are both caught in adelicate balancing act; with the Sunni Gulf states on the one hand, andShiite Iran on the other. However, unlike Pakistan, India also has to factorin its strategic ties with Israel and US.

These pressures may have pushed India to reexamine its ties with Iran andreconsider its approach to the IP gas pipeline project. Meanwhile, the countryhas also been working to bypass Pakistan altogether to reach Afghanistan andfurther north. And this is why the Chahbahar port becomes significant.

India has finally conveyed to Iran its intent to develop the port with theinvestment of $100 million. Strategically, the decision to invest in the Iranianport could be a tit for tat reaction for Pakistan’s decision to handover GawadarPort to a Chinese government owned firm. A preferential treatment and tariffreductions deal is already in place between Iran and Afghanistan, to expediteIndian merchandise heading to Afghanistan and Central Asia.

In essence, we are now entering a new phase where Pakistan, India andAfghanistan, are developing economic and political ties with Iran, irrespec-tive of western, Arab, and Israeli apprehensions in this regard. At the sametime, these countries are playing each other to gain economic and politicalbenefits. Consider the following, for example:

Iran needs to demonstrate that despite the efforts of US, Israel, and Gulfstates, towards isolating it economically, the country has been able to de-velop trade ties within the region. Moreover, the economic and securitydealings of the nation with India and Afghanistan, motivates Pakistan toforge ahead with the IP gas pipeline project. As long as Afghanistan remainsunstable, alternative to the IP project, TAPI, is unlikely to make headwayand that becomes an additional source of frustration for India.

On the other hand, by trading with Iran and India through port Chahbahar,land locked Afghanistan exerts pressure on Pakistan to assist in the reconcil-iation process. Pakistan also risks losing the benefit of commerce betweenIndia and Afghanistan via the road link passing through the country, if tradeflourishes via the Chahbahar. Afghanistan and Pakistan have a trade and tariffagreement in place to promote overland trade between India and Afghanistan.

Meanwhile, Pakistan having suffered rough treatment at the hands ofthe US in the recent past, is showcasing its ability to move closer to Iranand China. Furthermore, with the IP project, it can undermine the leveragesof Afghanistan and India. As explained above, this in turn puts pressure onIndia to join the IP project, since for the implementation of TAPI projectthe stability of Afghanistan is a prerequisite.

These dynamics also puts pressure on US policy in the region. On theone hand, it wants to isolate Iran to deal with the security situation of theMiddle East, and due to its connection with the volatile Syrian crisis. Thetussles over Syria have now taken a dramatic turn with Russia and Chinagetting involved directly. Russia has threatened to supply weapons to theSyrian regime, if US decides to go ahead with its arms delivery to the op-position forces there. China, for its part, is moving closer to Israel and hasproposed its own version of Middle East peace initiative.

The sanctions on Iran inhibits regional trade, helps in keeping India inline to counter China, and gives US the control of the agenda in the region.However, American prestige is dented further if no one is willing to followthe sanctions on Iran in the region. If the policy on Iran causes its strategically, India, to pursue it own interests, or more in line with BRICS, thelarger American strategic posture is threatened.

This context helps explain the present Indian predicament and anxiety.It does not want to be left alone in the region while following western po-lices. It has a key strategic quandary to resolve, which gets more complexby the day. This is causing the country to move ahead in dealings withIran, especially after Pakistan showed its resolve towards the IP project,despite consequences for the Pakistan-US ties.

As noted earlier, Pakistan and India are managing a similar balancingact in their ties with Iran and the Gulf states. And, as Afghanistan and Pak-istan promote trade ties with Iran, India does not want to be left behind.Furthermore, the country does not want to close both doors, Pakistan andIran, through which it can access Central Asia. While Indian can createchallenges in the way of Pakistan’s ‘Look East policy’, the country stillhas the alternative of China. This is similar to how India is using Iran as asubstitute to Pakistan, to reach Central Asia.

ARE the United States and Chinadrifting apart or growing closer?The answer depends on whetherone places trust in the judgment

of everyday decisions of individuals or in thewisdom of scholars and actions of states.

In tracking the behavior of each country’scitizens, the US-Chinese relationship lookslarge, lively and fundamentally healthy. Eco-nomic ties continue to grow quickly. Two-waytrade has risen from $375 billion in recession-ary 2009 to nearly $600 billion last year, andChinese investment in the US doubled duringthe last three years.

