11 –– IINNTTRROODDUUCCTTIIOONN::
EEPPCCAA –– EEaasstteerrnn PPrroovviinnccee CCrriicckkeett AAssssoocciiaattiioonn
Eastern Province Cricket Association (EPCA) was established in 1980 to promote the game of
cricket in the Eastern Province (Saudi Arabia). The sole objective of the association is to promote
and popularize the game of cricket in the region by providing maximum support to local cricketers
and enhancing the standards of the game at domestic level.
It is an affiliate association of Saudi Cricket Centre (SCC) which is the only legal and indigenous
entity registered with General Presidency of Youth Welfare to control the game of cricket in the
Kingdom of Saudi Arabia. SCC is officially affiliated with Asian Cricket Council (ACC) and
International Cricket Council (ICC).
The Number of EPCA registered clubs participating in the tournament(s) shall be as decided by
Executive Committee.
For the season 2011 – 2012 the EPCA will consist of Thirty (30) registered clubs.
There will be Two Divisions namely Premier Division and First Division.
Out of Thirty (30) registered clubs, Eight (08) will play in Premier Division and the rest Twenty Two
(22) will play in the first division.

22 –– OOBBJJEECCTTIIVVEE::
The objectives of the Association shall be:
A - To promote, Direct, Foster, Encourage, and Improve Amateur, Recreational and
Professional Cricket in the Eastern Province of Saudi Arabia.
B - To promote interest of Saudi Nationals and expatriates for active participation in the
game of cricket at all levels.
C - To bring together and closer the officials of all member clubs, players and cricket lovers
through periodic meetings, seminars, festive events and ceremonies.
D - To arrange inter-regional matches, club tournaments, inter-school competitions and
other fixtures as may from time to time be deemed suitable under the strategic
development plan of EPCA.
33 –– CCLLUUBBSS::
(3-A) CLUB REGISTRATION:
1) A cricket club may be registered with association provided that the club has:
I. Applied in writing for membership.
II. Submitted the registration and annual membership fee along with the club
application.
III. Given undertaking to comply with the rules and regulations.
IV. And, accepted by the management of association.
V. Club shall have ground of standard set by the Executive Committee and has written
permission to use a ground of such standard.
VI. Shall pay Club Renewal Fee SR. 250/-.
VII. Shall pay 12 Players Registration SR.240/-.
VIII. Shall pay any new player Registration as SR.30/-.
IX. Shall pay Umpiring fee SR. 1000 (for league matches only).

2) The newly registered club will pay the following:
a) Entrance Fee : SR.250/-.
b) Club Registration Fee : SR.250/-
c) 12 Players Registration @ SR.20/- : SR.240/-
d) Umpiring Fee (Only League Matches) : SR.1000/-
(3-B) CHANGE OF NAME:
A registered club may change its name at any time during a cricket season on Payment of
SR.500/-. However, if the association’s Executive Committee finds out that the change of the name
is being used purposely to transfer to another Level or Division during the running tournaments,
the association reserves the right to reject the change of name to prevent the transfer of that club
to another Level or Division.
(3-C) TERMINATION OF CLUB MEMBERSHIP:
The membership of a club may be terminated in the following circumstances:
I. On disciplinary grounds: This includes the actions which may be bring the game of
cricket in disrepute, damage the image of association or plunge into serious breach
of code of conduct.
II. Voluntarily withdrawal: The affiliate club may submit a written declaration of its
withdrawal to the association. Withdrawing during any tournament will lead to pay a
penalty of SR.500/-.
III. Season withdrawal: Club may seek a break for one complete season by forwarding a
written request. But the non-participation in the subsequent season will lead
towards the termination of club membership.
Note: In all cases of Termination, Rule 3 (a) will apply.

