WHAT IS BASIC DATA?

In order to carry out its tasks, any public authority needs access to data. Some of this data is required by several authorities in different administrative areas and levels. This is basic data.

THE PUBLIC SECTOR AGREED ON CREATING THE BASIC DATA PROGRAM IN OCTOBER 2012

● Investments of approx. EUR 125 million up to 2016

● Open access to public-sector basic data for everyone, including enterprises and individuals

● A common single distribution solution: the Data Distributor

● Initiatives for real property, address, geographic, individuals and business data

● The establishment of a cross-institutional governance model: basic-data committee

● Analyses of new areas of basic-data relevance

WHERE DOES THE MONEY COME FROM?

● Internal savings in the base registers: Less IT (from simplification), less administration (no sales) – 10pct

● Reduced costs of keeping the data updated – 10pct

● Efficiency gains in departments, municipalities, regions – 80pct

● The public sector gains are approx. 33 mio. EUR

● The private sector gains are approx. 66 mio. EUR

KEY TRAITS OF THE DANISH BASIC DATA PROGRAM

● Guided by Business Cases and public sector efficiency gains

● Based on a strong tradition of strategic and operational coorperation in the public sector on e-government

● The program is sponsored by high level political boards

● The financing is done up front (costs and benefits)

● The program solves many long-standing issues

● Managing Successfull Programs (MSP) is used as the framework for governance and implementation

6 SUB-PROGRAMS IN THE BASIC DATA PROGRAM

● SP1: Efficient real property management and re-use of real property data.

● SP2: Efficient re-use of addresses, administrative units and place names.

● SP3: Common basic data for water management and climate change adaptation

● SP4: Open and efficient access to geographic data.

● SP5: Efficient basic registration of people and fewer shadow registers.

● SP6: Efficient re-use and sharing of basic data on businesses.

THE COMMON BASIC DATA TERMS OF USE● The Licensor grants you a worldwide, free, non-exclusive and otherwise

unrestricted licence to use the Data, which you are free to e.g. 

o copy, distribute and publish;

o adapt and combine with other material;

o exploit commercially and non-commercially.

● The Data may not be used in a way which suggests that the Licensor endorses, supports, recommends or markets the user of the Data, or the services or products of the user of the Data.

● You must ensure the use of the Data is in accordance with Danish law.

● The Data is provided 'as is' and the Licensor shall not be liable for content, origin, errors or omissions in the Data and shall not be liable for any loss or damage caused by its use.

THE DATA DISTRIBUTOR

● All common public-sector basic data will be distributed via the Data Distributor

● The Data Distributor can also distribute other public-sector data in the future.

● Updating basic data will still be carried out via the basic-data administrator's existing interfaces

● The basic-data administrator will provide an up-to-date copy of basic data at a frequency that meets the needs of users

● The basic-data administrator will own the data and will be responsible for developing data and interface descriptions for display with the Data Distributor Any cross-cutting data descriptions will be prepared jointly by several basic-data administrators

● Will provide support for standardized technical interfaces and only a single basic-data access agreement needs to be entered into

Basic Data have sufficient quality for the major uses of the data

Responsibility for keeping the Basic Data valid and up-to-date is clearly placed and efficiently handled

Basic Data is semantically coherent and modelled accordingly to the Model Rules of Basic Data

Basic Data is available for free and with non-restrictive terms for reuse (does not apply to sensitive data) through the Data distributor

Basic Data is being used in the public sector and by businesses where the data can bring significant value

LESSONS LEARNED

Governance

• Balancing the need for a common overview and coordination with the autonomy of the authorities involved

• Making the division of responsibility between the basic data board, the basic data secretariat and the subprogram steering groups clear and functional

• Ensuring that the governance structure works smoothly in order to perform due diligence