People-to-people ties, though less fre-quently studied, are rising even faster than thetrade figures. Just five years ago, 67,000 Chi-nese students were enrolled in American col-leges and universities. Since then the total hasnearly tripled, hitting 194,000 in 2012. Man-darin language classes are spreading throughAmerican elementary schools and high schools.Chinese tourist and business arrivals are grow-ing at an astonishing pace, up from 400,000 in2008 to 1.5 million and likely to reach 4 million– or 10,000 arrivals a day – by 2017.

Every day, the relationship is endorsed withthousands of individual votes of confidence fromintelligent and well-connected young people,tourists and business managers. By this calcula-tion, the future of the US-Chinese relationship isgood, its problems manageable, and while thetwo governments may have little reason to loveone another, they have even less to fight.

But the view from the top is more troubling.From this vantage point, the relationship’s trou-bles are multiplying, as long-established dis-putes over economics and security merge withone another. Consider a mid-April appeal byseveral well-placed congressional Democrats,asking the Obama Administration to designateChina a “Priority Foreign Country” for intellec-tual-property violations:

It looks very much as though the Chinesegovernment is stealing our companies’ trade se-crets and passing them along to their SOEs, andpossibly other Chinese companies. It is difficultenough for our companies to compete with theendless massive subsidies and other industrialpolicies of the Chinese government, but addtrade secret theft into the mix and it is miraculous

that our companies are able to compete at all.The letter was a response to a new contro-

versy in a relationship already troubled by along list of disputes. In October 2011, the USOffice of the National Counterintelligence Ex-ecutive highlighted economic cyberespionageby governments, particularly those of Chinaand Russia, as “significant and growing threatsto the nation’s prosperity and security.” Morerecently, an expose of commercial espionagepublished by the Washington-area consultancyMandiant – complete with names, photographsand malware types, all conducted out of aneight-story People’s Liberation Army buildingin Shanghai – has solidified Washington’ssense of cyberespionage as a new dimensionof risk in the relationship, with at least one armof the Chinese government accused of actingin a lawless and dangerous way; hence, therepresentatives’ call for action.

Admittedly, the terms and lists that signaldissatisfaction over trade policies are bureau-cratic. In trade law, the use of the term “PriorityForeign Country” used by the US Trade Rep-resentative is a close cousin to a US TreasuryDepartment decision to name a foreign countrya “currency manipulator.” Both terms originatein a set of elaborations on a longstanding fea-ture of US trade law, known as “Section 301,”dating to 1974 and redesigned in the OmnibusTrade and Competitiveness Act of 1988.

The 1988 act envisioned three annual listsof overseas offenders: “Super 301” for objec-tionable barriers to American exports; “Special301” for intellectual-property piracy; and thethird, though without a catchy name, for cur-rency manipulation. Such citations would befollowed by negotiating programs meant to rec-tify the problem, backed by implicit if vaguethreats of some sort of retaliation should talksfail. Priority Foreign Country designations ofChina in 1992 and 1996, in fact, did launchtrade confrontations, complete with sanctions,over pirate factories making CDs and DVDs.

Over time, the naming procedures havefaded even as some of the concerns heighten.

Not since 1994 has the US Treasury De-partment termed a country a currency manip-ulator. The Super 301 market access listsstopped even earlier. But annual intellectual-property reports remain alive and well.

Last year’s edition placed 26 countries, in-cluding on a “Watch List” and 13 – includingprominent countries like Israel, Pakistan, China,Russia, Canada – on a higher-tension “PriorityWatch List.” World Trade Organization rules donot block naming and may not prevent all pos-sible trade retaliations. And in some cases thenaming procedures have been used to launchWTO dispute cases rather than retaliate directly.Nonetheless, until this spring, the last countriesto get the Priority Foreign Country stamp wereUkraine in 2005 and Paraguay in 1998. ThoughWTO rules make retaliatory tariffs harder to im-pose than in 1988, a PFC listing signals a deci-sion to bring the issue to a head.

So far, it hasn’t happened. When the USTrade Representative published its lists on

May 1st, it opted not to give China the PriorityForeign Country title. The report does, how-ever, place China at the top of the PriorityWatch List, and linked cyberespionagecharges directly to the Chinese government:

Particularly troubling are public reports byindependent security firms that actors affili-ated with the Chinese military and ChineseGovernment have systematically infiltratedthe computer systems of a significant numberof US companies and stolen hundreds of ter-abytes of data, including IP, from these com-panies. The United States strongly urges theChinese Government take serious steps to putan end to these activities and to deter furtheractivity by rigorously investigating and pros-ecuting thefts of trade secrets by both cyberand conventional means.

The decision puts China on notice that themost significant action is not far away.

