a. Althea Gibson Academy Grandparent’s Day– (C. Davis)

BE IT FURTHER RESOLVED: that the East Orange Board of Education, upon the direction of

the Superintendent of Schools, approves the permission for the attendance of Althea Gibson

Early Childhood Academy Staff and Students to host the Annual Grandparent’s Day atGibson Academy on April 17, 2014 at a cost not to exceed $619 (funds allocated from Title I

funds).

BE IT FURTHER RESOLVED: that the East Orange Board of Education, upon the direction of

the Superintendent of Schools, directs administration to obtain a purchase order and have itprovided to the vendor/consultant prior to receiving any goods or services from said

vendor/consultant.

Superintendent of Schools, approves the attendance of Althea Gibson Early ChildhoodAcademy staff and students to the AGA PTO sponsored carnival on June 13, 2014, with a rain

date of June 16, 2014 at no cost to the District.

d. AGA Traveling Farm – (C. Davis)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the

Superintendent of Schools, approves the attendance of Althea Gibson Early Childhood

Academy staff and students to the AGA PTO sponsored Traveling Farm sponsored by Quiver

Farm Projects, Inc. on June 5, 2014 at no cost to the District.

e. Young Audiences Assembly Program – Jump with Jill – (Sturdivant)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of theSuperintendent of Schools, approves a presentation of Jump with Jill (hosted by Young

Audiences) for Wahlstrom students at Wahlstrom Early Childhood Academy on June 3, 2014

at a cost of $1,665 to the District.

Young Audiences) for Wahlstrom students at Wahlstrom Early Childhood Academy on April29, 2014 at a cost of $1,190 to the District.

Tyson Community Middle/High School to sponsor a mini conference for parents and

students on Saturday, April 5, 2014 at a cost to the District of $1,000.

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the

Superintendent of Schools, approves Cicely Tyson Middle High School to coordinate a

symposium on Healthy Lifestyles for parents and students on Saturday, May 3, 2014 at a costto the District of $10,000. Funds from the School Improvement Grant will be used.

the Superintendent of Schools, directs administration to obtain a purchase order and have it

j. S.A.T./SAT Early Edge Mock Testing Saturday Program– (Champagne)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the

Superintendent of Schools, approves two (2) Math Teachers and two (2) English LanguageArts teachers to work with Princeton Review Representatives in administering SAT and Early

Edge Testing on March 22 and May 17 at a cost to the District not to exceed $1,200 (SIGFunding).

the Superintendent of Schools, directs administration to obtain a purchase order and have it

k. A Night At the Museum– (Moss-Hasan)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the

Superintendent of Schools, approves a collaboration between the East Orange Department of

Recreation and Cultural Affairs and Cicely Tyson Elementary School to host A Night At theMuseum on April 10, 2014 from 5 pm – 8 pm. There will be no cost to the District.

l. Links Art Show – Healthy Habits – (Moss - Hasan)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the

Superintendent of Schools, approves a project implemented by administration, the Links, Inc.

and the PTO to display and host an evening of student created art in the Black Box Theater for

the purpose of celebrating our talented students, and selected finalists to entered into the final

round of competition. The event will be held on March 12, 2014 from 5:30 – 7:00 pm. Therewill be cost to the District.

m. NJEA Priority School Implementation Team Guest Speaker – (Coleman)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of theSuperintendent of Schools, approves Mr. Lonnie Allgood, of Dreams for Kids, to conduct a

presentation for the students and parents of Patrick F. Healy Middle School on Thursday,

March 17, 2014. This event is sponsored by the NJEA Priority Implementation Team and

therefore is at no cost to the District.

n. Intramural Volleyball at Truth Middle School – (Cahoon)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the

Superintendent of Schools, approves the introduction of intramural volleyball program two

days per week at Truth Middle School from 2:45 – 4:30 pm with the Varsity Volleyball coach

from East Orange Campus High School, Mr. Eric Ansah from March 24, 2014 until June 6,2014. The East Orange Recreation department will assist with co-sponsoring this program.

