However, Mngonyama retaliated by saying that Magaqa wants to “re- duce” him and confuse people by spreading rumours that he is smoking dagga. Magaqa lashed out at Mngonyama after he blamed Magaqa in the Fever last week saying that he (Magaqa group) in- tends to destabilise the looming Harry Gwala regional conference as they are earmarking positions in municipalities and he does not have ANC membership. “I have reached a stage where I am going to hit this boy hard. He is just a boy and he is mad. Really, I am not going to allowthis.Ihavekeptquietforsuchalong time about him talking nonsense about my name,” said furious Magaqa. He said his capacity of thought is high and he is going to engage with Mngonya- mainthesamewaythathe(Mngonyama) engages with him (Magaqa). “They were disappointed because I did not join Julius Malema’s Economic Freedom Fighters, and I am not respond- ing to their disappointment. “Now they fail to match me politically and are scared to see my shadow,” said Magaqa. Former ANCYL president Malema was expelled from the ANC and formed his own party and Magaqa was suspend- ed for sowing division within the party, but his suspension was lifted in April 2013. Magaqa now lives in his home town of Umzimkhulu works as an ANC member. “If wanted to join EFF, I would join in broad daylight and be active. I under- stand that some members are new in our organisation. Those who grew with me in the ANC know that I am not scared of anything. I am not interested in their dirty politics and I find it very strange when I am busy with my own things, that people use this boy [Mngonyama]. “He shouldn’t speak unfounded things as though he was smoking dagga. I am here because I joined the ANC volun- tarily. Others thought that when the Inde- pendent Electoral Commission released namesofthosewhowouldgetintoParlia- ment my name would appear on the EFF list. Now they are disappointed. “I grew up in the ANC and no one will take my right away because my blood is black, green and gold,” said Magaqa. “I am the senior of this boy ‘maan’ and I am his leader and they must take him through political education on what a leader is, then he will understand leadership.” Mngonyama denied the smoking dagga allegations made by Magaqa. “He thinks he is bigger than anybody, that is why he never lasted even three months in his position as secretary general,” responded Mngonyama. THE Harry Gwala District Municipality Execu-tive Committee and senior managers, led bymunicipal manager Nandie Dlamini, held atwo-day strategic planning session in Durbanfrom 11 to 12 August, the aim of which was tomake decisions and align the integrated devel-opment plan with the budget and refine theservice delivery budget and implementationplan.

Harry Gwala District Municipality MayorMluleki Ndobe described the session as “pro-gressive and successful”.

“Strategic items that constituted our agenda

included the integrated development plan, thebudget performance management system,service delivery and budget implementationplanandfinancialmanagementandservicede-livery issues,” said the mayor.

“Our service deliverymatters dealt with theBulwer dam, Ufafa Regional Water Scheme,Mnqumeni, Greater Summerfield and IbisiDam,”saidNdobe.Hesaidtheydealtwithissuesin rural sanitation and sewer projects in Umz-imkhulu, Ubuhlebezwe, Ingwe, Shayamoya,Bhongweni and Kokstad.

“We agreed that we must raise aboutR12 million to resolve these issues in Kokstadandemergencymeasures inkwaTholakeleandkwaRadebe and our team is already there.”

THE Greater Kokstad Munici-pality unveiled a new parkingsystem that it hopes will mark

a new beginning in its relationshipwith citizens.

This was revealed at a briefing atthe GKM municipal boardroom lastFriday.

GKMspeakerZolaniMhlongosaidthe move to adopt this system camebecause of Kokstad’s many trafficand parking problems.

“It is no secret that Kokstad hasinthepastexperiencedmanyacci-dents mainly because of people

doing as they please, for in-sta nce, double parking in the

CBD, so this system is inresponse to those issuesand other challengeswe have in town andthat is why we alsobuilt speed humpsthrough the small-town rehabilitationproject,” Mhlongosaid.

He said the new parking systemwould assist in fighting crime intown, managing traffic, create jobsand will bring in revenue for themunicipality.