(3-D) CLUBS CONDUCT:
The affiliate clubs will be held responsible for”
I. Any misconduct or untoward incident arising through clubs’ registered players,
officials or supporters during association’s matches, general & draws meeting or
during official correspondence that may harm association’s interest.
II. Refusing to make their players available for the selection of Association’s Teams, or,
withdrawing the players after the selection for Inter-regional, international and
festival competitions under protest against the selection or for any other invalid
reasons.
PENALTY (CLAUSE 3 –D (I))
The matter will be referred to Disciplinary Committee (DC) and penalty will be
applied as mentioned in Code of Conduct section.
PENALTY (CLAUSE 3 –D (II))
Players of such clubs will not be considered for any selection of Inter-regional,
international and festival competitions for one year from the date of that match in which he
was selected to play.
44 –– PPLLAAYYEERRSS::
(4-A) PLAYER REGISTRATION:
I. Every New player will be registered directly with the association before playing first
time from any affiliate club. However, the club will be responsible to provide required
information for registration.
II. Association will issue a EPCA player registration number to newly registered player at
the time of the registration and this registration number be used as a reference in all
domestic, national or international events.

III. The Player must provide the following at the time of registration:
a) Copy of National ID or Residence Permit (Iqama, original to be presented if
demanded)
b) Three Passport Size photographs or Soft Copy.
c) And, player registration form (form to be provided by the Association).
IV. The ID card may be presented to the umpire on demand.
(4-A.1) Seasonal / Tournament Registration
I) A member club will be entitled to register minimum list of 12 players to be submitted
to the association at the beginning of a cricket season.
II) In case of new player registration during a tournament, the name of player(s) will be
submitted to the association and deposited their registration form (Form-C) and
fees with the treasure. There registration forms and fee shall be deposited within
three days of the player’s participation in the match with the treasurer. Failure to
comply with this ruling will deem that the player is unregistered.
III) The club whom such player(s) has played will be deemed to have played an
unregistered player(s) and will lose any points gained in the relevant match, and in
case of a win, the match will be awarded to opponent.
IV) A player registered with a member club and having played for that member club, will
not be entitled to play for another club.
(4-A.2) Termination of Player’s Membership
The membership of a player may be terminated in the following circumstances:
I. On disciplinary ground: This includes the actions which may bring the game of
cricket in dispute, damage the image of association or plunge into serious breach
of code of conduct. This rule shall be implemented with the consent of the
house.
II. Involved in the activities of non-affiliated league(s) or association: The player
will automatically loose his membership if he involves in any activity of the non-
affiliated Tournament(s) and will only be eligible to request for new membership
at the start of a new season.

(4-B) INTER CLUB TRANSFERS:
I. A player registered and played for an affiliate club will not be allowed to transfer to
another club during the course of any running tournament.
II. The transfer of a player will only take effect after the conclusion of all running levels or
divisions.
III. The player will be considered transferred when club submit a written declaration of its
club withdrawal from all remaining tournaments for the season 2010 – 2011.
1) A transfer request duly signed by the player and co-signed by the transferee club is
submitted to the association for approval before any scheduled match, and
2) The prescribed transfer fee of SR. 50/- will be imposed to the defaulter club.
(4-C) INTER REGION TRANSFERS:
I. Player(s) registered with any affiliate association of Saudi Cricket Centre (EPCA, RCA,
WPCA, YACA, MCL and SPCA), may seek transfer to other affiliate association provided
that:
a) A transfer request is submitted to the association he wished to get transfer and,
b) A NO OBJECTION CERTIFICATE is obtained from the association with which the
player was originally registered and submitted to the association taking transfer
before playing any match from any club.
II. Registered Player(s), whose job requirement compels to stay outside their city or
registration for a longer period (over three month); will be allowed to seek temporary
transfer to other affiliate associations.
III. The temporary transfer will be taken only once during a cricket season and before
rejoining the original association, he must submit a NO OBJECTION CERTIFICATE
obtained from the association he had been transferred. In this case his membership
shall be continued with the original association and club.

