Description of situation in Corfu
• Corfu Island dealt with as a river basin, but without a river!
• Water for all uses: groundwater origin• High seasonality of water demand (tourism),
water supply constant in time• Groundwater deterioration due to:
- natural reasons (presence of gypsum and natural sea water intrusion)
- human activity (groundwater overexploitation)

Description of the pilot area Corfu• Area: Corfu island, 587 km2
(including surrounding small islands: 632.5 km2) • Administrative division: 12 municipalities (including surrounding islands: 16) • Municipal Water Suppliers: 9 for Corfu island• Permanent population: 112.848 (year 2000),
all connected to public water supply system• Most of the population is living in the city and
the coastal areas

subsidies/grants, cross-subsidisation, environmental

Results: Water pricing issuesNo aggregated information available, primary data:• Public water supply of the 12 municipalities: different
tariff systems• In some cases: special tariffs for entrepreneurial uses• In 2 cases: special tariffs for agricultural use; 2 local
irrigation organisations have tariffs covering operation costs
• In order to compare prices, different consumption values were assumed: wide variation of prices for public supply, most with a gradual price increase for higher consumption, some cases show a decrease

Evaluation• A non-virtual exercise to be used as a
framework for the economic analysis in Greece, but: time and financing constraints, therefore not complete “testing”
• Linking economic to hydrogeological information (Annex II WFD) is important
• WATECO-guidance useful, but requires a lot of economic understanding
• A good starting point for understanding the need of improvement of the water management structures in Greece

Recently commissioned program for the development of water resources management systems (divided regionally according to the water districts), aimed at the development of Water Resources Management Plans (duration: 36 months)
--> some support for the economic analysis can be expected from these studies

The axes for improvement
• Accelerate the establishment and staffing of the regional “competent authorities” as well as the central water institution (reduce overlaps between ministries)--> will happen soon• Provide adequate resources and capacities for conducting the economic analysis (2004: at the central level)• Establish a clear “plan of action” including strict deadlines (“critical path”)
