Eagle’s Landing Day Camp 2020 Safety Plan and Operating Playbook Eagle’s Landing will look different this summer due to COVID-19, but it will still be an amazing camp season! The health and safety of our campers and staff is our top priority and we take these precautions seriously. We are continuously monitoring guidance from the Centers for Disease Control (CDC), the American Camp Association (ACA), the American Academy of Pediatrics (AAP), and the NJ Department of Health (DOH) to help outline our summer program. Listed below are our updated precautions and guidelines to provide the safest summer possible for everyone. Some parents may not fully understand, but seemingly overnight our children were separated from their friends, forced to stay home, and required to learn from screens. Favorite activities like sports, music, and dance classes were abruptly halted, and most children are now looking at a summer with way too much free time, no structured activities, and little opportunity for fun outside. It’s a sad situation! What can we do to make things better for children? Opening Eagle’s Landing Day Camp safely is the solution we have been working towards since March. Data shows that the risk of transmitting the COVID-19 virus in an outdoor environment like ours is extremely low, yet the benefits of the socialization, exercise, and learning that happens at camp can be tremendous. Opening Eagle’s Landing for the 2020 summer season requires a HUGE amount of creativity, logistical effort, and financial expense, and we are proud to be able to continue our com mitment to our camp families, and we’re excited to provide another amazing summer for our campers!

Eagle’s Landing will look different this summer due to COVID-19, but it will still be anamazing camp season! The health and safety of our campers and staff is our toppriority and we take these precautions seriously. Conditions for Opening Camp

Eagle’s Landing Day Camp’s priority this summer is to provide dynamic programming ina safe and effective manner. Our Safety Plan and Operating Playbook prioritizes thehealth and well-being of our campers, staff and the families we serve

Our Safety Plan is designed to be flexible so that we can adapt and refine our programas needed. Eagle’s Landing based the Safety Plan and Operating Playbook on theGovernor’s Executive Orders, and NJ Board of Health guidelines. Our procedures forenforcing compliance with all COVID-19 preventative measures and practices may bemodified and revised as guidance changes.

External Factors• Stay at home orders lifted.• New Jersey State permits recreational and childcare facilities to begin operations.• Local health department gives clearance and guidance to open camp.• Mitigation efforts in local communities continue to result in declining cases,hospitalizations, and metrics as we move from Phase 2 to Phase 3 in New Jersey’sRoad Back Reopening Plan.

Internal Factors• Program areas and camp spaces are ready to support physical distancing.• Cleaning and sanitizing procedures are in place and adequate supplies are available.• Adequate PPE supplies are available for staff use.• Installation of new hand washing and sanitizing stations.• Staff are trained and prepared to operate under new guidelines and care for campers.• Staff fully understand the social responsibility and commitment outside of camp tomaintain a healthy camp community within camp.

Eagle’s Landing Family Commitment• Monitoring family health.• Communicating with Eagle’s Landing Day Camp openly about health concerns.• Daily morning screening of campers for health concerns before leaving for camp.• Follow all policies and procedures presented by Eagle’s Landing to support a healthycamp community.

u Daily Monitoring of Campers

• Parents are our first line of defense – please DO NOT send your child to camp ifthey have a fever, sore throat, body aches, cough, difficulty breathing, fatigue orhave an unexplained loss of smell or taste.

• Upon arrival at camp (campers will be screened by our health center and/or arrivalteam for symptoms and a temperature check using an infrared touchlessthermometer), any child with a temperature over 100.4 or higher will not be allowedin camp.

• Counselors and staff will be trained through our staff orientation on how to monitortheir campers’ wellness throughout the day (i.e., lethargy might equal a fever) andwill proactively check in with our Registered Nurses when necessary.

• Fevers and Multi-Symptom Management of any camper who is sent home from ourWellness Center. All campers and staff with a fever are required to obtain a negativeCOVID-19 test result before returning to camp. The same protocol would apply if aparent reports to us that they are keeping their child home with a fever.

• We updated our physician’s standing order for fevers to require 72 hours (minimumof 3 full camp days) of being FEVER FREE without the use of medicine beforereturning to camp.

• We will be crediting parents 50% of pro-rata daily tuition for each additional "sickday" after the following "allotment" to encourage parents to keep their child home ifthey are not feeling well (with a maximum of 30% of your enrolled days available assick days for credit to 2021).

• Campers Enrolled = pro-rata credit after the 3rd "sick day" home.• All credits will be addressed at the end of the camp season.

