KHAYA MAGENU >>[email protected] M EMBERS of the Economic Freedom Fighters stormed the office of Greater Kokstad municipal manager, Zamo Mkhize, on Mon- day and held him hostage. They threatened him saying that he would “sleep in his office” if their demands to see all corrup- tion investigation reports were not met. They said they were “sick and tired of corrupt councillors and managers” at the municipality. A shaken Mkhize called his managers to come and rescue him, but they were chased away by the EFF members. The municipality came to a standstill for four hours as EFF members interrogated the MM. They took over his desk while others forced him to phone his managers to tell them he was being held hostage. They said they wanted Mkhize, councillors and other managers to resign immediately. Kokstad police were called in but the Port Shepstone Public OrderPolicingunitwascalledinfor back-up as defiant EFF members became uncontrollable. Accusing managers of failing in their duties, saying that as a result the munici- pality was bankrupt, they shouted at Mkhize and vowed not to release him. One EFF member sat on his chair, ordering him to stand up and obey the rules. They chanted political songs and banged on his desk. The dis- traught Mkhize was unable to an- swer their questions as EFF mem- bers jeered at him whenever he tried to speak. The SAPS and mu- nicipal traffic officers, who also tried to rescue Mkhize, were chased away. The EFF accused corporate services manager Thandazani Makhoba, CFO Nolubabalo Gqola, mayor Nosisa Jojozi and deputy mayor Bheki Mtolo of doing busi- ness with the municipality. Police spokesperson Captain Thulani Zwane said he checked the Kokstad police station crime ad- ministration system and no related incidents had been registered at that stage. No one was arrested. MEMBERS of the EconomicFreedom Fightersstormed the office of

Greater Kokstad municipalmanager, Zamo Mkhize, on Mon-day and held him hostage.

They threatened him sayingthat he would “sleep in his office”if their demands to see all corrup-tion investigation reportswerenotmet.

They said they were “sick andtired of corrupt councillors andmanagers” at the municipality.

A shaken Mkhize called hismanagerstocomeandrescuehim,but they were chased away by theEFF members.

FEVER‘Big brother’has eye oncrime inMatat

THE SAPS and traffic officers will soonhave more eyes to fight crime in Mata-tiele as the municipality is to installcameras to beef up surveillance.

The municipality will also employmore traffic officers, upgrade traffic of-ficers’ work place and buy five mobileradios to boost officers’ communica-tion before 31 March, 2015.

CCTV cameras have been adoptedby the municipality as one of the stra-tegic instruments in the fight againstcrime and to improve traffic flow.

On Friday Nomasomi Mshuqwana,acting on behalf of Matatiele mayor,briefed the media on the escalation ofcrime saying this resulted in the instal-lation of CCTV cameras.

“We will install 10 CCTV camerasand all will be working before 31 March,2015,” said Mbedla

Matatiele Local Municipality Com-munity Services Manager SiyabulelaMzobanzi Mbedla said they budgetedR800 000 for the cameras, which hesaid he believes will also contributemuch in the fight against the dailystock theft in the Matatiele area.

“We want to capture crime whereit occurs and the CCTV cameras will as-sist law enforcement agencies toquickly identify criminals and I believeit will also help the justice system interms of providing evidence.”

He also promised they will makesure the cameras are always in workingorder.

THE Alfred Nzo District Munici-pality executive mayor EuniceDiko says she is happywith the

progress made on key projects in theMatatiele area.

She said this is an indication thatthey are responding to State of theNation and provincial, district andlocal municipality addresses.

Addressing the media at Sara LeeB&B last Friday, Diko was accompa-nied by councillors from Matatiele,various municipality officials andgovernmentdepartment staffwhoal-so visited the projects.

This comes after service deliveryinitiatives, amounting to about

R473.2 million, were introduced.The projects include water

projects amounting to aboutR350 million,constructionof thenewMatatiele municipal offices, councilchambers, themunicipal park estab-lishment, construction of MatatielePrison by the Department of Correc-tional Services, amounting toR60 million. The projects have creat-ed more than 70 jobs for locals.

The delegation also visited Boka-mosoPrimary inHarryGwala,whichcostR19millionandthe R302 millionKhotsong TB Hospital currently un-der construction.

The new health facility will havemore than120beds andhas state-of-the-art equipment to also treatmulti-drug-resistant tuberculosis patients.

Phase twoof theproject is expected tocreate more than 350 job opportuni-ties.

They also visited the Coega Devel-opmentCo-operationDriverTrainingSimulator to assist new drivers andprovide skills development to them.