Tackling a problem directly can, of course,be helpful. Sometimes simple acknowledge-ment can settle it or at least reduce its severity.For example, congressional complaints anddrafting bills may well have forced US execu-tive-branch and Chinese government attentionto currency policy. China’s currency rate didrise by about 30 percent, and for the timebeing, Chinese surpluses have narrowed andAmerican deficits declined. Likewise, publicwarnings may suggest to those responsible forcyberespionage that their actions carry a cost.

In a larger sense, though, the controversyover cyberespionage suggests somber trends atthe top of government. These are described in2012 in Addressing Strategic Distrust, a Brook-ings Institution dialogue written jointly by Ken-neth Lieberthal and Wang Jisi. The long-timeeminences of Sino-American relations observethat despite 60 official “dialogues,” elaborateeconomic work-programs, regular presidentialsummits and consultations, the central featureof the official US -China relations is “that strate-gic distrust is growing on both sides and that thisperception can, if it festers, create a self-fulfill-ing prophecy of overall mutual antagonism.”

If scholars like Lieberthal and Wang arecorrect, the cyber-spying clash can be seen asa problem in a long succession of mileposts inthe relationship’s long-term deterioration,andif the Mandiant report is correct, one that fusessecurity-based concerns about Chinese mili-tary policy with business-community angerover intellectual property.

Perhaps the broadening of the relationshipat the bottom – rapid growth of people-to-peo-ple contact, friendships made in grad-school,Chinese investment projects, planeloads ofpeople arriving in Los Angeles and New York– can ease government distrust and slow theerosion of the relationship at the top. Or, moreominously, the opposite could happen. If so,Americans and Chinese alike will find them-selves in a more dangerous world.

And in the US, concert giant AEG –being sued for £26.6billion by the Jack-son family over the Thriller idol’s death– claim they can prove the singer didn’tfather the older two children.

They are suing AEG for hiring Con-rad Murray, the doctor who gave him theoverdose that killed him as he rehearsedfor a gig at London’s 02 arena in June2009.

Murray is serving a four-year jailstretch for manslaughter.

According to US website TMZ, the

Jackson family has asked the judge hear-ing their case in Los Angeles to ban anyevidence raising doubts about the pater-nity of the kids, ¬branding it “irrele-vant”.

Mira Nair's adaptation of the bestseller, The

Reluctant Fundamentalist, is a compelling tale of a

man torn between Islamism and capitalism, says

Jenny McCartney. Even before the characters take

shape in a Mira Nair film, she has often seduced her

audience with her images of the Indian

subcontinent: the knock-out mixture of beauty and

grime, poetry, dilapidation and chaos.

Children and animals run unrestrained through

narrow streets, and glamorous women in sherbert-

coloured salwar kameez step through the detritus of

street markets. Western-born directors tend to

romanticise India and Pakistan: Nair bares both its

enchantment and its edge.

This tumult pervades The Reluctant Fundamentalist,

a somewhat altered adaptation of the bestselling

novel by the Pakistani author Mohsin Hamid. It

opens in Lahore with the abduction of an American

professor, who is sweatily bundled from the street

into a car, his protests drowned out by the swelling

music of local singers.

The American authorities begin a frantic search, in

the course of which a Lahore-based US journalist,

Bobby (Liev Schreiber) interviews, at length, a

young professor called Changez (Riz Ahmed) with

reputed links to Islamists. Changez insists on

telling him the full story of how - as a young

Pakistani corporate high-flyer in the US - he first

fell in love with America and an American woman

(an endearing and infuriating Kate Hudson) and

then began to lose his foothold in the American

dream. As the story of shifting loyalties unfurls, we

are left guessing precisely where Changez’s views

will end up: the worst loathing, after all, is often

simply love that has spoiled.

With its faintly awkward narrative structure, The

Reluctant Fundamentalist is no easy story to carry.

But Ahmed does so with compelling grace and

subtlety, making us care about Changez even as

the character admits the worst impulses of his own

psyche (an unspeakable frisson of awe at the acts

of 9/11, for example, before “conscience kicks in”).

Despite its unwieldiness, this film nonetheless

gives an impressively thoughtful exploration of

immigrant identity: the young, sharp-suited

Changez loves America, but the terms on which it

offers him success – as a corporate number-

cruncher who ruthlessly prunes businesses of staff

– quietly compels him to jettison his history; his

reverence for people; and places, and the gentle

legacy of his father, a poet.

As mistrust of Pakistanis blooms after 9/11, he

finds himself increasingly ill at ease, and the film

becomes a reminder that the immigrant’s question

is often not only “What do I make of this country?”

but also “What does this country make of me?”

