Summary

This report is based on data extracted from the Capita One system at end of June 2014 and is based on all referrals made to EI Service. The report summarises information about the profile of children/young people referred to the Service, the numbers and distribution of allocated cases recorded (otherwise known as involvements in One), as well as the type of activities being provided by Early Intervention Hubs.

Who do we see?• Since September 2013, 2877 new children/young people have been referred to the Early Intervention Service

o 55% of these were male and 45% were female

o 2286 (80%) were of White British background.

o 58% were SEN (Special Educational Needs). 41% of those SEN referred had BESD (Behavioural, Emotional and Social Difficulties)

o 41% were of secondary school age (11 to 15 years old).

• Since September 2013, 11814 presenting issues related to the child/young person were recorded, of which:

o Behaviour Difficulties at 1122 (9%)o Emotional Wellbeing Support at 1037 (9%) o Parenting Challenges/Diffs at 652 (6%)o Low Self Esteem at 646 (5%)

were the most common.

• 42% of allocated cases since September 2013 were referred by School, 28% were referred by Children, Education and Families and 9% were referred by Health.

How do we engage with them?

• There have been 3800 allocated cases(referrals) recorded since September 2013.

o The number of allocated cases recorded during reporting month were 290.

• Core Offers describes the types of support offered to child/young person and family. The most frequently recorded core offer was "Direct Work with Children, Young People and Families" (67%) of all generic core offers recorded.

• A total of 20713 Activity sessions have been recorded by EI hubs since September 2013. 92% were targeted sessions and 8% open access sessions. 46% of the targeted sessions recorded were engaging with individual Child/Young Person.

• Activities are linked to one or more key performance indicators (KPI). The most popular KPI addressed since September 2013 has been "Reducing Child / Young Person in Need" (50%) of all KPIs recorded, followed by "Improve Attainment Levels" at (11%) and "Improve School Attendance" at (9%).

What difference have we made since September 2013?

• The most frequently recorded outcome for closed allocated cases were "No Further Action" (28%), "Moved to TAC process" (13%) and "Reduce Child/Young Person in Need" at (10%).

• Across the county 13% of allocated cases were closed where the child/young person was moved onto a TAC process. This is particularly noticeable at West Oxfordshire hub at (26%), South West Oxfordshire hub and Littlemore hub both at (15%) of all closed allocated cases.

• 12% allocated cases were closed as the CAFs or TACs outcomes had been achieved.

• 8% allocated cases were closed because child/young person or parent/carer were not engaging. For Banbury hub in particular, 11% allocated cases were closed with such Outcomes followed by Biceter hub at 10%.

• 3% (35) allocated cases were closed as the child/young person was moved to Social Care. This is most noticeable in the three Northern area hubs.

• Note: Figures of 5 and under (in all tables) have been suppressed and are shown as an "X" due to data protection and confidentiality.

No. of young carers supported (no.7) is determined from the list of presenting issues selected for EI involvement with Child/ Young Person and the involvement is still open.

Rates per 10,000 are based on 0-17 population, though interventions may involve young people older than 17Rate for re-referrals is calculated based on repeat EI Generic involvements for young people within 12 months, where the involvement did not have core offers purely of CAF/TAC and missing person involvement. This is because young people should normally only have one open involvement at any one time unless they also have a CAF/TAC involvement, missing persons involvement.Rate of children in need (no.20) is as identified by the open cases report run on Frameworki, and does not include LAC, Leaving Care & CP cases. Area is based on social care team location, and cases handled by the all-County and Disability teams are not included in the Area totals.

The current reporting year for the indicators is the current academic year. Figures for indicators 6 and 11 have been extrapolated from the data collected quarterly.

Targets are set at County level..

For indicators number 3 and 4, all figures at county, area and hub level are based on the home address postcode (if the address has no postcode or has an out of oxon postcode then the hub id is used). For indicators number 1,2, 8, 9 and 10, the county and area totals are based on the school location/postcode whereas for hub calculations are based on the home postcodes of the young people concerned. This means that the hub totals do not necessarily add up to the area totals.

Abbreviations: (e) = year to date figure is extrapolated to provide a predicted end of year rate; nya = Not yet available; n/a = Not available.

No.5: The Area and Hub NEET figures are on the same basis as the County figures, i.e. year 12-14, adjusted to allow for Not Knowns. Previously, they were for 16-18s and unadjusted.

General notes on dataAdditional staffing data is received from HR at end of each month.In the allocated cases (involvements) data, the hubs are identified according to the postcode of child/young person. In the activities data, the hubs are identified according to the postcode of staff member responsible for the activity session.This will mean that where the postcodes are incorrect for staff members the activities will be assigned to the wrong hubs.The 'Other' field shows numbers where no hub has been identified. An assumption has been made that this is due to the child/young person living out of the county.

The gender split was 55%:45% between male and female referred to the EI service since September 2013. The gender split appears to be relatively stable over time, with more male than female being referred with the exception of Bicester, where there were more female than male. South West Oxfordshire shows the highest difference in gender split at 59% male to 41% female, followed by Littlemore hub with 58% male and 42% female. The total for hubs and County may differ due to gender not available for unborn child .