o. East Orange Collaborating Childcare Agencies Fair to be held at Jersey Explorer’s Children

Museum – (DeFrancesco)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the

Superintendent of Schools, approves the East Orange Collaborating Childcare Agencies’ Fair

to be held at the Jersey Explorer’s Children Museum, 192 Dodd Street, East Orange, NJ on

Saturday, April 26, 2014 from 10 am until 1 pm, for use of the facility and services at a cost thatwill not exceed $600.

BE IT FURTHER RESOLVED: that the East Orange Board of Education, upon the direction of

the Superintendent of Schools, directs administration to obtain a purchase order and have it

provided to the vendor/consultant prior to receiving any goods or services from saidvendor/consultant.

Campaign, from April 1 through July 2014, to advertise the availability of in-district preschool

and childcare agency/provider’s preschool classes at a cost not to exceed $19,909.

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the

Superintendent of Schools, approves the Early Childhood Department’s “We Share Because

We Care March” on April 10, 2014 (Rain date, April 11th) from 10 am to 11 am. Theparticipants will be the district’s three and four year old preschool children, the preschool

teaching staff, the Early Childhood staff, and the parents. There is no cost to the District.

r. Student Internship Program – (Harvest, Murchison)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the

Superintendent of Schools, approves the implementation of the East Orange School DistrictInternship Program for the 2013-2014 school year at no cost to the District.

s. Memorandum of Understanding with East Orange Chamber of Commerce for the Student

Internship Program – (Harvest, Murchison)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the

Superintendent of Schools, approves a memorandum of understanding between the East

Orange Chamber of Commerce and the East Orange School District for the purpose of

facilitating local business connections for the East Orange School District Student Internship atno cost to the District.

t. Journey of Hope Care of Caregivers Workshops – (Harvest, Murchison)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the

Superintendent of Schools, approves the attendance for Educational Support Staff (COCs, SC,SSW, SAC,ABS) to attend the Journey of Hope Care for Caregivers Workshops provided by

Cooperative Counseling Services, LLC to be held on March 19, 2014 & April 16, 2014 at theEast Orange Board of Education at no cost to the District.

u. Anti-Bullying Prevention Series for Athletes, Coaches and Parents – (Harvest, Murchison)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of theSuperintendent of Schools, approves Anti-Bullying presentations to district ABS, athletes,

parents, and coaches by Randy Nathan, President of Project Next Gen on May 21 & 22, 2014 ata cost not to exceed $2,500.

all teachers and administrator observation.

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the

Superintendent of Schools, approves the extended schedule for Pre-K registration on April 30

and May 7 from 4 – 7 pm and May 3 and May 10 from 9 am – 1 pm at a cost not to exceed

$6,000.

County Academic Awards Banquet on Tuesday, May 6, 2014 at Nanina’s In the Park, 540 MillStreet, Belleville, NJ for the purpose of honoring the two top twelfth grade students in each

Essex County high school. The cost to the district will not exceed $1,500.

BE IT FURTHER RESOLVED: that the East Orange Board of Education, upon the direction ofthe Superintendent of Schools, directs administration to obtain a purchase order and have it

dd. New Jersey School Improvement Grant (SIG/COHORT 3) – (Harvest, Dembowski)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the

Superintendent of Schools, approves the submission of and the acceptance upon subsequentapproval of the New Jersey School Improvement Grant (SIG/COHORT 3). The project period

is 7/1/14 – 8/31/14.