At the briefing were a number ofstakeholders including the KokstadChamberofCommerce,RTIandSAPSand local media houses.

Nyaniso Msiya, executivemanager for community services atGKM, said the briefingwas to consultand discuss the newparking systemswith all relevant stakeholders as thesystem will be implemented fromtoday.

Msiya pointed out there has beenmany car break-ins in the CBD.

“We know that we have had carbreak-ins in town,butnow,withnewparkingsystem, thatwillbeathingofthe past as the operators who areemployed by TCS [company con-tracted to monitor the parkingsystem] will be our eyes and ears.”

Kokstad Chamber of CommercePROMargiFlemmingsaidtheyareinthe favourof thenewparkingsystemas it will benefit the businesscommunity.

TCS said the first phase of thehi-tech systemwill be the installationof speed cameras and fixed cameraswhichwill also facilitate fineprosecu-tions.

The second phase will be theinstallation of a camera thatwill record number platesfrom 200 metres away.

“Our peace officers willbe able to execute warrantsof arrest by sending SMSs totheSAPSiftheydetectstolenvehicles,” said TCSspokesperson.

the municipality.Outlining progress by the municipality to

Fever, Kwa Sani Municipality Mayor MduBanda said they did an outstanding job interms of service delivery in all wards.

“As I speak, we have worked hard in themunicipality and the district municipality toensure communitiesget proper sanitation. Itis only people who livein farming area whohave no access toproper sanitation.”

He said Cogta setaside R30 million forsanitation in Himeville.

“Again, we havemadealotofprogressinelectrificationforhouses,andonlyafewhome-steadsdonothaveelectricitybecausetheyonlybuilt their home after electrification had beencompleted in certain areas.”

Banda also said that most wards have acommunityhall, exceptwards3and4becausethey are in farming areas. He said most roadshas been tarred, including the road fromMpendle to Underberg.

Land for housing has been put aside in theUnderberg area and the process is under way.

The mayor said they have a partnershipwith local farmers, the Harry Gwala DistrictMunicipality, the Harry Gwala Development

Agency and Department of Agriculture in acampaign called “one home, one garden”where they encourage communities toproduce food for their own use.

“We have provided our communities withfencing and tanks of water to form co-opera-tivesandgrowtheirgardenssotheycansupplyschools with fresh vegetables,” said Banda.

Themayor said they are working to ensurethat people take education seriously.

On job creation Banda said they are at anadvanced stage of planning a summit wherestakeholderssuchas tourism, farmers,munic-

ipalities, churches,non-governmental or-ganisations, govern-ment department andthe municipality willmeet to discuss ways ofcreating job opportuni-ties.

“We are planning toconvene a crime sum-mit in September. This

will be in partnership with Lesothorepresentatives as we are on the border ofLesotho and South Africa and we face drugtrafficking and stock-theft issues.

“Wewillalsodiscusshowtoforgearelation-shipwithLesothoandsocreategoodeconomicopportunities.

“As the municipality we have won manyawards, including Greenest Town and theMunicipal Excellence award.

“In this financial year we will work hard togetacleanauditreportfromtheAuditorGener-al because for the past five years we receivedan unqualified aud report.”

Ixopo teachersreceive training>> Project provided literacy and numeracy improvement skills

FOUNDATION-PHASE teachers in Ixoporecently received literacy andnumeracytraining from World Vision, a

humanitarian organisation that tackles thecountry’s education divide.

TheprojectbyWorldVision’s Ixopoareade-velopment programme (ADP), in partnershipwith Rhodes University, provided literacy andnumeracy improvement skills training to 23teacherswhorepresented19schoolsundertheUbuhlebezwe Municipality.

These teachers, including a principal, re-ceived their certification at the World VisionIxopo Education Awards ceremony on 29 Julyat Ixopo Primary. Ubuhlebezwe Municipalitydeputy mayor Thulani Dlamini was also in at-tendance.

Paula Barnard, national director of WorldVisionSAsaideducation formsanintegralpartof their programming framework.

