I Generation Introduction on Baseline
investigation
The main conclusions obtained by doing the baseline investigation on
land acquisition and relocation due to the Da-Shan Expressway cover
as follows:
1. The total investigated families of the land acquisition and
relocation due to the construction of Da-Shan Expressway is 285
families 1218 people in all. 52.95% of the investigated group is
above 17 and under 50, young adult whose age under 16 takes
22.17%, old people whose age above 50 is 24.88%. Male takes up
51.81%, female takes up 48.19%; all the investigated people are
Han nationality, there is no minority nationality; the education part,
primary school education take up 38.35%, plus children and the
illiterates, people with education of and under primary school take
up 55% and people who have attended and obtained the
certificates of middle school reach 36.78%. A few people got the
education of high school, taking up only 6.03%.
2. The investigation indicates that the per capita net income is 2,913
Yuan along the expressway. Tongchuan district is the highest 3,835
Yuan per person, the lowest is Wanyuan county with 2,765 yuan
per person. The distribution of the income reflects that the income
of county/district near big city is higher, the affected people in the
area of bad transportation (Wanyuan county and Xuanhan county)
is lower. 79.65% of families are 3-6 family members, the per capita
net income is between 3,700 and 7,900 yuan. There are 224
investigated families with the per capita net income of above 2,000

yuan and it takes 78.6% of the all investigated families. There are
16 families with the net income below 800 yuan per person and it
takes 5.61% of all the investigated families.
3. The population along the road line is very big, but the land is
limited per person. According to the average cultivated land among
the expressway, the average cultivated land is 0.6 mu/person of
the 3 counties/district. Among the 285 investigated peasants,
there is 30.89% of the peasant with the average cultivated land of
0.4 mu/person, 49.82% of the peasants with the average
cultivated land of 0.4-0.99 mu/person. Therefore, 81% of the
people with the average cultivated land of below 1 mu/person,
17% of the people with the average cultivated land of 1-2
mu/person, 2.46% of the people takes above 2 mu/person.
4. The income from working outside is an important income resource
of non-agricultre income and it takes 48.3% of the total income of
a family, agriculture income takes 27.3%, and the income from
non-agriculture exceeds the income from agriculture and takes
72.7%. The income resource of the affected people is mainly come
from the agriculture production and stock raising industry, the
percentage of each is 13.7% and 8.8% resperctively.
5. Among the expenditure of agricultural production of the
investigated people, the average expenditure for planting takes
11.76%, stock raising takes 22.34% of the total production
expenditure, the other production expenditures are used for
woodland and other expenditure, the percentage is very low.
However, Wanyuan County is very special on the other production
expenditure and it takes 62.08%, it is mainly the cost of running a
business.
6. The living standsrd of affected people along the road line locates at

the stage of get rid of poverty and enter into solving the problem of
food and clothing. The living expenditure is mainly used for food
(takes 46.92%), medical care (takes 11.46%) and education
(takes 15.11%), the other living expenditure like household
appliances, entertainment, communication only takes 12.74% of
the total cost of living.
7. The investigated household appliances are divided into television,
refrigerator, washing machine, motorcycle, tractor, bicycle and
cellphone, the ownership of all kinds of appliances per family is 3.6
tai/family. The ownership of cellphone of the investigated people is
the most, it reaches 1.2 cellphones per family, and the ownership
of television is 0.9 per family. Refrigerator, washing machine,
motorcycle and bicycle are relatively less.
8. The residential erea of the investigated people are very big and
mainly brick-concrete structure. Wanyuan county (227 m2) and
Xuanhan county (216m2) are more than Tongchuan district. The
brick-concrete structure is the main structure and takes 61.04%,
brick-wood structure takes 25.36% and the civil structure takes
13.07%.
9. Among the investigated group, 19.65% of them are vulnerable
families, distributed in each project county or district. The
vulnerable group are mainly of deformity, diseases and
women-managed household, among them, the deformity becomes
the major type, taking up about 57.14% of the total vulnerable
families; people who falls into vulnerable group due to serious
diseases take up 10.71%, women-managed households take up
about 12.50% and the poverty-stricken households with low
income and social insurance take up 3.57%. Some people falls into
vulnerable families due to other reasons (most of them due to lose