ThemayorsaidAlfredNzoDistrictMunicipality and Matatiele LocalMunicipality have developed amulti-millionrandplantoaddresschalleng-es facing Matatiele communities.

“Our combined mayoral pro-gramme Executive committee out-reach is part of the district, local mu-nicipality and public participationprogramme which is aligned to theImbizo programme initiative,” saidDiko

She said they want to reach out to

the youth, women, people with disa-bilities, ratepayers and the businesssector. She advised municipality andgovernment officials to respond to is-suesaffectingcommunitiesquicklybyvisiting theminorder toprovide feed-back.

The mayor promised Matatielecommunities that water and sewageproblems will be thing of the past.

“I am saying that if a water pipebursts it must be treated as an emer-gency.”

She promised they will create astrong relationship with ratepayers’associations to address social eco-nomic challenges.

Shealsoaskedmanagement toen-sure that they address challenges inthe billing system.

Police officer arrested for rapeNTUNTU DWEBA>>[email protected]

A DISGRACED Matatieleconstable was arrested lastWednesday for allegedly rapinghis 13-year-old stepdaughterwho he lives with in HarryGwala.

It is alleged that the suspectbegan raping the girl in Febru-ary and continued until Junewhile her mother was at work.

The ordeal was revealedwhen the child told her friendthat her stepfather has been rap-ing her all that time. Accordingto Matatiele SAPS spokespersonRaphael Motloung, the child’sfriend told her mother what herfriend had said and her mothertold social workers about it.

“The social workers informedthe child’s mother and reportedthe matter to the police in order

for a case to be opened againstthe suspect,” he said.

The suspect made his firstappearance at the MatatieleMagistrate’s Court last Thursday.He appeared again for bail appli-cation on Wednesday. The casewas postponed to 3 September.

He is being held in the hold-ing cells.

The case will then be referredto Independent Police Investiga-tive Directorate for further inves-tigation since the suspect is anSAPS member.

Motloung urged the communi-ty to report matters of this na-ture to police or social workers.

“Things like this are some-times not reported to protectpeople, but we say this mustcome to an end because childrenare being abused. Perpetratorsof crime must be reported nomatter who they are.”

THE Democratic Alliance hascalledonNomusaDube-Ncube,MEC for Cogta, to intervene in

what he terms “shocking and uncon-stitutional”. The opposition party atGreater Kokstad Municipality wantsthe MEC to take immediate actionagainstGKMspeakerZolaniMhlongoand ANC councillors for their allegedfailure to allocateportfolios to twoDAcouncillors for more than a year.

In a statement issued by DA KZNDeputy LeaderFrancoisRodgers, theDA states that Section 160 of the Con-stitutionandSection79of theMunici-

pal Structures Act are concise in theresponsibilities and requirements ofestablishing committees within mu-nicipalities.

“The DA is of the opinion that theANC is playing political games withthemanagement and functions of theGreater Kokstad Municipality. Therecan be no other logical explanationwhy it should take so long to assignportfolios,” Rogers said.

DA caucus leader and Exco mem-ber in the GKM council, CyprianNyembezi,hasreportedlyraisedcon-cerns with the speaker on numerousoccasions over the past year, with nosuccess.

He said DA councillors do not at-tend committee meetings. “They arethe ones who failed themselves andthe people who voted for them be-cause they do not attend committeemeetings. For example, Cllr Walkerwasplacedtoserveonthecommunitydevelopmentcommittee,but sheonlyattended one meeting, Kotting was

the chairperson of the governancecommittee, but he did not attendmeetings. What do we do aboutpeople like that?”Mhlongoasked. Hesaid theRodgersdoesnotunderstandpolitics. “I don’t knowwhy he is call-ing the MEC on this non-issue, theMECknowswhen to intervene, this isnothing, theDAjustwants toplaypet-ty politics,” he said.

“For that matter I don’t under-standwhyIhavetodealwithFrancoisRodgers because he is in Parliament.He can’t dictate to this municipality.He must stick to micro-managingthese councillors in Kokstad. It is notour fault that he is short-sighted,”Mhlongo said.

‘Your water is safe to use’ — MMKHAYA MAGENU>>[email protected]

ALFRED Nzo District Municipality municipal managerBanzi Silinga assures the Matatiele communities thattheir water is clean and safe to use.

He said this after some communities raised con-cerns about the state of water in the Matatiele.

Addressing the media at Sara Lee &Breakfast onFriday, Silinga said their water has been tested.

“Our water is clean, safe and healthy and we testit every month. Now, what is important is to publishresults every month so that communities will haveno doubt about the quality.