“Our Ixopo ADP has been involved in thearea for the past 13 years, striving to make asustainable impact on child sponsorship, edu-cation, HIV/Aids and health. Improving litera-cy and numeracy play an important part inthese efforts,” she said.

The project underscores the importance of

literacy and numeracy particularly in light ofrecent reports by organisations such as theWorld Economic Forum which cites literacyandnumeracyskillsasmajorobstaclesinover-coming SA’s education challenges.

WorldVision in Ixopo also launchedProjectCount,anorganisationspecialisingindevelop-ment,pupil supportandcommunityeducationprogrammes, and aims to improve parent in-volvement in their children’s school work.

“To complement the classroom teachingmethodology,wehave seen the need to ensureparent involvementandheightentheir interestin their children’s school work,” lead pro-gramme development facilitator at World Vi-sion Ixopo ADP, Thato Lepele said.

At the ceremony150pupil, representing28schools received trophies and medals forachievements in academics and sports. EarlyChildhood Development (ECD) material, in-cluding jungle gyms and classroom teachingaidswere also handed over to 22ECD centres.

Additionally, four schools— based on theiroverall achievement—received library equip-ment and three youths were awarded sevencomputers to start an information centre foreducation support. — Supplied.

SINCE the beginning of Women’s Month the govern-ment and stakeholders have celebrated women’srights under the theme “Celebrating the 60th anni-versary of the Women’s Charter”.

One of the most powerful female politicians in theHarry Gwala region, ANC Women’s League secretaryin the Harry Gwala region, and the Harry Gwala Munic-ipality deputy mayor, Nthuseng Duma commendedthe municipality and the regional ANC for what sheterms “the impressive development and empower-ment of women”.

Duma said even though a lot has been done toempower women in the region, a lot still needs to bedone. “While we appreciate and commend the workalready done, women still lag behind in certain sec-

“The fact that in our region we have two femalemayors — one in Kokstad and one in Ingwe Municipali-ty — is proof that the ANC is serious about genderequality and this is reflected in our governmentalstructures as many women are in key managementpositions through deployment,” she said.

She said more focus on women’s education,health, access to productive resources such as landand social infrastructure, is still needed.

alcohol abuse in Kokstad.This is after the Operation Su-

kuma Sakhe team held anawareness campaign at CarlMalcomess High recently. Amongthe stakeholders were CllrMonde Nondabula, officials fromthe Greater Kokstad Municipali-ty, officials from government, theSAPS NGO representatives.

Speakers at the eventemphasised the dangers of drugand alcohol abuse.

“Most social challenges thatare prevalent in communitiessuch as teenage pregnancy,burglary, theft and spreadingHIV and Aids emanate from drug

and alcohol abuse,” said MrMtshali from the SAPS.

Ward 8 Cllr Monde Nondabu-la, who directed the programme,said the government is willing togo the extra mile to fight againstdrug and alcohol abuse.

“We hear of human traffick-ing, rape and other problemsand it is all because of drugs,” hesaid.

Nondabula urged pupils to re-frain from taking drugs anddrinking alcohol and advisedthem to rather focus on theirstudies in order for them to en-joy a bright future.

As Kwa Sani Municipality we ask that allwomen to wear doeks on their head every Fridayduring August in celebration of the women of KwaSani.

Who is to blame for muthi killings?WATCHING a recent TV programme on the is-sue ofmuthi killings, I was shocked to hear theclaim that it is sangomas who are largely toblame for such atrocities, a claim I know to beuntrue.

I had a lot of experience dealing with “real”sangomas (not hoaxes) in my earlier days.Thereare threecategoriesofmedicinepurvey-ors — sangomas, nyangas and mthakathis —and it is the latter—theabathakathi—whoac-count for the rituals, a practise that is not ac-ceptable to sangomas and nyangas.

ThesetwocategoriesplayimportantrolesinAfrican medicine, the nyangas being doctors,chemists and herbalists, mainly use tree bark,

roots andother vegetable sources formedicineto cure and heal people.

Sangomas are highly respectable and re-spectful spiritual people who hlola or seek outevents that have happened or might happen,indicating a solution.