their jobs) take 12.50% of the total.
1 Investigation Purpose
The main task of this investigation is to investigate the basic
production and living status of the families affected by the land
acquisition and relocation along the road line of Eastern Sichuan Road
Development Project (ADB Loan No.: 2339-PRC). The project is the
Expressway construction starting from the Luojiang county of Dazhou
city, Sichuan province to juncture of expressway construction project
of Sichuan and Shanxi province (hereinafter referred to as “Da-Shan
Expressway”). The investigation purpose is defined according to
ADB’s requirement and principle. The specific basis is HANDBOOK ON
RESETTLEMENT-A GUIDE TO GOOD PRACTICE. The purpose of this
investigation is to track and monitor the relocation plan during the
Da-Shan Expressway project construction and provide basic data for
later evaluation after the accomplishment of the project construction.
Namely understanding and defining the realistic living standard and
condition of the affected residents along the Da-Shan expressway.
2 Design and Content of Investigation
As the baseline investigation is of great importance, the settle-down
of the investigation plan and content accounts much for the
realization of the investigation purpose. Before the investigation,

monitoring institute of relocation, especially established the
investigation team for land acquisition of Da-Shan Expressway
project for the affected families. The investigation scheme is put

forward by the investigation team. The investigation scheme is
involved several problems as below:
(1) Investigation Object
The object of baseline investigation is mainly defined as the resident
families who are directly influenced by land acquisition and relocation
of Da-Shan expressway during the construction period, especially
those families which are rural residents.
(2) Investigation Content
The content of the baseline investigation reflects the specific index of
the investigation. The investigation team made certain of several
basic themes of the investigation content as follows:
The basic state of family members in affected rural families,
including
Age;
Gender;
Nationality;
Education degree;
Vocational skill;
Current job and health status, etc.
The economic status of the affected rural families , which
includes:
The agricultural acreage and utilization status of the family
members includes paddy field, dry land and the utilization of
these farmlands in planting of grain crops, economic crops as
well as for orchard, vegetable garden, economic forest, fish
ponds, wasteland, etc.

The family annual gross income, including the income from
agricultural production (grain crops, economic crops, forestry
and fruits and breeding industry, etc.), non-agricultural
production income (business income, income from working
away from hometown, income of running an enterprises and
others incomes such as salary, allowances and donation, etc.)
The expenditure of family production, are mainly of
agricultural production, such as fertilizer, seeds and pesticide,
etc. which constitutes the expenditure of agriculture and
forestry, the expenditure of livestock production, such as
pig-raising, poultry, fishery and the expenditure of business
operations beyond the agriculture.
The expenditure of family consumption, mainly including food,
clothes, water, power and gas, medical treatment and health
care, education and other payout (transportation,
communication, culture and entertainment, etc.)
The life status of the affected rural families, including
The housing state of the family, including the area of the
housing, area of house site and the structure of the house,
etc.
The average annual net income of the rural families: it is a
comprehensive index and reflects the overall income level,
which can be finally used for life consumption of the rural
families.
The type and quantity of the household applicants: includes
colour televion, refrigerator, washine machine, cellphone,
motorcycle and tractor, etc.
The investigation and research team believes that the data index of
several aspects mentioned above can be used as the baseline data of

the living standard of the affected rural families, monitored externally
and independently. It can reflect the current life status and quality of
life of the rural families which are affected by the land acquisition,
relocation for Da-Shan Expressway project construction. These
indexes are designed into the baseline investigation tables and used
for actual investigation, table 1-2 (details refer to the “Table of the
Natural and Resettlement Condition of Families Affected by Land
acquisition and Relocation for Expressway Construction from Dazhou
to Shanxi” and the “Table of the Rural Collective Land Taken by
Expressway Project from Dazhou to Shanxi (permanent or temporary)
and the Rural Economic Status”.