“Inside our institution we have environmentalhealth services and outside agencies, so our water isalways clean because we care about the well-beingof the Alfred Nzo District Municipality community,”said Silinga.

He said there is no way that communities will haveto drink unhealthy water.

ExecutiveMayorEuniceDikoalsoechoed Silanga’swords, maintaining that the water is clean and thattests are taking place in laboratories.

Mshuqwana out-lined a number ofnew projects andservices that areready for public useand others the mu-nicipality will berolling out in thenear future.

Projects includ-ednewcounciloffic-es, Bokamoso Highin Ramohlakoana,which cost R60 mil-lion, construction and revamping of KhotsongTB Hospital, provincial and access roads, theCoega driver training programme and theMatatiele Park.

Mshuqwana said the roads project will see

the construction of roads in and aroundMata-tiele.

“The internal streets ofMaluti—phase2—will be constructed, the access roads in Khoa-pa, Masakala, Thabachicha, Queens Mercyand others will also be constructed. Some ofthese were budgeted for in the 2013/2014 fi-nancial yearandsome fall inour2014/2015 fi-

nancial year budg-et,” she said.

Mshuqwana saidher municipalityand the Alfred NzoDistrict Municipali-ty wants to ensurethat infrastructureand service deliveryin Matatiele is of ahigh standard.

“We are revivingold building struc-tures to be built in a

modern way, also people need to work in safeand conducive environments. These projectsalso create employment for locals.”

She acknowledged there is a backlog ininstallingelectricity insomeareasinMatatiele.

WARM greetings to the people of Umzimkhulu.Ntsikeni electrificationThe contractor has been introduced at Ntsikeni to

undertake the electrification project, the value ofwhich is nearly R12 million.

Poor relationships, which were developed as a re-sult of misunderstanding between the Ntsikeni com-munity and the municipality, have been ironed out.Ntsikeni residents have shown commitment in work-ing with the municipality despite all odds.

Supporting the initiative of Umzimkhulu was re-flected in their eyes and they promised to curb thetheft of cables which is evident throughout electrifi-cation projects. Policing the implementation of the

project will be done by community members, butwithout receiving any incentive. In the spirit of corpo-rative governance we have welcomed the commit-ment, and the contractor was elated by the mood ofthe meeting.

The mayor of Umzimkhulu Cllr Mpabanga con-gratulated them for their patience without protestingabout service delivery. Instead, the mayor said theleadership of the community chose to engage withthe municipal leadership amicably. It had now reapedapositiveoutcomealthoughitwasnotdonepromptlybecause of capacity constraints. Corinth substationis now up and running for the reduction ofthe electrifi-cation backlog in the northern part of Umzimkhulu.

Party behaviour ‘anarchy?’THE recent behaviour of the Eco-nomic Freedom Fighters has beendescribed by commentators andthe ruling party as anarchy. So welook at the meaning of anarchy bydefinition and at some of thethings the EFF has done.

Anarchy means “without orderor without organisation. It meansrule by a person or small group ofpeople who have taken over a gov-ernment or country by means of

force. A condition of political dis-order and confusion”.

Last Thursday EFF membersdisrupted Parliament banging ontables and chanting “pay back themoney”, demanding to knowwhen President Jacob Zumawould pay back money used tobuild his Nkandla residence asrecommended by the PublicProtector.

This week EFF members

stormed the GKM offices, forcingtheir way into the municipal man-ager’s office and holding him hos-tage for two hours demandingthat he release the outcome of in-vestigations conducted within themunicipality.

In the past few months, themunicipality has come tosymbolise rampant nepotism andcorruption.

Are these acts of anarchists oris the EFF a “necessary irritation”as they refer to themselves, hold-ing the government to account —you decide.

GREETINGS to the people of KokstadMunicipal manager’s office inva-

sionThe invasion of the office of the munici-

pal manager by EFF members on Mondaywas uncalled for. They entered the officewith an aim of disrupting not only the mu-nicipal manager, but the entire municipali-ty because work came to a standstill.

The municipality may have challenges,but I don’t think that the way to resolvethem is like what happened on Monday.Some managers were called names that isunpalatable to everyone. The municipalityis a government institution and representseveryone’s freedom of expression however,we must be aware that every right goeswith a responsibility.

