WHEREAS, the Florham Park Board of Education seeks to adjourn to Executive Session in fullcompliance with the Open Public Meetings Act, N.J.S.A. 10:4-6 et seq.: and

WHEREAS, the Open Public Meetings Act provides that a public body may exclude the public from thatportion of the meeting at which it discusses matters pertaining to personnel, negotiations, and /or currentand potential litigation; now

BE IT RESOLVED, that the Florham Park Board of Education adjourns to Executive Session; and

BE IT FURTHER RESOLVED, that the minutes of the discussion of any of these items will be disclosedto the public when matters have been determined and confidentiality is no longer applicable.

H. PUBLIC COMMENT-OPEN:

This portion of the meeting is open to any individuals for the purpose of addressing resolutions on thisagenda or matters that they find is important to the Board of Education, and is governed by Board Policy0167. Prior to making a comment, members of the public are required to state their names, addressesand subject matter of the comment. Comments are limited to three minutes per person. No participantmay speak more than once on the same topic until all others who wish to speak on the topic have beenheard. Comments made by members of the public may or may not be responded to by the Board. Anyresponse that is provided will be made at the end of the public comment period, after all comments havebeen heard.

2. WHEREAS, the employment contract for Dr. Steven Caponegro, Superintendent of Schools,provides for merit goals pursuant to N.J.A.C. 6A;23A-3.1 (e) 10; and

WHEREAS on 06/29/20, the Board of Education approved such merit goals for the 2020/2021fiscal year, and

WHEREAS on 07/31/20, the Morris County NJDOE approved such merit goals for the 2020/2021fiscal year, and

WHEREAS, Dr. Steven Caponegro, Superintendent of Schools, successfully attained three of theQuantitative Goals as outlined below; and

WHEREAS, Dr. Steven Caponegro, Superintendent of Schools, successfully attained two of theQualitative Goals as outlined below:

Quantitative Goal #1 - Safety and Security:In order to ensure the effective implementation of safety and security, theSuperintendent will facilitate a minimum of (3) three meetings with the Chiefof Police or designee and a minimum of (3) three meetings with the district’sresource officers to research and identify best practices, applicableprocedures and policies, and generate an internal confidential standardoperating procedure that will enhance district safety and security measures. Tier 1 – 6 meetings(3.3% = $5,544)Quantitative Goal #2 - Opportunities to expand and increase Informational Technology “IT”security awareness for staff by providing 5 training sessions over the course of the year (everyother month) and creating a security awareness training library for staff reference. Tier 1 – 5trainings (3.3% = $5,544)

Quantitative Goal #3 - To foster leadership and build camaraderie amongst principals:1. Design and facilitate a Professional Learning Community through a book study format2. Assign and read two books:

● Leading Well; Building Schoolwide Excellence in Reading and Writing by LucyCalkins

● Engaging Children; Igniting a Drive for Deeper Learning k-8 by Ellin Oliver Keene3. Facilitate book study discussion groups for each book.4. Write a reflection on one of the books via survey. Tier 1 – 2 books (3.3% = $5,544)

Qualitative Goal #1 The superintendent will meet with four experienced superintendents with afocus on K-8 leaders, at minimum of two times/year, to learn about best practices in leadershipand operating procedures for the purpose of professional growth and development. Tier 1 – 8meetings (2.5% = $4,200).To create a standards operating procedure (SOP) for the following administrative meetingagendas to categorize and specifically address the criteria of the New Jersey Quality SingleAccountability Continuum (QSAC): Instruction & Programming, Fiscal, Governance, Operations,Personnel (2.5% = $4,200).