That four-legged friend of yoursmay be more than a companion -- healso may be boosting your hearthealth, experts say. An official state-ment released Thursday by theAmerican Heart Association saysthere is evidence that having a pet,particularly a dog, may lower yourrisk of heart disease. Cardiologyspecialists weren't all that surprised.

"Pets really might be man's bestfriend," said Barbara George, direc-tor of the Center for CardiovascularLifestyle Medicine at Winthrop-Uni-versity Hospital in Mineola, N.Y.

"Studies have shown people whoown pets, particularly dogs, havelower blood pressure, increasedmood-related brain chemicals, bettercholesterol numbers, lower weightand improved stress response,"George said. Members of the Ameri-

can Heart Association (AHA) com-mittee that wrote the statement re-viewed data from an array of relevantstudies. They found that pet owner-ship appears to be associated with areduction in heart disease risk factorssuch as high blood pressure, highblood cholesterol levels and obesity -- and improved survival among peo-ple with heart disease. Dog ownershipin particular may help reduce heartrisk, the statement said. People withdogs may get more exercise becausethey take their dogs for walks. A studyof more than 5,200 adults found thatdog owners did more walking andphysical activity than those who didn'town dogs, and that dog owners were54 percent more likely to get the rec-ommended level of physical activity.

"Walking your dog is a healthychore; it is a great way to exercisewithout thinking about it," said DrNieca Goldberg, clinical associate

professor in the department of medi-cine at the Tisch Center for Women'sHealth at NYU Langone MedicalCenter in New York City. "Pet own-ers increase their physical activitysimply by walking their dogs."

Pets can also have a positive ef-fect on the body's reactions to stress,according to the AHA. Georgeagreed, saying pets can be "a tool forweight loss, socialization, calmingour nerves and easing anxiety and de-pression." The AHA stressed, how-ever, that the studies they reviewedcannot prove that owning a pet di-rectly reduces heart disease risk.

"It may be simply that healthierpeople are the ones that have pets,not that having a pet actually leads toor causes reduction in cardiovascularrisk," statement committee chairmanDr. Glenn Levine, a professor atBaylor College of Medicine in Hous-ton, said in an AHA news release.

Huge numbers of people on Earth are keen to leave

the planet forever and seek a new life

applied to become Red Planet colonists with the

nonprofit organization Mars One since its application

process opened on April 22, officials announced

Tuesday, May 7. Mars One aims to land four people

on the Red Planet in 2023 as the vanguard of a

permanent colony, with more astronauts arriving

every two years thereafter. "With 78,000

applications in two weeks, this is turning out to be

the most desired job in history," Mars One CEO and

co-founder Bas Lansdorp said in a statement.

"These numbers put us right on track for our goal of

half a million applicants." Mars One estimates that

landing four settlers on Mars in 2023 will cost about

$6 billion. The Netherlands-based organization

plans to pay most of the bills by staging a global

reality-TV event, with cameras documenting all

phases of the mission from astronaut selection to

the colonists' first years on the Red Planet. The

application process extends until Aug. 31. Anyone

at least 18 years of age can apply, by submitting to

the Mars One website a 1-minute video explaining

his or her motivation to become a Red Planet

settler. (You can also watch other applicants' videos

at the site.) Mars One charges an application fee,

which ranges from $5 to $75 depending on the

wealth of the applicant's home country. United

States citizens pay $38, Lansdorp said. When the

application process closes, reviewers will pick 50 to

100 candidates from each of the 300 regions

around the world that Mars One has identified. By

2015, this pool will be whittled down to a total of 28

to 40 candidates, officials said. This core group will

be split into groups of four, which will train for their

one-way Mars mission for about seven years.

Finally, an audience vote will pick one of these

groups to be humanity's first visitors to the Red

Planet. So far, Mars One has received applications

from more than 120 countries, officials said. The

United States leads the way with 17,324, followed

by China (10,241) and the United Kingdom (3,581).

If you think learning about sciencemeans picking up a heavy, fat text-book and doing a lot of reading,think again. May 11 marks the fifthyear of Science Rendezvous, a freescience festival that is celebrated in

several cities across Canada fromVancouver to St. John’s.

“Somehow along the way we losethat innate sense of curiosity,” saidKelsey Miller, executive director ofScience Rendezvous. ”We want toreinvigorate a sense of curiosity andpassion for youth.” Five years ago,

R.J. Miller, a chemistry and physicsprofessor, was tired of not being ableto reach more youth and engage themin science. He spoke to other profes-sors from other universities, and foundthat they, too, felt the same way.

