faith on us and had given us an opportunity to put some light on such important social and anenvironmental issue i.e. NOISE POLLUTION. I really appreciate his patience and time for his full

1.INTRODUCTION"Undisputedly, no religion prescribes that prayers should be performed by disturbing the
peace of others nor does it preach that they should be through voice amplifiers or beating of
drums. In a civilized society in the name of religion, activities which disturb old or infirmpersons, students or children having their sleep in the early hours or during daytime or other
persons carrying on other activities cannot be permitted.
Sound becomes unwanted when it either interferes with normal activities such as sleeping,
conversation, or disrupts or diminishes ones quality of life. The word Noise is derived from
Latin word nausea implying unwanted sound or sound that is loud, unpleasant orunexpected (Pawar et al. 2010The fact that you cant see, taste or smell it may help explain whyit has not received as much attention as other types of pollution, such as air pollution, or water
pollution. The air around us is constantly filled with sounds, yet most of us would probably not
say we are surrounded by Noise. Though for some, the persistent and escalating sources of
sound can often be considered an annoyance. This annoyance can have major consequences,primarily to ones overall health.
Some adverse effects of Noise pollution on human health are:
Hearing loss or hearing impairment Rise in blood pressure Cardiovascular health effects Increase in stress level Decrease in efficiency and concentration
The sources of Noise:-
Road traffic Noise Noise from railroads Construction Noises Noise in industry Noise created by laud speakers in wedding functions and other public celebrating
functions
Noise created in festivals like Diwali and other religious functionsIf the constitution of Indian provides us freedom to speech to produce Noise then it also
provides certain rights for controlling and reducing Noise pollution. Some of them are like right
to life, right to information; right to religion .Right of life gives us a right to life and personalliberty and to live in a peaceful and quiet environment. similarly right to information provides
us the right to know the standards and norms based on which the government issues license to
an industry that is likely to affect the environment however right to religion does not include
the right to carry out religious activities in a way that cause Noise. An offender who creates
Noise above the permissible level in the silence zone (Health Centre etc.) or causes discomfort
of health risk for other shall be penalized as per provision of law.

2. OBJECTIVE
To figure out major source of Noise pollution in IIT Kanpur. To highlight major problem faced by students, faculty, residents because of Noise
pollution. Become a communication medium between a common voice and administration of IIT
Kanpur
To find out some possible solution to the problem faced by the people.3. RATIONALITY OF STUDY
Article 21 of the Constitution guarantees life and personal liberty to all persons. It is well
settled by repeated pronouncements of the Court as also the High Courts that right to life
enshrined in Article 21 is not of mere survival or existence. It guarantees a right of persons to
life with human dignity. Therein are included, all the aspects of life which go to make a person'slife meaningful, complete and worth living. The human life has its charm and there is no reason
why the life should not be enjoyed along with all permissible pleasures. Anyone who wishes to
live in peace, comfort and quiet within his house has a right to prevent the noise as pollutant
reaching him. None can claim a right to create noise even in his own premises which would
travel beyond his precincts and cause nuisance to neighbours or others. Any noise which has the
effect of materially interfering with the ordinary comforts of life judged by the standard of a
reasonable man is nuisance. How and when a nuisance created by noise becomes actionable has
to be answered by reference to its degree and the surrounding circumstances, the place and the
time.
Still India didnt take noise pollution as a serious issue of discussion however itought to be for a
developing country. This is due to lack of interest on the part of the executive to implement the
laws. Because of this essential infrastructure is lacking which is required to attain the
enforcement of laws. Normally people are also unaware about it and they accept noise pollution
as a part of their life.According to the Noise Pollution (Regulation and Control) Rules, 2000, the
silence zone is an area comprising not less than100 metres around hospitals and educational
institutions but it was found that most of the hospitals, nursing homes and educational
institutions do not follow this norm If no steps are taken to lessen the effects of noise, we may
expect a significant percentage of future generations to have hearing damage. So It would be
difficult to predict the total outcome if total population would suffer hearing loss. Somebodyneeds to collect the voice which were seeking for help and present them in front of
administration. The loud voice of loudspeaker becomes dominant on these helpless voices. Why
IIT Kanpur is so great? Is it great to break the Supreme Court law on voice pollution? Every year
on the name of cultural Festival (Antaragni), Technical Festival (Techkriti), Sport Festival
(Udghosh), Hall Functions, Marriages and Samelans, IIT Kanpur people become habitual to
ignore the peace of other community people for their enjoyment. Is it right to make our life
colourful by extracting the colours from others life? We need to highlight the agenda of Noise
pollution because nobody (except people who get annoyed because of loud voice) is caring
about others suffering (sleep, study, health, peace, conversation etc.)

