INTRODUCTION The FAA has issued a comprehensive (almost 300 page) advisory circular AC 150/5200-31C AIRPORT EMERGENCY PLAN which “provides guidance to the airport operator in the development and implementation of an Airport Emergency Plan (AEP). The AEP addresses essential emergency related and deliberate actions planned to ensure the safety of and emergency services for the airport populace and the community in which the airport is located”. This directs the airport to develop an AEP. We suggest that the community would be well served by the airport if The District expanded the scope of its reach beyond aviation related emergencies and be ready to support more serious regional emergencies. While we could speculate on what these emergencies could be it seems better to maintain flexibility to support emergencies that may not have been explicitly considered. The District is relatively isolated and, as such, has developed a robust emergency preparedness plan with multiple agencies working together to test and implement this plan.
ON-AIRPORT AVIATION INCIDENTS Since 1/1/1982 (just over 30 years) there have been 87 recorded incidents, 16 involving
fatatilies, involving Truckee on the NTSB aviation incident database. In addition 3 more
were assigned to Tahoe City

AIR SHOW PLAN Victor Hernandez is on the organizing committee and develops a rigorous plan to support
the air show. Each year The District, via the air show committee, funds additions to Mr.
Hernandez team’s inventory of supplies. His team supports many events in the region.
OFF-AIRPORT AVIATION INCIDENTS While aviation incidents within The District may not be directly related to operations at
the airport the general population still look to the airport as a source for information and
response for aviation incidents.

REGIONAL INCIDENTS The airport is a large facility with obvious utility to stage response teams. These
response teams can be self-supporting but community benefit would accrue if the airport
could provide infrastructure to support these teams so they can ‘stand up’ more quickly
and remain on-station longer.

RECOMMENDATIONS Develop the Airport Emergency Plan (AEP) to the level required by FAA for Part 139 airports. Note the relevant FAA AEP Circular AC 150/5200-31C does not explicitly identify Fires or Blizzards as natural disasters. Unicom already has a well tested checklist to deal with an aviation related incident, and the airshow has a comprehensive plan.
Enable the airport to be used as an evacuation point
Provide space for a cache of shelf-stable emergency supplies to be managed
by Placer and/or Nevada County Sheriff’s Office (and Red Cross)
If MRE/HDRs are part of the cache then the building must maintain a steady,
cool, temperature to maximize the shelf-life of the MRE/HDRs and this
inventory must be replaced periodically.

Infrastructure design for Emergency Response Teams/Evacuation Center
o Potable water supply
o Power
o Lavatory
o Information/entertainment
o Garbage
Signage to create separation of emergency responders from those coming to
an evacuation point
Consolidated cross-jurisdiction EOC (without political overhead)
Addendum to hanger leases to enable them to be temporarily vacated at the
discretion of the airport manager and made available for non-aviation use
during a formal Governor announced State of Emergency
Enable evacuees to bring pets
Enhance the AEP to reserve a location for a mobile fire retardant plant close to a large
water supply and easily accessible by helicopters.

EMERGENCY EVACUATION
According to the Truckee Fire Protection District there are REMSA (Regional Emergency
Medical Services Authority) Careflight helicopters in Truckee and Reno and A CalStar helicopter
in Auburn which can reach most areas in 15 min. for serious emergencies. There is also a
California Highway Patrol helicopter in Auburn also and their services are free.
15 minutes is an optimistic time extraction, there are places where there are no good

landing locations and in vacation season it is also possible for the helicopters to be in use.
Also, cell phone service may not be available in some areas, so you should be prepared
for a longer period of emergency treatment.