Face coverings for campers• The NJ Department of Health is requiring all campers to wear a cloth face covering

during arrival and departure from camp. • Campers must wear a face covering when they ride on a bus, when they arrive for

our Extended Day (ED) am program, and when they step out of the car at ParentTransportation (PT).

• Both campers and staff must wear a cloth face covering from the time of arrival untilthey are with their group. There is an exemption for face coverings if a mask wouldinhibit a camper's health (i.e., an asthma diagnosis on your Health History Form).

• Once the campers are with their group, they can safely remove their mask and keepit in their backpack. We are asking parents to send a zip lock bag labeled with yourcamper's name to store the mask and keep it dry. Campers will need to access andwear their mask if they cannot remain socially distanced (i.e., a surprisethunderstorm requires the entire camp to take cover under a tent and it's notpossible to stay six feet apart).

• The same rule applies for the end of the day departure. • We will do our best to keep the masks on the campers. If your child will not be

wearing a mask for a medical reason, please contact Barry at 732-821-9155.

v Daily Monitoring of Staff

• Upon arriving at camp each morning, all staff members will be screened by ourarrival team or health center for symptoms and a temperature check using aninfrared touchless thermometer – any staff member with a temperature over 100.4or higher will not be allowed in camp.

• ALL counselors and specialists will be required to wear face coverings while insideany building or when social distancing outside cannot be maintained.

• Staff members will agree to and sign a “Code of Honor” requiring them to follow allsocial distance guidelines outside of camp hours.

• Specialist Staff (i.e., Arts & Crafts, Basketball, etc.) will disinfectant any/all sharedsurfaces and supplies at their location between activity periods

Face coverings and gloves for staff• Eagle’s Landing will provide two cotton mask face coverings for every staff member

to wear which provides a friendly, safe and more-comfortable option all-around.• Gloves will be provided for bus drivers and food service personnel.• Staff and campers are required to wear masks when social distancing cannot be

maintained– unless for health and safety reasons, or extreme heat and it is notfeasible to wear masks. This does not include when staff is interacting with theirassigned groups.

w Infection Control Strategies

• Frequent communication for all things COVID-19 with staff, parents, and campers.• The Eagle’s Landing campus will be closed this summer to all visitors. Only campers

and staff will be allowed beyond the parking lot for drop-off and pick-up protocols.• We are providing extended time windows for staggered arrivals and departures.• Continual enhanced cleaning throughout camp and all areas.• Handwash and hand sanitizer stations are provided throughout the camp.• Visiting camp by parents during the day has been cancelled.• Off-site trips have been cancelled.• Outside entertainment will be limited to set up and break down outside of camp

hours when campers are not present.• We discourage sharing items that are difficult to clean.• No lost and found. Anything not labeled with your camper’s name will be boxed and

donated to a local shelter at the end of the camp season.

Deliveries, Packages, Repair Personnel• ALL delivery personnel will be screened (i.e., temperature check) prior to entering

our campus and must wear proper PPE when leaving their vehicle.• Gloves will be worn by all delivery personnel.• Repair personnel, while in camp, must wear proper PPE gloves.• All delivery & repair personnel MUST maintain a 6' distance from staff and campers.

x Continual Cleaning and Disinfection

• Campers and staff members are required to wash or sanitize hands upon arrivaleach morning, between activity periods, and before/after snacks and lunch.

• A designated team of 3 support staff members, wearing proper PPE, will disinfectour campus during and at the end of each day (i.e., bathrooms, shared playfacilities, playgrounds, sports equipment, changing rooms, etc.) using a combinationof soap and water for playgrounds, and EPA approved disinfectants for hardsurfaces.

• ALL areas in camp will receive an disinfectant fog spray at the end of each day.• Hand sanitizing stations are located throughout the camp so they are easily

accessible (i.e., lunch, activity areas, main walking paths, entrance and exit points,etc.)

• Hand washing sinks with soap are located throughout the camp.• Staff are trained to constantly ensure that proper hand washing procedures and

hand sanitizers are followed by their campers and co-counselors.• Support staff will wear proper PPE while cleaning & sanitizing.• Group counselors will have a "to go" backpack for their camper group household

that will include hand sanitizer, gloves, tissues, cups for drinking stations, and more.• ALL Specialist Staff (i.e., Arts & Crafts, Basketball, Ropes) will disinfectant any/all

shared surfaces and supplies at their location between activity periods.

y Safe Activities for our Campers

Small Group SizeThe NJ Department of Health recognizes that campers in a group cannot/will notstay six feet apart at all times. Therefore, each group household will have a limit of10 campers who will travel together, take bathroom breaks together, and go toactivities together. This group of campers, along with their counselor, will not socialdistance from each other. Similar to your personal household, the group householdof 10-12 people (including staff) will share personal space and germs. Grouphousehold members can hold hands -- they just have to wash with soap and wateror sanitize regularly. It's all about minimizing risk.