Shaka Zulu was spiritual and disliked theabthakathi, seeing themas dangerous and un-dermining his authority as king and punishedthem severely.

It is important in these modern times thatsuch issues are known and that blame lieswhere it should lie.

Promotion of gender equality and women’s em-powerment is central to the government’s efforts tocombat poverty and stimulate sustainable develop-ment. To attain gender equality, government willlaunch a gender performance assessment tool, gen-der mainstreaming guidelines, code of good practiceand norms and standards.

Empowerment of women can only be successfulif government, business and civil society work togeth-er to move women forward.

Human Settlement projectsThe Department of Human Settlements and the

municipality are making sure that the people of Mata-tiele have access to proper and safe rural houses.There are currently seven rural housing projects andone multi-purpose community centre, which are un-der construction in the municipality. As stipulated in

Police make big Matat drug bust

THE Matatiele SAPS made a major drugbust in Matatiele last weekend and ar-rested three familymembers for posses-

sion of drugs at their home.

The police were informed that there is ahouse in Boloon Street where drugs are sold.

Acting on this information they got a searchwarrant and searched the premises and founda24-year-oldmale suspect,whopointeda fire-arm at them, but the police subdued him andthen arrested him.

Police spokesperson Lieutenant RaphaelMotloungsaid30piecesofmandrax,daggaandanundisclosedamountofmoney,believedtobeprofit fromsellingdrugs,was found.Thefatherofthesuspect(53)wasalsoarrestedfor12man-drax pills found in his possession.

“Themother (52) of the suspectwas also ar-restedfortryingtobribethepolicewithR9 000,askingthemnottoarrestherhusbandandson,”Motloung said.

Father and son were charged with dealingindrugs, possessionof illegal firearmwitham-munitionandbribery.Themotherappeared inthe Matatiele Magistrate’s Court on charges ofbribery, but her case was postponed to nextweek.Motloungurgedthecommunitynottoen-gage in criminal activities as theywill be foundand arrested.

LAST Thursday and Friday King EdwardHigh held their annual inter-house ath-letics. This was a great success with pu-

pils participating en masse and many houserecords were broken.

Out of the 39 new records, 12 had beenstanding for more than 10 years before lastweek’s athletes showed their steel. The oldestrecord, which has stood since 1989 (M. Fran-cis), was broken by Kayla Harris in the U13girls’ shotput, where she upped the stakes byalmost a metre, throwing 10.61m.

Jody Kietzmann broke the 100m hurdlesrecord for girls’ U19, running exactly a secondfaster than S. Höll in 1992, setting the newrecord at 18.50s.

“Women of all races marched to Pretoria’s Union Buildings on 9 August 1956, to present a petitionagainst the carrying of passes by women to the then prime minister of the country. It was this marchthat laid a solid foundation for women emancipation, and gave birth to many laws that protect theirrights in South Africa today. Women continue to play a critical role in various spheres of society asleaders, entrepreneurs and sport women.

The Harry Gwala District Municipality joins the nation in celebrating and recognising the “unsungheroines” who make contributions in moving South Africa forward. As part of Women’s Monthcelebrations, the municipality held a women’s summit in Underberg on 31 July 2014. During thesummit women had frank discussions on various issues that affect them and came up with manyresolutions on how to forge ahead and make significant contributions in society. Although there arestill many challenges that women to face in South Africa, the government have done tremendouswork in ensuring true empowerment for women. This is evident in the establishment of the Wom-en’s Ministry with the sole mandate of championing the achievement of women’s socio-economicempowerment and women’s rights.

As Harry Gwala we are proud to be the only district municipality in KZN to have a female municipalmanager.We must also remember that August is dedicated to women because a woman’s struggleis the struggle for all.

Together let’s move South Africa forward. Happy Women’s Month!

INGWE unsung heroineShe lives in Ingwe Municipality at Nkumba locationunder Ward 10 - Mrs Mbhele (62) is a retired princi-pal and founder of Vusindaba Primary School. Shecame to the Xosheyakhe community and arrangedfor stakeholders to build a school which is a desper-ate community need and because education is herpassion in building a sustainable community. Theschool provides learning from Grade R to Grade 7.