BE IT FURTHER RESOLVED: that the East Orange Board of Education, upon the direction of

the Superintendent of Schools, directs administration to obtain a purchase order and have it

WHEREAS, N.J.S.A. 18A:19.3 and N.J.S.A. 18A:19-4 authorizes the School Business

Administrator/Board Secretary to make payments between board meetings for all claims that

have been duly audited; and

WHEREAS, the School Business Administrator/Board Secretary has reviewed the

documentation supporting the attached list of bills;

NOW, THEREFORE BE IT RESOLVED, that the East Orange Board of Education, upon therecommendation of the Superintendent of Schools, ratifies the payment of bills on the attached

lists totaling $2,595,611.27 (Attachment 3-a)

b. List of Bills

WHEREAS, N.J.S.A. 18A:19.1 and N.J.S.A. 18:6-31 provides for the Board of Education to

authorize the payment of bills; and

WHEREAS, the School Business Administrator/Board Secretary has reviewed thedocumentation supporting the attached list of bills;

NOW, THEREFORE BE IT RESOLVED, that the East Orange Board of Education, upon the

recommendation of the Superintendent of Schools, authorizes and approves the payment ofbills on the attached lists for the Tuesday, March 11, 2014 board meeting in the amount of

$3,910,784.59 (Attachment 3-b)

c. Appropriation Transfers

WHEREAS, N.J.S.A. 18A requires that the Board of Education approve appropriation

transfers; and

WHEREAS, Board of Education Policy #6422 delineates the process for transfer of funds

between line items; and

WHEREAS, the Superintendent has authorized the budget adjusted to reflect theappropriation transfers;

NOW, THEREFORE BE IT RESOLVED, that the East Orange Board of Education, does ratify

the transfers approved by the Superintendent of Schools.(Attachment 3-c)

Leadership Council, Chairperson; and

WHEREAS, the Superintendent has authorized the budget adjusted to reflect theappropriation transfers;

NOW, THEREFORE BE IT RESOLVED, that the East Orange Board of Education, does

approve the transfers and to authorize submission of transfer to State.(Attachment 3-d)

e. T-1 Request for Taxes from the City of East Orange

WHEREAS, N.J.S.A. Title 40 provides for a board of education in a Type I School District torequisition Tax-Levy monies from the municipality in an amount estimated to represent the

balance of its projected cash flow needs; and

WHEREAS, the Secretary of the Board has determined this amount to be $1,579,170.83 for themonth of March 2014;

NOW, THEREFORE BE IT RESOLVED, that the East Orange Board of Education, upon therecommendation of the Superintendent of Schools, authorize and direct the Board Secretary to

execute and serve the T-1 Request for Tax-Levy monies from the City of East Orange.

f. Recommendation for Award Contract to the Essex Regional Educational Services Commission

for Transportation Services – School Year 2014-2015

WHEREAS, the Board of Education of the City of East Orange seeks to continue to employ the

services of the Transportation Division, Essex Regional Educational Services Commission totransport students to their assigned facilities; and

WHEREAS, the East Orange Board of Education is committed to transport its students by safe

and cost efficient method; and

WHEREAS, the Transportation Division of Essex Regional Educational Services Commission

lists established routes to schools East Orange students are assigned to; and

WHEREAS, the Transportation Division of the State Department of Education expects schooldistricts to provide safe and economical student transportation services;

Transportation Division of Essex Regional Educational Services Commission to supply

transportation to classified, vocational students assigned to out-of-district schools and other

educational and non-educational transportation during the 2014-2015 school year.

BE IT FURTHER RESOLVED, that said contract will be contingent upon the Transportation

Division of Essex Regional Educational Services Commission complying with the East Orange

Board of Education’s requirements regarding minority staffing, contracts, and set aside

programs;

BE IT FINALLY RESOLVED, that the Transportation Division of Essex Regional Educational

Services Commission shall include a representative of the East Orange Board of Education onits Board of Directors pursuant to the terms and conditions of N.J.S.A. 18A:6-51 et. seq.

g. Acceptance of Donation of Books or Schools Awards to Althea Gibson Academy

BE IT RESOLVED: the East Orange Board of Education, upon the recommendation of theSuperintendent of Schools, approves accepting the donation of a “The Books for Schools Awards,”

from Target Stores in the amount of $500.00 for books for the school library for use by the students at