(4-D) ELIGIBILITY OF PARTICIPATION:
I. Only registered players, as define in Clause 4-a-1 & 4-a-2, shall be eligible to
participate in the schedule matches.
II. Each captain shall nominate his 11 players in writing with a new EPCA approved ball
to one of the umpire before the toss. Only nominated players will be eligible to take
part in the match and no changes of players will be allowed without the consent of
the opposing captain.
III. The opposing captain may inspect the team list. Should there be any doubt,
regarding the identity of any player, official identification documents (essentially
Iqama & Passport copy) may be required as proof.
IV. The minimum members of players constituting a team shall be eight (8) on the field
of play. No team may take the field with less than eight (8) players. (Including the
12th man if named on the team list.
V. A team not present (having less than (8) players or without new EPCA approved ball
cricket ball at the match ground or both) by 8:00 a.m. or toss time shall be deemed
to have lost the toss (the 12th man if named on the team nomination list can make
eight (8) players
VI. Play shall commence at 8.00 a.m. each team must have a minimum of eight (8)
players present on the ground (including the 12th man if name on the team
nomination list
VII. A Team not present (having less than eight (8) players at the ground by 8:45 a.m.
shall be deemed to have lost the match and to have given a walkover to their
opponents (the 12th man if named on the name nomination list can make eight (8)
players.
VIII. The nominated players may join the match as follows. (If arriving late).
a) 40 over’s matches: till the end of the 10th over of the first innings.
b) 20 over’s matches: till the end of the 7th over’s of the first innings.

c) Such players will be allowed to bat at any time but may bowl after:
1) Fielding for 5 over’s in 40 over’s match
2) Fielding for 3 over’s in 20 over’s match.
d) Players arriving on the ground after the start of the 11th over in 40 over’s games
and start of the 8th over in 20 over’s game shall not be allowed either to bat or
bowl, but the player may act as a fielder.
e) The fielding side will be allotted to take substitute for the absent player acting in
the field.

Player “A” of the fielding side enters the field before the start of 11th over. He will be eligible to bowl after equivalent number or over’s played in his absence.
Player “B” of the batting side arrives before the start of 11th over. He can bat after the equivalent number of over’s played in his absence or losing of 5 wickets.
55 –– CCOODDEE OOFF CCOONNDDUUCCTT,, PPEENNAALLTTIIEESS,,
OOBBJJEECCTTIIOONNSS::
(5-A) PLAYERS/CLUB OFFICIALS’ CODE OF CONDUCT:
Players and team officials shall at all time conduct play within the laws of cricket and
spirit of the game while the captains are responsible for ensuring that it is adhered to the
regulation of the association. It is essential that players display a high standard of
sportsmanship. Cooperation with umpires and the willingness to accept their decision without
question, and friendliness with opponents are inherent qualities of the true sportsman.

The players and club officials must pay attention to the following:
I. Maintain a high standard of discipline and sportsman spirit on and off the ground.
II. Shall not use language that is obscene, offensive or insulting and/or the making of
an obscene gesture resort or threaten to physical abuse, on officials affiliate clubs,
umpires and any other registered player on and off the ground.
III. Players must wear proper cricket dress to play in the scheduled matches, unless
permitted by association officials under special circumstances.
IV. Avoid excessive and aggressive appealing during the match including charging or
advancing towards the umpire in an aggressive manner.
V. Showing dissent over umpires’ decision. The players must comply with the
instructions of official umpire keeping in mind that the game should be played not
only within its laws but also within the spirit.
VI. Action by Umpires: In case of criticizing umpires’ decision by words or action, or
showing dissent, or generally behaving in a manner, which may bring the game into
disrepute, the umpire concerned shall report the matter to the second umpire, and
then to the concerned team captain or club manager, requesting the latter to take
appropriate action against involved player(s).
If the result of the above seems ineffective, the umpires must narrate the incident on the
score-sheet and follow it up with a report in writing to association.
(5-B) PENALTIES:
In case of an incident of any wrongdoing, misconduct or breach of rules by individuals or
members clubs and witnessed by officials of the association, the executive committee shall
have the right to take up the matter without reports from umpires, individuals or any of
their members clubs.