Mrs Mbhele was the organiser of FLP Adults atXosheyakhe to the Come and See Communitywhich offer adult education. It continues to functionwell and is highly appreciated by the elderly. Shealso renders assistance to orphans and vulnerable

children with the little she have. Mrs Mbhele is the chairperson of the committee that resolves con-flicts among women in the Nkumba community. One must not forget how empathetic she is withthe youth in Ward 10, particularly in the Nkumba location, by assisting and guiding them on how todevelop a good CVs and how to gain access to tertiary education.

• She is an active member of the Old Age Luncheon Club in the Nkumba community.• She is also a member of the Diocese in the Sacred Heart Sodality Community of Mariannhill.

New meaning to community upliftment at Kwa Sani

Like other non-profits organisation the VukuzithatheCommunity Health and Welfare Development is run ona voluntary basis and the Department of Social Devel-opment in Underberg opened its wings when its took aresolution to fund this Kwa Sani-based NPO which playsa vital role in changing the lives of Kwa Sani people.

The organisation came to life in 2002, with the objectiveof developing the community holistically, whereby an in-dividual is developed in all spheres psychologically, spir-itually, also looking at the aspect of culture. The objectiveis also to alleviate poverty, control the transfer of disease,job creation, skills development, youth development andto create an income-generation project that will sustainthe communities around Kwa Sani.

The vision of this organisation is to own a Hospice and anorphanage for children, Vukuzithathe was third placed inthe community-builder awards, an achievement indeed.Mrs Nonhlanhla Ngubane is a selfless woman who putthe needs of other people first. She is one of the unsungheroines of the Harry Gwala district and as Kwa Sani wepride ourselves on having such women of statue.

EVERY year on 9 August we celebrateWomen’s Day in South Africa, a public holi-day that pays homage to the women of ournation.

On 9 August, 1956, more than 20 000women of all races and ages from everycorner of South Africa marched together tothe Union Buildings in Pretoria. Thesewomen marched against the pass lawsthat proposed further restrictions on themovements of women under the apart-heid laws then. This was an amazing dem-onstration of the resilience and couragethat politically aware women of the timehad.

One hundred percent of TLC’s staff arewomen. Most of these women face daunt-ing challenges every day. They have to walkinto the field where they face stigma anddenial from community members who ac-tually need their help.

Fear and despair often follow diagnosisof life-limiting illnesses such as HIV. Manypatients suffer from a lack of support fromfamily and neighbours. Sometimes theonly support they receive is the support ofour care givers. Most patients live in abjectpoverty. This poverty prevents many in-fected people from maintaining adequatenutrition to help prevent the onset of

illness.Our care givers are often tasked with

obtaining food parcels or assisting pa-tients in obtaining documentation to ap-ply for Sassa grants. Our care givers faceeach day with a smile and a spring in theirstep.

They are steadfast in their faith andknow that the care they are able to giveto the community means they are makinga difference to their community.

Prize winners from our ladies lunchwhich took place at the end of June havereceived their beautiful prizes. Michelle vanVuuren was beaming when she saw thebeautiful obelisk she had won.

Bumper July forGMSA brands>> Month saw previous sales records surpassed

CHEVROLET, Isuzu and Opel continued the trendof strong sales in July, giving General MotorsSouth Africa (GMSA) a 10.1% share of the mar-

ket for the month. Total South African new passengervehicle sales in July stood at 57 670, and 5 821 ofthese were from the GMSA stable.

This allowed the company to rise above the trend,despite the South African motor industry declining by4.7% for the period from January to July, comparedto the same period last year. July also had 23 sellingdays, which had a positive impact on the overall mar-ket.

“July saw Chevrolet models, including the Spark,Cruze and Captiva, surpass all previous sales recordsachieved in 2014. The final numbers were 1 020 for

the Spark, 199 for the Captiva and 356 for the Cruze,”said Brian Olson, GMSA vice-president of vehiclesales, service and marketing.

