ear Friends,

This monthly newsletter is the outcome of an announcement made by the Hon’ble IT

Minister in the floor of the Assembly in 2010 and I am extremely happy to touch base with

you through this new forum. We hope to 'ECzITe' and provoke your imagination and

thoughts as to how to make Governance world class such that our Citizens can garner the

benefits of Governance and the services that Government and its agencies offer, in a

seamless fashion using the best of technology available today.

While policy initiatives like the e-Waste policy, e-Security policy, e-Governance policy etc, IT

infrastructure like the State Data Center, TNSWAN and front ends for these like the State

portal, State Service Delivery Gateway, e-forms, e-district, Common Service Centers etc, all

projects under the NeGP and the various e-Governance software applications developed by

the various departments of Government are definitely bringing about a quantum shift in our

governance structure, it will mean nothing to the ordinary Citizen if we are not able to

provide services to them at their door step. So the mantra for Governance today should be;

Citizens shouldn't see Government, rather they should feel Government.

While the IT infrastructure is in place today, it is still a sad spectacle to see piled up files on

tables in our offices. A beautiful office ambience, electronic work flow and Government

Process Re-engineering can bring about a huge shift in the attitude of our employees,

making them service oriented.

As they say charity begins at home, so is the case with this newsletter ; This first edition of

'ECzITe' focuses on the work being undertaken by ELCOT, TNeGA, NIC etc under the aegis of

the IT Department. The future issues will focus on the achievements of one department

each.

This first issue is being brought out on the occasion of ‘CeTIT - 2010’, a Conference cum exhibition on Citizen Empowerment through IT

organised by ELCOT, TNeGA & FICCI, 27th July 2010, Chennai Trade Centre, Nandambakkam, Chennai

Dr. Kalaignar, the Government of Tamil Nadu has been in the

forefront of using Information Technology as a tool to

empower our citizens and is keen to take India forward to the

21st Century.

The key aim of this monthly newsletter 'ECzITe' is to increase

awareness about the activities undertaken by the IT

Department, ELCOT, TNeGA and all Government Departments

in making services available to our Citizens, at their doorsteps

using the tools offered by ICT.

This will enhance the efficiency of the Government and

simultaneously enable the Citizens to reap the benefits from

the Government in a transparent manner.

I am happy to inform you that a larger number of citizen

centric services are being rolled out this year that will truly

enable our Citizens to empower themselves. I wish the

achieved by leveraging open source based enterprise applications aimed at improving the quality and efficiency of its

services to various government departments and to its customers. A testimony to that is its ERP deployment. For internal use

ELCOT has developed a State of the Art ERP which went live on April 09. The solution has across eight key modules

encompassing HR, Salary & Pension, Fin & Admin, Legal case, Project Management, Claims & Bills, File Movement System,

System Administration and Procurement making the work almost paperless.

Driven by ERP to serve Citizens betterA State of the Art ERP empowers ELCOT to operate with a high degree of operational efficiency

ELCOT has been empanelled by UIDAI as one of the Enrolling Agencies (EA) for

undertaking demographic and biometric data collection for UID enrollment for the

States of Tamil Nadu and Pondicherry

Obviously one of the biggest dividends ELCOT has achieved through

this ERP is in proving the point that the Government is equally tech

savvy and progressive in adopting enterprise applications. Some of

the key benefits ELCOT has achieved by automating its processes

includes aspects like:

Paperless file management “Any Time Any Where Office”

Connects all the 185 employees to enable them work better and

faster.

Connects all the District Branch offices also.

It is a web based application developed by HTC Global, that is

currently being used by the 185 employees spread across Tamil

Nadu.

While big vendors spend millions on developing ERP, ELCOT by

leveraging open source, has come out with a solution meeting its

unique requirements.

By consciously adopting the open source approach ELCOT has achieved one of the most difficult deliverables even large

enterprise CIOs struggle deploying; IT with lesser Total Cost of Ownership (TCO) and greater Return on Investment (RoI).

Today the MD and the GMs clear files from wherever they are, thus enabling multitasking at its best.

Asset Management System

One of the biggest problems being faced by any Government office today, is the large number of computer systems and

accessories they have purchased over a period of time, with different vendors, different periods of expiry of warranty, AMC

etc, and how to dispose of these assets. An inventory of these assets is usually maintained on paper, because of which the

top management is not aware as to when the warranty of these assets expire, when one has to go in for an AMC for which

system, calculation of depreciation. Asset Management System is a computerized, structured and systematic approach to

manage your fixed asset on an ongoing basis. This approach details with all phases of asset life cycle, from purchase to

disposal.

At ELCOT every asset has been collated and fed into an Asset Management Software. About 9000 assets have been

barcoded, and inventorized. This software can be used by any Government Department.

State Data Centre: Powering TNSWAN

The State Data Centre (SDC) has been identified as one of State Data Centre being built at a cost of Rs.55 crores,

areas through the Village Panchayats.

E-District

The Districts are the nodal points for implementing all the

Government schemes/services to the public. TNSWAN: A Triple Play-ready NetworkThe Tamil Nadu State Wide Area Network provides voice, data and video connectivity for

improving delivery of citizen services

Government of India approved the SWAN proposal of Tamil

Nadu during April 2005. The network has been successfully

commissioned connecting 708 locations.

Tamil Nadu was the first State in India to complete the vertical

connectivity, integrating the State Data Centre with the

offices at the State Capital, all Collectorates, all RDO Offices,

all Taluk Offices and all BDO's Offices.

Now, Tamil Nadu has again become the first State to provide

horizontal connectivity from the existing POPs(Points of

Presence) of TNSWAN to the last mile offices like employment

exchanges, secondary care hospitals, PHCs, Sub Registrars

offices, Commercial Tax Offices etc., so that these last mile

offices can transact business through their application

software hosted at the State Data Center.

The idea is that the Citizen can avail of Government services

through the internet from the confines of their homes or

through the Common Service Centres (CSCs).

On the occasion of the World Classical Tamil Conference, at Coimbatore, the Government of Tamil Nadu

declared Unicode as current standard for Tamil encoding as per G.O. (Ms) No.29 dated 23-6-2010

1300 colleges, 3 lakh students and 32 DBCWOs are in one web based loop now, thanks to the software.

Rs.84 crores worth of scholarship has been disbursed online, and the student gets an SMS as soon as the

scholarship is sanctioned. A similar application software for the AD&TW department is ready for launch
