We consider the ESFD to be an effective example of the initiatives supported by the CDR to ensure coordinated partnership in our pursuit of full development in Lebanon. Closing on 2012, the Economic and Social Fund for Development

Dr. Georges Corm:On Job Creation Policies, BalancedDevelopment, and Decentralization

1. What are, in your opinion, the

mechanisms that the Government should

adopt in order to create jobs?

There is no doubt that the Lebanese government

has not been effective in resolving two interrelated

problems: the problem of poverty and

marginalization and the resulting unemployment.

So far, upon the advice of the World Bank, the

government’s efforts have been focusing primarily

on addressing poverty in the most disadvantaged

groups and limiting the social benefits to this

category of Lebanese. The government does not

have a plan concerning the creation of sufficient

jobs which is the only way to help the poor change

their difficult living and social conditions.

The Lebanese government’s development policy

still revolves around infrastructure building. Most of

the investments in this field focus on the capital and

its environs, which increases the concentration of

activities and wealth in the capital at the expense of

other cities and regions. In fact, this has been a

persistent issue in the economic history of Lebanon

that Fouad Chehab had seriously begun to address

through several development projects in cities other

rhan the capital and in most rural areas. But since

this exceptional era, the government reverted to

economic policies that increase the centralization of

economic activities in the capital and its environs at

the expense of the rural regions that witness a

decrease in agricultural and non-agricultural

activities.

The job creation policy requires a comprehensive

look at Lebanon’s competitive capabilities and

developing a comprehensive incentive package for

the creation of value-added agricultural and

industrial activities as well as high value added

services in all regions, not just in the capital.

In 2000, the government presided by PM Salim El-

Hoss had asked the world-famous company

"Monitors" to prepare such a study and set a plan

for developing productive capacities in sectors

where Lebanon can have strong competitive

advantages. However, this plan was disregarded

and never implemented. It must be mentioned that

the Council for Development and Reconstruction

developed a National Land Use Master Plan for

Lebanon in order to put an end to the chaos

existing in construction activities that is still eroding

additional agricultural land. This valuable study set

by French consultants also did not receive adequate

attention and was not implemented. One should

also mention the existence of an Employment Office

under the authority of the Ministry of Labor that

operates with modest means whereas it was

supposed to be supported by human and material

means to develop its activities and become an

important institution in revitalizing the labor market

in Lebanon.

Therefore, the government must be aware today of

the importance and seriousness of the

unemployment problem and should address it very

seriously and continue to devote human and

financial resources sufficient to find and implement

solutions. In this context, we can take as an example

the successful experiences of countries such as

Taiwan, Singapore, South Korea and Hong Kong.

The unemployment rate is extremely low in these

countries because governments focused mainly on

developing productive capacities and competitive

advantages, which led to the elimination of

unemployment to a large extent.

2- Urbanization is expanding in Lebanon,

and in parallel with it, we also notice the

increase in urban poverty pockets.

Meanwhile, rural economy has completely

collapsed over the years which also created

poverty in the rural peripheries. What

mechanisms and strategies should be

adopted by governments in order to move

towards a more balanced growth and

development?

Concerning a balanced and sustainable

development policy, the Lebanese government

can take many actions in consultation and

participation with the private sector and with

regional and international funding institutions.

First, it should initiate the creation of regional

investment companies in every kada. The private

sector and mainly Lebanese banks, municipalities,

non-governmental organizations concerned with

development and the fight against poverty, as well

as Lebanese expatriates based according to their

regional origin should contribute to the capital of

these investment companies. These regional

investment companies shall first set a development

plan for each region in which they will operate after

a comprehensive survey of the region’s situation

and the identification of their agricultural, industrial

and services development potential within the

context of improving the rural life and creating

employment opportunities. After that investment

projects should be studied that will address the

situation of each region and the adequate

profitability of such projects. Foreign financial

institutions and Lebanese banks should contribute

to projects that meet the needs of the region and

provide many job opportunities for its residents.