(3) Representativeness of Investigation Samples
The investigation samples which are defined this time must reflect the
actual life status and living standard of the affected rural families by
land acquisition and relocation along the line of Da-Shan Expressway
project. In order to provide evidence of the impact degree exerted by
land acquisition and relocation, the investigation team holds the
following principals when defining the samples.
The samples must be the families that are directly affected,
covering all the counties (districts) passed by the Expressway
project and 100% of the affected villages and towns.
The samples should not only reflect the levels of rural families’
living standards, but also reflect the distance from the location
of their residence point to the center city.
The samples shall reflect the number of family members and
the types of families (family with many or few family members,
poverty family or ordinary family, family of minority nationality
or the women-managed family, etc).
Opinions and advices from leaders of the affected villages,
groups and communities should be taken into consideration
when defining the specific samples.
The above principles determine that the investigation objects cannot
be completely certained before the implementation of the
investigation; it needs to be decided according to the actual situation
during investigation. The number of the samples in each county are
confirmed as: in each county (district) affected by the project are
above 60 families, the sample number from the vulnerable group
shall be no less than 10% of the total samples, the samples
confronted with large number of relocation in key affected villages

shall be no less than 10, to ensure the investigated samples families
can represent each type of the peoject affected people.
3 Organization and Implementation of the Investigation
● Investigation Organization
Sichuan Wisdom Management Consulting Co., Ltd. designs this
investigation scheme of baseline investigation on land acquisition and
relocation personally. Under the cooperation of Dashan Expressway
Co., Ltd. and the relevant government departments of all levels that
along the line of Da-Shan Expressway (e.g. The Coordination Center
of Da-Shan Expressway Construction, the General Office of
Government, the Bureau of State Land and Resources, the Poverty
Alleviation Office, Women’s Association, the Office of Agriculture, and
Statistics Department, etc. ), Sichuan Wisdom Management Co., LTD
completes this investigation.
The method of random sampling in different levels is adopted by the
investigation. There are altogether 285 valid investigation tables.
In this investigation, 2 counties, 1 district and 19 townships along
Da-Shan Expressway are involved, refer to Table 3.

The investigation implementation process is a trial for the
investigation team on spot. The team on one hand should guarantee
the authenticity of the data obtained; on the other hand, they should
not only organize the local government to support the missionary in
choosing the right investigation points and then determine the
investigated objects, also divide work of investigation and directly
interview peasants personally to obtain the first-hand data. For the
selected samples, team members interview all the sample families
personally.
Besides, basic archives of the investigation results are created for the
investigated rural families by Sichuan Wisdom Management
Consulting Co., Ltd, which established a data base targeted for
tracking and monitoring of the rural families that are directly affected

by land acquisition and relocation, and provided several query
methods.
II Investigation Analysis
1. Procedures of Data Analysis
Through distinguishing of the investigated samples, the valid sample
data is imported into the database as the basic data for analysis. In
addition, the basic conclusions of the sample families under the
investigation of the land acquisition and relocation for Da-Shan
Expressway project are classified and analyzed by using the method
of modern statistic analysis.
(1) Basic Distribution of the Investigated Rural Families
285 different types of families, 1218 persons calculated along the
Da-Shan Expressway are involved in this investigation. Their basic
information is reflected from the below:
(2) Age
Among the 1218 persons from 285 families, 52.95% are young adults
(17 to 50), the juvenile (under 16) takes up 22.17% and the aged
people (above 50) takes up 24.88% of the total. Among them, the
young adults are labor forces. If plus some juvenile and old people
who take part in the labor, the rural labor forces are quite ample.

(3) Gender
The gender distribution of the investigated objects is reflected from
the data of the table below. The male takes up 51.81% and female
takes up 48.19% of the total. What worth pointing out is, the
reflected situation is not the same in different ages. For the people
who are under 16, the male are more than female, but for the people
who are investigated by the age between 17 and 25, female are a
little bit more than male.but the age from 26-50, 50-60 and above 61,
the proportions of male and female are in balance in general. Details
refer to Table 6.

