SOLAS Chapter V, Safety of Navigation
Regulation 19: Carriage requirement for shipborn navigation systems and Equipment
19.2.1.4: All ships irrespective of size shall have nautical charts and nautical publications to plan and displaysthe ship’s route for the intended voyage and to plot and monitor positions throughout the voyage; anelectronic charts display and information system (ECDIS) may be accepted as meeting the chart carriagerequirement of this subparagraph;19.2.1.5: All ships irrespective of size shall have back‐up arrangements to meet the functional requirements ofsubparagraph .4, if this function is partly or fully fulfilled by electronic means.*
*An appropriate folio of paper nautical charts may be used as an back‐up arrangements for ECDIS. Otherback‐up arrangements for ECDIS are acceptable (see appendix 6 resolution A.817(19), as amended).
IMO ECDIS Performance Standard A817(19)
Electronic Chart Display and Information System (ECDIS) means a navigation information system which, with adequate back up arrangements, can be accepted as complying with the up‐to‐date chart required by regulation V/19 & V/27 of the 1974 SOLAS Convention.
ECDIS regulations
In its 54th session the IMO Sub‐Committee on Safety of Navigation decided that ECDIS has to be fitted on ships engaged in international voyages. According to SOLAS V Rule 19, the following timeline for a mandatory ECDIS fit is in force.
ECDIS Carriage Requirementimplementation dates
Lets break this down to an understandable level. What are the regulations for the systems?
“SOLAS Chapter V, Safety of Navigation, reg 19 Carriage requirement for shipborne navigation systems and Equipment”The same regulation still applies! It is how we comply to what has changed
ECDIS is a System which consists of many parts. All of them have to comply one by one and together (Monitor‐Computer‐Keyboard‐Software)Maker’s responsibility, but crew should have the knowledge
ECDIS carriage requirement means an ECDIS should be fitted. This does not automatically enable the vessel to sail paperless as the requirement is for a single ECDIS
In order to comply with chart carriage requirement back‐up is required Second system or paper charts or in some countries chart radar*
Official charts must be carried on‐board ENC, SENC, TADS, AVCS and in some few cases ARCS
System must be installed by certified engineer
Watch keeping staff must be trained According to ISM code an equipment specific hands‐on training is mandatory. Generic ECDIS training like the IMO Model Course 1.27 is recommended and mandatory in many Flag states. Ref. ISM Code and Paris MOU
Understanding ECDIS
*E.g. unclear regulation in Norway as the radar in this case needs to be ECDIS approved, eg MFD

As identified by customers, the main reasons for their switching onto ECDIS include:
Reduced risk of accidentsLowering ship’s running costsAutomation of routine navigation tasks Access to additional information resourcesNew technology on the ship’s bridgePath to future upgrades and paperless navigation
Why to take ECDIS onboard
Previous FSA studies on ECDIS reported to IMO
ECDIS is a cost effective risk control option for large passenger ships, with a significant potential to save lives by reducing the frequency of collision and grounding. ECDIS is a cost effective risk control option for all other vessel types engaged in international trade, with the exception of the smallest vessels. The potential for saving lives is small for cargo ships, but ECDIS represents a net economic benefit in itself.
Reduced risk of accidents DNV Report 2007‐0304
DNV Report Conclusion“The grounding frequency reductions achievable from implementing ECDIS vary between 11% and 38% for the selected routes. This variation is due to variations in ENC coverage”.

Why Transas ECDIS
ECDIS in stand‐alone configuration complies with ECDIS Carriage Requirements and requires paper charts back‐up.
Mandatory sensors to be connected to NMEA ports:Position sensor (D)GPSHeading Sensor, Gyro Speed sensor, LOG
Additional information and sensors/systems can be connected either directly via NMEA port or optionally via Data Collector Unit (DCU):
AIS 2x ARPA Target data A/BNAVTEX (NMEA or ASCII format)Echo SounderWind SensorWater Temperature Rate of TurnMeteorological sensors
Navi‐Sailor 4000 ECDIS Stand‐alone
Dual ECDIS complies with the Backup Requirements for ECDIS and meets the chart carriage requirement. The system is supplied in Master + Backup configuration. In case of Master Station failure, Backup station replaces it in accordance with the ECDIS backup arrangement requirements.
Mandatory sensors must be connected to the NMEA ports on both Master and Back‐up WS processor units
Other sensors to be connected via Data Collector Unit (DCU) serial ports
Network Ethernet switch is required to establish the network for mentioned above devices
Dual Navi‐Sailor 4000 ECDIS
Transas 4000 Multifunction Display (MFD) combines type‐approved ECDIS, Chart‐Radar/ARPA, Conning and Alarm Monitoring System (AMS) in one and the same display/workstation. Transas MFD complies with the Backup Requirements for ECDIS and meets the chart carriage requirement. The main advantage of 4000 MFD concept is the integration and sharing of radar image and sensor data amongst the workstations connected on the network, such as:

ECDISElectronic Navigation Charts
To be able to sail by electronic means, Electronic Navigation Charts (ENCs) should be used
Types of ENCs
Official chartsVector charts:
ENC / S‐57SENC
Raster charts: ARCS (UKHO), NDI/BSB (USA & Canadian HO)
Private chart foliosVector charts:
E.g. Transas TX‐97
Raster charts:NOS/GEO, Seafarer (Australian HO)
ENC are official vector charts that conform to the specification of the IHO and that are issued by or on behalf of national hydrographic authority.
System ENC (SENC) are ENCs converted to the internal format of a specific ECDIS.

There are many advantages of vector charts:Automatic alarm generation is possibleOptional information can be displayed (customized settings)Zoom option with no deterioration of the readabilityThey are easy to correctThey require little memory capacity (quick loading)Information can be added (files, pictures etc.)Good readability in all presentation modes like Head‐up, North‐up, Course‐upPresentation is adapted according to the safety parameters of your vessel
Advantages of vector charts

TADS LICENCE PERIOD
9 months
Our recommendation when purchasing official charts:
If your vessel is sailing on the spot market we recommend you to purchase your charts for 3 months. The minimum subscription period is at the moment 3 months; however some countries only allow 12 months subscriptions.
If your vessel is sailing on the same trade you should choose 12 months subscriptions. A 12 months subscription is cheaper than buying 3 months subscriptions quarterly.

ECDISTraining
All navigation officers onboard are required to be trained in the use of ECDIS as per:
IMO Model course 1.27, conducted by approved training center (IMO recommendation and mandatory in many Flag states)
Ships Specific Equipment Training – Hands‐on, conducted e.g. by ECDIS maker or via Computer Based Training (Mandatory by ISM Code and required by local administrations)
Starting on the 1st of January 2012 all officers on‐board of ECDIS fitted vessels have to be trained according to the revised STCW Convention and Code
ECDIS Training
Transas is one of the first to received the GermanischerLloyd Approval Certificate for the IMO MC 1.27 for ECDIS Training, fully compliant to the recent Manila amendments (STCW 2010), which will be compulsory for training from 1st of January 2012. This allows Transas to issue STCW 2010 compliant ECDIS training certificates Transas runs certified IMO MC 1.27 in its premises around the world
The main changes in STCW 2010 in regards to ECDIS training are:
Usage of Simulation is now compulsory (Route Planning and Monitoring)Chart selection, ordering and installationCustomization of User Display (Voyage/User related Data Display: Alarms, Setting, etc.)Theoretical and practical examinationand more…