Lebanese agriculture in particular has a huge but

unexploited potential, especially in the field of seed

and organic food production that are in high

demand on the global markets, as well as different

types of food that are in demand in foreign markets

and need investment to grow. I recall the

spectacular success of some businessmen who

invested in the wine industry using modern

methods and techniques that ensure the quality of

the product. As a result of this effort, Lebanese

wines became famous in European and foreign

markets. There is no doubt that such a successful

example can be generalized to many food

products. Lebanon also has qualified skills in the

field of agricultural engineering but agronomists do

not always find job opportunities in the country

and have to move abroad.

As for the pockets of poverty in Lebanese cities,

this requires intensified efforts in the field of job

creation, especially in Lebanese regions so that

people with low standards of living in cities move

to rural areas where investment companies have

created new employment opportunities through

their project funding. This is absolutely essential

because we know that approximately 80% of the

Lebanese population is concentrated on the

Lebanese coast, causing numerous problems,

redundant costs and environmental problems that

increase the need for spending to address them.

3- What, in your opinion, is the economic

comparative advantage of Lebanon? In

other words, in what economic sector

governments should invest so that we can

create economic growth and jobs creation?

We have previously mentioned the potential of

Lebanon in the field of agriculture and food but

there are many industrial and service activities with

high added value that can be encouraged and

developed in Lebanon. For example, we have the

pharmaceutical industry and in particular herbal

medicines due to the biological diversity in

Lebanon and research in the field of health and

medicine as well as medical tourism. Therefore,

Lebanese universities and theirdepartments of

medicine and chemistry should take the initiative

to contact major research centers in Europe and

the United States forsubcontractingthat createsbrief

jobs for holders of diplomas and competencies in

these two areas. We may also mention service

activities in software, electronics and other fields

that require high skills.

As for the Lebanese government, it must provide

the so-called investment climate,i.e. the proper

environment with no administrative consequences

and corruption, as well as the quality of

infrastructure, not only in roads and transportation,

but also in power, water and telecommunications.

It is not required from the government to be

productive in businesses belonging to the private

sector, but to be a partner in the creation of

investment funds to encourage innovation and

investment in innovative areas without interfering

in the management of projects. On the whole, I

have been calling to have consultation mechanisms

between the government and employers’

organizations, universities and municipalities to

promote this perception and to achieve such

proposals which have been successful when

implemented in many countries.

The private sector should also be willing to invest in

high added value projects requiring human

resources and allocate financial resources to

develop research capacity and staff and manpower

training. This way, private sector activities in

agriculture, industry and services become of high

added value and efficient export capacity. The

socio-economic balance requires a big increase in

export capacity to stabilize monetary conditions in

Lebanon and break out of the vicious circle of

public debt.

4- The concept of decentralization is lately

being promoted as a tool for regional

development. Do you see it as such?

Of course, decentralization is a key element of any

successful policy. That is why I previously proposed

the creation of regional investment companies and

a development plan for each district in Lebanon. It

must be mentioned that the Lebanese Constitution

as amended after the Taif agreement provides for

regional development and decentralization as a

means to achieve comprehensive development.

President FouadChehabhad formulated laws to

support decentralization, but unfortunately those

laws were not implemented.

In this regard, municipalities must have a broader

role in the regional economic life and must have the

adequate financial and human resources. We must

therefore reconsider the current system for the

distribution of municipality revenues. The share of

municipalities from taxes and centralized state fees

should be distributed effectively and regularly, and

part of the responsibilities of the centralized state

should be transferred to municipalities (primary

education, social services, waste collection...).

Municipalities shall be given a broader financial

autonomy and the possibility to borrow from

markets with the approval of the central authority

and to partner with the private sector.

The municipal share of all taxes and fees levied by

the administration is 15-25% for built property tax,

which led to the accumulation of municipal funds

at the Independent Municipal Fund and the State

did not fully distribute them to municipalities.

Therefore, it is imperative that these funds be fully

distributed, and some of the centralized loads

mentioned earliershall be transferred to

municipalities, in addition to the establishment of a

property tax for the benefit of municipalities.