A registered player may be suspended for his involvement under one or more
circumstances mentioned below or in code of conduct section:
1) If a player plays for more than one member club during a tournament, he will be
suspended for the remaining period of the tournament. The suspension may vary,
depending on the seriousness of the offense.
2) If a player found guilty of misconduct or indiscipline he will be suspended as follows:
a) Verbal Abuse: 2 playing week’s suspension
b) Threaten or resort to physical abuse: 3 playing week’s suspension.
c) Threaten or resort to physical abuse with bat, stumps and any other object that may
cause injury: 4 playing week’s suspension or decided by the executive committee.
d) In case of two or more players’ involvement in physical abuse, the actual players
involved will be subjected to 4 playing week’s suspension and the team will lose the
match points
e) Two playing weeks suspension will be imposed on players standing false witness or
rendering distorted version of the proceeding
3) The players, selected in the Association team for festival or inter regional events, must
be available for those events. In case if their absence after confirmation without any
valid reason and documentary evidence (Official or Medical Report, Police slip, etc.),
they will be suspended for 2 matches of the current or subsequent tournament and will
not be considered in any festival or interregional events for a period of one year.
4) In the event of registered player(s) participating in the activities on non affiliate
tournament(s), the following penalty will be imposed
PENALTY
A breach of this rule will automatically exclude the player(s) from taking further part in
the remaining tournaments of the season including festival, inter-region or international
events.

(5-C) OBJECTION:
I) A member club will have the right to object over breach of laws of cricket,
current playing conditions, constitution, and code of conduct (including
executive, players, club officials, Umpires) or any other indiscipline event.
II) Such an objection shall be made in writing within 48 hour of the occurrence
of the incident along with a non-refundable Fee of SR.200/-
III) The acceptance of the objections, launched after 48-hour deadline, shall be
on the discretion of the executive committee and will only be accepted upon
significance of the situation.
(5-C) ACTION:
I) The case will be handed over the disciplinary committee (DC) who shall have
power to hold an inquiry and then deal with the concerned deemed guilty of
having offended against.
II) The disciplinary committee (DC) will call a meeting of all concerned at the
earliest for hearing and to collect the fact and detail
III) It shall be entitled to take such action and impose such penalties within 14
days of the occurrence of any discipline event by way of reprimand, fine,
suspension, expulsion or other penalty, code of conduct or playing
conditions.
IV) Only one postponement of the meeting will be acceptable due to non-
availability of any party concerned.
(5-C) APPEALS AGAINST THE VERDICT OF DISCIPLINARY COMMITTEE:
1) Appeals against the decision of the Disciplinary Committee shall be allowed
and entertained by Appeals Committee comprise of 3 members appointed by
the president of EPCA.

2) Any notice of appeal must be in writing and must be lodged with the
Executive Committee within 7 days of the receipt of the decision of the
Disciplinary Committee and must be accompanied by a deposit of SR.300/-.
3) The Appeal Committee shall power to allow or dismiss the appeal and/or vary
the decision taken by DC after holding meeting with concerned.
4) Appeal Committee decision shall be final and binding upon the Association
and every member thereof.
5) The Appeal Committee shall also have power, at its discretion, not to return
the deposit where it considers the appeal to be without merit.
6) At all hearing, members have the right to appear before the disciplinary and
the Appeal Committee
66 –– UUMMPPIIRRIINNGG::
(6.A)
1) EPCUB Chairman shall head Eastern Province Cricket Umpire Body (EPCUB).
2) Clubs shall have at least to provide two qualified umpire. Only nominated
umpires will eligible to officiate the schedule matches during tournament (s)
3) Neutral umpires shall supervise all the EPCA matches
4) EPCUB Chairman shall be responsible to nominate neutral umpires to supervise
all EPCA matches.
5) Any player, group of players or club in any circumstances should not refuse
EPCUB nominated umpire(s) to supervise any EPCA match.
6) Should either or both neutral umpires fail to arrive, and then the captains shall
mutually agree to appoint a good knowledge of cricket laws substitute or
substitutes.
7) All the umpires must carry EPCUB ID Card or letter of nomination from EPCUB
Chairman and EPCA rules 2010 – 2011.