4. REVIEW OF LITERATURE
Before we talk more on noise pollution we should be aware of the governmental rules and
regulations on controlling noise pollution, its implementation and limitations. Mention below
some rule and regulation regarding Noise pollution.
Nobody can force anyone to listen and can claim that he has a right to make his voice trespass
into the ears or mind of others, as if one has freedom of speech then others also have right to
listen or decline to listen. A person is violating the right of others to a peaceful, comfortable and
pollution-free life by increasing his volume of speech and that too with the use of devices so as
to compulsorily expose unwilling persons to hear a noise raised to unpleasant levels. (According
to the article 21).
4.1. The Noise Pollution (Regulation and Control) Rules, 2000.
The main provisions of the noise rules are as under:1. The State Government may categorize the areas into industrial, commercial, residential or
silence areas/zones for the purpose of implementation of noise standards for different areas.
2. The ambient air quality standards in respect of noise for different areas/zones has been
specified for in the Schedule annexed to the Rules.
3. The State Government shall take measures for abatement of noise including noise emanating
from vehicular movements and ensure that the existing noise levels do not exceed the ambient
air quality standards specified under these rules.
4. An area comprising not less than 100 meters around hospitals, educational institutions and
courts may be declared as silence area/zone for the purpose of these rules.
5. A loudspeaker or a public address system shall not be used except after obtaining writtenpermission from the authority and the same shall not be used at nighti.e. between 10.00p.m.
and 6.00 a.m.
6. A person found violating the provisions as to the maximum noise permissible in any
particular area shall be liable to be punished for it as per the provisions of these rules and any
other law in force.
According to the above rule for the Ambient Air quality standard in respect of noise isspecified for different areas on their importance, which is mentioned below :

5. METHODOLOGYThe objective of this problem statement is achieved by two mode of survey i.e Online and Direct
Interview.
5.1. Online survey-
In online survey we collected views of all IIT Kanpur student community with the help of poll
voting via FACEBOOK. On the basis of response given by student we represented it later. We
have formed our data on the basis of two days of voting.
5.2. Direct Interview-
The direct interview mode was a bit time taking and lengthy process but apart from it we get
exact scenario of whole IIT Kanpur community which include everybody. We received a mixed
reaction from different age group, work group people. We conduct our survey in such a way that
it reflects the actual cause of problem. We have taken interview of President Gymkhana and
general secretary of Gymkhana, Festival Coordinators(Antaragni, Techkriti, Udghosh), All HEC
member ,Club Coordinators(Dramatics and Musicals),our faculty members , SBRA
resident(PHD), Other community(Visitor Hostel, Type Quarters resident, Health Centre, SIS
Department, Librarian).