White British remains the most common ethnicity amongst Children /Young People referred to the EI service (80%)This month's report highlights that next most frequent groups were those with an Unknown ethnicity at 6% and White Other at 2% .10% of Children /Young People were from BAME (Black, Asian and Minority Ethnic Groups), as a comparison, the proportion of CYP in Oxfordshire that were BAME was 21% (from January 2014 annual school census).

The proportions of Children / Young People referred to the EI service with SEN have remained relatively stable over time.

It is worth noting the proportion of Children / Young People referred to the EI service with SEN was 58%. In comparison, Oxfordshire had 18% Children / Young People with SEN (from January 2014 annual school census) . BESD (41%) and MLD (35%) are the most common primary needs of those referred to EI Service.

There has been very little change in the age group composition of Children / Young People referred to the EI Service.

As seen in previous months, the largest group referred were 11-15 year olds (41%), followed by 5-10 year olds (33%). Both these age groups cover the primary and secondary school age population. 9% of the referrals are for the age group 0-4 years old.

Since September 2013, the highest number of allocated cases recorded were by West Oxfordshire hub (677), followed by Banbury hub (608), in comparison the least number of allocated cases were recorded at East Oxford Hub (398). Littlemore hub recorded the most during 2011-12 and 2012-13 academic years (560) and (674) respectively.

The data tables below are used to determine the impact of EI Service involvement with child / young person and family.The most frequent Outcomes selected for closed allocated cases are highlighted in the table below.Since September 2013, 28% allocated cases were closed with "No Further Action" required, 13% were closed where child / young person was "Moved to TAC process" and 10% were closed where "Reduce C and YP in need" outcome was recorded.teAcross the County 6% allocated cases were closed where Child/YP or Parent/Carers were not engaging . For Bicester hub in particular 11% closed allocated cases were with such outcomes.cd cases were closed as the child/ young person was moved onto tier 4 service. Data Quality:Since September 2013, 15% of closed allocated cases did not have an outcome recorded, and 10% closed allocated cases since September 2011were without an outcome. South East Oxfordshire hub had left highest proportion blank at 28%, followed by South West Oxfordshire at 24% since September 2013.

The data tables below exclude core-offers related to CAFs &TACs, Missing Children and Signpost to Other Services.The summary of number of CAFs and TACs can be found in appendix 1.

This month's data is following the trend set since September 2013 where 'Direct work with children, young people and families' is the most popular core-offer selected (67% ) since September 2013 and (60%) during academic year 2012-13).

The other most popular core offers selected by EI hubs are highlighted in the tables below, including "Parenting Course" at (10%) and "Open access and targetted sessions" at (8%)

The most frequent Presenting Issues selected since September 2013 has been 'Behaviour Difficulties' and 'Emotional Wellbeing Support' both at 9%, followed by 'Parenting Challenges/Diffs ' at 6%.The most frequent PIs for academic year 2012-13 were "Emotional Wellbeing Support" at 7%, followed by "Academic Underachievement" and "Attendance/Absenteeism" both at 6%. There is no limit to the number of PIs that can be assigned to an allocated case - the number of PIs for an allocated case varied from 1 to 39 PIs. These could highlight where the complexity of some cases might lie.

Level of InterventionThe percentage of allocated cases with high level of intervention (Red) since September 2013 is 3%, 3% point lower compared to end of 2012-13 academic year (6%). Medium level (Amber) is also considerablly lower at 18% compared to 26% at end of 2012-13 and the low level (Green) is 70% and that is 9% higher when compared to 2012-13 academic year (61%)

Risk of Entering Social CareThe percentage of allocated cases with risk of entering social care "High" since September 2013 is 10%. For Littlemore hub in particular, 17% generic allocated cases were recorded with "High" risk of entering social care, which is 3% point lower compared to 20% during 2012-13 academic year. The Banbury hub "High" risk is at 15% and is 3 percent point higher compared to 2012-13.

Data Quality:Since September 2013, 15% allocated cases recorded had this field left blank. This month the hubs with the highest proportion for leaving this field blank were South East Oxfordshire at 41% and South West Oxfordshire hub at 24%.

Allocated cases with source recorded

For this month's report, School group is the most common source of referrals to EI Service, 42% of referrals since Sept 13 and 46% during 2012-13 academic year. The frequent source of referrals for each group are highlighted in the tables below.

Within CEF(Children, Education and Families), Hub Workers and Social Care referred most at 44% and 31% respectively.Within School group, generic school and Home School Link Worker referred most at 26%, and 17% respectively.Within Health group, Health visitor and PCAHMS CAHMS referred the most at 33% and 36% respectively.

Police referred 12% referral during academice year 2013-14 to date and 10% during 2012-13 to EI Service.

The most popular KPI chosen since September 2013 has been "Reducing C and YP in need" which accounts for 50% of all KPIs assigned to activity sessions. This trend was reflected across all hubs. The other frequent KPIs selected are highlighted in the table below, and include "Improve Attainment Level" at 11% and "Improve School Attendance" at 9%.