(4) Nationality
All of the investigated people are Han Nationality, which takes 100%.
It reflects that the affected groups in the area passed by Da-Shan
Expressway are all of Han Nationality. There is no minority nationality
affected by the project.
(5) Education Degree
The investigated people do not have high education degree. It can be
seen from Table 7 that people with primary school education take up
38.35%, plus children and the illiterates, people with education of and
under primary school take up 55% and people who have attended and
obtained the certificates of middle school reach 36.78%. Among the
investigated, people with education under middle school reach
91.41%. A few people got the education of high school, taking up only
6.03%. However, those people with such education are teachers in

rural middle schools and the university students outside the county.

According to the education degree and the gender of the
investigated:
It can be seen from the data below (refer to table 8) that among the
male, people with education of primary school and middle school
respectively take 20.66% and 19.25%, the percentage for high

school is 4.56%. While for the female, women with education of
primary school takes up 19.34%, which is higher than that of the
male. Women with education under primary school take up 8.46%,
which is higher than that of the male as well (6.31%).

2. Analysis of the Basic Economic Status of the Investigated
(1) Net Income and Cultivated Land per Capita
It can be seen from the classification and analysis of the 285
investigated peasant families that the living standards of these
peasants in those areas and counties along Da-Shan Expressway
varied a lot between each other. It reflects that the levels of economic
development in these areas.

Net income per capita is the average balance after the expenditure for
agricultural and non-agricultural production deducted from the gross
income of agricultural and non-agricultural production. This is an
important index which reflects the actual living standards of the
peasants.
According to the index of peasants’ net income per capita:
The net income per capita along the line of the expressway in the
countryside is 2,913 yuan per person, the highest net income per
capita is Tongchuan district in the area (3,835 yuan per person), while
the lowest is Wanyuan County (2,765 yuan per person). The
distribution of the income also reflects that the income of neighboring
big cities (e.g. the Tongchuan District) is comparatively high while the
income of the affected groups in mountainous area of poor
transportation (e.g. Wanyuan and Xuanhan County) is comparatively
low.
The net income per capita of the countryside in Tongchuan District
distributes between 1,375 and 11,250 yuan per person, 820-117,500
yuan per person in Wanyuan County, 133-126,142 yuan per person in
Xuanhan County. The data indicates that the income distribution
along the line of the expressway is of great difference: for a few
people among the affected groups are vulnerable group, their poverty
are due to deformity, oldness, diseases, etc. Meanwhile, a few
peasant families earn higher income than most peasant families by
working away far home or running business.
It can be seen from the distribution of the net income per capita of
each village and town listed in Table 9, the income distribution of each
village and town are balanced in Wanyuan and Xuanhan County,
Tongchuan district is higher than the two. The difference among the 3
counties/district are not very obvious. This reflects that the income

level along the affected area are almost the same, they all stand at
the low income level. This is influenced by the distribution of land,
transportantation and the distribution of the resources. Details refer

Cultivated Land per capita
The cultivated land per capita is the index which reflects the basic
condition for production development of the area mainly
agriculture-oriented.
According to the cultivated land per capita of the peasants of the
areas along the line of Da-Shan Expressway, the three counties and

district with the cultivated land per capita are 0.6mu/person. It
reflects the population of the project along the road line is populous
and land resource per capita is comparatively short .Refer to table 9.
The net income per capita of the affected peasant
families
Table 10 reflects the relationship of the population distribution and
the level of income per capita of the investigated families along the
whole line of Da-Shan Expressway. According to the population
distribution, families which have 3-6 members take up 79.65%, the
net income per capita of them is between 3,700 to 7,900 yuan per
person. Families with few family members (less than 2 persons) take
up about 10.87% and families with members more than 7 take up
9.47%.

