ENVIRONMENTAL COMMISSION Ann Lott Bistritz, 201-768-1714
HP Naturally…. Sponsored by HP Girl Scout Troop 702
Fall is a great time to get outside and enjoy HP
Naturally. Take a walk at Highland Field, feel the
chill in the air, watch the kids play soccer and sip a
cup of hot chocolate from the hut. Not only are the
trees beautiful while walking on the track, but you
may be able to admire a red tailed hawk circling
overhead and see the busy squirrels!
Did you ever wonder what happens to all the leaves in
town? The town requires that you
rake your leaves to the curb for the
DPW to vacuum up. They are then
dumped on the compost pile at
Highland Field along with other
vegetative waste and they decompose into rich earthy
compost to feed to your lawn and plantings. Stop by
the Recycling Center and screen some to bring home.
Happy raking!
******
Our vote for the most gorgeous fall tree is the maple at
the corner of Lafayette and Harriot. Check it out!

town’s 3 playgrounds, initiation and planning of the Highland Field jogging path, securing grants, providing
matching funds in order to secure open space grants from the state of NJ, support of other groups seeking
support for their projects, planning and purchasing of a fitness circuit to be installed around the fields at the
HP School.

From the Mayor’s Desk…
STATE PUBLIC QUESTION #1 On November 4, 2008, you will have the opportunity of deciding on an important issue in the State of
New Jersey. The current $37 BILLION state debt is the result of two types of borrowing. The first is a
“General Obligation Bond” so named because every property owner in the state holds the obligation. The
second type is the “Revenue Bond”. At this time the Revenue Bond does not require voter approval. A “yes”
vote on question #1 would require that all spending related to bond issues would require voter approval. A
“NO” vote would allow the present condition to continue. Please give this question very serious thought and
consideration. If you have any questions please feel free to give me a call.
HELP WANTED If you have the time and willingness to help, positions are available in two areas. An hour of your time
is needed each school day to serve as a crossing guard. You will be provide with the proper training and
uniform.
Help is also needed with the Senior Van operations. We can work around your schedule since there are
no set hours. Most trips are local and usually involve only the residents of Harrington Park and Haworth.
Please call the Borough Hall if you can help.
SHARED SERVICES UP-DATE
Our discussions with Norwood and Northvale regarding the purchase and sharing of DPW equipment
are on-going. We are also talking about the possibility of combining our Building Departments. Northvale
and Harrington Park already have the same Building Inspector.
If we are successful in our efforts, it is anticipated that a substantial amount of money (tax dollars) will
be saved, while we improve the level of service for each Borough.
You may already know that Norwood and Harrington Park share the same Court Administrator. This
program has been a great success for both towns. I’ll keep you posted as we move forward.
ENVIRONMENTAL MATTERS
It is with a deep sense of regret that I accepted the resignation of Susan DiFolco as a member of the
Environmental Commission. Susan had a long and impressive record of service to the Borough of Harrington
Park. She also played an important role as an alternate to the Planning Board.
As a replacement to the Board, I was pleased when the Council approved my recommendation of
Mary Ann Schran to fill the unexpired term.
Mary Ann is a strong advocate of environmental issues and recently organized a clean-up of the
Beechwood Park area. A group of NVOT students under the leadership of Mr. Brian Hanson-Harding did an
outstanding job. The group known as SOPE (Save Our Planet Earth), was assisted by Mr. Mark Kiernan,
Superintendent of HP-DPW. Thank you for a job well done.
THANKSGIVING 2008
Please accept my best wishes for a happy and healthy Thanksgiving. Even in these difficult financial
times, we remain truly blessed. Nothing is more important than the good health and safety of your family and
friends. Hopefully those you love will be with you for Thanksgiving and share in remembering those things
that are most important in our day to day existence. We will get through this trying period. We have been test-
ed in the past in numerous ways and proved capable of meeting the challenges. The same beliefs and
motivations of past generations will help us deal with the current situation.
God bless you and your family.
Paul A. Hoelscher, Mayor