• Eagle's Landing staff will wear face masks while inside and when they cannot besocially distanced from non-group members and staff.

• Hand washing will become a regular activity, every half hour, especially beforeeating.

• Camper groups will have 10 minutes between every activity to wash their hands andsanitize.

• We have created a set schedule for every group.

If there an activity that my child does not want to participate in, what will theybe doing during that time?

• Eagle's Landing is a diverse program. We vary activities for each grade and ability.We will not offer electives this summer, so campers are scheduled into all activities including our new program areas! We encourage kids to try new things. Thissummer, we want kids to be outdoors and socialize safely with their friends.

• Each activity period will be 30 minutes, except for swim which is 40 minutes. Werealize we cannot make everyone happy with all of the scheduled activities, so weask that you work with us and your children to understand that camp will be differentthis summer, but that doesn't mean it won't be as fun!

How will my kids know if they're socially distanced?• Blue "SIT HERE" stickers are placed on all of our benches and chairs throughout

camp. We ask campers and staff to sit on those stickers so they will be sociallydistanced and there is no guessing on anyone's part. While outdoors, campers willremain arm's length apart for a simple determination of social distance spacing.

• We ask that our parents partner with us and remind your child that they are withtheir friends and having fun while within our new "normal".

No mixing of camper groups• Our Elective Program for campers has been cancelled and replaced with specific

activity scheduling for each camp household to prevent camper mixing.• While activities and traditions like our Morning Gathering have always been

organized as full-camp or large group gatherings, all special programming thissummer will be re-structured to accommodate socially distanced camp households.

Maximized Outdoor Programming• COVID-19 has a lower infection rate outdoors vs. indoors and is killed by direct

exposure to the sun, so campers will be OUTDOORS as much as possible.• Our daily program will include all of our traditional activities.• We built 10 minutes into every group’s schedule between activity periods to sanitize

or hand wash properly.

Swimming• Eagle’s Landing has four pools plus a spray park. We modified our swim schedule

so that each camp family of groups will have their own assigned pool where they willnot mix with other groups.

• Campers will swim one time per day, reducing the # of times changing is necessary.• We will have spray park and sprinkler time available for especially hot days.

No Camp on Rainy Days• Similar to "Snow Days" for school, we will have 2 "Rain Days" built into our camp

season where camp will be cancelled in anticipation of a full day of inclementweather (which would otherwise require campers to be indoors at camp throughoutthe day). We will be crediting parents 50% of their daily pro-rata tuition for eachadditional Rain Day after 2-day allotment.

• Parents will be notified by 7:00 am on any camp day as to whether camp is eithercancelled for that day OR we are OPEN but on “Rain Alert” so that they should beprepared for an early dismissal if necessary later in the day - we do not have theindoor facilities at camp to run our program for an extended period of time indoors.

• All credits will be addressed at the end of the camp season.

z Safe Camp Transportation

Parent Drop-Off• Families may drop off their campers in the morning within our extended time window

of 8:00 - 8:45 am to allow for staggered arrivals.• Parents/Caregivers should drive into camp wearing a mask or face covering – and

remain in their car – an Eagle’s Landing team member, wearing proper PPE, willhelp campers out of the car.

• Members of our support team will perform a quick health screening and temperaturecheck before they sign in and move into our drop-off lanes.

• Campers will be walked by a counselor to their designated arrival location - all staffhelping at arrival and eparture will be wearing face coverings.

• Staff members will sanitize their hands between campers.• Parents/Caregivers are asked to please NOT engage in discussion with our staff at

drop-off/pick-up or get out of their cars so that we can ensure a smooth and efficientoperation. Please send emails or call the camp with any questions, comments orrequests.

Pick-Up at Camp• Families will pick up their campers during our extended time window from 4:15 -

5:00 pm. • Parents/Caregivers should drive into camp wearing a mask or face covering – and

remain in their car.• Campers will be escorted by an Eagle’s Landing counselor to their car.• For families who carpool, we encourage you to do so with campers in the same

group as your child. If this is not possible, we ask that you have children wear facecoverings.