(2) Analysis of family income and expenditure
Family Income
The income of the rural investigated families is divided into two parts:
income from agricultural and non-agricultural production. Through
analyzing data compositively of the rural investigated families, the
information of the family income of the peasant families is as in Table
11. In general, the income of the peasant families along the line of
Da-Shan Expressway includes the income from agricultural
production (including the income of grains, the planting of economic
crops, forestry and fruits and breeding of livestock, etc.) and
non-agricultural income (including the income of business running,
working away from hometown, operation of enterprise and other
income).
In general, the income from agriculture is 8,117 yuan and it reaches
27.3% of the total income, the income from non-agriculture is 21,611
yuan and it takes up 72.7%, exceeding the income that of the
agriculture. The percentage of income from agriculture and
non-agriculture is basically the same. This is because the population
of the three counties/district is populous and the cultivated land is
limited, which make partly of the family members working far away
from hometown.
In the income from agriculture, the income source for the affected
people is mainly from grain crops and breeding of livestock, which
respectively take up 13.7% and 8.8%. Three counties/district are
generally the same as the structure of the agricultural income
rescources of the affected people. According to the data of
non-agriculture income resources, working far away from hometown
is the main income resource, it takes the 48.3% of the total family
income, the income of working far from hometown in Tongchuan

district and Xuanhan county even reach 70%. The situation in
wanyuan is different, the income of working far from hometown and
business running are equal, and they both take a great mass of
percentage of non-agriculture income.

The expenditure of the rural investigated families is also divided into
two parts: the expenditure for agricultural production and life
consumption.
Expenditure for Agricultural Production
The expenditure for agricultural production of the affected people
by Da-Shan Expressway is mainly by plantings and livestock
breeding, which presents a type of traditional pattern of
agricultural production and reflects the tradition and unicity of the
income of the local affected people, refer to Table 12.
In expenditure of the rural investigated families, the funds of the
peasants invest into the production of plantings are mainly used
for fertilizer, pesticide, seeds and labor hire. Along the line of
Da-Shan Expressway, such fund takes up 11.76% in average. In
the affected counties/district, Tongchuan district takes up 32.72%
Wanyuan County takes up 7.87% and Xuanhan takes up 26.26%.
The investment put into livestock breeding by peasants takes up
22.34% of the gross expenditure, mainly used for the purchase of
livestock breeds and feedstuff. The expenditure for breeding in
each county takes up 67.29% in Tongchuan district, 18.82% in
Wanyuan County, 41.10% in Xuanhan County. The rest
expenditures are distributed in forestry and others, holding a low
percentage of the total expenditure. However, the other
production expenditure in Wanyuan County is very specific, which
takes 62.08% of the total expenditure and it is mainly the cost of
running a business.

Expenditure for life consumption
In general, the living standard of the affected people along the
line of Da-Shan Expressway is in the process of getting rid of
poverty and entering into the phase of solving the problem of food
and clothing (refer to Table 13). The expenditure of the affected
people along the road line is mainly used for food (taking up
46.92%) and medical treatment and health care (taking up
11.46%) and education (taking up 15.11%), while the
expenditure for household appliances, entertainment,

transportation, communication and other life payout only takes up
12.74%.

On food: the expenditure for food takes up 46.60% in Tongchuan
District, 49.35% in Wanyuan County, 42.94% in Xuanhan County.
Although the average income per person in Tongchuan district and
Wanyuan County is comparatively higher than that of Xuanhan
County, the expenditure of which on food is also higher than that
of Xuanhan County.
On clothes: The expenditure on clothes in Wanyuan and

Xuanhan County are almost the same. They both are higher than
Tongchuan district, which is unreasonable as the net income per
capita of Tongchuan district is more than the other two counties.
On water, power and fuel gas: the expenditures of Wanyuan
county and Xuanhan county are basically the same. They both are
higher than that of Tongchuan district.
On health care: the expenditure of Xuanhan County is a bit
higher than Tongchuan district and Wanyuan County of the
affected people in the project area, the expenditure ratio is from
10% to 14%.
(3) Distribution of each index of the peasant investigated families
The distribution of the cultivated land per capita of the rural
investigated families
Da-Shan Expressway lies in the river valley of the mountain area
where the cultivated land per capita is quite less, only 0.6 mu per
person. Among the 285 rural investigated families, people with
the cultivated land per capita less than 0.4 mu/person take up
30.89%, 0.4-0.99 mu/person take up 49.82%, which means that
people with the cultivated land per capita less than 1 mu/person
take up over 81%. Families with the cultivated land of 1-2
mu/person take up about 17%, above 2 mu/person take up about
2.46%.
Generally, most peasant families along the line of Da-Shan
Expressway have few cultivated land, but cultivated land is still
the base to survival for local peasants. The land acquisition and
relocation for Da-Shan Expressway construction exerts great