The municipality has always assuredthe community that it is prepared to listento everybody who has a concern about is-sues that affect the municipality. Some ofthe issues may be allegations and we can-notactonallegationswithoutconcreteevi-

dence to prove them.As the municipal manager, I cannot just

fire any employee based on allegations orwithout following proper procedures. Ourlabour laws do not allow that. I appeal toeveryone that the municipality is a govern-ment institution and is serving the people.Whenever there are shortfalls we are opento constructive criticism, but trying torender a government institution ungovern-able is not the correct manner in which toexpress dissatisfaction.

As leaders we must be exemplary to thepeople whom we are leading. The commu-nity must work with us on all issues thataffect the municipality. I also apologise toinnocent community members who wereaffected by Monday’s incident.

Cedarville-MatatAnnual Heritage Race

The Ced/Matat Annual Heritage Racewas started in 2013 to reinstate the 24kmrace between Cedarville and Matatielethat used to take place in the early eight-ies and to promote sport in developingathletics in road running, cross-country,and track and field, etc.

Ced-Matat Athletics Club believesthat engaging in sport builds social cohe-sion and doesn’t only act as a deterrentto criminal activities, it is also about giv-ing free expression and creativity bothmentally and physically to humans, es-pecially the youth.

The purpose of this initiative is tobuild a plan that assists in building sportdevelopmentfromgrass-rootlevel,toat-tract neighbouring provinces to partici-pate and promote tourism in Matatielearea through sport.

It also provides economic stimulus ina previously disadvantaged area whichwill boost local business revenue andcreate jobs. Race entry forms are availa-ble from Matatiele Municipal offices andin the Cedarville town hall.

The route is on Route 56 betweenCedarville and Matatiele. The race willcommence at the Swartberg branch out-side Matatiele and will finish at theCedarville sports ground.

Awareness campaign againstwomen, the elderly and childrenabuse

The Department of Safety & Liaisonis mandated to carry out the focus areasof the provincial crime-prevention strat-egy.Crimeawarenesscampaignsareheldto focus on the prevention of violenceagainst women, the elderly and children.

The department, in partnership withMatatiele Local Municipality, SAPS, com-munity safety forum and governmentdepartments, will host an awarenesscampaign at Nyaniso in Ward 18.

Lukholweni Police Station receivesnumerous crime alerts, perpetrated bythe youth against women, children andelderly, from this area.

Stakeholders will conduct this cam-paign in a form of a dialogue where thepeople of this village will come with solu-tions on how they can solve problems af-fecting this area. The campaign will be on29 August.

World Vision partners with Depart-

ment of EducationA non-governmental organisation,

World Vision, prioritises education by re-sponding to the president’s call that edu-cation should be a societal matter.

This was witnessed when it handedover 200 Tablets to the Department ofEducation. The Tablets contain the entirecurriculum from Grade 10 to 12 for mathsand physical science. These Tablets willbe delivered to previously disadvantagedschools that fall under the Maluti District.

The department thanks World Visionfor its continued support towardseducation.

HIGH-SCHOOL pupils gathered at the Kokstadcommunity hall last Thursday to take part inthe Dialogue on Drug and Substance Abuse de-

bate.A number of government officials and the GKM

staff also attended as did members of the CPF fromIbisi, Evatt, Franklin, Swartberg and Gowan Lea.

High schools who participated includedShayamoya, Harding, Ndawana, Ntsikeni, Franklin,Glen Edward, Rietvlei and Zwelinzima.

The debate, organised by the SAPS (Kokstad Clus-ter), the Department of Education and the KZNProvincial Community Policing Forum (CPF), was ed-ucational and informative as pupils put across electri-fying comment about the abuse of drugs, alcohol andother substances, particularly in schools.

Pupils offered interesting reasons as to why youngpeople use drugs and spoke about the signs to lookfor in a person whom they suspect is using drugs. Seeright.

Pupils used poetry, song, and motivational speechto get their message across.

Ongeziwe Mbhele, a Grade 12 pupil from NdawanaHigh said people use drugs when they are unhappy,angry or bored.

“A person who is addicted to drugs does not takecare of their physical appearance as they become un-caring and untidy as drug abuse affects one’swell-being and mental state.”

He also said teachers need to be appreciated asthey are the ones who produce quality pupils.

One of the judges said it was difficult to choosea winning debating team because the level of knowl-edge and understanding displayed by the pupils wasvery high.

“In judging the winners we looked at teamwork,creativity and flow of information,” she said.

Shayamoya High school won most of the awards.

GKM deputy mayorBheki Mtolo said he wasproud of the pupils, es-pecially because manyof them come fromrural schools.

“The way these chil-dren spoke English andtheir message was verypowerful. I am im-pressed, it shows thatthe youth of South Afri-ca is not a lost genera-tion.”