“The sixth generation Isuzu KB is enjoying thebrand’s highest share of the one-ton segment in fiveyears as 1 379 Isuzu KB pickups were sold in July,” saidOlson.

“In addition, the Opel Corsa, Astra, and Merivaeach recorded their best retail performances for thisyear. Opel volumes have now increased by by 54%so far this year, when compared to January to July2013. This illustrates that South Africans are echoingthe sentiments of European buyers, who are lovingthe Opel brand and causing it to enjoy a resurgencein the market.” — Supplied.

Third generation Kia is bold andback

THE third-generation Kia Sorento will be unveiled inKorea next month, featuring bold, swept-back exteri-or styling, a premium interior look and luxury features.

The new model sports a lower roofline, higherbeltline, a more muscular stance and deeply sculptedbody surfaces. Together with a larger, more upright“tiger-nose” grille, these design changes have raisedthe the bar on sophistication and style.

The cabin will also create a new standard of luxuryin its segment, thanks to a modern, wrap-arounddashboard, high quality soft-touch materials and arange of advanced on-board technologies.

Interior styling was led by the brand’s design teamin Frankfurt, Germany, which cited the finest modern

Swiss watches as a key influence during the designphase. The smoothly contoured cabin features soft-touch materials, leather and stitching, as well as Kia’slatest human-machine interface.

A large infotainment screen dominates the centreof the dashboard, which employs long, flowingshapes to envelope the driver and front passengerand emphasise the width and space of the large cab-in.

Lower the revs onroad rageSIMPLE tips can prevent a minor traffic event fromescalating into road rage.

This is according to the Automobile Association,which urges drivers not to overreact to inconsiderateaction of road-users.

Common triggers of road rage are when peopledon’t wait their turn at stop streets, cut other motor-ists off or tailgate them.

Boys’ hockeyON Friday 8 August our U13 A boysside participated in the “top schoolsqualifier” for the Kokstad regionagainst local rivals Kokstad Primary.

The fixture tookplace onaneutralfield, hosted by St. Patrick’s College.For those observing from the side-lines, the skill shown from both setsof players was of high quality and acredit to the development at grassroots within these schools.

AT the Harry Gwala Municipality councilchambers Harry Gwala netball andsoccer teams were congratulated at a

photo shoot by the municipality for their suc-cess at the Umgeni Water Provincial tourna-ment.

Corporate services manager NeziswaLungwengwe said they must support sportsprogrammes and encourage teams to performeven better.

“Even though we have ways and means tosupport our teams, resources are sometimes aproblem, so we need to include sports pro-grammes in our budget,” Lungwengwe said.

The teams brought home two cups — thesoccer team brought home silver and the net-ball team brought home gold.

Harry Gwala District deputy mayorNthusengDumasaid themunicipality is proudof thework the teamsput inat the tournament.

“Thesearethethingsthatputusonthemap,as true citizens of Harry Gwala they have donewell.”

Duma endorsed Lungwengwe’s view thatsports programmes need the assistance of themunicipality.

“In order to encourage teams, we need tocontribute more to sports, financially,” shesaid.

She said they take sport very seriously as itis part of wellness.

“It is a bonus that our employees at HarryGwala are fresh in mind and in body becausethat iswhat is required, that iswhywe supportthemin termsof transport,mealsandaccomo-dationwhen they participate in tournaments.”

Dumasaid it is important that as the leader-shipandmanagementof themunicipality, theyare informed of sporting activities that teamstake part in so they can give support and boosttheir morale.

“Whenweareinvolvedwewillbeabletosortout any challenges they may have.”

The two teams will represent the district infuture Salga Games she confirmed.

Soccer captain Xolani Phungula said thattheir preparations for the tournament took along time.

“We are very happy that our efforts finallybore fruit. We worked really hard in prepara-tion for the tournament.”

Fezeka Gambushe, netball captain, who isalso part of Kingdom Stars, a provincial team,said their win has encouraged them to workeven harder.