8) In all EPCA tournament matches, it is the responsibility of the parent club of each
nominated umpire to ensure his arrival at the ground by latest 9:00 a.m. where
he is assigned to conduct the match. Failure to do so will result in the deduction
of one point gained by the parent club. If the team has no point the club shall
pay SR.200/- fine.
9) The presence of two umpires from each club in the umpires refresher session(s)
is very essential, failure to adhere this might lose the membership or as decided
by Executive Committee.
10) In case of any dispute both the umpires’ decision(s) will final.
11) Home ground teams shall serve lunch to both nominated umpires.
12) If any players argue verbally or are action against umpires’ decision, it should be
reported by both the umpires in writing to EPCUB Chairman and Chairman
EPCUB should take appropriate action with immediate effect against that player.
Action should be taken before next match.
13) If both captains report against any umpires behavior, then the EPCUB Chairman
should take appropriate action against the umpire after investigation.
(6-B) OBLIGATIONS:
i. Umpires should adhere to the dress code as observance of dress code ensures
smart turn out. White Shirt and Black Trouser will be the dress codes otherwise
shirt and trouser is acceptable. No other type of dress will be allowed.
ii. The umpire must reach to the ground at least 10 minutes before starting time of
a match. They are responsible to start the match on time as laid down in match
fixture or in playing conditions.
iii. The umpire should ensure that the game is conducted and equipments used are
strictly in accordance with the laws of cricket and playing conditions.
iv. The umpires are authorized to intervene in cases of time wasting, tempering the
ball and any other action which may consider being unfair.
v. The umpire should meet and synchronize watches with scorers.

vi. The must meet both the captains for pre-toss discussion to agree on the
following:
a) Any special regulation for the competition.
b) Hours of play.
c) Timing of intervals
d) Over’s each side is to bat/bowl (as laid down in playing condition or
agreed upon under defined circumstances)
e) Number of over’s for each bowler.
vii. Prior to the beginning of the match, umpires should ensure that the lists of 11
players from both the teams are exchanged and submitted to the umpires. No
changes in the submitted list will be allowed unless mutually agreed by two
captains.
Umpire must carry the EPCA Laws of cricket necessary on the field
The paper and pen will be used to make notice on the following:
a) Time when the first ball of the innings was delivered.
b) Fielders leaving and re-entering the field
c) Substitutes if granted
d) Over in which water beak was occurred
e) Time when one side’s innings is over
The umpires shall satisfy themselves on the correctness of the scores by checking both
teams’ score sheets at the conclusion of each innings. To ensure correctness, the umpires
shall:
a) Consult with scorers on doubtful points
b) Check runs scored, wicket fallen and over’s bowled.
c) Meet scorers at intervals.

The umpire shall be the sole judge of the fair and unfair play and their decision shall be final
and no appeal to this effect shall be entertained. However, it will be the duty of the
association to Appoint Qualified Umpires to officiate the scheduled matches.
An umpire may be replaced during the match in case of injury, illness or other unavoidable
circumstances. The replacement shall act at striker’s end unless captains agree to give him
full responsibility.
Umpires are not allowed to:
a) Smoke while performing umpiring duties.
b) Advise or provide tips to any captain or player (s) that may hint at his being
biased towards one side.
(6-C) NO SHOW:
i) Match will not be re-scheduled for the reason that nominated umpires did
not show up.
ii) In the event that both appointed umpires do not report at a scheduled match
till the beginning or over-deduction time, the two-captains or team managers
shall:
a) Report to any executive of the association.
b) Request the executive to arrange neutral umpires.
c) Or, nominate their own umpire(s) if neutral umpires are not
available.
d) Toss the coin and start the match to avoid further delay.
iii) Penalties: The following penalties shall be imposed for not showing up the
nominated umpires.
a) The club shall pay SR.200/- per umpire not shown up.
b) One point from the total points of the club, attained during the
running tournament, will be deducted for each umpire.
c) The clubs must pay umpiring fines within two weeks after the
receipt of the notification.