Distribution of the net income per capita of the peasant

There are 224 families with a net income per capita of above 2,000
yuan/ person among the investigated peasants, taking up 78.6% of
the total. 25 families have a net income of 800-1,500 yuan, taking up
8.77% of the total investigated families, 20 families with the net
income of 1,501-2,000 yuan, taking up 7.02% of the total. There are
102 families with the net income of 2,001-5,000 yuan, taking up
35.79%, 122 families with the net income of above 5,000 yuan and it
taks 42.81% of the total. There are 16 families have per capita net
income of less than 800 yuan, taking up 5.61% of the total investaged
familes. According to the absolute poverty standard of China, the net
income per capita (under 785 yuan per person) and the low income
poverty standard (786-1067 yuan per person), there are 23 familes
under the poverty line and taking 8.1% of the total. Details refer to

The type and quantity distribution of the household
appliances of the investigated families
The household appliantces of the investigated families are divided
into televion, washing machine, refrigerator, motorcycle, tractor,
cellphone, bicycle, etc. The ownership of all kinds of appliances per
family is 3.6 tai per family. The ownership of cellphone of the
investigated people is the most, it is 1.2 bu per family, and the
quantity of television is 0.9 tai per family. Refrigerator, washing
machine, motorcycle and bicycle are relatively less.
According to each counties/district, the ownership of colour television
in Tongchuan district is the most, reaching 1.3 tai per family. The
ownership in Xuhan County is less than 1 tai per family, it is 0.8 tai per
family; the ownership of cellphone in Tongchuan district is the most
among the three counties/ district, reaching 1.7 bu per family; the
ownership of washing machine in Wanyuan county is the most,
reaching 0.8 tai per family, however, Xuanhan only has 0.1 tai per
family. Except colour television, cellphone and washine machine, the
ownership of the other household appliances are relatively less.

The living condition of the investigated families
The residential erea of the investigated people are very big and
mainly brick-wood structure. Wanyuan county (227 m2) and Xuanhan
county (216m2) are more than Tongchuan district. The brick-concrete
structure is the main structure and takes up 61.04%, brick-wood
structure takes 25.36% and the civil structure takes 13.07%. Details
refer to Table 17 and 18.

3. Status of the Vulnerable Group
The vulnerable group includes the households with five guarantees,
handicapped, woman-managed household and severely diseases, etc.
These factors bring about the lack of income source and vulnerable
living guarantee for the affected group. Among the investigated group,
19.65% are vulnerable families, they distribute in each project county.
The vulnerable group in Wanyuan county and Xuanhan county are
relatively higher. Details refer to Table 19.

The main types of the vulnerable groups of the rural investigated
families along the line of Da-Shan Expressway are deformity, disease
and women-managed families, of which deformity becomes the
major type, taking up about 57.14% of the vulnerable group. There is
no minority nationality along the expressway line. People become
vulnerable group due to serious disease take up about 10.71%,
women-managed families take up about 12.50% and the poor
households who receive the lowest cost-of-living take up 3.57%.
People falls into vulnerable group due to the other reasons (most of
them due to unemployment) which takes 12.50%. Details refer to

The vulnerable groups of the affected people have a low income due
to various reasons and their income lower than the average in general.
Table 21 has listed the income distribution of the vulnerable group of
all types. The income per capita of the deformity group (4,648 yuan
per person) and the income of the serious diseases groups (3,699
yuan per person) are higher than that of the average income (4,700
yuan per person). However, the net income of the other vulnerable
group is lower than the average income due to the reasons like the
people receiving the lowest living-cost, households with five
guarantees and other reasons. The households who get five
guarantees is 1,625 yuan pwe person.