Busing• Van transportation to camp & home is available with pick-up & drop-off.• All vehicles will be new, 15-passenger vans, with campers and staff seated one per

row, per side of the vehicle to ensure social distances.• Campers will be assigned seats each week. Our buses will be completely cleaned

and disinfected before and after every trip each day.• The bus driver and bus counselor will always wear proper PPE while on the bus.• Campers and staff are required to wear face coverings or masks while riding the

bus.• All windows will remain open on the bus to increase cross airf low with the

air-conditioning system on maximum setting except during inclement weather.

Daily Lunch and Snacks and Staying Hydrated

• Eagle's Landing is continuing to serve our expanded lunch menu, complete withgluten-free, kosher, and vegetarian options.

• We've had to make some modifications for this summer, such as removing all of ourself-serve options. Our salad bar is still available, but the items will be served tocampers by our food service staff.

• Plates and silverware will all be disposable, and every table will be thoroughlydisinfected between groups.

• We ask all campers to come every day with a refillable water bottle. • Our refrigerated water bottle fillers will help keep everyone hydrated. Please be sure

to clearly label the water bottle with a sharpie or a label with your child's full name. • While we cannot use our water fountains, we have igloo coolers throughout the

camp filled with ice water. • We are giving each group counselor an Eagle's Landing string backpack to wear,

which will hold disposable cups, disinfecting wipes, and hand sanitizer for usewhenever needed.

Symptom Management Plan

The guidelines and requirements for managing campers and staff with COVID-19symptoms are provided by the NJ Department of Health. We will immediately notify thestate and local health department about any positive test result by an employee orcamper.

• Registered Nurses will assess all persons with COVID-19 symptoms.• Separate quarantine facility for symptomatic campers or staff who are waiting to go

home.• Strict symptom management, including isolation, communication, tracing, and

post-illness protocol will be enforced.

Wellness Center Procedures

• Our Wellness Center is staffed by two Registered Nurses at all times.• A third RN is stationed outside of the Wellness Center with a mobile station to care

for minor scrapes and bruises, and to manage other daily routines such as ear plugsand blood sugar monitoring.

• * Nebulizing of any camper must occur outdoors, in sunlight, if possible, to avoidmist spread.

• Persons with COVID-19 symptoms requiring medical attention will be furtherassessed by one of our Registered Nurses and quarantined in our isolation room.

• Wellness Center nurses have different levels of PPE available for discretionary use.• Nurses will call caregivers to share that a camper has visited the Wellness Center

and discuss next steps as necessary.

What Happens When...?

What happens if someone tests positive for COVID-19?There are a number of different scenarios that have been considered by theDepartment of Health (DOH), and they all contain variables that make this difficult todetail with specifics. Here are the most common four scenarios as defined by the DOH.

Scenario 1: A parent of a camper/staff in you child's group household tests positive forCOVID-19. That specific camper/staff is considered to have had "close contact", so thatcamper/staff must stay home, practice social distancing, and monitor for additionalsymptoms. There is NO impact on the other campers or the general camp other thanthe camper/staff not coming to camp for 14 days after the exposure.

Scenario 2: A parent is notified that they are a close contact of someone who testedpositive. The camper/staff in that group household are allowed to come to camp so longas that parent stays asymptomatic. If that parent becomes symptomatic, then refer toScenario 1 above.

Scenario 3: A camper/staff tests positive within a group household. That person wouldnot come to camp for 7 days after he/she first developed symptoms AND for 72 hours(3 days) after the fever has ended without the use of fever-reducing medications ANDyour symptoms have significantly improved (whichever period is longer). In a worstcase, when the staff member may be your child's counselor, the campers and staff aredeemed close contacts and the the group household must self-isolate at home for 14days from the last day they were in contact with the positive person. The DOH may callthe positive person to determine who was a "close contact". A close contact is definedby the DOH as any individuals within six feet for ten minutes or more.

If your camper is required by the DOH to quarantine at home for 14 days, Eagle'sLanding will give you a 2-week credit for 2021.

Scenario 4: A staff member tests positive. How does that impact other camp individualsnot in his/her group household? If the staff member is, for example, a lifeguard or artinstructor, campers and staff may not be considered a close contact because they arenever within six feet for 10 consecutive minutes, and therefore there is NO impact onthe other campers or staff other than that specific staff member not coming to camp for14 days after the exposure.

Will the DOH close the camp if there is a positive case of COVID-19? There are too many variables to provide a definitive answer. According to the DOH, theinherent design of the group household unit makes it easier to not close an entire camp.The DOH COVID-19 guidelines were designed to keep camps open and not to closethem because of one positive case.

We are still refining our Safety Plan daily to create an amazing summer for our campersand staff! We will continue to share information with you as it becomes available.
