Mission Statement: The Florham Park Schools are committed to the achievement of individual academicexcellence through high quality teaching, learning and community involvement. 2020-2021 Board Goals

● Regardless of the learning environment (virtual, hybrid, in-person), the board will usestudent achievement data to monitor the effectiveness of all of our instructional programs,including but not limited to Special Education; and curricular updates that encompass thedistrict’s Social Justice vision.

● Ensure that all funds are used in an effective and efficient manner to achieve the Boardand District goals; curricular needs; and meet the district’s long-range facilities needs,including the capital improvement projects supported by the referendum.

● Continue to support effective and transparent communication with the community to furtherthe development of an engaged, connected community, and a growing environment oflocal organizations and businesses.

● Support the health, safety, and welfare of the district’s students and staff, with a continuedemphasis on the district’s Social-Emotional Learning initiative.

● Continue to recognize the accomplishments of staff and students.

2. WHEREAS, the employment contract for Dr. Steven Caponegro, Superintendent of Schools,provides for merit goals pursuant to N.J.A.C. 6A;23A-3.1 (e) 10; and

WHEREAS on 06/29/20, the Board of Education approved such merit goals for the 2020/2021fiscal year, and

WHEREAS on 07/31/20, the Morris County NJDOE approved such merit goals for the 2020/2021fiscal year, and

WHEREAS, Dr. Steven Caponegro, Superintendent of Schools, successfully attained three of theQuantitative Goals as outlined below; and

WHEREAS, Dr. Steven Caponegro, Superintendent of Schools, successfully attained two of theQualitative Goals as outlined below:

Quantitative Goal #1 - Safety and Security:In order to ensure the effective implementation of safety and security, theSuperintendent will facilitate a minimum of (3) three meetings with the Chiefof Police or designee and a minimum of (3) three meetings with the district’sresource officers to research and identify best practices, applicableprocedures and policies, and generate an internal confidential standardoperating procedure that will enhance district safety and security measures. Tier 1 – 6 meetings(3.3% = $5,544)Quantitative Goal #2 - Opportunities to expand and increase Informational Technology “IT”security awareness for staff by providing 5 training sessions over the course of the year (everyother month) and creating a security awareness training library for staff reference. Tier 1 – 5trainings (3.3% = $5,544)

Quantitative Goal #3 - To foster leadership and build camaraderie amongst principals:1. Design and facilitate a Professional Learning Community through a book study format2. Assign and read two books:

● Leading Well; Building Schoolwide Excellence in Reading and Writing by LucyCalkins

● Engaging Children; Igniting a Drive for Deeper Learning k-8 by Ellin Oliver Keene3. Facilitate book study discussion groups for each book.4. Write a reflection on one of the books via survey. Tier 1 – 2 books (3.3% = $5,544)

Qualitative Goal #1 The superintendent will meet with four experienced superintendents with afocus on K-8 leaders, at minimum of two times/year, to learn about best practices in leadershipand operating procedures for the purpose of professional growth and development. Tier 1 – 8meetings (2.5% = $4,200).To create a standards operating procedure (SOP) for the following administrative meetingagendas to categorize and specifically address the criteria of the New Jersey Quality SingleAccountability Continuum (QSAC): Instruction & Programming, Fiscal, Governance, Operations,Personnel (2.5% = $4,200).

NOW, THEREFORE BE IT RESOLVED, that the Florham Park Board of Education herebyapproves a non pensionable merit bonus in the amount of $25,032 for the 2020-2021 school yearsubject to approval by the Executive County Superintendent that the qualitative and quantitativemerit criteria for each of the Board assessed objectives has been satisfied for the payment ofsuch merit bonus.



3. WHEREAS, the employment contract for Mr. John Csatlos, Business Administrator, provides formerit goals pursuant to N.J.A.C. 6A;23A-3.1 (e) 10; and

WHEREAS on 06/29/20,, the Board of Education approved such merit goals for the 2020/2021fiscal year, and

WHEREAS on 07/31/20, the Morris County NJDOE approved such merit goals for the 2020/2021fiscal year, and

WHEREAS, Mr. John Csatlos, Business Administrator, successfully attained three of theQuantitative Goals as outlined below;

BE IT RESOLVED, that the Florham Park Board of Education authorizes and approves the BusinessAdministrator to pay bills and claims during the period between Board Meetings for the 2021-2022School Year.


Resolution #27 Code of Ethics

BE IT RESOLVED, that the Florham Park Board of Education adopts the New Jersey School BoardsAssociation Code of Ethics for the 2021-2022 School Year.



Resolution #28 Designation of School Physician

BE IT RESOLVED, that the Florham Park Board of Education approves contracting with Care StationMedical Group and Dr. Richard C. Bezozo, MD as school physician for the 2021-2022 School Year in anamount not to exceed $18,360.00.


Resolution #29 Executive Session Minutes

WHEREAS, NJSA 10:4-14 of the Open Public Meetings Act requires the disclosure of executiveminutes once actions are publicly acted upon; and

WHEREAS, the Florham Park Board of Education has reviewed prior year’s executive minutes.

THEREFORE BE IT RESOLVED, that the Florham Park Board of Education approves the nondisclosureof the minutes of the previous executive session meetings.

Resolution #32 Distribution of Wages - Direct Deposit

BE IT RESOLVED, the Florham Park Board of Education authorizes, in compliance with P.L. 2013,Chapter 28, the net pay for all full and part time employees of the Florham Park Public School District,inclusive of all compensation (contracts, ESY, stipend, etc.) shall be directly deposited into the bankinginstitution(s) of their choice; and

BE IT FURTHER RESOLVED, that exemptions from the direct deposit requirement are granted forsubstitutes and summer seasonal workers.

Resolution #37 Section 125 Cafeteria Plan, FSA Plan and COBRA

BE IT RESOLVED, the Florham Park Board of Education approve renewal of a Section 125 CafeteriaPlan and FSA and that for 2021-2022 Fiscal Year the proper officers of the District are hereby authorizedand directed to execute and deliver to the Administrator of the Plan, one or more counterparts of the Planincluding Premium Conversion and Flexible Spending – Medical and Dependent Care.39; and

FURTHERMORE, BE IT RESOLVED, that the FSA portion of the cafeteria plan will have a plan yearbeginning September 1, 2021– August 31, 2022. Resolve that the District will allow eligible employees tomake an annual election of up to the IRS limitation of contributions of $2,600 for allowable medicalexpenses and $5,000 for allowable dependent care expenses.

FURTHERMORE, BE IT RESOLVED, that TASC, will provide Third Party Administrative servicesregarding the Flexible Spending Account Plan and COBRA at a cost not to exceed $2,296.00 for FY2022.