77 –– MMAATTCCHH DDUURRAATTIIOONN,, SSTTAARRTT && CCEESSSSAATTIIOONN,,
IINNTTEERRVVAALLSS::
(7-A) MATCH DURATION:
i) Full day : 40 over’s per innings.
ii) Half day : 20 over’s per innings.
iii) Summer League : 20 over’s per innings.
iv) School Competition : 20 over’s per innings.
(7-B) START AND CESSATION:
i) The matches shall start and end at the following times but association
may customize their own timings considering local and time of
Maghrib prayer call:
a) Full day : 8:00 am to 11:45 am (1st innings)
: 1:00 pm to 4:45 pm (2nd innings)
b) Half day : 1:15pm to 4:45 pm.
ii) Teams must complete their quota of over’s within the following
duration:
a) 40 overs : 3 hours 45 minutes per innings.
b) 40 overs : 1 hour 40 minutes per innings.
However, a limit of maximum 4 hours for 40 over’s match and 2 hour per innings for
20 over’s match will be on the discretion of the umpires. This will include intervals,
ball change, injuries or any unavoidable situation which may force to suspend the
match temporarily, etc.
In all cases, the fielding side must deliver 12 over’s per hours (5
minutes per over)

(7-C) MATCH DURATION:
i) Interval for Drinks:
a) 5 minutes intervals after 20 over’s (40 over’s match).
b) 5 minutes intervals after 10 over’s (20 over match).
ii) Interval for meals & Friday prayer (40 over match):
1 hour break from 11:50 am to 1:00 pm the match customize according
to local conditions
iii) Interval between the innings (20 over’s match)
a) 10 minutes from the close of an innings to the call of play for the
start of the next innings.
b) In case of two captains agreed to shorten the length of
Prayer/Lunch break then.
c) The time and length of the prayer/Lunch break shall be agreed
between the two captains and centered on the score sheet before
this break commences. Both the captains and umpires shall note
this timing and confirm with their signatures.
d) A team, not being ready to resume the match twenty (20) or more
minutes after the agreed time (in the opinion of the umpire,
whose watch was agreed to control the timing of the match) shall
forfeit the match, Their opponents shall receive two (2) points or
in case of knockout tournament they shall be declared as winner.
Resumption of the match should not be later than 1:00 p.m.
e) Score sheets fully completed and signed by both the captains and
umpire with captain’s report about umpires, must be deposited
with the EPCA Treasurer not later than 7:00 p.m. of the Sunday
following the match. Score sheet without captain’s report about
umpires and incomplete score sheet will not be entertained for
results, scores, average and media coverage.
f) Any team, which fails to complete a match, once the game has
started, will be deemed to have given walkover to their
opponents. Umpires report shall be considered as final.

PPLLAAYYEERRSS::
(8-A) CAPTAIN:
i) If any time the captain is not available, a deputy shall act for
him.
ii) If a captain is not available during the period in which the toss
is to take place, then the deputy must be responsible for the
nomination of the players.
iii) At any time after the toss, the deputy must be one of the
nominated players only, No substitute shall be allowed to act
as captain.
(8-B) SUBSTITUTE & RUNNER:
i) If the umpires are satisfied that a player has been injured or
become ill after the nomination of the players, they shall allow
that player to have:
a) Substitute acting instead of him in the field.
b) A runner when batting.
c) Any injury or illness that occurs at any time after the
nomination of the players until the conclusion of the match
shall be allowable. The umpire’s decision will be final in this
matter.
d) The player acting as runner shall be a member of the
batting side and shall, if possible have already batted in

99 –– RREESSUULLTT::
a) If the both teams have had the opportunity of batting for the agreed number of
over’s, then the team scoring highest number of runs shall be the winner.
b) Should the result be a tie the following rules apply:

d) Should the result still be tied, then the winner shall be the team with the higher
score after 20 over’s. If the teams are still tied then the highest score after 30
over’s shall determine the result. If the teams are still tied then the toss of coin