Such action would activate the municipal / regional

life and open the door for citizens to monitor the

spending of municipalities and the implementation

of regional development projects easily, since it is

difficult for citizens to monitor projects of the

centralized state or institutions working at the central

level. Municipal elections will also bebased on

competency, integrity and transparency rather

thanregional fanaticism.This will be a big step

towards building citizenship and reforming the

central state and reducing the country’s sectarian

system.

The Story of Loyalty to Family Legacy and tothe Nation: Bamboo House

Assem El Jawhary is a well-spoken gentleman, fluentin English, whose close family currently lives in theStates. He is very well able to fulfill the aspiration ofmost Lebanese youth and flee the country.Yet, he is still here. “I am Lebanese. I want to stayand support local artisanal handicraft”.Assem is the son of Jamil El Jawhary, the owner of“Bamboo House”, a handmade bamboo furniturebusiness existing since 1953 in the Sanayeh area inBeirut. Jamil El Jawhary’s clients used to beministers, deputies, notorious hotels and beachresort and well known home furniture stores. Thosewere the business’ golden years.But Assem does not want to label “Bamboo House”as a business. “This is art. Regardless of materialisticconsiderations and constraints, I wish to preservethis tradition, at least out of respect for my father. It

has roots and history, like a touristic monument. ButI do not wish for it to be a touristic monument, I wantit to be active and productive like back in the days”.Today, bamboo handicraft is at jeopardy, just likemost of local artisanal crafts. The main reason is theabsence of government measures set to protect suchrare industries. Assem and the very few other local

bamboo artisans in Lebanon are witnessing fiercecompetition from Asian exporting countries likeMalaysia, Indonesia and China. Optimistic regardless of major impediments, Assemis hoping for the summer season to prove moreprolific than the previous one. “Thank you guys…ifit weren’t for the USD 10,000 loan I took from theESFD, Bamboo House might have shut down”.Having heard about the ESFD loans by coincidence,Assem contacted the business advisor responsible ofthe Beirut area. The latter provided Assem withtremendous help, and is still supportive till today.

The Job Creation unit at the ESFD aims at facilitating access to financing and creating job

opportunities by providing loans to Small and Medium Enterprises (SMEs) through commercial banks.

Financed projects cover the sectors of agriculture, trade, services and industry, and are distributed

on all the Lebanese territory.

Business Advisors’ Incentive Scheme Refined

Acting as a link between the banks and potential borrowers, Business Advisors are present in the field, mainlyin remote and most needy areas to promote the ESFD loan products, contributing to social developmentthrough the creation of jobs and the enhancement of lives. In line with its objective of creating jobs, the Job Creation Unit reshaped the business advisors’ incentivescheme, inciting them to focus their efforts at providing bigger loans in remote and disadvantaged areas. Thenew scheme aims at targeting potential clients in distant areas more effectively, thus enhancing the livelihoodin deprived communities.

The ESFD as a major contributor to the

success of the “National Conference on

Social Responsibility of Municipalities in

times of conflict and peace”

In collaboration with the ESFD, the Lebanese

Orientation Academy (LOA) organized the

“National Conference on Social Responsibility

of Municipalities in times of conflict and peace”

on September 5, 2012 at Hilton Metropolitan

Hotel.

The conference mainly aimed at reinforcing the

concept of social responsibility on the national

level as a strategic notion in municipal work and supporting social responsibility programs targeted at

sustainable development in the Lebanese society.

Engineer Haitham Omar, Managing Director of the ESFD, made a speech in which he

presented the main accomplishment of the Fund

since its establishment 10 years ago, and

highlighted the ESFD’s commitment to social

responsibility. A presentation was made by Ms.

Dima Sader, Manager of the Community

Development Unit at the ESFD, showcasing the

principles set by the ESFD to promote social

responsibility, such as the participation of local

communities, empowering women, creating

jobs, etc…

ADELNORD Project: “Support to Local

Development in North Lebanon”

On July 19, 2012, 9 grant contracts were concluded between the Council for Development and

Reconstruction (CDR) and 9 beneficiaries to implement 18 projects for the value of EUR 2.9 Million.