Together with Ryerson Univer-sity, the University of Toronto, YorkUniversity and the University of On-tario Technology Institute, a doors-open event was first hosted in 2008and Science Rendezvous was born.That first year, 15,000 people tookpart. In 2012, the number had soaredto 150,000 with 300 locations acrossthe country. It is run by a “voluntaryarmy” of 4,000 volunteers and 2,000scientists. “Learning doesn’t need tohappen in the classroom,” said Miller.

“Science and that curiosity be-comes uncool,” said Miller. “We canshow them how cool that is.”

Science takes to the streets on the weekend

The data-crunching developers at

Google are renowned for taking vast

amounts of information and

processing it into fascinating

snapshots of our world. Now the

company has teamed up with several

partners to harness the data culled

from Google Earth and NASA

satellites to produce a virtual time

machine that looks at how the planet

has developed over time.

Through a partnership with NASA and

the U.S. Geological Survey (USGS),

Google has released an online

database of time-lapse images that

show almost 30 years of satellite

imagery of Earth's surface

undergoing various changes. Those

images can also be viewed via Time

magazine's new Timelapse project, a

site that aggregates and

contextualizes the imagery via an

interactive presentation. To make the

visualizations clear and consistent,

Google began working with the USGS

back in 2009 and used Google Earth

Engine to parse through the roughly

2 million images that represent about

900 terabytes of data. Selecting the

images with the best resolutions, as

well as picking out the views free of

cloud cover, the team assembled the

database that spans from 1984 to

2012. The original satellite imagery

was facilitated by a project known as

Landsat, a series of satellites that

have been orbiting the Earth since

expected, but they eventually beat the Royal Challengers Bangalore by five

wickets in their IPL encounter at the JSCA International Stadium Complex

in Ranchi on Sunday. Proteas ace Jacques Kallis enjoyed a fine performance

with bat and ball, claiming two wickets, before steering the Knight Riders

Elections will be held within 10 daysat NA-38 Kurram Agency where pollsgot cancelled, and re-election at 43polling stations of the NA-250Karachi will take place within 10days, Election Commission of Pak-istan (ECP) Secretary Ishtiaq Ahmedsaid on Sunday. He congratulated thenation on completing the first step ofconducting free and fair elections andwent on to explain the various stagesof the election process.STAGE 1: Announcement of result

“The whole process, of consolidat-ing the results, is being done accordingto Section 39 of the Constitution Repre-sentation of Public Act,” he said. “Thereturning officers are formulating the re-sults as we speak, they will then place theballot papers in a sealed plastic bag

which will be opened in front of the can-didates,” Ahmed explained. “The bagwill be opened in front of the candidatesand postal ballots will be added.” Postalballots will be added at this stage and aform 16 will come along with plastic bagand consolidated results will be notifiedin the election commission gazette. “Wecan see the media announcing results,”he said, “but the official results will benotified by the ECP.” In all, the electioncommission has officially received 44 re-sults of National Assembly seats and 122provincial seats.STAGE 2: “Be assured that the resultscannot be changed [as we have seen inpast],” he assured.

“No one can tamper with the resultsbecause if they do, we will know theseals are broken.” After results are an-nounced, independent candidates willhave to join any political party withinthree days. Also people who win from

multiple seats will have to choose oneand then by elections will be held. Re-served seats quota will then be workedout by the ECP at this stage.STAGE 3: The newly elected govern-ment will meet within 21 days, from thedate of announcement of official result,the National Assembly will meet andchoose the prime minister and speakers.STAGE 4; By elections will be heldon seats which were left empty due todeath of any candidate and by the can-didates who had won multiple seats.“The by-election will be held aroundJune,” ECP secretary said. Ahmed saidthe delay in the announcement of theresults was due to the transparentprocess and legal procedure adoptedby the Election Commission. He saidseveral reservations had been ex-pressed in the media and by the peopleabout the delay in the results due to thepast practices and assured that this

time the process was so designed thatno tampering was possible. In a sepa-rate press release, the ECP congratu-lated the people of Pakistan on historicelections. It said the elections through-out the country were largely free andfair and passed without any major in-cident. It said the exception to this wasobviously in Karachi where the com-mission was compelled to stop pollingat 43 polling stations in NA-250. Thecommission would like to clarify thatthe presiding officers and polling staffin NA-250 were directed to report totheir respective polling stations alongwith all election material one night be-fore the elections.

However, upon appointment, theywere threatened and the election ma-terial was stolen by criminal elements.Substitutes appointed by the DROwere also threatened and therefore re-fused to perform election duty.
