The first time you collect data in a new system, the data will be bad.
It takes three or four iterations to stabilize a data collection process after any change.
That said, the Fall 2012 MSDS data could have been much worse!

Who is responsible for reporting Early On data in MSDS?
ISD personnel are responsible for reporting Early On data in the MSDS. Please be sure these people work closely with Early On program personnel to ensure accurate reporting. Non-ISD staff that previously reported their data directly into MICIS must work with their local ISD to get the data reported in MSDS. Children receiving special education services will also need to be reported with the Special Education Component. The Special Education Component may be reported in the ISD record along with the Early On Component or in a separate record reported by an LEA.