Some important highlight of interview is listed below.
5.2.1. STUDENT COMMUNITY INTERVIEW
5.2.1.1. President Gymkhana-
No measurement is done till now as we didnt receive much complains regarding NoisePollution.
It should be controlled but whole community need to come forward and have tounderstand their responsibility.
Some of our faculty complained about time duration of disc and other Noise producingevent, however they were ok with volume limit.
Main problem related to Noise pollution is created by Naankari villagers which is out ofour reach.
Irrespective of fact I had talked to administration and they ensure to take some seriouslegal action against them under the act of NOISE POLLUTION (regulation and control
rules)2000.
5.2.1.2. Gymkhana Secretary
As we are in IIT Kanpur they is fixed time for everything, here people want to celebrate. But if somebody is really creating Noise pollution and disturb others then we will
definitely take action against it.
Way to take action-Request to the person to stop Creating Noise Complain to HEC Complain to Hall
warden Disciplinary Committee.
5.2.1.3. Festival Coordinators-
Tried to control Noise pollution but without sound cultural event organisation isimpossible.
Considering Supreme Court order we try to limit our events timing to 11pm. But according to court order we can organise such festival for within a limit of 15 days
limiting the decibel level.
5.2.1.4. Hall Executive Committee-
Hall2, Hall3, Hall5 students really get annoyed because of marriage functions, religiousfunctions and other cultural activity organise in Naankari every year.
HEC member demand for financial help from our Gymkhana so that they can have asound proof music room for practice.
GH2 doesnt have any problem regarding it as it is isolated from rest of noisy region. Gh1 also doesnt have much complain but if some student complain regarding Disc
during hall day then HEC try to finish it before 10pm.
Hall8 have some issues regarding functions organises at OAT but they also understandthat events are organised for limited period of time, so they try to cooperate with them.

5.2.1.5. SBRA (PHD Resident)-
They found their residence very peaceful as they are quite far away from studentactivity zone.
5.2.1.6. Cultural Club (Dramatics Coordinator views)-
Nukkad Noises problem cant be solved as it is the motive of nukkad to spread the socialmassage among people for which they need loud voice and more practice.
Nukkad and dramatics practice are done in LHC not in class hour and till 10pm.5.2.2. OTHER COMMUNITY INTERVIEW
5.2.2.1. TYPE I Resident-
This type quarter is nearest to Naankari Village. Grade C and D employees are using thisresidence for their accommodation.
They have Noise pollution related issue from Naankari villagers but they dont complainbecause of their negligence nature.
In this case both villagers and employees are negligence so no action will be takenagainst villagers. As contributory negligence is a complete bar to recovery of damages
5.2.2.2. Visitor Hostel (Pradeep Kumar, 6yr experienced receptionist) -
Hardly any guest complains about any issue related to it (in these 6 years he had receiveonly one complain and issue was sorted out with the self of SIS guards).
5.2.2.3. SILENCE ZONE (HEALTH CENTRE- Dr. I Sharma,22yrs experienced as OPD Specialist)-
The Health Centre is quite a distance apart from student activity areas, so it is isolatedfrom any other activities.
During their normal working days and also during any festival or event they rarely(0.001%) get any case caused by high sound level.
5.2.2.4. FACULTY QUARTERS (MAINLY TYPE IV)-
We got mixed views from our faculty members, their cause and strength of Noise pollution
varies as location of resident varies. Faculty member who are having their residence near
SAC have problem with student activities organises inside the SAC. Some of them strongly
discourage the student activity and cultural festival. Members who live near the boundary of
campus have problem with villagers cultural and religious activities. Some highlights of
interview.
According to Professor E. Radhakrishnana, No cultural activity should be conducted insuch academic institute with so loud Noise. Decibel level of sound should be maintained
under 120dB then only it will look civilized. Dont allow 1000 and 2000wt speaker for
any function or activity.
Professor D. Bahuguna is much more concern about school prayers and village activities.They really appreciated the Antaragni organising team for their so well organised and
under control sound level event.