The implementation phases started and it includes the preparation of detailed designs of projects, capacity

building sessions for municipalities to introduce them to EU procedures for them to be able to manage grant

contracts, as well as capacity building sessions for the ADELNORD team on EU procurement procedures

and the financial management of grant contracts.

The Community Development unit at the ESFD aims at improving the living conditions in deprived

communities by granting financial and technical support for projects providing access to basic

social services. Projects financed by this programme encompass the following sectors: Agriculture

and Irrigation, Sanitation, Solid Waste, Social Development and Vocational Training, Sports facilities,

Health, Road Rehabilitation and Infrastructure.

In the context of an official request addressed tothe Lebanese government on behalf of theGuinean Government to transfer the accumulated

experience of the ESFD to the Guinean partywishing to establish a social fund in Guinea, theESFD organized a two full days’ workshop for anofficial Guinean delegation on September 11 and12, 2012.The Guinean delegation was composed of theEconomy and Finance Minister/Counselor to thePresidency Mr. Madikaba Camara as well as key representatives of public,banking, municipal and civic institutions.The workshop commenced with the delegation’s visit to the Council forDevelopment and Reconstruction (CDR) where it was received by thePresident of the CDR Engineer Nabil El Jisr, the Head of Planning andPrograming Doctor Ibrahim Shahrour, and the Head of the Social andEconomic Planning Unit Mrs. Amal Karaki. A rich dialogue took placebetween the two parties, whereby exchanges pertaining to the realitiesof socio-economic development in Guinea and Lebanon were made.Following their visit to the CDR, the delegation visited the ESFD premiseswhere it met with the whole team and was given a brief introductionabout the establishment of the Fund by its Managing Director EngineerHaitham Omar. The rest of the workshop consisted of training sessionson the structure of the ESFD and the mechanisms contributing to itssuccess, opening the way for discussions which were instructive for bothparties. The second day was concluded with speeches by the Guinean MinisterMr. Camara and the ESFD Managing Director Eng. Omar whereby Mr.Camara warmly thanked the hosts, praising the high professionalism ofthe ESFD team. From his side, Eng. Omar expressed the ESFD’swillingness to provide the experience needed for the establishment of asimilar Fund in Guinea.

On the occasion of its 10th anniversary, theESFD organized a lunch at Le Bristol Hotelon Wednesday July 11, 2012, presenting

its accomplishments through a series of speechesand video projections.

Present at the event were the Head of the EUDelegation to Lebanon Her ExcellencyAmbassador Angelina Eichhorst, the President ofthe Council for Development and ReconstructionEngineer Nabil El Jisr, several Europeanambassadors and representatives, the KuwaitiFund's representative resident in Lebanon Mr.Nawwaf Dabbousi, representatives from local andinternational institutions concerned with socialdevelopment, as well as representatives fromLebanese media institutions.

Speeches were delivered by Her ExcellencyAmbassador Angelina Eichhorst and EngineerNabil El Jisr, praising the Fund’s dedication to itsmission of alleviating poverty and mitigating thesocial impact of economic transition onmarginalized and disadvantaged groups inLebanon.

In his speech, the Managing Director of the ESFDEngineer Haitham Omar presented the challengesfaced by the ESFD throughout the years as well asthe achievements it has made in terms of JobCreation and Community Development, all ofwhich culminated in it being awarded the goldgrade of merit for the year 2011 from the “ArabAdministrative Development Organization(ARADO)” and the “Tatweej Academy for

Excellence and Quality in the Arab region”. He alsothanked the EU and the Council for Developmentand Reconstruction for their continuous support,the Fund’s partners including local communities,banks, and experts for their cooperation andcontribution to the many achievements, differentmedia outlets for the crucial role they play incovering development issues in Lebanon, and the

ESFD team for its devotion inthe performance of its missionwith a great sense ofresponsibility and remarkablecompetency.Looking back to learn from itsfailures as well as its successes,the ESFD celebrated the beginning of a long-termcommitment to the cause of fighting poverty andperseverance for a better tomorrow for cominggenerations.