Gibson School. No cost to the district. (Attachment 3-g)

h. Coastal Learning Center

BE IT RESOLVED: the East Orange Board of Education upon the recommendation of the

Superintendent of Schools approves for the 2014-2015 school year Costal Learning Center-

Monmouth, Inc. does not have to charge the families for the meals provided and does not have to

apply for reimbursement from the Child Nutrition Program.

i. Recommendation to Approve Fund Raising Requests

WHEREAS, in accordance with Policy #2430 - Extracurricular Activities, fund-raisingactivities of extracurricular groups must be approved by the Board upon review by the

Superintendent; and

WHEREAS, the Superintendent of Schools has reviewed and supported the attached requestsfor Fund Raising Activities;

NOW, THEREFORE, BE IT RESOLVED, that the East Orange Board of Education, upon the

recommendation of the Superintendent of Schools, approve the Fund Raising Requests on the

BE IT FURTHER RESOLVED, that the East Orange Board of Education, upon the

recommendation of the Superintendent of Schools, hereby authorized participation in thecontract for Maintenance and Repair Work- Various Trades awarded to various vendors as

noted below (Bid #2314);

m. A-148 Secretary’s Report

WHEREAS, pursuant to N.J.S.A. 18A-17-9, the Secretary of the Board of Education shall report

to the Board at each regular meeting but no more than once each month, the amount of totalappropriations and the cash receipts of each account, and the amount for which warrants have

been drawn against each account and the amount of orders and contractual obligations

incurred and chargeable against each account since the date of the last report; and

WHEREAS, the Commissioner has prescribed that such reporting take place on Form A-148;

NOW, THEREFORE BE IT RESOLVED, that the East Orange Board of Education, upon therecommendation of the Superintendent of Schools, accept and adopt the A-148 and for it to

WHEREAS, pursuant to N.J.S.A. 18-A:17-31 et seq. boards of education are required to have

the appointed position of Treasurer of School Monies; and

WHEREAS, the Treasurer shall serve in trust to receive and hold all school monies belonging

to the district; and

WHEREAS, the Treasurer shall report to the Board of Education on a monthly basis on the

Form A-149, which is prescribed by the Commissioner of Education;

NOW, THEREFORE BE IT RESOLVED, that the East Orange Board of Education, for the

period ending January 31, 2014 upon the recommendation of the Superintendent of Schools,

adopt the A-149 and cause it to become a part of the official minutes of this meeting:(Attachment 3-n)

BE IT RESOLVED, that the East Orange Board of Education, upon the recommendation of the

Superintendent of Schools, and pursuant to N.J.A.C. 6A:23-2.12(c)4, certify that, after a reviewof the Secretary’s Reports, and the A-149 Treasurer’s Reports, and upon consultation with

appropriate district officials, to the best of the Board of Education’s knowledge, no majoraccount or fund has been over expended in violation of N.J.A.C.6A:23-2.12(b) and that

sufficient funds are available to meet the district’s financial obligations for the remainder ofthe fiscal year. (NO ATTACHMENT REQIRED)

4. MAINTENANCE SERVICES

a. Recommendation for the Use of Facility

WHEREAS, N.J.S.A. 18A:20-20; 34 permits the use of school property for various purposes;

and

WHEREAS, District Policy/Regulation #7510 states that all requests for the Use of Facility

need board approval; and

WHEREAS, the following organizations have submitted their requests and have been

supported by administration and the maintenance committee.

NOW THEREFORE BE IT RESOLVED, that the East Orange Board of Education, upon the

recommendation of the Superintendent of Schools, grant permission for the Use of Facilities tothe organizations on the attached list as long as each organization submit all documents

required in accordance to the District’s Policy and Regulation#7510. (Attachment 4-a)