Our DOSA Professor A.K Ghosh supported the sentiment of student and Naankari peoplefor their festival and religious activities. He also supported the Supreme Court law and
said that any kind of activity is openheartedly welcomed if it would be organised in
under controlled manner. On student activity he told that we should only give shape to
them. Also added to it that he was very glad because his students are enough
responsible. Whereas on Naankari issue he said that we should respect their sentiment
because these festivals are only mode of survival in their life. They dont have any
education, water, electricity, employment so only these festivals and jagarans are their
hope which provides them social life. According to him technology should be modified,
sound proof reading room should be constructed in every hall, no action should be taken
on cost of social sentiments. It is India and we also have to follow and respect our
culture.
6. ANALYSIS AND INFERENCES
6.1. Student community
After performing both kinds of surveys we come on the conclusion that a major part of IIT
Kanpur student community has Noise problem from the cultural activities of neighbour
villagers. Major part of the community are happy with the noise levels of their cultural programs
as they found it as a part of their enjoyment and these programs are also organised on
predefined dates and also for limited time interval. However taking care about the impact of
those festivals on other community they try to maintain the dignity of our reputed institute by
following the rule and regulation of Noise control at their best level. They try to use their
freedom of speech in proper manner without ignoring the Right to Peace of other. As we found
that the student activity area was a reasonably at a far distance away from other community
residences and they are unable to make their activity purely isolated from those residences.

6.2. Type IV community
The residents of type IV have a noise problem mainly due to student activities (their cultural
programs and technical festivals) which are going on till late night. Some residents whose
residence are situated near the boundary of campus and neighbour village have a noise problem
with some functions organised in the village using heavy volume loudspeakers.

The loudspeakers used to celebrating kali puja inside the campus also disturbing the
neighbour residents.
6.3. Type I community
Type I residents have major noise problem with Naankari activities because they always used toplay music at very high sound on their marriage celebrations till early morning, as well as they
regularly used to organise some kind of jagarans in which they always do their puja and songs
for 24 hours. Sometime people get annoyed because of Noise produced by children while
playing in the ground. However they didnt complain about itbecause they already accepted it
as a part of their regular activity. The main reason behind their negligence is their respect for
religious sentiment of the Naankari people.
6.4. POSSIBLE SUGGESTION AND SOLUTION FOR THE PROBLEM STATEMENT:
Administration should provide fund for sound proof music rooms in each and everyhostel as well as for institute music club.
Decibel measurement instrument should be kept in the common locality so that SISguards can warn the people if sound limit over shoot the reference.
Sound speaker above 1000wt should not be permitted for any function or activities. Administration should take some legal action against Naankari community for violation
of Noise pollution control rule 2000 under environmental protection act 1996.
Select an institute representative from Naankari and provide him the responsibility tocontrol Noise pollution, such that they will be also aware about the problem faced by
campus residents because of their casual behaviour.
We got some suggestions (10-15%) regarding to stop the cultural festivals organisedamong student communities as it doesnt care aboutrule and regulations.
Sound proof reading room should be constructed in every hall of resident. We must make proper data base on Noise pollution quantity and time interval (period of
activity) first so that we could know when and how much we need to take any action.
6.5. ECONOMIC ANALYSIS AND COST ESTIMATION:

7. SUMMARY
The present study explores the different sources, effects, reactions and suggestions for
controlling the Noise pollution. This study shows that Naankari functions and student activity
(Antaragni) are two major sources of Noise pollution. This analysis also shows adverse effect ofnoise on different community people. On one hand Naankari function has become headache of
Administration as well as all community whereas on other hand the people who live near SAC
are unhappy because of Antaragni sound level. Because of this survey we brought Noise
Pollution issue in notice of Administration, Gymkhana, HEC, Cultural Club, and Faculty
Community. This is very first project on this topic which will definitely catch the attention of all
the IIT Kanpur Residents. It is very successful in spreading awareness about Supreme Court law
on Noise pollution among the community members. We have mentioned all rule and regulation
regarding Noise Pollution. We have also point out the major sensible area and zone, so that at
least student community should keep all these rule and regulation before any organisation of
festival or celebration of any function. We really feel proud in saying that any inside activities ofIIT Kanpur didnt disturb specially Health Centre and other community (expect few).
Only just because of this project we are able to point out the major reason for noise pollution. It
brings the negligence nature of type I community people, the demand of student community for
sound proof music room, the need of legal action against Naankari Villagers. Hope this survey
will definitely prove fruitful for IIT Kanpur student as well as other community and make their
stay in IIT Kanpur campus more peaceful.