The following points system will be observed in all domestic competitions:
WIN : 2 Points.
TIE or No Result : 1 Point.
Loss : 0 Point.
(10-A) NET RUN RATE:
In the event of teams finishing with equal points at the end of a tournament,
their ranking will be determined on a descending order based on overall
tournament NET RUN RATE calculated as follows:
At the end of a tournament, Team ‘A’ scores 2,100 runs off 280 over’s (in
eight matches) and given away 2,500 runs in 280 over’s its net run rate shall
be:
(Total runs scored/over’s played) – (Total runs scored by opponents/over are
played).
= (2,100/280) – (2500/280)
7.5 – 8.928 = -1.428 (net run rate Team ‘A’)

For the purpose of above calculation:
a) In the event of a team being all out in less than its full quota of over’s, the
calculation of its net run rate shall be used based on the full quota of
over’s to which it would have been entitled and not on the number of
over’s in which the team was dismissed.
b) In case of a side scoring total runs in excess of that scored by the
opposing side in less than the full quota of over’s, then the actual number
of over’s played will be taken for the purpose of net run rate calculation.
ILLUSTRATION:
Team ‘a’ plays a total of 8 matches in a 40 over’s tournament.
In one match, it reaches the target in 30 over’s and wins.
Total over played by Team ‘A’ during the tournament shall be:
7 x 40 = 280 over’s
1 x 30 = 30 over’s.
Over’s to be used for calculation = 280 + 30 = 310.
1111 –– IINNTTEERRRRUUPPTTIIOONN::
(11-A) IN MATCH WHERE PLAY IN INTERRUPTED:
a) The object shall be rearranging the numbers of over’s so that both teams
have the opportunity of batting for the same number of over’s.
b) The team batting second shall not bat for a greater number of over’s than
the team batting first unless the first team has been bowled out (or has
declared) within its allocated number of over’s.

c) Matches, which are not completed due to rain or inclement weather.
d) If the match cannot be started, or the second innings has not been
completed before the inclement weather brings it’s to an end, then the
match is a DRAW. One point will be awarded to each side. There shall be
replay in case of Knock out Tournament.
e) Should the two captains disagree regarding the fitness of the grounds for
play then the decision will rest with the umpires. Should the umpires
disagree then they will decide upon a later time up to 9:45 a.m. to inspect
the ground. No match will begin after 10:00 a.m. and the captains may
reduce the over’s to complete the match but not less than 25 over’s. In
case both the teams cannot complete 25 over’s this match will be treated
as a DRAW. One point for each team. There shall be replay in case of
Knockout Tournament. Play shall not begin after 10:00 a.m. The object
shall be to complete the game if possible, subject always to the safety of
the players.
f) In any circumstances at least eight (8) players must be present at the
ground before Walkover time, otherwise the opposite team will get
walkover (2 points). And in case of Knockout Tournament shall be
declared Winner.
g) Play shall not begin or, if play is in progress, it shall not be stopped,
without the agreement of both umpires.
h) If, at the official starting time (8:15 a.m.), the umpires decide that, due to
inclement weather or unfitness of the ground because of the previous
bad weather there is no possibility of play being started then the match is
to be abandoned as a DRAW, One point will be awarded to each team.
There shall be replay in case of Knockout Tournament.
i) Should the umpires be unable to agree, about the fitness or the
conditions of the ground for play, then they will set a time for another
inspection. The object shall be to play the match if possible.

j) A match has begun, but which because of inclement weather or
impossible playing condition, cannot be completed will be ruled as a
DRAW. One point will be awarded to each team. There shall be replay in
case of Knockout Tournament.
(11-B) UMPIRES AWARDING THE MATCH:
i) A match shall be lost a side which either:
a) Concedes defeat, or
b) In the opinion of the umpires refuses to play and the umpires shall
award the match to the other side, If an umpire considers that an
action by any player or players might constitute a refusal by either
side to play then the umpire together shall ascertain the cause of
the action.
ii) If they then decide together that this action does constitute a refusal
to play by one side, they shall so inform the captain of that side. If the
captain persists in the action the umpires shall award the match to the
opponents.
